Salud Carbajal Reintroduces California Clean Coast Act By Daisy Scott / VOICE

52 YEARS AGO, the 1969 Santa Barbara oil spill brought pollution and devastation to our shores. Last week, to coincide with the anniversary of that tragic event, Congressman Salud Carbajal reintroduced his California Clean Coast Act. If passed, this legislation would forbid further offshore oil and gas leasing along California’s Outer Continental Shelf. Carbajal spoke to the historical significance of reintroducing the bill now, and its role in maintaining our coastline’s environmental and economic health. “The 1969 Santa Barbara oil spill was the largest at the time and the damage it caused to our coastal community and local economy were felt so deeply by the community that it spawned the modern environmental movement,” expressed Carbajal. “In 2015, we experienced yet another oil spill when a Plains All American pipeline ruptured and thousands of barrels Congressman Salud Carbajal of crude oil covered the Gaviota coast. Our local economy and our marine life depend on a healthy ocean. The 1969 Santa Barbara oil spill, and the Refugio oil spill that came after it, are proof that we cannot afford to imperil our coastline with offshore oil drilling.” The California Clean Coast Act, listed as Bill HR 455, was the first piece of legislation Carbajal introduced in Congress in 2017. In 2019, he introduced the bill a second time. This winter, Carbajal’s third introduction follows on the heels of President Biden’s executive orders to stop oil and gas drilling on federal lands and offshore waters. “President Biden’s executive orders are an excellent start and I’m grateful he has moved to temporarily pause oil and gas drilling on federal lands and waters,” said Carbajal. “The California Clean Coast Act goes a step further to protect our coast, permanently banning new oil and gas leasing off California’s entire coastline.” Beyond this bill, Carbajal has recently moved against oil drilling on land by introducing the California Land Protection Act. This legislation prohibits the Bureau of Land Management from permitting further fracking and oil and gas drilling in the state’s central and south coast federal lands until it assesses and publishes the environmental impact of that action. Drilling would not be allowed to continue if this assessment’s results are negative. Looking ahead, Carbajal remains determined that the California Clean Coast Act will have a positive impact on our local community. He also is sure clean energy is the way of the future. “I know that all transitions take time and I believe we can move to 21st century energy sources and actually grow our local economy,” commented Carbajal. “I have worked hard to advance offshore wind in our region, to offset job and energy losses that come with moving away from fossil fuels. I have also introduced legislation to encourage renewable energy investment on the Central Coast through tax incentives. Santa Barbara City Council Votes for Sea Level Rise Adaptation Plan

N AN EFFORT TO PROTECT OUR COMMUNITY FROM THE HAZARDS OF SEA LEVEL RISE, the Santa Barbara City Council has voted to approve a Sea Level Rise Adaptation Plan. With sea level projections in place through the year 2100, the plan identifies vulnerable areas within Santa Barbara and recommends a course of closely monitoring change and taking specific actions. “While Santa Barbara has experienced only small amounts of sea-level rise to date, the rate of sea-level rise in the region is projected to accelerate significantly in upcoming years,” explained the City’s statement when it opened the plan for public review in August. “Over time, this will result in beach loss, increased bluff erosion, and intensified tidal and storm flooding in the low-lying areas of the City.” Considering information from the state on sea level rise for our region, the Sea Level Rise Adaptation Plan follows projections that there will be 0.7 feet of sea level rise by 2030, and 2.5 feet by 2060. Ultimately the plan anticipates 6.6 feet of sea level rise by 2100. According to a map included in the plan’s executive summary, this level would result in more frequent storm flooding beyond De La Guerra Street, not to mention increased bluff and shoreline erosion. As there are many variables at play in determining when sea level rises will happen and at what rate, the Sea Level Rise Adaptation Plan offers a phased approach. It outlines a series of steps to monitor our shorelines for sea level changes, as well as specific actions and decisions to be made when sea level rise reaches a given point. “We agreed on the structure of decision making, and I think that’s a key point... We don’t know the timing, and we don’t always know what the order of operations will be, but to decide on and to support the structure of how these decisions will be made is really responsive and adaptive on the part of the City,” shared Councilmember Kristen Sneddon. According to City Project Planner Melissa Hetrick, specific actions and decisions will be triggered largely depending on the findings of a Shoreline Monitoring Program. This program will keep track of sea levels, bluff positions, beach widths, and more, as well as evaluate various projects’ success rates as they are implemented. Some of the plan’s recommended near term actions, which span the next ten years, include the development of the Shoreline Monitoring Program, continuing to limit revetments, relocating and removing select assets in Shoreline Park, and raising Harbor breakwater, groins, marinas, and pier. It is also recommended that the City introduce further beach nourishment and flood-proof or relocate sewer mains and utilities under the Waterfront’s beach areas. Santa Barbara Symphony Announces Leadership Triumvirate for the Future

