Dear Members, As we arrive the beginning of August, I hope that you are managing to return to some kind of normality in both your business and personal lives following the past months of worry and uncertainty during the COVID-19 pandemic. I’m sure we are all well aware that a ‘return to normality’ as we knew it before, may yet be some time off. Until then, I hope that all the information we have been putting out on our website, and twice monthly e-newsletter, has proved to be helpful in keeping you up-to-date with both Government guidelines, particularly in health and safety when we have all been asked to integrate them into our working lives. We will keep our resource areas updated, so please keep an eye out for the latest information. Over the coming weeks we will be putting the finishing touches to our new website. Its structure, content and navigation have been upgraded to give an enhanced user experience. More details on the new website will be made available prior to its launch. The PDA team really missed seeing all of the winners of our Premier Trophy Awards at the beginning of July. Unfortunately, due to social distancing restrictions and the fact that our judges could not carry out site visits, it meant that we had no choice but to cancel the event. The great news is that the revised date is set for Thursday 1 July 2021 when the 2019 winning entries will receive their awards. We look forward to seeing everyone in London at Plasterers’ Hall for what promises to be an excellent and rewarding day. In addition, we have been busy recording the next PDA Podcast series with our Members. Check out on our e-newsletter and YouTube channel to watch the latest episode. On the subject of online events, for Members wishing to improve their estimating and pricing skills, we have produced a free webinar with PDA Member Bob Smith entitled, ‘Estimating using Measurement and Unit rates’. Bob has previously held these seminars on a face-to-face basis with great success. Due to the difficulty in holding live events both now and in the near future, Bob, along with our PR company have recorded his entire training session. This will be available to you all free of charge in the coming weeks, watch out for details of its launch coming soon. Remaining in the realm of training and development, we are delighted to host the first of our PDA Training Matters sessions, with Fiona Miller from Staffordshire Chambers of Commerce who will be leading a webinar training session entitled ‘Marketing for Success’, targeted specifically for the needs of our Members and covering marketing and social media. Fiona specialises in making marketing relevant, understandable and actionable to all, so there will be lots of useful hints and tips. This free event is on 20 August at 7.30pm. Full details and how to register are on page 18. I hope to meet as many of you online as possible. By the time I write to you again, summer will be a distant memory, and autumn and winter will be just around the corner. I sincerely hope that you all remain as healthy as possible in the coming months. So, until the next time, and on behalf of myself and the team at HQ, please stay safe, look after each other and take care.

SELF-EMPLOYMENT INCOME SUPPORT SCHEME
SECOND SEISS GRANT OPENS 17 AUGUST 2020 ON 25 MARCH 2020, Chancellor Rishi Sunak outlined the Self-Employment Income Support Scheme (SEISS). This allowed HMRC to calculate and provide an appropriate taxable grant to self-employed individuals ‘whose livelihoods are and continue to be adversely affected by coronavirus’, based on their average income. To ensure you qualify for the additional support through June, July and August, we’ve asked Mike Parkes from GoSimpleTax to explain the application process and your role within it.
What is the SEISS?
Can I keep working?
You may have already claimed on the first SEISS scheme, set up to support selfemployed workers unable to earn as a result of COVID-19. In the initial period of March-May, self-employed PDA Members would have received 80% of the determined average profit with a limit of £2,500 a month, classed as taxable income. From June to August, this percentage will drop to 70%. It’ll be paid as a single instalment that covers three months’ profits and capped at £6,570 total.
Yes, provided you intend to continue working as a self-employed individual in the 2020/21 tax year. You can even work at another job in order to support your household income while receiving payments. However, you will still need to prove that your payments represent the majority of your income (i.e. greater than 50%).
Who qualifies for SEISS? The eligibility criteria are the same for both grants, and individuals will need to confirm that their business has been adversely affected by coronavirus. You do not need to have claimed the first grant to receive the second grant. For example: you may only have been adversely affected by COVID-19 in this later phase. Key criteria: • You must earn the majority of your income through self-employment • Your average trading profits need to be less than £50,000 a year • You’ve filed a tax return for the 2018/19 tax year • You’ve traded during the 2019/20 tax year and intend to continue in 2020/21 To apply for the second grant your income must have been affected by Covid-19 in June, July and August.
