Bones brought to police turn out not to be human KIM MAGI Castlegar News Reporter

After a pair of citizens showed up at the Castlegar RCMP detachment over the weekend with what they thought were human remains, police are reminding the public to call first if they stumble upon suspicious items and to leave potential crime scenes undisturbed.

On Saturday night, two people were out for a walk in a rural area of Castlegar when they found â&#x20AC;&#x153;badly decomposed remains of what they belived were of human origin,â&#x20AC;? Cpl. Debbie Postnikoff said. The pair then packed up the bones and rotting flesh and brought the whole package to the RCMP station on Columbia Avenue, where they turned it over to police.

The remains turned out to be those of of a juvenile bear, not a human being. Police were nevertheless concerned. â&#x20AC;&#x153;The RCMP would like to stress to the general public, should you come across any suspicious items, such as the remains in this case, do not disturb anything and contact the police to attend to your loca-

tion,â&#x20AC;? Postnikoff said. â&#x20AC;&#x153;By moving the items yourself, you could be potentially destroying and/or contaminating a crime scene, and subjecting yourself to various health concerns associated to the handling of items, such as carcasses.â&#x20AC;? â&#x20AC;&#x153;The stench left inside the detachment,â&#x20AC;? Postnikoff added, â&#x20AC;&#x153;was unpleasant, to say the least.â&#x20AC;?

Mac Gregory named Citizen of the Year

Long-time residents of Castlegar have likely been connected to 2010 Citizen of the Year Mac Gregory in one way or another. The retired schoolteacher, who received the award last night at St. Rita’s Parish Hall, is an active contributor to the community. He currently sits on School District 20’s Board of Education, is chair of Zone 6 for the BC Seniors Games and is chair of the Kootenay Columbia Educational Heritage Society, just to name a few of his involvements. “People say, ‘oh you’re retired you must have lots of time now,’” Gregory said, but this definitely isn’t the case. Gregory also served as a fireman and first responder with the Castlegar Fire Department for 25 years. “I still work for the Volunteer Firefighters Association of B.C.,” he said, where he serves as executive director. Within city limits, he regularly volunteers at Castle Wood Village (his wife, Kathy, said he always goes to dance with the ladies), serves as president of the Castlegar and District Seniors Association, and looks after three sections of road as a part of the Adopt a Road program. “He’s the best husband and father and grandfather,” his wife Kathy said. Together the couple has five kids and “too many grandchildren to count,” she added. The Gregorys moved to Castlegar in 1968. “I taught one year in Nakusp and we

had the same superintendent so I was transferred,” he said. “I came down to teach Grade 5 but I’ve taught everything from Grade 3 to Grade 8.” Although he has happy memories of teaching, being an educator in a small city can be bittersweet. “Every school I’ve taught in is no longer there,” he said. Between teaching and firefighting, Gregory said the choice was easy when a decision had to be made. “I didn’t respond (to emergency calls) when I was teaching,” he said. “My first responsibility was to the kids.” Gregory said the work he does is simply his duty to Castlegar. “If you’re going to be in a community, rather than complain about how things are, you get out there and contribute,” he said. Bob Saari of the Knights of Columbus (which sponsors the annual Citizen of the Year Award) said Gregory has been nominated the last three years, but last year he really stood out for the committee. “The credentials that came forward for 2010 really surprised all of us,” he said. “He just kept going.” Saari added that this year featured a great cross-section of nominations. “Mac Gregory certainly did get the majority of nominations from groups and individuals,” he said. “[He], in particular, has contributed in the community of Castlegar for years and years and years.” Once the nominations are narrowed down, the committee gets input from the community, such as business owners and

city council. “There wasn’t a negative response from anybody that was polled,” Saari said. Gregory said he’s looking forward to sharing the award with friends and family. “It’s a great honour to be compared to all those that have won it in the past,” he said. “There are a lot of people that have contributed to the building of this city that have won citizen of the year.” He said he doesn’t volunteer expecting to be rewarded, “but it’s nice when it happens.” Gregory said he owes a lot of what he’s

been able to accomplish in the community to his wife. “You can’t get through this kind of volunteering without her, and she’s usually right there with me,” he said. “When I first started volunteering I said, ‘you don’t mind if I go out for an hour a week?’ And that just kind of multiplied.” Gregory said the citizen of the year program is a great initiative to encourage others to get out in their communities, but he won’t slow down because of the award. “We’re going to keep doing what we do,” he said.