Enrollment Open for New UC Climate Leadership Course

N AN EFFORT TO ENCOURAGE COMMUNITY MEMBERS TO TAKE ACTION AGAINST CLIMATE CHANGE, the Community Environmental Council has launched a new certification course, UC Climate Stewards. Made available in partnership with the UC Division of Agriculture and the Natural Resources California Naturalist Program, the course’s goal is to offer empowerment and cultivate local support in the fight to save our planet. “This decade is demanding that we, as a community, move at an unprecedented pace to reverse, repair, and protect against climate threats,” stated CEC CEO Sigrid Wright. “The UC Climate Stewards course, which is one component of our larger Climate Leadership Program, will help build the broad, boots-on-the-ground base of activism that is absolutely essential to combat the climate crisis.” Lasting for six weeks with over 40 hours of class time, the course delves into the topics of earth systems, energy, community service, and climate communication. It is led by CEC Director of Outreach and Education Kathi King, and works to help individuals better understand the science and psychology behind both climate change and people’s responses to climate impacts. For the time being, the program will be held in a fully virtual format. However, when in-person meetings are possible, weekly meetings will be held in addition to online learning at the CEC’s offices on State Street. Between this month and April, the course will be taken by a 15 person pilot group. The course will open to public participants in summer 2021. Looking ahead, CEC intends to host two or three sessions of the course each year. “Ultimately, our goal is for participants to go on to become climate volunteers, policy advocates, and participant scientists, ready to take an active role in our region’s efforts toward community resilience and reduction of pollution,” said Kathi King.

City of Santa Barbara’s Begins “Together to Zero” Climate Campaign

ET ZERO CARBON EMISSIONS BY 2035 — this is the goal set forth by the City of Santa Barbara’s “Together to Zero” climate campaign. In an effort to engage with the public and gain community feedback on the development and implementation of key strategies, the City launched its campaign this week with a climate action video and the opening of a community survey, “The community’s input is invaluable and we hope to gain creative climate solutions from this survey and the subsequent opportunities for partnership,” said Alelia Parenteau, the City’s Energy and Climate Manager. “We want to make sure that there is community ownership and pride in the City’s pursuit of carbon neutrality.” The City will build upon its 2012 Climate Action Plan in order to achieve its goal of achieving carbon neutrality. The video shared this week provides viewers with background information on the Climate Action Plan update as well as the carbon neutrality initiative. The survey, which is anonymous, offers individuals the chance to share their ideas on what our city would look like as carbon neutral and asks them to consider possible climate actions. HREE KEY LEADERS OF THE SANTA BARBARA SYMPHONY have formed a triumvirate to advance the organization over the next five years. Newly named President & CEO Kathryn R. Music Academy of the West Announces 2021 Alumni Enterprise Award Winners

N A DISPLAY OF ALUMNI APPRECIATION AND SUPPORT, The Music Academy of the West has awarded a total of $85,000 in grant funding to this year’s six Alumni Enterprise Award winners.

CAMILA BARRIENTOS OSSIO and BRUNO LUIZ LOURENSETTO won $20,000 for their project “Música para Respirar 24/7” (Music to Breathe 24/7). Created as a response to the pandemic, their project offers personal classical music concerts via video calls to COVID-19 patients Camila Bruno Luis Lourensetto and family, health care Barrientos Ossio professionals, children, seniors, and more. The concerts are available for viewing 24 hours a day at no cost. Ossio and Lourensetto are the co-founders and co-artistic directors of La Sociedad Boliviana de Música de Cámara. Ossio is principal clarinet of the Orquesta Sinfónica Municipal de São Paulo. Lourensetto acts as principal trumpet of the Bachiana Philharmonic and the guest trumpet of the São Paulo Symphony Orchestra. RICH COBURN received $15,000 for his project “BIPOC Voices: The Library of Music for Voice and Orchestra by BIPOC Composers.” This project will craft the prototype of an online library containing orchestrated vocal works by Black, Indigenous, and Composers of Color, with many works being unrecorded until now. It is hoped this library will ultimately act as a resource for educational and artistic institutions. Coburn currently works as a pianist, organist, vocal coach, music director, and arranger. He also teaches entrepreneurship at McGill University in Montreal, Quebec.