How do I stay compliant with HMRC? Provided you qualify for the SEISS and you submit your Self Assessment tax return with all the relevant information, you should stay on the right side of the taxman. If you opted to delay your second payment on account until 31January 2021 be aware that you will have a much larger bill to pay and this could impact your cash flow and potentially leaving you with little in the bank in January 2021. It would be prudent to file your Self Assessment early, and so you know exactly how much your tax will be in January and put any plans in place to meet your obligations.
GoSimpleTax can help With GoSimpleTax software you can avoid being caught off guard in January by working out your tax liability ahead of time. Our award-winning platform lets you log your income and expenditure in real time, and uses this information to automatically calculate your tax bill. By signing up for the free trial, you can even take advantage of the ability to highlight any allowable expenses you may qualify for. Then, just upgrade your account to submit a complete Self Assessment tax return directly to HMRC. It’s as simple as that.
All PDA Members get 30% discount on the software: log into the Member’s area of the PDA website and navigate to Tax Advice, for a special link to GoSimpleTax!
CORONAVIRUS AND COMPANY LOSSES AS WITH MANY industries, the coronavirus pandemic saw many decorators having to put down their brushes and stop work for a period of time. The government put various support measures in place to assist businesses, but several businesses will now be thinking ahead to improving cashflow ready for when work picks up, when CBILs or Bounce back loan repayments start, and finding the cash to pay off any deferred VAT and Tax. It is unfortunate that some businesses will have found themselves loss making and may have already considered shortening or extending their company period end date, to facilitate an earlier loss carry back claim against prior periods liabilities. For example: • The company had taxable profits of £50,000 in year to 31 December 2019 with tax of £9,500 payable by 1 October 2020. • The company has made losses of £25,000 so far to 30 June 2020.
6
• Changing the company period end and submitting a 6-month Corporation Tax Return to 30 June 2020 could reduce the liability payable by 1 October 2020 to £4,750. Under new guidance from HMRC, it is possible to obtain these tax refunds in certain exceptional circumstances, including businesses severely affected by COVID-19, without formally changing the company’s years end. HMRC Officers have now been instructed to consider allowing claims for tax repayments based on anticipated tax losses. For example: In cases where it can be demonstrated that the expected allowable tax losses will be so great that they will wipe out the current period’s taxable income as well as the amount of taxable profits of the previous period. According to HMRC, anticipated loss carry back claims should take into account how much of the accounting period has expired, any possible upturn in
revenue and any other factors that may affect the ultimate loss position of the company. HMRC state that companies will be expected to provide them with full evidence to support such claims. The level of evidence required will depend on the particular pattern of facts for each company so that any claim can be considered on a case-by-case basis. However, where a claim is made before the end of the current period then, in addition to management accounts, HMRC would expect to see forecast management accounts. For businesses that are suffering drastic falls in revenue due to the coronavirus pandemic and who are anticipating incurring substantial losses; this will count as ‘exceptional’ in terms of the above.

GETTING BACK TO THE GRIND WORK ON SITE has resumed and offices have re-opened with social distancing and hygiene protocols in place. The experience of Covid-19 on the work front has been dramatic and the future still looks uncertain. One thing that this virus has taught, is that we all must take time to learn the lessons of the past and work out how to do things better for the future. We all want to be better. We want to do our best. This means different things to different people. For some, it means being more profitable. For some, it means better quality. For some, it means new technology, energy efficiency or sustainability. It looks like we still have a window of opportunity to plan, innovate and invent. So, Covid-19 really could be a cure for the construction industry.
Improved efficiency The key to being more efficient often lies hidden within us. Now is the time to find that key and unlock potential, within our companies and firms. If we take the biblical saying ‘ask and it shall be given’, then we must simply remember to ask. We should ask our employees, at all levels, for ideas and initiatives to improve methods and techniques and our own organisations. Ask the young – they are usually more IT efficient than the old guard. But, also ask the older people, some of
whom will have been through five recessions and can provide experience and wisdom.
