S THE WORLD GRAPPLES WITH THE WORDS EQUITY AND SYSTEMIC RACISM, UCSB Arts & Lectures has assembled a program to expand the understanding of these concepts, connecting leading activists, musical artists, authors and creative thinkers with Santa Barbara and the global community. Included in the spring line up will be: Allyson Felix; Ranky Tanky; Dr. Robert Bullard; Theaster Gates; Bryan Stevenson; Heather McGhee; and Patrisse Cullors. Kicking off the spring line-up is Allyson Felix, the most decorated track and field olympian in history with nine olympic medals, in a conversation called Advocacy and Equality in Sports and In Life. The conversation with Dr. Ingrid Banks, Chair of the UCSB Department of Black Studies will be followed by a Q&A on Tuesday, April 6th at 5pm. “Everyone sees the glory moments, but they don’t see what happens behind the scenes,” notes Felix. Felix is also a World Record Holder and one of Time’s 100 Most Influential People. An advocate in many areas of life from pregnancy discrimination in athletics to advocating for underserved children and Allyson Felix fighting for maternity rights, She shares her experience with racism and discrimination even as a professional athlete. Gearing up for the Tokyo Olympics, Felix remains at the forefront of the fight for equality for all in sports and in life. Next up will be Charleston’s Ranky Tanky on Thursday, April 15th at 5pm. The quintet exploded onto the music scene with their inspired take on the soulful songs of South Carolina’s Gullah culture, taking home the 2020 Grammy win for Best Regional Roots Music Album. With a name that translates loosely as “Get Funky,” Ranky Tanky is a relentlessly upbeat ambassador of Gullah, a culture known for retaining more African linguistic and cultural heritage than any other African-American Dr. Robert Bullard community in the United States. This performance will be followed by a Q&A moderated by the Santa Barbara Independent’s Charles Donelan. The father of environmental justice, Dr. Robert Bullard will then present The Quest for Environmental and Racial Justice on Wednesday, April 21st at 5pm. Bullard, Distinguished Professor of Urban Planning and Environmental Policy at Texas Southern University, has seen more than four decades of action advocating for racial equality and fair environmental and urban planning.

Santa Barbara Symphony to present

Violins Around the World Featuring Gilles Apap

LOBAL SOUNDS AND RHYTHMS WILL FILL THE GRANADA, from blues riffs to a Mozart concerto, when the Santa Barbara Symphony presents a live recording on stage in a concert without an audience. Violins Around the World: From Classical to Bluegrass, will feature the renowned virtuoso violinist Gilles Apap, who returns “home” to Santa Barbara to play with the Symphony, where he served as concertmaster for a decade. The concert will live stream on Saturday, March 20th at 7pm (with an encore matinee on Sunday, March 21st at 3pm). “To me, Gilles Apap represents the ultimate violinist of the 21st century,” shared Maestro Nir Kabaretti. “While his roots may be in the classical tradition, with direct connections to the greatest masters of the violin, from Yehudi Menuhin to Gidon Kremer, Gilles’s ability to play and innovate across so many different musical genres is absolutely unique in the world.” Apap joins Maestro Nir Kabaretti for a globetrotting program that travels across musical Virtuoso Violinist Gilles Apap genres; from classical to Apap’s orchestral arrangements with French, Irish, Balkan, Bluegrass, and popular music themes. Home audiences will also discover the music and fascinating untold story of Joseph Boulogne, Chevalier de Saint-Georges, a prolific 18th-century Black composer, violin virtuoso, and master fencer whose name has long been neglected in Western classical music tradition. Of Senegalese and Caribbean descent, Chevalier was a contemporary of Mozart and Haydn, and he wrote countless symphonies, sonatas, concertos, opera, and string quartets. He reached the height of his fame within Marie Antoinette’s court, where he was one of her music teachers. The program also features Mozart’s famed Violin Concerto No. 5, “The Turkish,” with a unique interpretation performed by guest soloist Apap. S THE SYMPHONY CONTINUES ON ITS PATH FORWARD during these unprecedented times, part of its pledge is to continue employing the orchestra musicians. Community News Girls Rock Santa Barbara Welcomes New Board Members GABRIELLA DODSON, a social work professional familiar with the needs of our community, has worked as both the Holistic Defense Program Manager for Family Service Agency of Santa Barbara and the Director of Clinical Services for Hospice of Santa Barbara. Beyond this, she has also given back by dedicating her time to various nonprofits, including serving as an American Red Cross Disaster Mental Health Volunteer and Member Chair for the Latino Elder Outreach Network. Dodson holds her master’s degree in Social Work from University of Southern California.