CITY WANTS TO STOP SEEING ELECTRONICS END UP IN LANDFILL

City council is planning on putting a little more pressure on Encorp Pacific to get an “End-of-Life Electronics” program in the city. “We’ve had ongoing discussions,” Coun. Kevin Chernoff said. “We’ve been told that things were going to change and they haven’t changed.” Currently, the program is available in Nelson and Trail. “Right now [Castlegar’s electronics are] going to the landfill,” Mayor Lawrence Chernoff said. In a letter to the mayor dated May 19, Neil Hastie, president and CEO of Encorp Pacific wrote the “team has struggled with the challenges of a small business ownership in the current downturn of the economy.” “They’re just not paying somebody enough to do it,” Kevin said. “For somebody to take that on they have to be generating enough funds to pay for rent and heat.” “We have approached a variety of businesses in the vicinity of the Castlegar core to no avail,” Hastie continued.

NELSON ACCEPTS AIRPORT INVITE Nelson’s city council has accepted the invitation to sit on the West Kootenay Regional Airport Committee. Mayor John Dooley will sit on the committee, with Coun. Robin Cherbo as the alternate member. Castlegar Mayor Lawrence Chernoff said he’s pleased that Nelson is on board. “It’s the external that we’re looking for,” he said. “It’s a good cross-section of people.” The purpose of the committee will be to discuss how to improve the airport. Chernoff anticipates the first meeting will be in July. When completely struck, the committee will be made up of Chernoff (who will also serve as chair), one city councillor, one member of the community-at-large appointed by the city, one member nominated by the RDCK, one

Castlegar’s Official Community Plan (OCP) open house last week drew residents with all sorts of concerns and ideas, Coun. Kevin Chernoff said. “We had somewhere around 40 to 50 people come,” he said. The main issues brought up, he said, were the maintenance and promotion of bike trails and the hopes that council reconsider their ban on backyard chickens. “All that stuff gets rolled into the OCP,” he said. With public consultation taken into account, city council is hoping to have the first couple readings by the end of July.

Guitarist eyes Guinness World Record

Castlegar resident Yanive Feiner will be taking his guitar jam session to new lengths at the beginning of July when he attempts to break the Guinness World Record for longest marathon playing guitar. Feiner, who owns Supercat Studios, began researching possible world record attempts to help raise funds for the Nelson Animal Hospital and Second Chance Animal Shelter. “My dog got sick and I took him to the Nelson Animal Hospital,” he said. “I was so impressed with the doctors and staff there.” The current record for longest marathon playing guitar is held by Guillermo Terraza of Argentina, set last year at 100 hours. “He said he’s never going for it again,” Feiner said. “He’s done it three times (resetting the record each time it was broken by someone else).” Feiner decided this would be the record he would attempt to break, and emailed Guinness to see if he could

be approved to give it a try. He was, but the attempt comes with a lengthy list of rules and regulations. During the entire attempt, Feiner must play recognizable tunes and the play must be continuous (pauses can’t last any longer than 30 seconds between songs). No other instruments can be used. Each song has to be at least two minutes long and no song can be repeated within four hours. No improvisation is allowed.

Feiner can take a fiveminute break for every hour of play, and is able to bank the breaks if he wants to. “That’s going to be my strategy,” he said. “What I want to do is play eight hours and have 40 minutes (off ).” The attempt must be filmed and be recorded in a log book with two witnesses watching at all times. “I need at least 30 volunteers,” he said. Pledges will be accepted

for each hour of play and he’ll take song requests as well. Although the official date hasn’t been set, Feiner is hoping for the first week of July. He has potential locations in mind, but a precise spot hasn’t been nailed down yet. However, he’s already started preparing. “I’m going to start depriving myself of sleep,” he said. “I already play for eight to 12 hours a day but it’s broken up nicely.” His plan is to come up with a four-hour set and repeat it over and over until the record is broken. He doesn’t have a specific number of hours in mind, as long as he makes it past 100. People can drop off pledges at the Second Chance Animal Shelter or donate through Feiner’s PayPal account at supercatstudios@ gmail.com. Donations will be accepted at the event as well. Feiner said the attempt is also a way to bring positive attention to the Kootenays. “We’ll put Castlegar on the map.”

