San Francisco is in a sense a vertical city, defined by its hills as a consequence of its geography as much as for its famous bridges and buildings. San Francisco's steep streets are legendary and immortalized in film and television. The public stairs that connect those streets are spaces woven through the urban context providing unique opportunities for public space. It considers the outdoor sequence as more than circulation defined by limitations but as occupied public space within the urban environment that provides opportunities for program and experience. It is designed with a sequence and public space that links 20th Street to the parking lot and green space.

The programmatic premise of the project is intentionally open-ended, and embodies the belief that urban life provides a continually shifting set of needs and continually evolving infrastructure which support those needs. Although there are rich interactions that the various programs potentially could provide for one another, there are also separations required for security, independent hours of operation, and the general idea that access to dierent parts of the building need to have dierent degrees of control. The primary elements of the program include a large, fexible ground foor market/hall/urban room, a top level urban test farm, a food research facility, public kitchens, and a specialized food library. The programs touch upon all aspects of the food cycle from growth through preparation, distribution, consumption, waste and recycling.

It is designed to dominate the area it inhabits, but at the same time be well integrated in the setting because it will pay heed to the height of the existing buildings, as well as to visual relationships. It is showing a dance performance. In a dance performance, there is a main dancer. Although the main dancer shines at certain points of a performance, it is also important that they fit well with the rest of the dancers on the stage. In addition, the main dancer must not only have outstanding talent, but they must also lead the performance to success. Using the form of building, it captures the image of the main dancer and their responsibilities. The impression made by the sharp-edged prismatic building massing changes to a surprising degree depending on the observer's standpoint. The double-folded underside-its surface clad in reflective metal shingles-disengages the structure from the ground and in combination with the roof, which runs parallel to the lower edge, defines the six vertical facade surfaces. Because the building changes depending on the facade the observer is facing, they may have a different experience each time they visit, just like how watching the same dance performance can feel different on different occasions.

As a result, student athletes had to use another o-site pool for home games.