Get creative. Construction Professionals can engage with specialist suppliers and Sub-Contractors to learn how better to procure and use new products and techniques. Design and Build Contractors can talk to Employers, Consultants, Sub-contractors and specialist suppliers to streamline and improve communication and delivery. Specialist Sub-contractors can develop improvements in their interface with preceding and following trades and work with Professionals and Main Contractors on programming solutions. Our specialist suppliers can invent and innovate. There is no doubt about that. In the process, they need to be careful to protect their Intellectual Property. For the moment, Covid-19 has replaced Brexit as the obsession. However, we must plan for procuring materials in a global economy, after both Coronavirus and Brexit.
Dispute resolution Many of the steps the industry can take are positive and most are collaborative. That said, cashflow is the lifeblood of the industry and money, or lack of it, will be a problem. Projects have been disrupted and delayed and
www.wrighthassall.co.uk responsibility will not easily be shared or resolved. So, methods of resolving these issues need to be found. Mediation will work if both parties co-operate consensually and use an impartial mediator to help them. Final determination of technical issues by an Expert, whether party-appointed or appointed by a professional body, can be efficient. Adjudication can be a fast-track solution, it may be sensible for both parties to agree to resolve more than one issue in the same session to save time and costs. Fast-track, short-form Arbitration can be agreed. Even if there is no formal Arbitration clause in a Contract, the parties can choose a simple, quick Arbitration procedure and agree to resolve matters within weeks, or even days, before an Arbitrator, who is agreed or appointed by a professional body. Overall, the message is simple – plan now. Plan for the future. Do not wait until we are back at the daily grind and wonder why nothing has changed for the better. Let’s not regret we did not take the opportunities that we had! Philip Harris, Wright Hassall LLP Construction & Engineering Department
FLEXIBLE FURLOUGH: What it means for Employers THE CORONAVIRUS JOB Retention Scheme (CJRS) has proved to be a lifeline for many employers (and employees) from when it was first announced on 20 March 2020. The Scheme can be used by employees and other PAYE workers to keep them in employment where their employment has been adversely affected by the coronavirus pandemic. Agency staff can also be furloughed but only if by 19 March 2020 they were on the agency’s payroll, enrolled on their employer’s PAYE payroll, and also that the employer made an RTI submission notifying HMRC of a payment in respect. On 30 June 2020, the CJRS closed to new entrants who have not previously been furloughed for a minimum three-week period with some limited exemptions. The government has now evolved the scheme and introduced additional rules. Since July, Flexible furlough allows businesses to bring employees back part time, continuing to receive furloughed wages for unworked hours based on the proportion of their normal working hours which are not worked. Similarly, if employees are currently working their normal hours but work subsequently drops off, provided those employees were previously furloughed prior to 30 June 2020, they can be refurloughed and placed on flexible furlough. Employers cannot claim via the CJRS for employees’ wages for the periods when they are carrying out work for their employer (employees can continue to work elsewhere for other employers or individuals during furlough, where their employer permits this). Until 30 June 2020, employees were required to cease all work for a minimum period of 21 days as a condition for employers claiming their furloughed wages under the CJRS. This is no longer the case. Some employers have rotated the employees they have furloughed, by furloughing employee A for the first 21 days and then employee B for the next 21 days, and so on. Employers may decide to continue the current rotating furlough shift pattern, although there is no longer a requirement to keep employees on full furlough for a 21-day minimum period from July, such that employees may be rotated on and off furlough for any period, thus avoiding the flexible furlough scheme calculations, where this full furlough rotational pattern meets staffing requirements.
For employers wishing to utilise the flexible furlough scheme from July 2020, flexible furlough now provides employers with the ability to have both employee A and employee B back at work on reduced hours if they wish. The scheme is tapered from August and requires employers to gradually increase contributions to furloughed wages, regardless of whether the employee is full-time or part-time furloughed. It will be wound down entirely at the end of October 2020.