ELLA RICHIE DEMARIA, a transgender writer, musician, photographer, and performer, has returned to Santa Barbara after having done background work on a number of television shows in Los Angeles, such as Perry Mason and Pen15. Prior to working in Los Angeles; she was a writer and editor for the Santa Barbara Independent. Her feature Transgender Life in Santa Barbara won a first place California Newspaper Publishers Association award. She joins Girls Rock Ella Richie DeMaria Santa Barbara after having performed last year at the organization’s programs with her solo project Voices of Where. COLETTE SCHABRAM brings 15 years of experience in the nonprofit development arena to the Girls Rock Santa Barbara Board. A Santa Barbara local, Schabram’s efforts have raised tens of millions of dollars for social justice causes and LGBTQ+ rights. She currently works as a business leader and jobs producer with Amazon Santa Barbara, as well as sits on the Leadership Santa Barbara County Steering Committee. In the past, she has given back to our community by serving on the boards of Santa Barbara Colette Schabram County’s Homelessness Continuum of Care and the California Planning Group under the State Office of AIDS. Schabram holds her master’s degree in Organizational Management & Development from Fielding University. ALYSSA SIBLEY, a technology consultant based out of North Hollywood, currently works for a boutique firm in the media and entertainment space, where she conducts artificial intelligence/machine learning research, evaluates and optimizes processes, and trains employees on technology for both Los Angelesbased and international entertainment studios. She earned her bachelor’s degree in Economics from the University of Southern California, where she acted as Vice President of USC’s chapter of Jumpstart, an Alyssa Sibley organization that works toward closing the education gap between children of different socioeconomic backgrounds.

ASTSIDE CITY COUNCIL MEMBER ALEJANDRA GUTIERREZ PULLED OFF A NICE PIECE OF LEGISLATIVE HANDIWORK RECENTLY, brokering a compromise in the conflict over the Ortega Park murals between the city administration and neighborhood advocates. With a deadline looming for the city to apply for an $8.6 million grant to help underwrite the upgrade and renovation of the troubled park – and Park and Recreation Department officials striking a take-it-or-leave stance against neighbors demanding an up-front plan for preserving the park murals honoring Aztec, Mexican, and Chicano cultures – Gutierrez managed to lower the temperature on both sides; now the application will proceed while city officials step up engagement Alejandra Gutierrez with community members to craft a mural preservation plan. A week ago Tuesday, Alejandra’s colleagues lavished her with praise for her negotiating skill and work on the matter, with several observing that it is precisely the kind of hyper-local issue that district elections is best-suited to address. “The city has to work with the community,” Gutierrez told Newsmakers on Wednesday. “I live in that neighborhood.” Alejandra revealed some of the behind-the-scenes machinations that went into the deal, and also discussed several other controversies in District 1 during our conversation, in which she: Acknowledged the heart-breaking frustration and anguish of the families of 17-year old Angel Castillo and 18-year old Omar Montiel-Hernandez that no arrests have been made, or suspects yet named, in their gunshot slayings in early January; Alejandra said she is in touch with SBPD investigators, who recently reached out to the boys’ families, adding that she is certain they are pursuing the case thoroughly and aggressively. Expressed confidence that city officials are making proper efforts to communicate with neighbors and community representatives about plans for a proposed upgrade of the Eastside Neighborhood Park, which she said has been afflicted by increased drug-dealing and other criminal behavior she fears has moved from Ortega Park, given the recent spotlight on that public space. Disclosed that she and aides have begun interviewing Milpas Street merchants as an early step in trying to form a new Business Improvement District, which she hopes will draw Measure C funds, using the council’s recent approval of $40,000 for businesses on Coast Village Road for a similar purpose. Gutierrez also described herself as feeling “offended (and) very disrespected” by a comment Mayor Cathy Murillo made in a previous interview with Newsmakers, in describing her approach to seeking a re-election endorsement from Gutierrez: “I haven’t even broached her about it,” the mayor said, “it’s like if you’re asking your wife for a favor you kind of have to wait for the right moment and wait until she’s in a good mood.” At Tuesday’s council meeting, a number of citizens speaking during public comment sharply criticized Murillo for her words and Cathy finally apologized to Alejandra from the dais. “I know you haven’t asked me yet - but am I going to endorse her?” Alejandra said during our interview, before answering her own question: “No.” JR Watch the entire interview with Alejandra Gutierrez at: https://tinyurl.com/sykdvu2t

