Symphony to Celebrate and Honor Santa Barbara’s Medical Community

N THE SPIRIT OF PROMOTING GOOD HEALTH IN 2021, the Santa Barbara Symphony’s historic season will continue this week, with Santa Barbara Celebration, on Saturday, February 27th at 7pm (with a rebroadcast on Sunday, February 28th at 3pm). Shining a light on individuals and music that make Santa Barbara special, this concert will honor the local medical community by highlighting their musical talents, including some of its local physician musicians who will perform alongside members of the Santa Barbara Symphony. “Music and healing have been linked throughout history, and now more than ever, it feels vital to illuminate that connection and celebrate it,” shared Maestro Nir Kabaretti. “The Greek god Apollo was not only god of the sun but also the god of healing and music. The skills developed in musical training – listening, collaboration, empathy, attention to detail – are skills that are equally critical in the practice of medicine. There is a dedication to excellence and lifelong commitment to practice in both medicine and music, which together, can enhance and transform a life!” For this exceptional Santa Barbara-focused performance, Kabaretti returns to the podium to lead Santa Barbara Symphony musicians and guest soloists on a socially-distanced stage. Symphony Board Chair Janet Garufis will lead a conversation with Dr. Kurt Ransohoff, CEO and Chief Medical Officer of Sansum Clinic, and Ron Werft, President & CEO of Cottage Health, about the connections between music and healing. LONG TIME ADVOCATE FOR RACIAL JUSTICE AND EQUITY, Dianne TravisTeague has been appointed to the City of Santa Barbara’s Fire & Police Commission. The Director of Alumni Relations for Pacifica Graduate Institute, she has both professional and lived experiences to bring to the commission. “At a time when our profession is in need of community partnerships, Dianne has already demonstrated her willingness to engage and her ability to influence our department’s future,” stated Lieutenant Shawn Hill, City of Santa Barbara Police Department Community Accountability Division. Dianne Travis-Teague A dedicated community member, Travis-Teague also serves on the Board of Hospice of Santa Barbara. Upon her appointment, she expressed that she considers this an “opportunity to help shape a different reality for our future generations.” Travis-Teague holds her bachelor of science in business management and marketing from Northwestern University. Healing the White Body in the AntiRacism Movement