The Flexible Furlough Agreement For employees who have already entered into a furlough agreement prior to July there is no requirement to enter into a new written furlough agreement, but employers will need to enter into a new flexible furlough agreement, where the employee is to return to work on reduced hours under flexible furlough. The flexible furlough agreement can last any amount of time; it can be open-ended, or employers may decide to include a fixed end date. As the flexible furlough arrangement will be a temporary variation of contract for fixed hour workers that are not already subject to a contractual short-time working clause, the employer will require the employee’s agreement to avoid a breach of contract, or other potential tribunal claims. The flexible furlough agreement should be confirmed in writing. Where employees do not agree to flexible furlough but there is a reduction in work available, this may indicate a redundancy situation and employers may choose to follow a fair redundancy dismissal procedure. The flexible furlough agreement must be retained for five years, in case HMRC makes an enquiry. Additionally, employers must keep a copy of all flexible furlough claim records for six years, including: • the amount claimed and claim period for each employee • the claim reference number for the employer’s records • the calculations used in case HMRC needs more information about the claim • usual hours worked, including any calculations that were required, for employees that are flexibly furloughed • actual hours worked for employees that are flexibly furloughed

UPSKILLED NEW PAINTERS PROGRAMME MOVES FORWARD
10
UNIEP has launched the UPS Paint project, funded by the EU under the Key Action 2 of the Erasmus+ programme, and is now producing its first outputs and preliminary results. Like many craft trade, the Painting and Decorating sector is searching for people with the right competences to fulfil the labour market needs. The UPSkilled New Painters project will be a tool for the unemployed, unqualified, migrants and refugees to get a recognition of their previous education and qualifications, before starting a career. Methodology, processes, tools, and guidelines for trainers will be tested with professionals to develop a structured validation system in order to qualify people. The current activities are focusing on the revision of the existing initial qualification of the Painter and Varnisher, looking also at adding useful parts to existing units or creating new ones. In particular, five new units have been added to enrich the previous qualification with
many topics, from flexible surface covering to ancient and new painting techniques, circular economy and the use of digitalisation, including BIM (building innovation model). Moreover, the COVID-19 crisis raised the importance of introducing, among others, some references to epidemiological risks and how to cope with them in daily work. Two reports are also starting to take shape, the first one concerns state of the art Migrants Painting labour market integration in four countries, the second is based on the research opportunities/needs in informal learning. In order to achieve the desired result, a survey has been recently launched among painting companies with the aim to investigate the skills needed by the employers and the current labour market. The survey is available in nine languages (English, French, German, Italian, Czech, Dutch, Hungarian, Portuguese and Slovenian), and we kindly invite all the painting companies to take part to the survey sharing with us important insights for our research. NEWS FROM OUR MEMBERS
THE THREE PRONGED APPROACH TO PAINTING & DECORATING Neill Benham of PDA Member firm Trident Maintenance Services shares with The Decorator magazine how the company started and their unique ethos.
What are you and the team most excited by? We have come a long way in such a short time, so having the chance to grow our business is exciting, also, the positive complimentary feedback we receive from our customers and our painters. It’s very satisfying when your employees tell you how content in their work they are. We truly believe we make a difference to peoples lives. What are the biggest challenges for you? Most recently COVID-19 has been a challenge, but with quality training and the correct PPE, nothing is insurmountable. Also, a shortage of skilled labour in the UK. This is why it is so important to be part of and involved with the PDA, to nurture new talent into the industry. How did the company get started? Most of the founding members of the team had worked together previously and felt it was time for a change. We wanted to control our own destiny and form a modern business that truly valued its people for their efforts. We all shared the same vision and passion to take a business from scratch and turn it into a success. It has been an incredibly journey and the best thing we have ever done, but the exiting part is we get to do it every day with a group of people who care and have genuine respect for each other. What is the company’s vision and values? For us, delighting the customer is our ultimate aim. We want to be a trusted partner with them and our own people. We want to ‘Make it Matter’ in all that we do by leading through customer excellence, being open and transparent, and to leave a positive legacy through our social value commitments while promoting equal opportunity for all. Employee wellbeing is paramount, so most importantly we want to enjoy what we do and have fun.
