Oklahoma Study 2006–2010 The Oklahoma Commission for Teacher Preparation partnered with Literacy First to provide elementary schools with the Literacy First Framework.

A consistent and effective design for each grade level inclusive of RtI Tier I, II and III instruction means students receive whole-group and differentiated instruction at need level, not grade level.

Literacy First results in fewer referrals to special ed, and is also proven to not only significantly increase test scores for all students, but also reduce discipline issues and suspension rates.

Literacy at Every Need and Grade Level Early Childhood: Builds a strong literacy foundation for Pre-K-K students, including phonics, phonological awareness, oral language development, and emergent reading skills. Elementary: Ensures students in grades K-5 are reading at or above grade level, developing vocabulary, spelling, and comprehension skills, and experiencing increasingly complex texts.