ACISM CARRIES BOTH A DEEP HISTORICAL AND BIOLOGICAL THUMBPRINT, different today in the United States than its original form centuries ago. Matt Lowe, an educator, Restorative Practitioner, and a recent speaker in Word & Life’s Confronting Racism series, asserted that racism has evolved “like a virus,” mutating through history. Seeing racism’s historic roots is key to understanding its evolution today, for Lowe. He called “our original trauma” The Doctrine of Discovery in 1452, where Christians asserted domination over non-Christian, indigenous peoples. The bifurcation deepened as Euro-centric colonization expanded. He noted the Bacon’s Rebellion, taking place in Virginia in 1675, where indentured servants – poor whites and poor Blacks – together rose to challenge “the elite.” This marked the beginning of separating out the races according to color, the elite class situating poor whites above Blacks, wherein “enslavement became hereditary.” Our Constitution, he added, upholds “property rights” more so than human rights, adding that owning property became the cultural norm for maintaining power. He described the Marshall Trilogy of the 1820s, three racially motivated judicial actions that further excluded oppressed people from the sovereignty of owning property. Matt Lowe Such policy reinforced the “belief system” of white people “to own and possess – that’s our way up.” He cited California’s 1978 law, Proposition 13 – which came “out of legalized segregation” and rolled back real estate assessments – as another example of exacerbating racial inequality. History informs us of racism’s origins and our body’s biological reactions reflect it. Indeed, Lowe asserted that the root of racism “is tied to the body” and how prejudice, within this framework, arises from our “fight/flight/freeze” responses. “We are made of neurons…these chemical triggers…create our experiences of everything…Triggers create habits, and habits create a posture. This posture is what upholds the position of superiority in the body,” he explained. Drawing from the field of Integrative Biology Systems, Lowe pointed to the visceral origins of racist beliefs as a dialectic between our sympathetic system (fight/flight/freeze) and the parasympathetic system which, he described, as akin to that state of ‘rest and digest.’ Viewing racism through this neuronal lens differs from a solely external analysis of the issue. We go into the body to see the recurring, biological link between our felt, racist perspectives and the concomitant cultural habits of privilege guiding our behaviors and policy. Lowe echoes Beverly Daniel Tatum’s definition of racism as “a system of disadvantage based on prejudice and power,” indicating that the word “policy ” also embodies a sense of physicality, its root from the Greek “politicos” which pertains to “the freedom to move around a common space.” Thus, he underscored the connection between our neuronal perspectives and white people’s power to arrange cultural space, that is, to protect themselves – say in the workplace or in the community – from having to confront a sense of otherness, upholding norms of safety. “How we move throughout the world reflects our racism…reflects our whiteness,” Lowe suggested. He asserted that it’s challenging for white people to admit they are racists as “we get caught in that same sympathetic fight/flight/freeze response.” To heal, we must address both “what we’ve done and also what has been done to us” with an attitude of humility. Lowe, who is blind and who holds a BA in Black Studies and History and an MA in Urban Studies, asserts that the white body, preconditioned by history and biology, continues to hold “the posture of the oppressor,” one that is shaped by “fear, anger, trauma.” To correct this, we must face the shame of “protecting our own fight/flight/freeze responses,” considered synonymous with what is called ‘white fragility.’ Lowe believes that Christianity, with its historic culpability using the Bible to justify enslavement, plays a leading role in cultural repair and reconciliation. He founded the faith-based community organization, CUREJ (Christians United for Racial and Economic Justice) with the vision of creating healing around antiracism. His advocacy work focuses on five steps, including: reckoning, re-education, de-monumentalization, undoing policy, and public accountability in the spirit of truth telling. He also underscored the importance of white people undergoing lineage work, addressing family histories of struggle which—although allowing for assimilation into white culture—nonetheless still carry stories of intergenerational trauma. He recommended two books germane to these efforts: A People’s History of the United States by Howard Zinn and Different Mirror: A History of Multicultural America by Ronald Takaki. “It’s not just about looking at yourself, or your racist tendencies, but how you are going out and shaping the world and addressing systems of power,” he said. “Your antiracism work is only as good as the history and context which you are drawing from. That is why white folk need to know their Black history, Latinx history, indigenous history, Asian American history. We need a peoples’ history to shape our antiracism’s efforts, not just a naming of white fragility.” Word and Life series on Confronting Racism continues through March 18th. Community News SB Historic Landmarks Commission Discusses Future of De La Guerra Plaza

E LA GUERRA PLAZA, IN THE HEART OF SANTA BARBARA SINCE 1853, and in need of a functional revitalization for decades, has now moved one step closer in the approval process after coming before the City’s Historic Landmarks Commission last week. “This is a really exciting project for the community. It’s a very special place for so many in Santa Barbara with its historic buildings surrounding it and the events that take place there,” shared Principal Project Manager Brad Hess. “It’s been a great process creating this concept plan that will now begin the City’s Development Application process like any other project.” The current plan was crafted by the city’s De La Guerra Plaza Revitalization Design Advisory Committee, which was formed in February 2019. It proposes a number of dramatic changes, including installing a splash pad, new landscaping, new arcade, art nodes, new restroom, trash and recycling collection services, and a kiosk. The plan further recommends that the entire plaza, along with De La Guerra Street between State and Anacapa Streets, be paved, made level, and closed off to daily traffic. The Historic Landmarks Commission will serve as the project’s approving body. Yet while the commission reacted positively to the project’s overall goals, De La Guerra Plaza’s future is far from finalized. Many commissioners expressed concerns that certain elements of the plan did not fully maintain the plaza’s historic integrity. “I think my biggest disappointment is this seems to be a very contemporary plaza,” voiced Commissioner Ed Lenvik during the commission’s February 17th meeting. An item of contention is the proposed splash pad, which most commissioners felt was inappropriate. A fountain was suggested instead, although due to drought concerns, it was determined that the fountain must be aesthetic even without running water. The commissioners further asked for a stronger sense of connection between the plaza and Casa De La Guerra, traditional species