Do you specialise in any particular area? That is a difficult one as painting is a commoditised industry. I like to think it is our customer excellence approach, all our judgements, meetings, and strategy centre around our customers and their unique needs. What milestone are you most proud of so far? A lot of businesses fail in their first year. The key is ensuring you have demand for your services. We have a profitable new business model, yet our first repeat client is one that I am most proud of, as it shows they were happy with our performance and service and keeps the momentum going.
How do you manage growth against sustainability? By measuring the satisfaction levels of our customers. Big is not always beautiful. If we grow too big and fail to perform for our customers, we will have failed. It is important not to become a ‘busy fool’. Gentle, sustainable growth with quality margins is our focus. What advice has been most useful to you? The best advice is, deliver on your promises through exceptional customer care and consideration. After all, it starts with the customer as we have no business without them. Make your customer your friend.
What makes Trident different in the sector? We are an employee owned business. Therefore, our day to day operations are managed by people who truly care for the business and what it represents, as it affects them personally.

LET’S ALSO NOT forget the great work many of the Ian Williams teams have been doing while on furlough, from fundraising for the NHS, helping out neighbours to donating time, skills and energy – summed up perfectly by a project during furlough from their team in Kent. An appeal by The Aspinall Foundation, which comprises Port Lympne Hotel and Reserve, and Howletts Wild Animal Park in Kent, called for the support and generosity of the local community. In light of COVID-19, the foundation charity, which supports wildlife conservation, was desperate for tradespeople, suppliers and friends to donate time, skills and expertise – three things that many of Ian Williams furloughed workforce had. What better way to bring the two together? Helping out the foundation, but also giving the team in Kent a focus and feel-good factor, a volunteering challenge during furlough and a chance to use their skills for a good cause.
IAN WILLIAMS HAS been returning its painting teams back to work safely across the UK, through controlled and phased COVID-19 induction and training programmes. This is in addition to having undergone the challenge of maintaining its essential frontline, responsive on-call and urgent repairs services for housing providers during the lockdown. The company was fast to react to daily Government updates, interpret new guidance and industry best practice and share advice between customers and suppliers to help shape its new working practices. The result of this work resulted in two comprehensive guides for all site and office employees which include real-time links to the latest Government advice, comprehensive instructions and updated risk assessments.
BUILDING FOR THE FUTURE IN A ‘VIRTUAL’ awards ceremony held live online, Story Decorating took the national Property & Construction crown at the Family Business of the Year Awards. The awards celebrate family owned businesses across the UK, recognising the contribution they make in terms of employment, income generation and wealth creation and a chance to really put family businesses on the map. As Paul Andrews, founder and CEO of FBU explains, “Story Decorating is a great example of a family firm looking to the future with strong leadership, continued growth and strategic direction from the current generation at the helm. Good management, innovative solutions to challenges and clear communication are at the core of this family owned business.” Story Decorating were recognised for their core qualities and pride in what they do and for the good balance of family and business, governance and their strong desire to succeed. “The business took the national Property & Construction title and were worthy winners of the accolade”, concluded Paul. The current generation, Rob and Claire Story, took over the business following the retirement of Rob’s father, who started the business back in 1974. Their vision is to establish Story Decorating as the UK’s leading independent decorating contractor with quality at the heart of everything that they do. As Rob Story, Managing Director adds, “We are delighted to win this award and to accept it on behalf of everyone who works in the business and also our suppliers and other stakeholders who have all played a key part in our continued success. Running a business takes a lot of hard work, time and desire to succeed but recognition on the national stage really does make it all worthwhile”. www.storydecoratinggroup.com

TOOLSdown A QUICK Q&A WITH PDA MEMBER
Matthew Lemon How long have you been a painter and decorator? I’ve been a decorator for 37 years. Starting a four year apprenticeship in August 1983, I can still remember my first day like it was yesterday. I loved it and am lucky enough to still love my job and going to work everyday.
Do you have a specialist area? I have a wide knowledge of most decorating, but I prefer to concentrate on hand painted kitchens and furniture. I did a lot of this work in the late ‘80s and early ‘90s, but for the past seven years have really concentrated on this area of the trade.