Free Hazardous Waste Collection Day to be Held April 11th Are you looking for a safe way to safely dispose of household hazardous waste, such as automotive fluids, cleaners, batteries, or pesticides? On April 11th, the Santa Barbara County Public Works Department will host its annual Spring Household Hazardous Waste Event. Free for residents in the unincorporated area of Santa Barbara County and the City of Solvang, the event will take place between 9am and 2pm at the Santa Ynez Valley Recycling and Transfer Station located at 4004 Foxen Canyon Road in Los Olivos. In addition to common hazardous household items, individuals can also drop off electronics such as computers or televisions. “Sharps,” including needles and syringes can also be disposed of, however they must be placed in rigid, punctureproof containers to protect event staff. Community News Anthony Wagner Placed on Administrative Leave Pending Investigation

HE CITY FO SANTA BARBARA INTERIM POLICE CHIEF BERNARD MELEKIAN issued a statement in regards to an article published by Los Angeles Magazine on March 12, 2021. The article raised a number of issues concerning Anthony Wagner, an employee of the police department. The statement noted that most of the allegations raised were previously investigated, either within the police department or by the city attorney’s office. In addition, the City prevailed in a federal lawsuit by one of the unsuccessful cannabis permit applicants, which was dismissed in December 2019. Chief Melekian noted, “Nevertheless, the Los Angeles Magazine article makes new allegations concerning the nature of Mr. Wagner’s role in the process of the awarding cannabis licenses that support further investigation. To that end, the Department will be retaining an outside firm to conduct that investigation for the Police Department.” Wagner was placed on Administrative Leave pending the outcome of this inquiry, and, according to the statement, has been fully cooperative with this inquiry and welcomes the involvement of an outside reviewer.

Keep the Beat Instrument Raises Over $30,000 for SB Unified Music Programs

HE AIRWAVES WERE ALIVE WITH THE SOUND OF MUSIC FOR A GOOD CAUSE THIS PAST FEBRUARY, as 99.9 KTYD Morning Mojo’s Lin Aubuchon and Bill Pesso hosted the Keep the Beat Instrument Drive. Benefitting the Santa Barbara Unified School District’s music programs, the onair event raised more than $30,000 in donations and encouraged listeners to donate their used instruments. “We are delighted with the response from our community to support music students during this challenging time,” expressed Santa Barbara Education Foundation Executive Director Margie Yahyavi. “These funds will help ensure that our local students will have what they need to continue their musical learning.” The event welcomed SBUSD music teachers as well as local professional musicians, including Glen Phillips and Zach Gil, to speak to the value of contributing to local music education efforts. The community listened, and over the course of the month a diverse range of 60 used instruments, including Indian string instruments, accordions, and cellos, were donated via SBEF’s weekly drop-off events. Going forward, SBEF will use the Instrument Drive’s funds to have the donated instruments inspected and repaired before they are given a new life in SBUSD’s various music programs. “When you give a student an instrument, you just never know how it will change them,” shared Monroe Elementary Music Teacher Liz Caruso. “For the shyest of www.santabarbaraeducation.org students, it can become their voice.”

California Association Of REALTORS Fights For Fair Housing

HE CALIFORNIA ASSOCIATION OF REALTORS (C.A.R.) has just released their 2021 Fair Housing and Equity legislative package that will fight for fair housing and equity issues. This is part of an initiative created by C.A.R. called Californians Need Housing Now that seeks to work with the Legislature to pass laws that address the housing affordability and availability crisis through increase housing supply and fair housing reforms. “REALTORS® are on the front lines fighting to overcome California’s housing supply and affordability crisis, which includes ensuring fair housing opportunities for all people,” said C.A.R. President Dave Walsh. “This California Association Of REALTORS® legislative package is a critical first step in what must be an ongoing effort to eliminate discrimination and other barriers that have historically prevented so many families from realizing the economic and societal benefits that housing provides.” The package of bills includes AB 491, a bill that would eliminate the “Poor Door” feature seen in many multifamily properties. The “Poor Door” is a separate entrance, often times on a different side of the building from the main entry, for the occupants of the affordable units. The bill would ensure that multifamily properties provide occupants of affordable units the same access to common entrances, common areas, and amenities that are provided to the Brian Johnson, SBAOR President occupants of market rate units and do not isolate the affordable units to one specific floor or area. Another bill, SB 263, would amend the educational requirements for real estate licensees to include implicit bias training and an update to the fair housing component that would provide for an “interactive participatory component that allows a licensee to experience role play situations as both a consumer and a professional licensee.” Additionally, C.A.R. is co-sponsoring SCA 2, a state constitutional amendment that would repeal Article 34 of the California Constitution requiring that any development consisting of “low rent” (affordable) housing that is financed in whole or in part by any federal, state, or local government be approved by a vote of the people in the jurisdiction where the project is located. If repealed, this could go a long way towards creating more affordable housing in communities that have traditionally excluded them through voter efforts. This would be a strike against the activists who fight against increasing the supply of housing in California. ” Brian Johnson is a California licensed real estate agent and the Managing Director of Radius Commercial Real Estate. Daniel Bryant Youth and Family Center Announces Parenting Together Program