of trees, a more simplified layout, and the incorporation of historic elements such as informative plaques. However, the majority of the commission did support the idea of a pedestrian-oriented plaza, favoring eliminating grass, leveling off the plaza, and closing it to traffic. They also appreciated the proposed arcade, but commented that it, along with other components of the plan, needed to be more traditional. “The period of significance [which ends in 1951] is an important starting point to frame these design moves, and so that needs to be looked at as a major design guide,” said Commission Chair Anthony Grumbine. Going forward, the commission will continue its refinements before ultimately approving a design. The Advisory Committee will continue meeting, and public feedback is welcome. According to Hess, the project’s March 2019 community workshop had over 150 participants, and since then many community members, groups, and businesses have continued to share their views. One local leader who has voiced their support is Executive Director of Downtown Santa Barbara Robin Elander. “A redesigned De La Guerra Plaza as a grand civic plaza will add renewed vitality, energy, and connectivity to the greater downtown area,” said Elander. “It can recognize and educate our community and visitors about Santa Barbara’s unique history and become a space for generations to gather and create memories.” Anne Petersen, the Executive Director for the Santa Barbara Trust for Historic Preservation, has also supported the project, serving as an Advisory Committee member. She acknowledged that the design should continue evolving based on community feedback. “The most important thing now is that it progresses, and that a design is implemented...” expressed Petersen. “I hope this will be the generation to finally complete Plaza de la Guerra. As we come through the other side of a worldwide pandemic and an ongoing reckoning related to social justice, we need our public spaces to serve the community, more than ever.”

Between April 22nd to the 24th, the CEC will host a virtual #CelebrateClimate Leadership Earth Day Festival, featuring music performances, inspirational speakers, environmental groups, and more. “In 1970, 20 million Americans took to the streets and parks on the first Earth Day to learn about how they could protect the environment, creating a national shock wave that fueled rapid and impactful action,” said CEC CEO Sigrid Wright. “This is the kind of inspired action we need today, and it can happen here if we each lean in and commit – to learning, to leading, and taking bold action every day toward environmental solutions.” The event will be free and completely live-streamed at https://sbearthday.org. SB Unified Approves Plan for Elementary Students to Begin Hybrid Learning in March

ANTA BARBARA UNIFIED SCHOOL DISTRICT will begin welcoming back elementary students next month with a phased-in, hybrid learning model. The decision was made by the SBUSD Board members in their February 23rd school board meeting. “We are ready to see our students back on campus and to continue to serve our families who chose to remain in our distance learning program,” said SBUSD Superintendent Hilda Maldonado. “We also acknowledge and thank our elementary teachers and staff and welcome them back to their classrooms. Their work and commitment since day ONE has been key to supporting and guiding our students during this challenging time.” The hybrid learning model will begin the week of Monday, March 1st through Friday, March 5th. According to the state Department of Public Health, Santa Barbara County’s adjusted COVID-19 case rate is 16, and has remained under 25 for five consecutive days. This means elementary schools are able to reopen. “If COVID rates continue to decline to seven per 100,000, the state will allow secondary campuses to reopen,” reads a statement from SBUSD. “Per the district’s labor agreement, today the district issued a ten-day notice to all certificated secondary educators to return to campus on March 9 in preparation for in-person learning.”

SB City College Vocational Nursing Program Ranks in Top 10 of Western U.S.