How long have you been a member of the PDA? I’ve been a member for six years now.
How has membership of the PDA benefitted you? My new clients often comment on my workwear and van which shows my company logo and also the PDA logo. They tell me it gives them added confidence when looking for someone to decorate their homes.
What would you say to encourage others to join the trade? I find it a very satisfying job, and it’s a nice feeling seeing the transformation that you have created.
Are you training any apprentices? How do you market your business? I have a good client base and a lot of my work comes through word of mouth and repeat customers. I do have a good online presence too, which has taken a few years to build up – I have a great website, a Facebook business page and a Checkatrade page.
No, not any longer. Although over the years, I have had four apprentices at different times, putting them all through college.
What are the most annoying problems you come across? Not so much now, but when other trades are in the way or the job isn’t completely ready for you, but I don’t really get those issues now as I do mostly domestic work.
Do you have any tips on maintaining a successful business? I’ve always thought, you only get out of it what you put into it. So, I work hard and enjoy learning about new methods and materials. I want my next job to be better than my last one, and I always leave the workplace clean. A hoover is a big part of my tool kit!
What do you most like about your job? I love the job satisfaction and transforming the beautiful homes that I work in.
Any new products to recommend? I’ve totally changed the way I work over the past seven years. I now predominately use either Benjamin Moore or Tikkirula products, and now use water based products – something I was totally against seven years ago, but I think you have to move with the times.

TRAINING AND EDUCATION
SUPPORT FOR NEW T-LEVEL A NEW PACKAGE of support to help employers and further education providers deliver high-quality industry placements, which are at the heart of pioneering new T-Level qualifications, were announced in July by Gillian Keegan, Minister for Skills and Apprenticeships. T Levels, high-quality technical alternatives equivalent to three A Levels, have been created in collaboration with industry experts for students to gain the skills they need to succeed in the workplace and businesses can access the workforce they need to thrive. A unique part of a T-Level will be the completion of a high-quality industry placement of at least 315 hours, or approximately 45 days, where students will build the knowledge and skills, and develop the confidence they need in a workplace environment.
TRAINING WEBINAR
MARKETING AND SOCIAL MEDIA 7.30pm–9.00pm 20 August 2020
A T-Level in Design, Surveying and Planning for Construction is one of the first to be taught from September 2020. The new qualification will play a key part in rebuilding the economy after the coronavirus outbreak, boosting access to high-quality technical education for thousands of young people so they can progress to the next level, whether that is getting a job, going on to further study or an apprenticeship. The package outlines additional support, guidance and flexibilities in delivering high quality industry placements and includes: • New guidance setting out the key roles and responsibilities for providers and employers around industry placements, including a guide for students to help them prepare for their placement
EARLIER IN THE year, the feedback from the PDA Training Survey was that Members would welcome training on marketing. We are very pleased to announce that we have secured one of the UK’s leading marketing trainers to kick-start our online training programme for Members. Fiona Miller will be leading a webinar training session in marketing and social media targeted specifically for the needs of PDA Members in the first PDA Training Matters session. Entitled Marketing for Success, Fiona will share her years’ of experience with delegates in a one and a half hour session, which has been drawn up to help decorators make an immediate impact on the way your business is seen by existing and potential customers. Fiona advises multi-million pound blue chip clients through to sole traders and specialises in making marketing relevant, understandable and actionable to all. She works with Stoke-on-Trent and Staffordshire Growth Hub, as well as Staffordshire Chamber of Commerce, where she advises companies across the region on how to get the best from marketing and social media. Neil Ogilvie, Chief Executive of the PDA, said, “We are delighted to have Fiona delivering this training for us. Often, marketing can come over as smoke and mirrors to the trade, but Fiona has a knack of making it highly relevant to all, and that will make it a really engaging session. “The format will also mean that Fiona can answer questions as they come in, which makes the training even more relevant and engaging.” “We are grateful to Stoke-on-Trent and Staffordshire Growth Hub, and Staffordshire Chamber of Commerce, for providing the training session, and while we hope to attract Members from the county, the session is open to everyone across the UK.