MELISSA FASSETT has been selected to serve as a Santa Barbara Museum of Natural History’s Board of Trustees Executive Committee Officer for 2021. Fassett currently works as an attorney with the law firm Price, Postel & Parma LLP. She has practiced in Santa Barbara for over 25 years. Beyond her work, Fassett has given back to the community by advising local nonprofits. She has also served as an active board member and volunteer with a number of local boards, including the Boys and Girls Club of Santa Barbara and the Lobero Theatre Foundation. Fassett and her husband appreciate the outdoor activities available in our local area, and believe in the Museum of Natural History’s mission to preserve and share nature and history. CORINNE HEYNING LAVERTY has also been selected as a Board of Trustees Executive Committee Officer for 2021. She currently acts as a research associate and fellow at the Natural History Museum, Los Angeles County, as well as an associate of the Santa Cruz Island Foundation. Additionally, she is a member of the geographic organization the All Eight Club, which tracks people who have been on all eight Channel Islands. Laverty’s past experiences include serving on the board of the Aquarium of the Pacific and Marine Conservation Research Institute, and she is the author of the book North America’s Galapagos: The Historic Channel Islands Biological Survey. Laverty holds her graduate business degree from the University of Southern California. Other new officers on the Santa Barbara Museum of Natural History Board of Trustees include Secretary Brad Willis, Vice Chair for Development Susan Parker, Vice Chair for Governance Vanesa Faciane, and Member at Large Hank Mitchel. Continuing officers are Board Chair Terrence Valeski, Immediate Past Chair Chris Knowlton, and Vice Chair for Finance Salvatore “Tory” Milazzo.

N A SEASON OF WINS, Santa Barbara City College has been recognized by college ranking service Optimal as one of the best colleges to earn an associate degree from. This determination was made from Optimal’s “GradReports” program, which reports salary scores for over 885 college degrees by comparing the salaries of more than 4.6 million graduates. “This past year has created an atmosphere of enormous financial strain and uncertainty,” commented Sung Rhee, Optimal CEO, “and now more than ever, students and their families are in need of data that demonstrates earnings outcomes, giving them the ability to plan for the future and also feel confident in their decisions.” SBCC is ranked number eleven in the “Best Associate Degrees” category for 2021. Currently, it offers more than a hundred associate degree programs across a diverse selection of topics. An evaluation of alumni salaries at the associate degree level at nearly 700 community colleges, technical colleges, and other institutions, revealed that 87 percent of the top 100 schools are public colleges. California graduates performed especially well, with eight of the top 25 colleges located in California. GradReports determines its salary scores by comparing a specific program’s median alumni salary across a range of schools. CHRISTINA GIUCA KRAUSE won $20,000 for her project titled “Composition of a City: Digital.” Currently the Artistic Director of nonprofit art song organization LYNX, this project offers young people from Chicago’s South Side the opportunity to share their stories through music and mentorship. Its course materials include elements of both classical music and hip hop. Beyond this work, Krause is a faculty member with Hope College and the Lutheran Summer Music Festival. SB Museum of Natural History Announces Board of Trustees Executive Committee Officers

GradReports Lists Santa Barbara City College Among Best Colleges for Associate Degree

CRISTINA CUTTS DOUGHERTY was awarded $10,000 for her project “The Resilience Project: Stories and Pedagogies of Historic Women in Brass.” The goal of this project is to preserve and amplify the histories of 14 women brass musicians who were active between the 1940’s to today. It will come together as a book including pedagogies, biographies, and testimonies, as well as offering additional online resources for further education. A tuba player, Dougherty currently acts as principal tubist with Symphony in C. In the past, she Cristina Cutts Dougherty has played with the American Youth Symphony, the New World Symphony, and served as a fellow with the National Repertory Orchestra. ADANYA DUNN received $20,000 for her project “InsideOut: Pop-Up Concerts & Walking Concert Tour.” A collaborative effort on the part of her organization Red Light Arts & Culture, this project is made up of a number of indoor and outdoor, socially distanced pop-up concerts in unexpected locations across Amsterdam’s Red Light District. Additionally, the concerts allow small business owners and local entrepreneurs to share their stories. A mezzosoprano, Dunn is the District Winner of the 2020 Metropolitan Opera National Council Auditions, as well as the 2020-2021 recipient of the Hnatyshyn Foundation Developing Artist Grant.