N A SEASON OF AWARDS AND RECOGNITION FOR SANTA BARBARA CITY COLLEGE’S PROGRAMS, the college’s Vocational Nursing program has been listed by ranking service NursingProcess.org as #10 in the western U.S. “We applaud the efforts of Santa Barbara City College toward nurturing the academic and career goals of nursing students,” reads NursingProcess.org’s statement to SBCC on its recent win. “Congratulations to the students, faculty, and administrators of the college!” NursingProcess.org examined 423 Licensed Practical Nurse programs across the western U.S. in its efforts to determine the top ten programs. Each program was evaluated on four components – the nursing school’s reputation, affordability, academic quality, and National Council Licensure Examination (NCLEX-PN) pass rates. SBCC’s Vocational Nursing program lasts three semesters, with its graduates leaving prepared to act as ethical, caring, and competent Licensed Vocational Nurses in a range of environments, including hospices, clinics, homes, extended care, and more. ORE SANTA BARBARA UNIFIED SCHOOL DISTRICT STUDENTS WILL BE RUNNING, JUMPING, AND PLAYING this spring thanks to the efforts of the Junior League of Santa Barbara and local Rotary Clubs. Upon realizing the need for equipment so students can continue their physical education classes at home, these organizations teamed up with the Santa Barbara Education Foundation to host soccer ball and jump rope drives. “The need for all kids to have access to sports equipment in the home is especially crucial during remote learning,” said SB Unified PE Teacher Ethan Zolt. “The joy and excitement of receiving this gift were evident, as smiling students proudly displayed their new soccer balls at our most recent PE Zoom classes!” The Junior League of Santa Barbara led the efforts for the soccer ball drive this past January. Local law firm Brownstein Hyatt Farber Schreck sponsored the drive, with community members donating both new and gently used balls. A total of 640 soccer balls were gathered for SB Unified elementary students. Funding for new jump ropes was raised by local Rotary clubs, including Rotary Club of Santa Barbara Sunrise, Rotary Club of Santa Barbara North, and Rotary Club of Santa Barbara. To date, 850 jump ropes have already been distributed to SB Unified elementary students, with over a thousand more expected. https://sbefoundation.org

Dana Reed and Gregg Hart Selected for LOSSAN Agency Board of Directors Leadership DANA REED has been selected to serve as the chairman of the LOSSAN Agency Board. The Mayor Pro Tem for the City of Indian Wells, he also currently serves on the Riverside County Transportation Commission. His past experiences within the transportation industry include acting as the Undersecretary of the Business, Transportation, and Housing Agency, Executive Director of the California Toll Bridge Authority, a member of the Orange County Transportation Authority Board, and chairman of the Orange County Transportation Commission. Reed is a founding partner of Los Angeles-based law firm Reed & Davidson, LLP, and holds his Juris Doctor degree from Loyola Law School.

GREGG HART, Santa Barbara County Supervisor, Second District, will serve as the vice chairman of the LOSSAN Agency Board. An engaged county resident, Hart has held a number of positions in local government over the years, including acting as a Santa Barbara City Council Member, a Planning Commissioner, and a California Coastal Commissioner. He has also been involved with local transportation efforts, having served as the original manager of the Santa Barbara County Association of Government’s (SBCAG) Traffic Solutions program, which promotes sustainable and environmentally-conscious transportation. He has also held the position of Deputy Executive Gregg Hart Director for SBCAG, and supported efforts to improve bus and passenger rail service and widen the 101 freeway. Gregory Freeland — Preserving Santa Barbara’s Black History

REGORY FREELAND WANTS SANTA BARBARA TO REMEMBER its Black history. A Santa Barbara resident since 1964, he has witnessed firsthand the decline in both presence and knowledge of its Black community. To preserve this history and encourage others to do the same, he will share his stories at the February 26th Black is Beautiful event. “I hope the whole Black community views it in some way or another, and it sort of sparks a fire in them to want to do it over again, or to dig deeper, or maybe to come out with their own stories, and not necessarily Gregory Freeland to feel apart from anybody but certainly to have a collective identity,” shared Freeland. Currently, Freeland is a political science professor at California Lutheran University, also sitting on the city’s Living Wage Advisory Committee and serving with the local organization CAUSE. Having grown up in Durham, North Carolina, he moved to Santa Barbara in 1964. He returned to the community after serving in the Vietnam War, eventually graduating from UC Santa Barbara. Recently, Freeland participated in The Atlantic’s reexamination of its Federal Writers’ Project, which