Volunteers with the Kootenay Animal Assistance Program (KAAP) are saying Castlegar’s first pet adoption clinic on Saturday was the best one in their history in the region. Nine kittens and a puppy were adopted at Total Pet during the afternoon, which organizer Laurel Mathew said is fantastic. Unfortunately, the puppy’s adoption fell through so he’s back on the market, but Mathew doesn’t think he’ll last long. KAAP has held adoption clinics before in Nelson, but this was the first one held in Castlegar. Total Pet came on board with the organization and has stopped selling kittens and puppies. Instead, they will promote KAAP and provide starter kits for anyone that adopts through them. Animals are still available for adoption, including the two mama cats of the adopted kittens. More than just art It was a delight to watch the new batch of sculptures being installed at locations throughout downtown Castlegar on Saturday morning, as it was to hear SculptureWalk Society president Pat Field speak later that evening about the broader implications of this still nascent but rapidly growing initiative. The sculptures themselves seem more diverse this year, with some classic bronze works along with a variety of, shall we say, more modern pieces. The enormous, 12,000-lb. ‘Nokhom Maskwa’ installed behind city hall is particularly beautiful, in our view, but it isn’t one of the 25 sculptures in the running for the People’s Choice Award. (Which, we suppose, makes sense, given its $60,000 price tag and the fact that the city will ultimately purchase the sculpture which receives the most votes from the public.) Like them all or not, the sculptures will certainly generate a lot of interest in downtown Castlegar both locally and beyond our municipal borders. And, according to Field, that’s exactly what they’re designed to do. Aside from their intrinsic esthetic value, Field explained during a SculptureWalk gala event on Saturday evening that the sculptures also serve a broader economic and social purpose. “We are really interested in using culture as a tool to do downtown revitalization, to tap into regional economic development and cultural tourism,” he said. These are challenges that smaller communities across Canada have been wrestling with for years, and while public displays of art alone won’t crack this nut in Castlegar, SculptureWalk has already begun to generate that all-too-elusive “buzz” factor within the city, the region and even beyond. Castlegar as a whole now needs to take advantage of that buzz to open up new economic, social and cultural opportunities. Through collaboration internally and with our neighbouring communities, this could translate into a wide range of benefits for us all. We want to hear from you.

Some apocalyptic perspective Well, the world didn’t end. The rapture didn’t happen and my life is plodding along peacefully, as usual. That can’t be said for everyone. As most of you likely know, there were thousands and thousands of good people who, believing the doomsdayers and soothsayers, sold everything they had in order to travel the country in their rolling doomsday billboard RVs screaming that the sky was falling. The news was full of it and one couldn’t turn sideways without bumping into it. These Chicken Lickens of zealot Henry Camping and his God weren’t malicious in their actions, nor, for the most part were they ultra-preachy. They simply wanted to help others ascend to the pearly gates of heaven when the proper time came. Instead, those believers lost everything they once held dear by believing in Camping, a religious crackpot who is not new to doom and gloom predictions. In fact, Camping also predicted a cataclysmic ending and rapture for May 21, 1988 and Sept. 7, 1994. As you can see, simply because the sun is shining and you’re still breathing, neither of those end-of-the-world Theresa Hodge Ofﬁce Manager

predictions happened either. I do believe Camping did serve somewhat of a good purpose in that I, for one, did pause and take stock of my life. Although I knew the world would still be turning come May 22, there was that “what if ” factor which nonetheless rolled around in the deep recesses of my mind. What if I had unintentionally been unkind to someone? Maybe now was the time to right that wrong. What if I hadn’t fully let those who I love know how very much I love them? Maybe now was the time to learn the lesson that saying I love you frequently is a good thing. What if the world ended and I never got to say all it is that one needs to say before their final day? Or, conversely, maybe now was the time to unleash my sharp tongue and finally say all that I had held back in order to keep peace. Camping also helped put some things into perspective. I mean really, in the scope of all things, and should the world end tomorrow, what does it matter if your house is perfectly cleaned if it comes at the expense of those you love, or at the expense of yourself?