Community News Recruitment to Begin for New Santa Barbara Police Department Chief

ACING CHANGES IN BOTH LOCAL FIRE AND POLICE LEADERSHIP, the City of Santa Barbara is working toward opening recruitment for a new Santa Barbara Police Department Chief in light of Chief Lori Luhnow’s retirement later this month. City Administrator Paul Casey, who is also currently overseeing the search for a new Santa Barbara Fire Department Chief, explained the Police Chief recruitment process in his January 28th presentation to the City’s Fire & Police Commission. “What’s going to be a little bit different about the police chief recruitment is the public outreach, and the input that we need to receive from the community about what they want to see in the next chief,” said Casey. He went on to explain that while the methods of public outreach are not finalized, it will likely take place through a community meeting and maybe a poll. At this time, Casey is choosing a recruiter to assist with the overall recruitment of applicants. He expressed he would have continued to work with Lamont Ewell, the recruiter involved with the search for Fire Chief applicants, however Ewell’s involvement with California POST is a conflict of interest. Once Casey selects the recruiter, the Fire & Police Commission will have the opportunity to meet them and offer input on the qualities they are searching for in a new chief. Casey will also meet with interested local organizations, including the Police Officers’ Association leadership and Healing Justice Santa Barbara. There will then be opportunities for public engagement and feedback as well. Candidates will eventually be interviewed by a board, which will be larger and broader than the board compiled for Fire Chief interviews. Prior to her selection, Chief Luhnow was interviewed by two oral boards consisting of five people each. Following these group interviews, Casey will individually interview the top candidates before returning to the Fire & Police Commission in a closed session to discuss who they will recommend to become the next Police Chief. Casey spoke to what the recruitment process will look like in light of the competition offered by the number of police leadership positions available nationwide, remarking that Santa Barbara’s size presents opportunities for community connections and impact. “But part of the recruitment is us recruiting good candidates and saying that this is a wonderful opportunity to continue with the progress that we’ve been making in those progressive policing policies,” added Casey. “So it’s kind of a two way street on the recruitment, finding the right candidates that fit what we want, and at the same time showing them that this is a community that will embrace that and work with them.” Bernard Melekian, Assistant County Executive Officer for the County of Santa Barbara, will act as Interim Police Chief while recruitment takes place.

Community Environmental Council Welcomes New Partnership Council Members

EVERAL COMMUNITY MEMBERS have joined CEC’s Partnership Council, which is comprised of a broad spectrum of community leaders who act as ambassadors to advocate, network, and promote on behalf of CEC. COOPER MATTHIESON is a mechanical engineer at Apeel Sciences, which holds the goal of reducing food waste on an international level. Originally from Santa Barbara, Matthieson developed his interest in food and agriculture when he moved to South Carolina after earning his undergraduate degree from Columbia University. His past experiences include managing a garden program for The Green Heart Project at Meeting Street Elementary School at Brentwood, which taught students about nutrition and our planet.

For the past 22 years, MICHELLE PICKETT has worked as a Shareholder Cooper Matthieson at Brownstein Hyatt Farber Schreck. In this role, it is her responsibility to offer counsel on issues pertaining to private equity, mergers and acquisitions, and corporate, tax, and business law. Beyond her work, Pickett has given back to the community by offering legal services to a range of nonprofits. She also currently holds the position of Director of the Santa Barbara City College Foundation. HOLLY SHERWIN, an award-winning Michelle Pickett artist, is a member of the Santa Barbara Art Association, Nature Print Society, and the Santa Barbara Printmakers Society. Over the course of her experiences, she has devoted time to environmental recreation and education, with her past experiences including introducing classes on nature photography and fish printing when in southwest Florida. Today, in addition to her volunteer work with a number of local nonprofits, Sherwin sits on the Santa Barbara Channelkeeper advisory council.

CLAIRE FACKLER will serve as a CEC Partnership Council co-chair. Fackler currently works as a National Education Liaison and National Volunteer Coordinator for the National Oceanic and Atmospheric Administration Officer of National Marine Sanctuaries. She has worked with the NOAA for the past 21 years, and is also a Certified Interpretive Guide and Trainer through the National Association for Interpretation. She has also supported the CEC in the past, having worked with the organization along with Adams Elementary School’s Ocean Guardian Ambassadors and Santa Barbara Channelkeeper on a “Skip the Straw” campaign in 2018. Ultimately, these students were honored by both the City of Santa Barbara and Explore Ecology for their efforts.