• Additional delivery models for industry placements in the Construction and Engineering & Manufacturing routes, to reflect modern practices • Modified delivery targets for Capacity and Delivery Fund placements to reflect the impact of the coronavirus on employers • Extension of both the Employer Support Fund pilot and the Employer Support Package also in response to Covid-19 www.tlevels.gov.uk/employers

HEALTH AND SAFETY
WITH THIS ISSUE of The Decorator, you’ll find a leaflet about the recommended safety precautions around Titanium dioxide when painting. The leaflet from is from Paintsafe, an initiative developed by the British Coatings Federation (BCF) in association with the PDA and the Scottish Decorators’ Federation. It aims to promote the safe use of paint and related products and provide best practice for decorators and other applicators during preparation, application and drying. Titanium dioxide or TiO2 has excellent light scattering properties and is used in paints to give whiteness, covering power, brightness and durability of colour that cannot be achieved with any other raw material.
The European Commission has decided to classify TiO2 powder as a suspected carcinogen by inhalation. Respirable dust, when inhaled in excessive quantities, can lead to significant overload of the particle clearance mechanisms in the lungs of rats. The effects were observed in a study that exposed rats to levels of TiO2 approximately 40 times the maximum a worker might be exposed to in their job. Such effects have never been seen in humans. Further information can be obtained on the BCF Website www.coatings.org.uk/Key_Issues/titanium-dioxide.aspx
DISPELLING THE MYTHS AROUND EN131
NEW GUIDANCE FOR LADDER USERS
20
NEW GUIDANCE FROM the Ladder Association is helping managers keep ladder users safe during the coronavirus outbreak, whether they're attending a ladder training course or using ladders in the workplace. The lead industry body has offered its advice on the challenges being faced by those responsible for the health and safety of ladder users as they plan a return to work. In a new guidance document released free-of-charge to the industry, the Ladder Association delves into issues such as how long the virus lasts on ladders, how rescue plans will be affected and how workers can minimise the risk of the virus spreading through proper cleaning of equipment and materials, particularly if they have been handled by multiple people. Importantly, it includes advice on how workers can maintain physical distancing while using ladders, with a focus on two activities that need to be considered carefully: stabilising a ladder and raising a ladder. As Ladder Association training starts to resume in some areas, they have also addressed the need for people to be protected from coronavirus during their course. They remind us of the importance of Ladder Association training and reassure managers of the protective measures they can expect to be in place during a course, from e-learning options to minimise time spent at the training centre to increased hygiene and cleaning. They also explain how Ladder Association cardholders can get an extension if their qualification is due to expire before it's safe for them to visit a training centre. Gail Hounslea, Ladder Association Chairman commented, “Keeping ladder users safe now means protecting them from Coronavirus as well as falls and other injuries. Businesses are facing the unprecedented challenge of getting people safely back to work during a pandemic. Ladders are only a small part of what they've got to consider, but we realised we could use our expertise to support all those whose workers will be heading back up ladders and need to ensure every safety aspect is covered.” Read the Ladder Association’s guidance on keeping ladder users safe during the Coronavirus outbreak www.tinyurl.com/covid19ladders
DESPITE HAVING BEEN introduced to the UK over two years ago, there are still many misconceptions around the EN131 standards and what this means to those working at height. As such, WernerCo is addressing some of these to ensure tradesmen are equipped with the right information when choosing a ladder. EN131 was introduced to provide a harmonised standard for all portable ladders, creating just two standard classifications, one for professional use and one for non– professional, reflecting that there are differences in the requirements for the performance of the ladder. One of the biggest misconceptions around EN131 is that existing ladders owned by tradesmen are no longer safe to use and must immediately be replaced. This is not true – tradesmen are still able to continue using existing ladders purchased before the introduction of EN131 as long as they are well maintained. However, once their existing ladder reaches the end of its life and needs to be replaced, tradesmen must purchase a ladder that conforms to the latest EN131 standard and is suited for professional use. There is also some confusion on which type of ladder the latest EN131 standard covers. Within the standard, there are different parts set out for ladder categories. Part 4 relates to multi-function hinged ladders, Part 6 relates to telescopic ladders and Part 7 to ladders with platforms. Some ladder categories fall outside of the EN131 standard so it’s important to understand safety requirements for the type of ladder they need. For example, tradesmen should refer to EN14183 for stepstools and EN14975 for loft ladders. Roof ladders have a general safety standard but this ladder category is currently under review for a new standard to be released in the near future. Another question raised by the new EN131 standard is whether those who have previously attended training will need to re-take an updated course to cover ladders under the new standard. The Ladder Association has specified that those who already hold a Ladder Card will not need retraining and their certification will still be valid. WernerCo has developed a guide explaining what the changes mean and how it will affect users. It will also explain in full the two new classifications of standards and advises users on when to purchase new equipment. Downloaded it from www.wernerco.com/eu/literature

CREATING WELCOMING SPACES FOR COUNSELLING BREWERS NOTTINGHAM HAVE lent their support to a bereavement charity, helping them refurbish rooms used for counselling. Cruse Bereavement Care in Nottinghamshire are part of the national charity, which for 60 years has provided support and help to children, young people and adults who are grieving following the death of a loved one. The charity offers faceto-face, group, telephone, email and website support, with services provided free and confidentially by trained volunteers.