So what if you don’t have the $200 purse or $300 sunglasses? What do those things matter if you aren’t surrounded by those you love and if you aren’t genuinely down-to-the-tips-ofyour-toes happy? Sadly, many people fail to realize exactly what they have until it is gone. By then it is too late and the golden opportunity has grown stale. Unfortunately, we don’t need a Henry Camping to put those things into motion. Sometimes, we are our own worst enemy in those matters. I think that all too often we get caught up in the everyday minutiae of life and we fail to see, or appreciate, that beautiful sunset or sunrise. That sometimes we are so focused on everyday details that we let the warm wind of happiness blow on by. I understand. We are all so very busy just trying to make a living. Life’s like that nowadays. Many hold two or three jobs just to support their family. I’m glad I’m not in that position. So, today, I resolve to truly consider what’s the wheat in my life and what’s the chaff. They say it’s as simple as pouring the wheat into your hand and gently blowing away the chaff. If only it was that easy in real life.

Less spending on watering and mowing means more money for infrastructure

Re: The Castlegar News editorial â&#x20AC;&#x2DC;Practical conservationâ&#x20AC;&#x2122; (May 26): Wasting taxpayer dollars has always been my main complaint to the city. The constant overwatering of grass at Twin Rivers Park last year required the park to be mowed two to three times a week. I would prefer city equipment operators to be engaged in infrastructure improvements and road repairs rather than mowing the law. A little irrigation management, like moisture sensors, goes a long way to save money. These fields should have been made with lower maintenance costs in mind or never built in the first place. Standing water on the fields is simply unac-

ceptable, but I agree water conservation in our region is an overblown issue. Perhaps if the city was not forcing a water meter upon me (as a resident), thus making my backyard fruit and vegetable garden less economically viable, then I would be less interested in their water consumption practices. Water, fertilize, mow, repeat. That should have been the cityâ&#x20AC;&#x2122;s tag line. No wonder so many residents try to keep their lawns so perfect â&#x20AC;&#x201D; they are just trying to keep up with the cityâ&#x20AC;&#x2122;s example. Steve Sanders Castlegar

Theft disappoints mother and son

I am writing as a very angered mother of a special needs son. We were camping this past long weekend and I had taken my sonâ&#x20AC;&#x2122;s PlayStation Portable (PSP) for him to play and for him to just go mellow out when he needed. On our return from camping the bag containing his PSP was missing along with his five games and all the cables that he had in there. He got this gift from his grandmother to hopefully help him gain more function with his hands and hand-eye cordination. When I got home I searched everywhere, but could not find it. It then dawned on me

that when we were packing up our tent trailer it wasnâ&#x20AC;&#x2122;t even there and was nowhere to be found. I think this is the lowest of lows anyone can do â&#x20AC;&#x201D; stealing from a special needs boy. If anyone happens to find this stuff please return it. These are very costly items, so please return them to the Castlegar News. It would make a special needs boy very happy, and until he gets these back he will not be able to play! On Friday and Saturday, the Mountain FM Pharmasave Summer Concert Series will see singers and musicians from all over the West Kootenay take the stage to showcase their talents. â&#x20AC;&#x153;We sponsor Sunfest every year,â&#x20AC;? Drex, program director at Mountain FM, said. â&#x20AC;&#x153;Usually we do a talent quest but this year we decided to do some-

Camera clubâ&#x20AC;&#x2122;s annual Photo Show to take place at Kootenay Gallery during Sunfest

The West Kootenay Camera Clubâ&#x20AC;&#x2122;s 21st Annual Photo Show begins this week in Castlegar. The Photo Show is an annual juried event of photographic art for both members and nonmembers. This yearâ&#x20AC;&#x2122;s competition for entries to the show ended April 29 and 335 entries were received from members and non-members. The four invited certified judges were: Tony and Kathleen Roche from Spokane, Wash., Neil le Noble from Richmond and Larry Doell from Rossland. They met in Castlegar on May 14 to adjudicate the photographs. Ribbons were awarded to First, Second, Third and Honourable Mention in each of the categories: Nature, Human Interest, Photojournalism, Creative Images, Flowers, Open, Portraits, Architecture and Old. ‘Friday ... last block before the rest of our lives’