December Santa Barbara Transient Occupancy Taxes Reported

HE CITY OF SANTA BARBARA HAS REPORTED it collected $385,130 in transient occupancy taxes (TOT) in December 2020, which is 65 percent below the revenue gathered in December 2019. In total, the City has collected $7.2 million in the first six months of its fiscal year. Its adopted TOT budget is $17.2 million. “The COVID-19 pandemic and the related response continues to affect the local travel industry,” reads the City of Santa Barbara’s announcement. “Despite a steady recovery since April 2020, when revenues reached a 93.3 percent decline, lodging operators faced additional challenges, as the most recent surge combined with State advisories against leisure travel have further depressed demand for accommodations.” The decline in demand is expected to persist at least until Spring 2021.

SB Education Foundation Presents $110,000 to Local Teachers

ECOGNIZING THE NEED TO SUPPORT OUR LOCAL TEACHERS NOW MORE THAN EVER, the Santa Barbara Education Foundation has awarded a total of $110,000 to Santa Barbara Unified Teachers. The funding was distributed among 55 Teacher Grants recipients, which were recognized in a virtual awards presentation on January 7th. “We all recognize this has been a difficult year in education and the Ed Foundation is privileged to be able to support our teachers,” said Katie Szopa, SBEF Programs Manager. SBEF has awarded Teacher Grants since 2018, with a total of about $275,000 having been distributed among 170 teachers in this time. Grant amounts range between $250 and $5,000, and are intended to support the buying of classroom supplies and innovative teaching methods. “Thanks to this funding, approximately 2,200 Santa Barbara High School students now have access to a carefully curated, reliable selection of informational reference materials from any device,” said Sherri Bryan, a Santa Barbara High School librarian and grant funding recipient. “We were able to replace many of our outdated collections of print reference books with newer resources that can be used by many students simultaneously, and by any of our students at any time.”

SB South Coast Chamber of Commerce Postpones Community Awards Banquet

HE SANTA BARBARA SOUTH COAST CHAMBER OF COMMERCE has announced that it has postponed its 63rd Annual Community Awards Banquet in light of the ongoing COVID-19 pandemic. The banquet is now expected to take place in October 2021, though it is yet to be determined if it will be an in person or virtual celebration. The Chamber will continue its recognition of select Carpinteria community members. “The Chamber will continue to honor the Carpinterian of The Year, Junior Carpinterian of the Year, two Junior Carpinterian Scholarship Finalists, two Teachers of the Year, Volunteer of the Year, amongst others,” it announced. The Junior Carpinterian of the Year and the finalists will receive their scholarships in Spring 2021, amounting to $4,000 and $1,500 respectively. The winners will be graduating high school seniors residing in the Carpinteria Valley. The Teachers of the Year will also be awarded scholarship funding for classroom enhancements and supplies.

Harbor VOICE Beachside Cafe... Memories

OLDING MY RAIN SOAKED UMBRELLA AND TAKING OFF MY BOOTS, I’m once again reminded that Mother Nature doesn’t disappoint once she makes up her mind! The only thing missing from my foul weather gear are heated socks for California’s version of sub-Zero temps (below 50 Fahrenheit). Today I’m looking out my window and Saturday morning sunshine casts its shadow through the trees and the sky is a brilliant blue. Certainly a far cry from yesterday and the day before when the cloud ceiling was almost to the ground in the pouring rainstorm. On the other hand, I must admit that the gloomy weather was appropriate to the topic of this column: the closing of an important icon on the waterfront, just north of the Santa Barbara harbor near UCSB. The Beachside Cafe on Goleta Beach announced that it is closing its doors – permanently! Even writing this saddens me and I’m still trying to get my mind around it. The weather of the last few days definitely mirrored my feelings, thinking that my favorite haunt for many, many years would be shuttered. Simon, a long-time Beachside employee Yet another victim of the COVID crisis that has impacted so many businesses and restaurants, by the time this column goes to print, the Beachside Cafe will have been shuttered. Its last day was Sunday, January 31st. Upon hearing of the closure, I spoke with one of its managers, Erik Trippel, who had been at the restaurant for 22 years. “The Beachside Cafe has been here on the beach for 36 years and has been a popular spot for the entire Santa Barbara community,” Trippel related. Certainly a place to hang out for college students, many hired as servers, the scent of the popcorn machine, full of warm crunchy goods to scoop into small or large bowls, permeated the restaurant. The bar was always full of diners waiting for their tables, while long-time bartenders chatted with the regular customers around the cocktail hour. Once seated, whether out on the patio or inside the restaurant, the food and the view were always spectacular – in my opinion, the very best combination in town! My first visit to the Beachside was in the late 1980’s when my son was a student at UCSB.