O SUPPORT LOCAL PARENTS IN NAVIGATING AND HELPING THEIR CHILDREN THROUGH DIFFICULT SITUATIONS, the Daniel Bryant Youth and Family Center of the Council on Alcoholism and Drug Abuse (CADA) has announced its new “Parenting Together” outreach program. Consisting of bilingual and free Parenting Helpline and Parenting Classes, the program works to offer advice, education, and referrals for the parents of teenage children. “We are excited to add these resources to our focus on helping local parents with the inherent challenges of raising adolescents,” said Michelle Kerwood, Director of CADA’s Child and Adolescent Treatment Programs. “In the best of times, navigating the teen years is a challenging job. In the current environment, it is proving to be overwhelming for many families who can use a professional helping hand. HEN THE FIRST COVID-19 RELATED LOCKDOWNS WERE ANNOUNCED IN SANTA BARBARA a year ago, retail and hospitality business owners braced for the worst, as social distancing and stay-at-home orders slashed revenues and hampered their ability to turn profits. As weeks turned into months, restaurants and retail spaces scrambled to find their footing, managing to stay afloat by taking out small business loans, and pivoting toward COVID-safe customer and staff experiences. Still, not everyone survived. In the recent edition of UC Santa Barbara Economic Forecast Project’s EFP Informs webinar (https://tinyurl.com/4j6jtnuf) series, economics professor Peter Rupert and Gene Deering, a principal at Radius Group Commercial Real Estate, Inc., took a stroll up State Street, Santa Barbara’s main thoroughfare and home to its most prominent commercial spaces. According to Rupert, the purpose of the walk was “to show people what State Street looks like, explain the vacancy situation, and examine how rents might have changed.” On a balmy weekend day, parts of State Street one year into COVID-19 look almost as though the pandemic never happened. Visitors and locals alike take advantage of the weather to get some sunshine and air and to do some socializing. Santa Barbara’s weather turned out to be a major asset for the many restaurants of State Street as they leaned on socially-distanced outdoor dining as a COVID-safe alternative to their usual indoor densities. The city’s emergency approval of the closure of a portion of lower State Street last May paved the way for a pedestrian promenade that allowed restaurants more room to do business. For many, these parklets were a lifesaver. Similar plans went into effect in Santa Barbara’s Funk Zone and on Coast Village Road in Montecito. The economic blow of the pandemic did, however, exacerbate some weaknesses on State Street, where retail had already been flagging for years. Farther up, away from the concentration of eateries and parklets along the waterfront and promenade, storefront vacancies are more prominent, with big apparel shops like Forever 21 and Nordstrom’s closed for good. Most vacancies on State Street are retail spaces. According to Deering, the 900 block of State Street has the most significant number of vacancies, with nine empty stores. While rents have declined up and down State Street, those on the 900 and 1000 block have seen the largest decline, he said. Filling the larger vacancies looks to be a challenge, according to Deering, who noted Peter Rupert that smaller commercial spaces are currently more popular, and that some tenants have turned to space-sharing in order to defray costs and provide extra financial security. Converting large-format commercial space to office space could be a solution, as it was for the former Saks Off 5th building on the 1000 block, which became office space for Amazon just before the pandemic began. “That’s a transition we’re also seeing on State Street where retail space is becoming office,” he said. The former Enterprise Fish Company on lower State Street is undergoing the same change into a “high-end tech office,” and the former Macy’s on the 700 block is the largest example of this conversion, with the owners trying to lease all 136,000 square feet to office tenants, he noted. There is light at the end of the tunnel, with vaccines making their way through the population and the slow lifting of COVID restrictions. Looking ahead, the panel, which included South Coast Chamber of Commerce President and CEO Kristen Miller, contemplated a post-COVID-19 State Street: Will the successful pedestrian promenade remain? Though it receives wide support from the business community, making the area permanently pedestrian when city activity returns to normal requires consideration for things such as emergency access and the re-tightening of regulations that the Department of Alcoholic Beverage Control relaxed at the start of the pandemic, according to Rupert. In the meantime, the denizens of lower State continue to troubleshoot: How to keep pedestrians and bicycles from colliding (answer: a brand-new bike lane)? How to make narrow retail storefronts more visible in a profusion of parklets? How to revitalize retail? “It’s time for creativity,” Miller said. “We have an opportunity to do things differently... to look at a wide variety of options and solve some of our own ongoing problems.” State Street is one of several business districts in the Santa Barbara area that has the Economic Forecast Project’s attention; according to Rupert, future EFP Informs webinars will highlight other commercial zones in the area. To support these individuals and their families, Hospice Santa Barbara has partnered with Santa Barbara Neighborhood Clinics to offer financial support through its Quality of Life Financial Assistance program. Now, they are calling upon the community to help them meet their goal of raising $20,000 for this program. “Imagine complying with CDC guidelines by staying at home while, at the same time, being unable to pay for groceries and other essentials for your family,” reads HSB’s statement. “These are families that have been hardest hit by the pandemic and they’re trying their best to be safe under difficult conditions that none of us could have predicted.” To date, HSB’s Quality of Life Financial Assistance has helped 500 individuals across more than a hundred families. The program provides families with funding so that they can afford essential needs, such as food, medicines, and diapers while they are quarantining and recovering from COVID-19. Former Macy’s Building in Paseo Nuevo to Become Office Space