Wow, it’s hard to believe that after so many years have gone by … people still start valedictorian speeches with this line. Personally, I wanted to start this speech out with a quote, but as our first Prime Minister, Sir John A. MacDonald once said, “The problem with finding quotes on the Internet is that you can never tell if they are genuine.” In all seriousness though, I would like to welcome everyone that is sitting here today; parents, teachers, family, friends and especially my crew in blue up front whom I represent: the students. I literally wouldn’t be standing here if it weren’t for all of you. Back in the fall of ’98, this mass of students seated before of me, although only five years old at the time, was faced with some exciting news: school was starting. Gone would be the days of frolicking in the mud and spending entire days in the nude, sometimes consecutively I might add, but in return we would be rewarded with new friends, fantastic experiences, and the coveted status of being a “big kid.” Yet as we stood at the end of our driveways on the first day of school, outfitted in the latest hot wheels and/or Barbie patterned fashions of the time, with our backpacks fully loaded with half our body weight in fuzzy pencils, crayons, coloured erasers and enough duotangs and dividers to get us all well past the fifth grade, we were completely oblivious to what lay ahead of us. Elementary school taught us many things: reading, writing, basic math and about 10 to 20 different versions of tag. It’s hard to say where the most important lessons were learned, in the classroom or on the playground. In class we learned addition, subtraction, spelling, punctuation; all sorts of things that we were told by our teachers that we would always need later in life. And yes, they were right; they have proved to be quite useful. After all, we are about to graduate. But there was much more gained by us students than what was preached by our teachers. Outside of class is where our life lessons were learnt. Being around our peers every day is what made us begin to succeed. With this group of kids right here is where we learnt how to live. It’s where we built friendships that we still have today and its where we found “love” that was gone and out of our minds by the end of the week. Our toys, our music, our fascinations; these were all brought to us by the kids we grew up with. Without going to school, it would have been impossible for us to be the people that we’ve turned out to be, or anything near that. We have created each other and ourselves, in turn creating what is known as “our generation.” And as terribly cliché and maybe as scary as it sounds, our generation is the future. Now in the spring of 2011, the same group of kids I mentioned earlier, just fast forwarded 13 years, sits before me awaiting another long anticipated milestone in our lives on which we arrive today: graduation. We’ve spent the last five years here at Stanley Humphries essentially waiting for them to finally come to an end.

From the first time we were thrust into the cross halls in grade eight, through the general boredom of grade nine, to the way over-hyped (and “hardest”) Grade 10, during every single chapter of The Catcher in the Rye in Grade 11, and right up to our final sunny days here in Grade 12 we have been wishing for it all to be over. Well you guys, it finally is. And, contrary to popular belief, things aren’t going to get any easier. Where else are you going to go where you’re forced to hang out with your best friends all day? Where else can you bring a pack of dunkaroos, some lunchables, and a kool-aid jammer to wash it all down and still be the envy of everyone at the lunch table? And name one other place in the entire world where you can run down the halls, screaming at the top of your lungs: “IT’S FRIDAY LAST BLOCK BEFORE SPRING BREAK!” without getting arrested. Last I checked, nowhere. Sadly though, it is time to move on. We’re coming up on ‘Friday last block before the rest of our lives’ and the seconds are ticking down until the bell rings. We must say goodbye to our tactfully painted hallways and our crammed lockers that we have all come to know and love, and welcome what the next steps we take have to offer us, whatever or wherever they may be. As soon as our report cards are handed to us on the last day of school we will be let loose on our unsuspecting world, armed only with a diploma and a couple life lessons handed down from Mr. McKay. Other than that we will be walking blind into our futures, fending for ourselves and learning from the mistakes that we will all make as we go along. If we ask ourselves what we plan to do with our lives, can anyone fairly say that they’ve got it all figured out? I know I can’t, and I’m glad of that. Sure, the majority of us have some sort of plan laid down with what we want to do and where we want to go, but its only once you’ve actually completed something that you know for sure you’ll achieve it. Everything around us keeps changing at such a rapid pace; it’s impossible to know how anything will turn out. The best thing we can do is to point ourselves in the direction we want to go and in the words of Dean Murdoch “Just give’r”. It won’t be easy that’s for sure, but I do know that we can do it. I know that we can do it because amid all the craziness around us, there are certain things that we can always count on: each other. Growing up as small town boys and girls would have seemed like we were living in a lonely world if it weren’t for our friends that have been with us every step of the way. And as we journey on into futures like shadows searching in the night, I can’t tell you which of us will win; who, sadly, will lose; and who will be the unfortunate few who were just born to sing the blues. But I can tell you one thing, and I can tell you one thing for sure: we will never stop believing. We will never stop believing in ourselves and most of all we will never stop believing in each other. Every single student in this class has the potential to do something amazing with their lives, and I know we will. We have what it takes to make a difference, so lets go out and do it. I believe we can. Ladies and gentlemen, may I present to you: the Graduating Class of 2011!