On Friday, my day off, I’d drive up the coast from the Los Angeles area to enjoy the beautiful location my son had chosen for his college education. Sitting on the patio, watching the sunset, was my first introduction to the restaurant and the glories of Goleta beach. Consequently, on Fridays waiting for my son, I’d sit on the almost vacant patio as they set up for the evening enjoying the late afternoon ambiance chatting with the former manager, and greeting Simon, a long-time server and others I came to know. As the pages of my memory turn, I realize there isn’t enough room in the column to describe the many wonderful times I’ve enjoyed at the Beachside, including evenings sitting in the warmth of the exterior fireplace after a delicious meal. And, the long walks on Goleta beach during those years are with me to this day. Last Saturday, the day before the Beachside Cafe closed its doors forever, I took a little ride up the 101 for a final visit to say farewell. Apparently, I wasn’t the only one with that thought. With the advent of outdoor seating, both back patios were full of diners, with others waiting at the entrance for a table. Perhaps they felt as Erik Trippel and his crew of cooks and servers must have felt hearing the news of the closure. “It came as a surprise to us, too,” he said, certainly expressing my feelings (and most likely those of the entire community). “The first lockdown in March we were able to overcome even with the college closed, but this last shut-down apparently was the final chapter.” Nonetheless, with much love and a whole lot of gratitude, I take leave of a nostalgic chapter of Santa Barbara history. My book of memories however, never closes and the Beachside Cafe will always be there! Sigrid Toye volunteers for the Breakwater Flag Project. Celebrating Black History February Month In Santa Barbara 5

HE UNIQUE NARRATIVE OF BLACK HISTORY IN SANTA BARBARA will be remembered, celebrated, and honored during the month of February, coinciding with a national event started in 1926. This year, more than 30 virtual events are planned for Black History Month in Santa Barbara County with a theme of The Black Family: Representation, Identity, and Diversity. For the second year in a row, several organizations are collaborating to celebrate and honor the contributions of African Americans and Black folks in society. “Black History Month is a time of recognition, reflection, learning, and appreciation,” shared Lawanda Lyons Pruitt, President of the NAACP Santa Maria-Lompoc. “A time for all Americans to acknowledge the rich contributions and sacrifices made to our country, by Black people. History informs us that our contributions and sacrifice are often not acknowledged in our past, including in our history books.” All events, due to the pandemic, will be available virtually and will allow for a larger audience than community members residing in Santa Barbara County. “It is imperative, now more than ever, that Black organizations work together to promote the great work that we are facilitating within the community,” said Warren B. Ritter II, Board President of Santa Barbara Young Black Professionals. “For far too long we have all been working diligently on our separate projects that have been successful but focused within specific target groups. COVID-19 has forced us all to be creative in how we connect and using virtual means for communication has actually bridged gaps like never before! I am happy that our Black organizations are collaborating happily together with the national theme of Black History Month: Representation, Identity, and Diversity in the forefront of our minds.” Community groups including Healing Justice Santa Barbara, Black History Month Culture House, Gateway Educational Services, Santa Barbara Young Black Professionals, Coffee with a Black Guy, El Centro, Endowment for Youth Committee, African American Women in Santa Barbara County, Martin Luther King, Jr. Committee of Santa Barbara, Juneteenth Santa Barbara, UCSB Arts and Lectures, UCSB Multi-Cultural Center, and the Santa Barbara Public Library are hosting events. Kicking off this year’s month is the traveling art installation Say Their Names, presented by Healing Justice Santa Barbara. Previously positioned in the Funk Zone at several locations, the installation will be displayed throughout the month at UCSB. Other events will range from yoga with Dr. Azure Stewart to the return of the Black History Month Culture House events, and even a Black Educators Panel hosted by Gateway Education.