HANGE IS ON THE HORIZON for Paseo Nuevo and the Ortega Building. After remaining vacant for almost four years, it was announced this week that the former Macy’s building is now being marketed as an office space, with special emphasis placed on incoming tech companies. “By offering the Ortega Building for office use we are responding to the evolution of retail and to the needs of the community,” explained Mary Lynn Harms-Romo, Paseo Nuevo’s Senior Marketing Director. “This announcement is part of a longer-term strategy that started with our

$20+ million redevelopment project two years ago and reflects our ongoing commitment to help revitalize Santa Barbara’s downtown core.” Macy’s resided at 701 State Street from the early 1990s until 2017. After the store closed, the space was acquired by Pacific Retail Capital Partners, which owns the majority of Paseo Nuevo. The Ortega Building offers 132,500 square feet across its three stories, which can be divided into separate suites of about 20,000 square feet. According to Hayes Commercial Group’s marketing brochure, lease terms will range between five to ten years with a lease rate of $3.45 MGR. Currently, Hayes is marketing the space as an ideal office location for various tech companies across the state, pointing to the area’s number of STEM-educated UCSB graduates and the recent arrival of companies like Amazon, Sonos, and Invoca. They are also marketing the ground floor as a more commercial space, reaching out to possible restaurant, retail, and even grocery tenants. “Frankly, there aren’t a lot of tenants in our area looking for 20,000 or 40,000 square feet of office,” said Francois DeJohn, one of the Hayes brokers marketing the site, in a statement. “So we are marketing to companies in Los Angeles, Silicon Valley, and beyond to consider adding an office location in Santa Barbara.” Harms-Romo echoed these sentiments, voicing that Paseo Nuevo feels a large company tenant would benefit the area by creating new jobs and bringing new customers and innovation to the area.

Hayes is further attracting potential tenants by emphasizing the Ortega Building’s proximity to local businesses, the beach, and its ability to offer the “largest office floor plates in downtown Santa Barbara.” They have also advertised that tenants will be able to rent parking spaces in the Paseo Nuevo garage. With the area’s former Nordstrom building also being vacant, some conversations on the possibility of including housing within Paseo Nuevo have emerged. However, according to Hayes’ March 15th statement, Pacific Retail’s

architects have decided that the former Macy’s building is not ideal for creating condos or apartment space. “Office is the ‘highest and best use’ for the building, especially the upper two floors,” expressed Greg Bartholomew, another Hayes broker, in the statement. “State Street has more than enough retail space already, and bringing potentially hundreds of office workers to this location every day would really help vitalize the area.”