A teacher saw the light in me, encouraged me, and treated me with respect when my actions didn’t warrant any. He served the students, the school, and the community. He served me and shone in doing so. In

Community Castlegar rock and gem show the first in the region for two decades

The Rock, Gem, and Mineral Show runs June 4 and 5, at the Castlegar and District Community Complex. If you are interested in rocks, gems, fossils, minerals, crystals, geology, geodes, prospecting and anything to do with rocks, then this two day event is a must-attend. Young and old, amateurs and professionals —all will find a treasure to bring home and learn something new! The Gem and Mineral Federation of Canada (GMFC) is putting on this show on Saturday, June 4 from 10 a.m. to 5 p.m. and on Sunday, June 5 from 10 a.m. to 4 p.m. During this time the GMFC members will come from across Canada to meet, hold their AGM and the show. The show is open to the public. Come on in to browse, buy, learn, enjoy! This is the 33rd annual event and we are very lucky to have this national event held here in the Kootenays for the first time in 20 years. Through a vast collection network in the region, including the support of organizations like the Order of the Eastern Star, the Crescent Valley resident has been amassing the tabs by the tens of thousands and selling them to aluminum buyers. “That money is used for new wheelchairs, ﬁxing old chairs, and so on — all in the area,” Fisher said. Stay safe around dams, BC Hydro urges Living in a city surrounded by rivers is great for water enthusiasts, but BC Hydro is urging people to take caution when recreating around the dams this summer. “Sudden adjustments in water flows from hydroelectric facilities can occur without warning and cause strong surface currents and undercurrents in the vicinity of the intake structures and the downstream plant outlets,” Mary Anne Coules of BC Hydro said. “Entering the water, whether for swimming, boating

or other recreational activities, is extremely dangerous.” She advises people to read warning signs and stay away from BC Hydro operating areas and structures. “Reservoir water levels can rise or fall daily in response to the demand for electrical production,” Coules said. “A hydroelectric reservoir can be an enjoyable recreation destination, provided safety precautions are observed.” /Castlegar News

Castlegarâ&#x20AC;&#x2122;s Dam City Rollers proved even though theyâ&#x20AC;&#x2122;re a new team, theyâ&#x20AC;&#x2122;re a force to be reckoned with after a win in Nelson on Saturday night. Kitty Karnage said it was nice to play a team with the same amount of experience. â&#x20AC;&#x153;The best part about the game was the fact that it was so evenly matched,â&#x20AC;? she said. â&#x20AC;&#x153;It was really fun to play another rookie team with the same skill level.â&#x20AC;? The Dam City Rollers were about 10 points behind the Nelson Killjoys for the

entire game, Karnage said, but they pulled ahead in the last quarter to win 106 to 89. â&#x20AC;&#x153;It might have been a little bit different if we couldâ&#x20AC;&#x2122;ve stayed out of the penalty box,â&#x20AC;? she said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s was a hard-hitting game with a lot of action for the fans.â&#x20AC;? More than 100 participants are expected to play badminton in the BC Seniors Games in August. Rod Fayant, badminton chair for the games, said six courts will be set up in the gym at Selkirk College. The bleachers will be set up for people to come and watch, and there will be a concession for snacks. The format will be doubleknockout, with categories of male, female and mixed doubles.

With sad hearts the family of P ll Z ff (B b ) off Sl Polly Zaytsoff (Baba) Slocan Park wishes to announce her passing at her home on Saturday, May 21, 2011, blessed with 84 years of life. Polly was born in Rossland BC on January 19, 1927 to parents Elizabeth and John Chernoff. She married Nick Zaytsoff and raised three children. Though suffering from health issues, thanks to the loving care of her family and the Health Care Professionals, that she grew to love so much, she remained living in her own home until she left her earthly life. Polly was predeceased by her loving husband Nick in 2003. Left to mourn her loss are her daughters Mable (Walter) Wishlow and Lena (Jim) Fjeld; son Norm (Karen) Zaytsoff; six grandchildren; five great-grandchildren; her beloved twin sister Annie Poohachoff; sister Mary Braun and many other relatives and friends. Under the care of Castlegar Funeral Chapel, cremation has taken place. A Memorial Service will be held at the Slocan Park Community Hall on Saturday, June 4, 2011 at 10:00 AM.