N A BEACHFRONT WALK, on this very beautiful weekend, bathed in summerlike weather, I was in the company of others who also seemed to sense the arrival of Spring. The blue expanse of the ocean was dotted with sailboats competing in the Yacht Club’s Spring series race – of course, observing the mariner’s restrictions determined by the (diminishing) coronavirus pandemic. It was just a perfect day for a walk on the sand… until I accidentally stumbled over a big pile of seaweed that had washed up on shore. So much for watching the sailboat race while strolling along the strand! What to do about the bane of the unaware beach walker, those piles of drying seaweed fouling beaches and mariner’s propellers? A quick visit to Professor Google set me straight on that subject in a great big hurry! In my first session with the Professor, I learned to think of seaweed – properly referred to as Kelp – as the canopy of an extensive aquatic rainforest. These plants anchor themselves to the rocks underwater while their air filled sacs allow the upper elements of the plant to float near the surface where they can absorb energy from the sun. Kelp not only protects thousands of underwater species and functions as a carbon sponge, it also has the potential to sustain those of us on land… that is, if we take the time to understand it. Until now, research on how marine photosynthetic (sun-nourished) plants serve to soften the effects of climate change has focused on sea grass, mangroves, and salt marches. Kelp has been relatively unexplored despite its unlimited potential to reduce carbon dioxide and saltwater acidity created by human consumption and waste products that add to global warming. The acidity in the ocean that has affected mollusks - and other forms of sea life - is currently being investigated by the Bigelow Laboratory for Ocean Sciences in Maine. almost one million dollars by the World Wildlife Foundation and the Bezos Earth Fund to further investigate the plant’s uses and future potential. This influx of funding allows researchers to develop partnerships to further understand kelp’s environmental impact and potential applications as we transition into a low carbon lifestyle. Information has been gathered to track carbon dioxide, oxygen, and nutrient concentration along with ocean salinity and temperature. Researchers will use this information to create a computer model of water circulation, kelp growth, and resulting water quality changes to better understand kelp’s impact in a series of international study farms and to predict it’s effects. “Seaweed farming has the possibility to provide diversification and profit for struggling working waterfronts, but also critical ecosystem services for coastal marine systems,” states Senior Research Scientist Nichole Price of the Bigelow laboratory on their website. “However, to earn the social acceptance of aquaculture, we need to rigorously document evidence of these water quality benefits across a range of settings.” Cultivated kelp grows quickly, requires minimal resources, has the potential to mitigate global warming, protect sea life, and possibly develop into a major food and product resource on land. Findings will inform policymakers and the public of the benefits of our seaweed aquaculture and develop science-based solutions in support of the environment. Trust me, I’ll never bag on seaweed again! I’ve certainly learned my lesson from Professor Google about one of the many important gifts Mother Nature has to offer. Economic VOICE Retail Sales Start 2020’s Boom

T LOOKS LIKE THE 2020’S ECONOMY is beginning to roar as retail sales jumped 5.3 percent in January 2021, and 7.4 percent since last January. This is just as President Biden’s approximately $1.9 trillion American Rescue Plan is wending its way through congress. Advance estimates of U.S. retail and food services sales for January 2021, adjusted for seasonal variation and holiday and trading-day differences, but not for price changes, were $568.2 billion, an increase of 5.3 percent from the previous month, and 7.4 percent above January 2020, said the US Census Bureau report. Pundits and some economists worry that this is too much “untargeted” money sloshing around the economy, including an additional $1,400 per person that will supplement the $600 payments made in January to those making less than $75,000 per person.

Nobel laureate Paul Krugman does not think so, because those that need it will spend it immediately, while the less needy will squirrel it away for another rainy day; a good thing given these uncertain times. And, there is little inflation now, as the Consumer Price Index (CPI) retail inflation measure did not increase at all last month and is up just one percent over the past year. Sales were strong in every category. Department store chains, Internet retailers, electronic stores, and home-furnishing outlets all recorded double digit gains in percentage terms. Bars and restaurants also registered a nearly seven percent increase in sales after receipts had fallen three months in a row. Cold weather and new business restrictions imposed after a record increase in coronavirus cases, slammed restaurants toward the end of 2020, but states started to lift restrictions early in the new year as the pandemic began to wane again, reported MarketWatch’s Jeffry Bartash. “The increase in spending last month was fueled in part by $600 federal

stimulus checks for millions of Americans and more generous unemployment benefits. What also helped were loosened state restrictions on business brought on by a sharp decline in coronavirus cases,” said Bartash. Now is not the time to worry about inflation, in other words. Rising prices increase profits and wages, especially in the recovery stage of this recession. Slow real personal income growth portrayed in this FRED graph has been one reason for slow economic growth since the Great Recession ended some eleven years ago and kept the U.S. from spending more on upgrading our deteriorating infrastructure. Personal income has fluctuated between two to three percent since then, which is not enough to boost household incomes above the longterm inflation rate. In fact, household income has not risen enough for most Americans to weather such natural disasters as this pandemic, and what is to come with global warming and future geopolitical uncertainty that accompanies