OULD IT BE THAT LIKE RIP VAN WINKLE we are coming out of a year long slumber? Are all Santa Barbara’s businesses, entertainment venues, museums, and other tourist attractions yawning and stretching themselves into (almost full) wakefulness? Who could have imagined that exiting the darkness of the dread purple tier into the red zone (normally signaling alarm) could bring such relief and joy. On Tuesday March 16th, just before this goes to print, that transition will have been permitted….at least I hope so, granted graciously by the expanded criteria of the County Public Health Department. Finally! Like a bear waking from a winter’s nap, I’ve taken a peek outside of my cave to see what has transpired in the world during my 12 month slumber. I’m wondering if it has changed completely as I rub the limited perspective of the last months from my eyes. Seems like there’s light at the end of the tunnel. Speaking of dosing, the last of the two Moderna shots have now been delivered into my arm … at last its done! I’ve washed my cloth masks for continued use, sometimes alone and other times covering a surgical mask, and I stretch the bands for extra security. Dr. Ansorg’s words do resonate especially during this season of Spring Breaks with (hopefully) the economic outlook improving here in Santa Barbara ... not that the late winter and early spring weekends haven’t been absolutely inundated with visitors! Harbor restaurants, along with those all over town, can now open their indoor space at 25 percent capacity. The Santa Barbara Maritime Museum and the Museum of Natural History’s Sea Center on Stearns Wharf may open at limited capacity. Breakfast at the Breakwater Restaurant, inside and out, is always a treat and sitting at the latest harbor eatery, Salty at the Beach on a sunny day is my next new treat. I’m also looking forward to a seat behind the glass in the Ocean Room of the Santa Barbara Yacht Club on a blustery Spring day, surrounded – at a safe distance of six feet – by a happy gang of real live persons whom I’ve missed these lock-down months. Walks along the breakwater remain an absolute necessity for exercise and enjoyment and the flags are now flying with brilliant new colors. All of Stearns Wharf, the Harbor Restaurant, and Moby Dick, now with interior doors open, are there for us to enjoy. Maybe, just maybe, the world won’t have completely changed, but is simply making the necessary accommodations in a potential post COVID environment. Let’s hope we continue to be aware of how important it is for us to help each other by prudent gatherings, staying masked, and exercising caution. So... stay safe, and stay tuned. “CONSUMER SENTIMENT ROSE IN EARLY MARCH to its highest level in a year due to the growing number of vaccinations as well as the widely anticipated passage of Biden’s relief measures,” said the University of Michigan sentiment survey. “The gains were widespread across all socioeconomic subgroups and all regions, although the largest monthly gains were concentrated among households in the bottom third of the income distribution as well as those aged 55 or older.” Sentiments are soaring in part because the just passed American Rescue Plan (AMR) will boost the benefits of lower and middle income consumers, raising incomes for the poorest 20 percent of families by an average of 20 percent, according to the Tax Policy Center’s analysis, while top earners would see their income rise less than one percent in an NPR interview. And America can pay for the $1.9 trillion tab because it does not substantially raise the cost of the public debt over the long term if we look at the average annual budget deficit to GDP ratio that hasn’t varied substantially since WWII—the major exceptions being