Earl Edward Rourke It is with deep sorrow that we announce the passing of Earl Edward Rourke Earl was born in Ernfold, Sask. on Dec 15, 1916. He was the middle child of nine children born to Hiram and Mary Rourke. Earl was a soldier and spent four years overseas in World War 11, before moving to Castlegar in 1946. Where he worked for Cominco till he retired in 1981. Earl is survived by his daughter Barbara & husband Don, Daughter Maureen & husband Barry, son Darrel & his wife June. Grandchildren Nova-Lee, Shawn, Natasha, Derek, Robert Lee, Renee, Dennis, and ten Great Grandchildren. Earl was predeceased by his wife Ruth in 1994, both parents,and his eight siblings. Agnes passed away peacefully Thursday May 26 at Talarico Place. Agnes was predeceased by her husband Loyd, daughter Carol, brothers Jim and Russell Deans, and sister Beth. She is survived and will be missed by her son Wayne (Sandy) Groutage, son-in-law Ross Edgett of Comox, grandchildren Brian Groutage, Kevin (Tanya) Groutage, and Tara (Mark) Smith, great granddaughter Alyson Groutage, and many nieces and nephews. The family would like to extend a very sincere thank you to all of the nurses and staff at Talarico Place, and Doctor Lesperance and for the wonderful care, kindness, and comfort they gave to our mother. Our thanks also to Agnes’s niece Lorraine Deans for all of her support and help, and to the staff at Castlewood Village for making her stay there so nice. Agnes was born in Kilwinning Scotland and moved to Trail with her parents when she was 4. After graduation from high school she attended business school. At that time, she met and married her husband Loyd, and they soon moved to Uclulet where Loyd was stationed in the Air Force. At war’s end, they moved back to Trail and then to Castlegar in 1947. When Wayne and Carol started school, Agnes went to work. She was the Assistant Post Master in Castlegar, and then put her business training to use, working for Accountants Frank Kohar and Brian Brown. After her retirement, she continued to work from home, doing bookkeeping for several local businesses. Agnes and husband Loyd were very involved in the community- as founding members of the Castlegar Savings Credit Union, as cub and scout masters (Agnes was Canada’s first woman assistant scout master), and as members of the West Kootenay Naturalists Club. The family will schedule a graveside service this summer for family and Agnes’s friends.

Zellstoﬀ Celgar Limited Partnership Complaint Regarding the Failure of FortisBC and Celgar to Complete a General Service Agreement and FortisBC’s Application of Rate Schedule 31 Demand Charges

NOTICE OF COMPLAINT AND PROCEEDING THE COMPLAINT On March 25, 2011 Zellstoff Celgar Limited Partnership (Celgar) filed a complaint with the British Columbia Utilities Commission (Commission) relating to the failure of FortisBC and Celgar to complete a General Service Agreement (GSA), and to FortisBC’s application of Rate Schedule 31 demand charges (Complaint). In the Complaint Celgar states negotiations between it and FortisBC to complete a GSA have been unsuccessful to date. In its Complaint Celgar seeks: (i) a Commission determination that FortisBC retroactively adjust Celgar’s RS 31 invoices to a Billing Demand of 8,000 kVA (8 MVA); and (ii) the Commission’s assistance in establishing a GSA with FortisBC and/or establishing a process whereby the terms of a GSA could be negotiated. Celgar seeks a GSA that includes: (a) a GBL of 1.5 MW or another level as may be established in accordance with applicable regulatory parameters; (b) service at a rate based upon rolled-in costs; (c) a contract demand of at least 8 MVA that is equal to Celgar’s mill load less the established GBL; and (d) access to non-firm power above the contract demand. THE REGULATORY PROCESS Commission Order G-101-11 established a written hearing process to address the Complaint in accordance with the Regulatory Timetable attached as Appendix B to that Order. This hearing process is intended to provide other ratepayers and affected parties with an opportunity to comment on the potential implications for them if Celgar’s requests in the Complaint were allowed. REGISTERING TO PARTICIPATE Persons who wish to actively participate in this proceeding should register as Interveners with the Commission in writing or by email by June 7, 2011. Interveners will receive a copy of the Complaint as well as all correspondence and filed documents. An email address should be provided if available. Persons not expecting to actively participate, but who have an interest in the proceeding, should register as Interested Parties with the Commission in writing or by email by June 7, 2011 and identify their interest in the Complaint. Interested Parties will receive a copy of the Complaint and a copy of the Commission’s Decision when issued.