a changing climate (droughts, immigration woes, increasing wildfires, hurricanes, etc.). The Texas freeze from the current Polar Vortex episode that could last through this weekend is but one example. As reported in the LA Times by a Houston reporter, “Extreme weather events are becoming more frequent and more severe as the climate crisis worsens. And the U.S. power grid is not prepared to handle the hotter heat storms, more frigid cold snaps, and stronger hurricanes of a changing planet.” What better time is there to prepare for such future emergencies? OU CAN FEEL WAVES OF SPARKLING DELIGHT flowing from Santa Barbara—our own Peg Quinn has a debut poetry collection right off the press. I am not the only one who has been collaring Gunpowder Press publishers David Starkey and Chryss Yost for years to publish this solidly good and consistent presence. Master poets and poet laureates are Peg Quin n unified in praise for Mother Lode—abrazos y besos many. Years ago she won an essay contest through Adult Ed awarding her a scholarship with Santa Barbara Writer’s Conference. She fell in with poetry master teacher Perie Longo, SB Poet Laureate Emerita, who roused her already waking gift. Now this is what Perie has to say printed straight out in Peg’s book—“Peg Quinn’s poems in Mother Lode are songs that pull you ‘like a sturdy hand toward the dance floor’ that is her life. They embrace the earthiness of Nebraska fields where her childhood is ‘planted,’ the holiness of nature where a barn is a ‘cathedral,’ the ocean a place of ‘worship,’ and death in its sorrow or horror, a ‘reckoning.’ She writes with a grace and voice uniquely hers. I found myself bowing after each poem.”

Cautious Horses Eyed Us Great-Uncle Ed said if we could grab one of the carp swimming in the horse tank down by the barn, we could take it home. With sleeves rolled to our shoulders, arms dangling in cold water, bodies baking in the sun, cautious horses eyed us. As we justified details of how the last one got away, an enormous, indifferent fish eased up from the depths just out of reach. We’d spring for the catch, brushing just a slip of life as it moved past, leaving us thrilled by the feel of an empty grasp. Poetry is the say of the unsayable and great poets look at their great poems with

a rueful “almost maybe” and because they are artists try again, and again. And there above Master Quinn lays it all right in our arms—“an empty grasp” that thrills. This is her genius. Of herself she says, “I’m ever-thankful for my childhood in rural Nebraska. I don’t remember having toys, but a treehouse and a tire swing, fruit trees, a large vegetable garden, a sandbox, and nearby woods where the only rule was, ‘Be home by sundown.’ We could fish, swim, endlessly explore the woods, and sled down the creek banks in winter. I remember watching my family watching TV, their faces lit by the screen, and I’d take off for the woods. I’m guessing it created a very calming psychological foundation. I never flinch at wind driven rainstorms in California, having walked a mile to school in blizzards. There were no options.” Still, she chose a brave path by majoring in Art at the University of Nebraska, Lincoln, where an elective poetry class with Greg Kuzma was the most memorable.

When we met for lunch, you smelled of pine.

I watched you flirt with the girl behind the counter, as she nervously refolded perfectly-folded napkins. Someone’s Sons Glancing in his rearview mirror the foreman cracks a beer, floors his monster truck and roars away leaving two illegal boys on their knees above my steaming driveway, filling cracks with bottled blacktop. I bring them paper masks, simple borders between toxic dust and young, well-traveled lungs, hand them cans of coconut water. Earlier, I’d read a message from my son, rear-ended by a motorcycle last night on the Hollywood Freeway, everyone pulled over, first-responders there in minutes— no one seriously injured. I bring the boys dark, juicy plums. Something sweet for someone’s sons. I’ve always thought of Peg as a kind of Grapes of Wrath character bearing memory of a flour sack dress—one bare foot in a Nebraska barnyard and the other one on Santa Barbara shores washing it from between her toes, flower and seagull feather in her hair, holding John Keats’ Sonnets aloft above the waves. She’s a sophisticated educator, fine painter, and terrific poet simpatico with Nebraska’s Ted Kooser who never quit his day job as an insurance underwriter, yet a Pulitzer Prize winner and USA Poet Laureate Emeritus. I do believe him to be one of