the need to finance recoveries from the Great Recession, and now the coronavirus pandemic. The cost of financing public debt has averaged little more than three percent, historically because economic growth that followed that spending brought the public debt back down to manageable levels, whatever interest rates prevailed at the time. Financing the $5 trillion in debt that congress has passed since the onset of the coronavirus pandemic should follow the same trajectory. For example, the new $1.9 trillion from the American Rescue will create seven million new jobs by December, according to the Congressional Budget Office. “Between 1946 and 2019,” says the CBO, “the deficit as a share of GDP has been larger than that only twice. In CBO’s projections, annual deficits relative to the size of the economy generally continue to decline through 2027 before increasing again in the last few years of the projection period, reaching 5.3 percent of GDP in 2030. They exceed their 50-year average of 3.0 percent in each year through 2030.” Predictions of real GDP growth are soaring since the AMR’s passage. The Organization for Economic Cooperation and Development projects the U.S. economy will grow by 6.5 percent this year, according to NPR. That’s more than twice the growth rate it was projecting in December — thanks in large part to more robust federal aid. And employment is already surging, thanks to the prior pandemic aid packages. The February employment report added 465,000 private payroll jobs, with 355,000 of those jobs in leisure and hospitality — restaurants, hotels, casinos, theaters—all in the service sector. All signs point to a robust recovery, in other words, which is why I don’t see any problem with managing a ‘new’ New Deal spending bill when it benefits so many Americans at a time of our greatest need, the need to recover from a pandemic that has killed more Americans than our combined wars. BSERVING NATIONAL WOMEN’S HISTORY MONTH IS NOT STRICTLY LIMITED TO MOMENTS OF REFLECTION AND REMEMBRANCE. Rather, it is an opportunity for us to honor our past by examining current events and the voices that are shaping our future. Among these voices are a generation of young women who are standing up across our nation and the world to call for change, equity, and compassion. In doing so, they not only inspire their peers, but work to make members of older generations aware of the issues that still require addressing. One of the best known members of this generation is Greta Thunberg, an 18 years old environmental activist from Sweden. She began calling for action against the climate crisis in 2018, when she skipped school one day to protest on behalf of the planet in front of the Swedish parliament building. Since then, her “School Strikes for Climate” have gained international recognition, with thousands of people all over the world participating in their own weekly strikes. In 2019, she addressed the United Nations Climate Conference, travelling to New York via a racing yacht to Greta Thunberg avoid the high carbon emissions of flying. However, Thunberg doesn’t want to only inspire. “Adults keep saying: ‘we owe it to the young people to give them hope,’” said Thunberg at the 2019 World Economic Forum. “But I don’t want your hope. I don’t want you to be hopeful. I want you to panic. I want you to feel the fear I feel every day. And then I want you to act. I want you to act as you would in a crisis. I want you to act as if our house is on fire. Because it is.” Another young woman who has stepped onto the international stage is Malala Yousafzai. Born in Pakistan, her town was taken over by the Taliban in 2008, and forbade local girls attend school. Yousafzai, who was then eleven years old, spoke against this, blogging for the BBC and calling for women’s educational rights. In 2012, a masked gunman shot her Malala Yousafzai in the left side of head in an attempt to silence her and “No struggle can ever succeed without women participating side her activism. by side with men.” She and her family moved to England, where she recovered and continued her work as a women’s education activist by starting the Malala Fund, which supports opportunities for girls’ education. In 2014, Yousafzai became the youngest person in history to become a Nobel Peace Prize Laureate. This past June, at 23 years old, Yousafzai graduated from Oxford University. She reminds us that the international fight for women’s equity and educational rights are far from over. According to her organization’s website, close to 130 million girls are currently excluded from school worldwide. “No struggle can ever succeed without women participating side by side with men,” wrote Yousafzai in her 2013 book I Am Malala. “There are two powers in the world; one is the sword and the other is the pen. There is a third power stronger than both, that of women.” In the United States, 21 years-old actress and activist Yara Shahidi continues to stress the importance of empowering young people, representation, and voting. Having begun her acting career as a child, she currently stars in the television series Black-ish and Grown-ish, which explore issues of race, class, and the experience of Black women in America. In 2018, Shahidi founded Eighteenx18, which encourages youth voter registration and political engagement. I feel an immense privilege to be able to do the same.” One of the young women Shahidi works with through Eighteenx18 is Amariyanna Copeny, who called national attention to the current water crisis in Flint, Michigan by writing to President Obama in 2016. Now 13 years old, she has continued to speak out against environmental racism, state negligence, and raise funds to support her community. Currently, Copeny is working with the company Hydroviv to produce and distribute a water filter for individuals who do not have access to clean water, already having raised more than $400,000. Beyond this, she also works with anti-bullying group Trendsetters Productions and the Michigan Department of Education Anti-Racism