Housing Construction Soars By Harlan Green / Special to VOICE

S MUCH HOUSING IS BEING BUILT TODAY AS IN 2006 at the height of the housing bubble. What is going on? People want to move away from cities, where fear of COVID-19 contagion is highest, and work from home to replace empty offices as the digital economy makes over white collar working places. This looks like a more permanent transformation, as Fifth Generation, 5G networks begin to kick in with up to 40 times faster transmission speeds for all kinds of AI connections that will ultimately be able to power factories, as well as offices. Privately-owned housing starts in December were at a huge, seasonally adjusted annual rate of 1,669,000, according to the Census Bureau. This is 5.8 percent above the revised November estimate of 1,578,000 and is 5.2 percent above the December 2019 rate of 1,587,000. Building permits were authorized at an even higher rate. Privately-owned housing units authorized by building permits in December were at a seasonally adjusted annual rate of 1,709,000. This is 4.5 percent (±1.4 percent) above the revised November rate of 1,635,000 and is 17.3 percent (±1.8 percent) above the December 2019 rate of 1,457,000. This is while total existing-home sales, www.nar.realtor/existing-home-sales, completed transactions that include single-family homes, townhomes, condominiums and co-ops, increased 0.7 percent from November to a seasonally-adjusted annual rate of 6.76 million in December. Sales in total rose year-over-year, up 22.2 percent from a year ago (5.53 million in December 2019). “Home sales rose in December, and for 2020 as a whole, we saw sales perform at their highest levels since 2006, despite the pandemic,” said Lawrence Yun, NAR’s chief economist. “What’s even better is that this momentum is likely to carry into the new year, with more buyers expected to enter the market.” The demand for more housing will further increase with the expanding 5G networks, as described in a World Economic Forum 2020 White Paper. “5G will be critical because it will enable unprecedented levels of connectivity, upgrading 4G networks with five key functional drivers: superfast broadband, ultra-reliable low latency communication, massive machine-type communications, high reliability/availability and efficient energy usage. Together, these defining features will transform many sectors, such as manufacturing, transportation, public services, and health.” The WEF estimates that significant economic and social value can be generated by enabling cases

activated by 5G. “An IHS Markit study estimates that $13.2 trillion in global economic value will be made possible by 2035, generating 22.3 million jobs in the 5G global value chain alone.” There is another problem that needs to be tackled, however. The upcoming surge in evictions is on temporary hold until March. Low-income renters are most affected, as a UC Berkeley housing study found more than one million renter households in California alone had lost their jobs. And the U.S. Census Bureau estimated that 1.9 million U.S. tenants were behind on their rents last December. The moratorium does not cancel out back rents owed, however. But California tenants and landlords are in line to receive some $2.6 billion in rental assistance from the coronavirus aid package approved last month, the LA Times reported. That, and the additional unemployment benefits and cash aid, will do much to cushion the losses incurred by both tenants and landlords from the pandemic. Adequate housing will be a problem for years to come, in other words, so building new homes will solve only part of the problem. Making Sense of the Eviction Moratoriums By Brian Johnson, 2021 President, SBAOR

T CAN BE CONFUSING FOR RENTERS AND PROPERTY OWNERS ALIKE when it comes to understanding and following the eviction moratoriums in place due to the COVID-19 pandemic. Last Friday, Governor Newsom signed SB 91, a new bill that will use $2.6 billion in federal funds to help pay Californians’ rent. The current eviction moratorium was due to expire at the end of January and did not do enough to help property owners still struggling with trying to collect current and past due rents. The new bill, passed with bipartisan support, aims to help that situation. Under the previous eviction moratorium legislation, known as AB 3088, tenants had until January 31, 2021 to pay 25 pecent of all back rent due since September 1, 2020. If they did not, they would be subject to eviction. What SB 91 does is to extend those protections to June 30, 2021. The major difference is that the bill will use federal funds to pay property owners up to 80 percent of all back rent unpaid, going back to April 1, 2020. The program will cover property owners through the end of March 2021. In order to be eligible to receive the 80 percent funds, a property owner will have to forgive the remaining 20 percent of all back rent due up, through that same period. There are rules and stipulations for this program including income eligibility limits, noticing requirements, and waiting periods. Brian Johnson,

However, this is offering something new – coverage for property owners. Too many of the property owners in California are “mom and pop” operators who live off of this income. Additionally, these property owners were not getting relief from lenders or counties when it comes to loans or property taxes. It is still not clear how quickly property owners will be able to take advantage of this, or how many this will help, but it is a start. On the commercial side of things, the Governor signed an order in September 2020 that allowed local jurisdictions to extend their commercial eviction moratoriums through March of 2021. Recently, the County of Santa Barbara extended their commercial eviction moratorium through the end of March. This affects commercial properties in the unincorporated areas of Santa Barbara County. Businesses within the cities of Santa Barbara and Goleta also extended their commercial eviction moratoria through the end of March. For more information on other locations, it is advised that property owners and tenants consult their city’s website or offices. At the end of the day, the best advice that I can give is to talk to your tenant or your property owner. The laws can be difficult to understand and it is easy to get something wrong or give the wrong notice. Be prepared to show how COVID-19 has affected your ability to pay, whether through the loss of work or by other means. By keeping the lines of communication open, you can come to an agreement that works best for all sides. “SHOT IN THE ARM” OF ART may not substitute for a COVID vaccine, but Visual Arts & Design Academy (VADA) at Santa Barbara High School’s upcoming “virtual art show,” should infuse art lovers with energy and hope as the next generation of artists’ voices are revealed. The exhibition will project over 200 of VADA’s 250 students’ artwork on the north-facing rear wall of the Lobero Theatre for three nights this week, Friday through Sunday, February 5th to 7th from 6 to 8pm. In all, there will be 355 art works including paintings, drawings, photography, some basic animations,