Longtime Santa Barbara ADVOCATE for VETERANS, BOB HANDY has been honored by Rep. Salud Carbajal (D-24th District) for his work on behalf of Central Coast Vets. Framed comments in the Congressional record were presented recently to Handy at Shoreline Park in Santa Barbara. Handy is the founder and Chairman of Veterans United for Truth, Inc. (VUFT), a veterans’ support non-profit that played a critical role in addressing the Veterans Administration’s (VA) mishandling of veterans’ medical services, particularly of PostTraumatic Stress Disorder (PTSD) cases, and restrictive policies within the VA that prevented veterans with PTSD from appealing negative findings in their cases.

Poking the Paradigm

New research on sea urchins challenges long-held assumptions about marine reserves

EPRIVE A MOUNTAIN RANGE OF ITS WOLVES, and soon the burgeoning deer population will strip its slopes bare. “I now suspect that just as a deer herd lives in mortal fear of its wolves, so does a mountain live in mortal fear of its deer,” wrote ecologist Aldo Leopold in his landmark 1949 title A Sand County Almanac. Leopold proposed that predators keep herbivore populations in check to the benefit of an ecosystem’s plant life. Remove one link in the food chain, and the effects cascade down its length. The idea of a trophic cascade has since become a mainstay in conservation ecology, with sea urchins as a prime example just off the California coast. “Urchins play a key role in the kelp forest because they eat kelp,” said Katrina Malakhoff, a doctoral student in UC Santa Barbara’s Interdepartmental Graduate Program in Marine Science. “And there are times and places when urchins eat so much kelp that they actually end up removing it all and creating urchin barrens.” Scientists noticed that urchin populations seemed to explode after hunters decimated California’s sea otters. The prickly critters went on to mow down entire kelp forests. Their conclusion: Predators like otters had kept the urchins in check. In Southern California, the otter’s predatory role was thought to be filled by other species, particularly spiny lobster and sheephead fish. But a new study by Malakhoff and her advisor, Robert Miller, suggests that the truth is much more nuanced. Santa Barbara County Remains In The Purple Tier With Lower Adjusted Case Rates and Testing Positivity

HE STATE ANNOUNCED THE SANTA BARBARA COUNTY ADJUSTED CASE RATE TO BE 16.9 and testing positivity to be 6.0%. This lowered adjusted case rate allows schools serving TK through 6th grade, with approved safety plans, to return to in-person learning as early as tomorrow, February 24, 2021. As local metrics continue to trend downward, the need for more testing could improve weekly adjusted case rate leading to further reopening in the near future. The step forward for TK-6 requires close watch of the safety guidelines for children. Parents and schools will need to ensure many things including daily screening of kids, keeping them home when not feeling well, limiting gathering with people outside of their households, maintaining social distancing outside of their home, wearing face coverings, and following isolation and quarantine guidance when a family member or close contact tests positive. Allowing some students to return to in-person learning is a significant step in the right direction. To continue to move forward as a community, to more reopening, testing is critical. Testing is vital in protecting everyone in the community and our loved ones. Remember that more than 50% of transmissions happen unknowingly, because the infected person does not have any symptoms yet and is already spreading the virus.” While the county’s positive case rates play a key role, testing volume must also remain high, to move our county to the Red Tier and further. Community testing sites are available throughout the county. Many sites are open until 7 p.m., allow walk-ins and have no wait times. Turnaround times for tests have also decreased. Mark Johnson knows how complex getting a mortgage can seem. That’s why education and communication are at the forefront of his service. A love of real estate and renovation inspired him to join the industry in 1999. Over the years, he has helped everyone from first-time buyers and move-up homeowners to new construction customers and investors. Mark grew up on a wheat and lentil farm in Washington. After graduating from the University of Denver, he worked for Bose Corporation in marketing and sales, which took him to Boston, San Francisco, and Honolulu.
