OVERVIEW A crisis is a situation that seriously and immediately threatens one or more of an organization's four vital assets: life, property, operations/income, and reputation.

TYPES OF CRISES A. Natural disasters, including a storm, heavy winds, blizzard, ice storm, flood B. Disorderly behavior C. Perceived threat by an outside force D. Serious accident or medical emergency E. Integrity of Building and property F. Integrity of Parsonage and property RESPONSIBILITY FOR CRISIS RESPONSE PLANS A. The overall responsibility for and direction of crisis response plans rests with the Consistory and the Pastor.

B. The Vice President of Consistory meets with Consistory members, the School’s Out Director, the Mission leader and the Pastor in order to create plans that can be effectively implemented on this site. This team's responsibilities are as follows: o

Approving crisis response plans that are proposed by the entire team.

o

Evaluating and revising response plans on at least an annual basis.

o

Distributing risk management and crisis response materials to employees and congregation in a timely manner.

o

Formally evaluating responses following a crisis.

C. In addition to church representatives, the following people are consulted when necessary: o

Sexton and other employees, including School’s Out daycare employees


o

Representatives from the Police and Fire Departments

o

Representatives from the local ambulance corps

o

Representatives from the Village and Town departments

o

FEMA representatives

o

Outside Contractors

o

State Board of Daycare Licensing

o

Other clergy members

o

Financial Secretary

o

Congregation

Community members

Local power authorities

Media representatives

Community organizations

CRISIS RESPONSE COMMAND SYSTEM A. During a crisis, the Vice President and Pastor coordinate decisions that are agreed to by Consistory and School’s Out Director who assemble as soon as possible at a Command Post. If the Vice President or the Pastor are not available during the crisis, the whole Consistory will meet to implement the policies.

B. The Command Post is located in the first place deemed to be safe. In order of selection, possible locations are: o

The Church

o

Frank J. Basloe Library

o

Herkimer County Community College

o

Mohawk Reformed Church


C. The initial tasks of those at the Command Post are as follows: o

Define the crisis.

o

Define the locations and general activities of people on site.

o

Define resources, human and material, that are immediately available.

o

Contact outside resources, if needed.

o

Delegate who will oversee general areas of response: Rescue, Building Integrity, Public Relations, and Evacuation.

o

Establish a communication system to allow constant communication between these areas. Modes of communication may include cell phones, walkie-talkies, telephone, email, social media, texting, and/or runners.

D. The Mission leader and the Pastor oversee functions related to Public Relations. Responsibilities include: o

Establishing a Public Relations area, in consultation with emergency personnel.

o

Serving as liaisons to the media during and in the immediately following a crisis.

o

Coordinating the flow of information by others, maintaining a list of people from the church who are authorized to speak to the media, and consulting with these representatives before and after they speak with the media.

E. The Vice President of Consistory, Pastor, and/or School’s Out Director and/or Assistant Director oversees tasks related to evacuation. Responsibilities include: o

Determining the safest route out of the building.

o

Contacting the police, fire and village officials of the location where people are evacuating.

o

Physically overseeing the actual evacuation, including coordinating the movement of vehicles with the activities of emergency personnel.

F. Other Consistory members, congregation members and employees assist as requested. G. Situational Leadership o

Situational Leadership is a response mode in which one person assumes responsibility for the well-being of a small group through timely, independent decision-making and action.

o

Situational Leadership is based on:


1. Each employee and/or Consistory member in charge understands and agrees with the policy that if he/she is the only employee present with vendors, outside visitors or other employees, then he/she is responsible for their well-being.

2. When two or more employees or Consistory members in charge are present with customers, vendors or other employees when a crisis arises, then everyone knows who the lead person is, and all the other employees, consistory members and congregation members agree to follow that person's instructions.

3. Employees and Consistory members know how to respond to specific crises and/or know the nearest location of a Crisis Response Manual.

4. Employees and Consistory members are familiar with the layout of the building, including the location of all exits and shelter or refuge areas.

H. Through Situational Leadership, decision-making will be based upon the plans outlined in this Manual.