Student Advisory Council. Copeny’s consistent dedication and vocal activism is a reminder that regardless of age, young women can and will enact change. “I learned that when there isn’t a seat at the table for you, to pull a chair anyways then stand on it and use a megaphone till they give you a spot at the table,” Copeny told the 2018 Social Good Summit. Understanding the impact representation has on young readers, 16 year-old Marley Dias has made it her mission to collect and donate as many children’s books featuring Black, female protagonists as possible. She began her #1000BlackGirlBooks campaign in 2015, which quickly gained international recognition and has Marley Dias “My advice for other young activists is gathered 13,000 books to date. to think about how they can use their Dias published her own book in 2018 titled passions and interests to help others.” Marley Dias Gets It Done: And So Can You!, and became the youngest person on the infamous Forbes “30 Under 30” list. Just earlier this month, she hosted the virtual Rebel Girls Fest: Adventure Awaits event, which aimed to inspire and celebrate young girls everywhere. Her work highlights the importance of ensuring that all girls are represented in our society’s media and literature. “My advice for other young activists is to think about how they can use their passions and interests to help others,” Dias said in a Refinery29 interview earlier this month. Most recently, the nation was compelled by the words of Amanda Gorman, who became history’s youngest inaugural poet when she read The Hill We Climb at President Biden’s inauguration. Having grown up in Los Angeles, the 23 year-old’s poetry speaks to topics such as race, climate change, feminism, the need to combat oppression, and the importance of acceptance. In 2017, Gorman became the first National Youth Poet Laureate. Her work has appeared in The New York Times and The Edit, and she has performed at prominent venues such as the White House, the Amanda Gorman Lincoln Center, and the Library of Congress. inger by the windows the next time you walk by the Wildling Museum of Art & Nature. Inside, local artists Nicole Strasburg and Holli Harmon have created two innovative art installations that can be enjoyed from the outside-in during the museum’s COVID-19 mandated closure: Wintering: A Fox Tale, by Strasburg and The Nature of Clouds by Harmon. The artists will discuss their creative processes in an upcoming virtual talk, Art Through the Window, on March 24th from 4 to 5pm. Both artists have personal connections to the Museum, which exhibited their project The River’s Journey: One year, Six Artists, Ninety-two Miles, in 2018. They now sit on the museum’s Exhibition Committee. “I believe art is important in every community,” shared Strasburg. “Like nature, I think art opens us, it’s a place to explore and ask questions, it stretches the mind and calms the spirit. The Wildling, in its mission of inspiring the community through exhibitions to value and conserve wildlife and natural areas highlights two topics that mean a lot to me and I’m thrilled to be part of their success.” Strasburg grew up in Santa Barbara and draws inspiration from the area’s natural beauty. An active member of the arts community, she is a Westmont Art Council member and a past President of Santa Barbara Printmakers. She is represented by Sullivan Goss - An American Gallery and the Sundance Catalog. Her installation, Wintering: A Fox Tale, gracefully covers the Wildling Museum’s front windows with papercut

silhouettes of a fox exploring, enjoying, and ultimately sleeping amidst a wintry landscape. Each of the silhouettes is backlit with alternating LED lights, breathing colorful life into the exhibit each night. Strasburg shared that her inspiration came after reading Wintering - The Power of Rest and Retreat in Difficult Times by Katherine May, which examines feelings that accompany personal interruptions to everyday life. She connected these ideas to the ongoing pandemic, and how the Wildling Museum is continuing to function during its current closure. “A story of a fox heading home, through the forest to his den under the root of a tree for hibernation seemed like a good metaphor for the wintering state the museum now finds itself in,” she explained. “I had recently painted some small images of foxes leaping and the museum mascot happens to be a fox.” Through the museum’s Tower Gallery windows, pedestrians can see Harmon’s The Nature of Clouds installation. Consisting of handcrafted clouds, crystals, and living kokedama moss balls, it presents a fully airborne biome. Underneath, a mirror-adorned eucalyptus tree stump representing a puddle reflects this topsyturvy sky. “What I was kind of feeling is I’ve turned the world upside down,” explained Harmon. “Usually you think of plants being really rooted into the earth, but here they’re suspended and they’re floating in the sky. Rain is never a solid — unless it comes down as snow, ice, but it’s usually always in motion — and the crystals are this solid, hard surface and they’re suspended in time. So everything is the inverse of what you normally think of in the water cycle.” Once the museum reopens, visitors will be able to fully appreciate the exhibit’s multisensory experience, enjoying its sweet-smelling plants and noise machine that emits natural, water-based sounds. Having lived in Santa Barbara for over 30 years, Harmon believes in supporting local organizations. A past President of the Westmont Art Council, she has also displayed her work at the Westmont RidleyTree Museum of Art, Elverhøj Museum of History & Art, and Sullivan Goss. passion for clouds, with their intangible and almost magical quality as the water cycle’s highest point. Her addition of the kokedama balls fully reflects the cycle’s process, and was inspired by her gardening during the pandemic. Harmon hopes that this exhibit brings people wonder, peace, and joy in their connection with nature, in addition to drawing attention to the museum itself. “All of our museums have taken a big hit over this last year with COVID, and if you can, please join as a member and still support them even if they are closed,” Harmon urged.