digital illustrations, graphic design, collage, and more, according to Daniel Barnett, VADA Program Director and Art Instructor. “The show will cycle through 9th, 10th, 11th, and 12th grade art classes in sequence to provide a view of the progression of student growth over time - although there’s amazing work throughout! At about four seconds per slide, all work will show in a little over 20 minutes, running on a loop.” Needless to say, this special exhibition required some special knowledge. Local video projection artist Kym Cochran and her partner and fellow projection artist Jonathan Smith stepped up. “We’ve been wanting to do this on the Lobero for a long time,” Cochran noted. “Jon and I are excited to help VADA and the community by presenting a show that is larger than life, but also safe and socially responsible.” The historic theatre is a great location in the heart of downtown. “The Lobero Theatre is a wonderful arts venue upon which to project our students’ creative work, and it will allow their friends, families, and the general public to view the show in a safe and sociallydistanced manner,” Barnett continued. “Because of COVID, we haven’t been able to showcase students’ art as we do normally. We are grateful to the Lobero Theatre Foundation and the City of Santa Barbara for supporting our academy in this creative way during a school year that has been so challenging for students and faculty alike.” The Lobero Theatre is located at 33 East Canon Perdido Street. The VADA Projected Student Art Show will be visible from the north side of the building, from Anacapa Street, and the surrounding sidewalks, to Carrillo Street. The upper level of city parking lot 9, in addition to being the closest parking structure to the Lobero, is located just north of the theater with an entrance on Anacapa Street, and will also serve as a prime vantage point for viewing the projected art show. “We jumped at the opportunity to help our local high school and support the

arts in a unique and creative way during the pandemic,” said Marianne Clark, Administrative Director of the Lobero Theatre Foundation. “This projection project with VADA is very much in alignment with our mission to maintain the Lobero as a cultural asset to the community of Santa Barbara, while presenting the highest quality artistic productions to the people of Santa Barbara.” Due to current rates of COVID-19 infection and hospitalization in the area, the Santa Barbara County Public Health Department continues to prohibit gatherings of people from different households. While enjoying the VADA Projected Student Art Show, viewers are reminded to wear masks, stay six feet apart, and avoid congregating with others who are not members of their household. “We have seen both beautiful as well as honest and difficult artwork emerge as students deal directly and indirectly with the social traumas of our time,” Barnett reflected about the school year. “At very least, our classes are a source

And at it’s best, there are stories of healing and reconciliation that the cathartic process of art making has been for students and staff alike. We invite the community to come down to the show and see, and enjoy for themselves, what are often, the prophetic visions of a generation.” This exhibition will be a great opportunity for the community and any potential future VADA students to get a feel for the broadly diverse student body and their work. The exhibition is “largely unedited so as to show a true view of student work from the most amazing to the emerging - it’s not a best of the best,” according to Barnett. “Besides the vitally important act of sharing student voices through their art, we want prospective students at all levels to see they have a place in VADA to grow....VADA’s mission is to enable students to achieve their highest potential and professional readiness by cultivating today’s most soughtafter job skills. Complex problem solving, critical thinking,

collaboration, emotional intelligence, and cognitive flexibility are all purposefully developed within the VADA curriculum. The VADA program combines art and design education with rigorous academic learning, including Dual Enrollment, AP, and Honors level coursework.”

Established in 1999, the Visual Arts and Design Academy (VADA) is a small learning community at Santa Barbara High School with students in 9th, 10th, 11th, and 12th grade. As a California Partnership Academy, and Career Technical Education Pathway, VADA has always been funded by a renewable three-way matching grant from the California Department of Education, the Santa Barbara Unified School District, and the Friends of VADA, a 501 c(3) nonprofit organization.