26
Lenton Business Centre, one of the four branches in the group, was in particular need of refurbishment with meeting rooms unsuitable and unwelcoming for clients needing bereavement support. The group were fortunate to be awarded a trust fund to carry out the works, but soon realised they needed more help. “The grant was very welcome,” said Sue, a bereavement support volunteer at the centre, “but unfortunately it was not enough to make all the required improvements, so we decided to seek help from the local community.” Cruse had previously been in touch with Brewers Nottingham for assistance with their charity fundraisers, so they decided to contact the store again. “We’ve supported Cruse in Nottingham for a number of years,” said Sally Birchnall, Store Manager at Nottingham, “so when Sue approached me about the refurbishment, I was more than happy to help.” 40 litres of paint were donated to decorate accent walls in each of the four client meeting rooms. The colours were custom mixed to match an interior scheme that had been devised for the centre. Furniture and flooring were donated or discounted by other local businesses, enabling the budget to be stretched further to provide all the finishing touches. “The accent walls were a key part of the colour scheme in each room, co-ordinating with chairs, cushions, art work and other accessories. The place has been transformed, and is so much more pleasant for all the volunteers and the clients needing support,” said Sue, “Everyone’s generosity has been overwhelming and has enabled us to make a real difference. Seeing the finished project makes me feel very proud, it’s a real honour that I have been able to help this amazing charity make a difference to the community in their time of need.”

HOME OWNERS LOOK TOWARDS QUALITY WORKMANSHIP Some good news for the P&D sector! The latest survey from home owners suggests that people are focused on spending more on home improvements and are willing to pay for good quality work. Promising year ahead as consumers plan home improvements
Local trades to be less affected by reduced consumer spending THE TRADESPERSON INDUSTRY is set to be among the least affected type of local business by a reduction in consumer spending over the next 12 months as a result of the Coronavirus pandemic. Research from the comparison site finder.com showed 86% plan to maintain or increase their spending on plumbing, painting and decorating, building or gardening compared to pre-lockdown. The public were also asked if they planned to make any major purchases for themselves and their family in the rest of 2020, and there is further good news for tradespeople. In terms of those who will reduce their spend, only 5% of British people plan to do this with tradespeople. Across the whole study, 66% of consumers plan to spend less in total next year, showing how tradespeople are set to be much less affected than some other businesses. To see the research in full visit finder.com/business-loans-coronavirus
NEW RESEARCH HAS revealed millions of consumers are spending more money than usual on their homes as a result of lockdown, with 75% of Brits planning further improvements over the next year, including extensions, new kitchens and cellar conversions. The research, commissioned by Unhooked Communications, questioned over 2,000 consumers and found 42% are investing more in their home in 2020 because they have spent less money day-to-day during lockdown. More than a third said, because they aren’t going on holiday this year they are splashing more cash on home improvements. For the three-quarters of consumers planning home improvements over the next 12 months, two fifths want to redecorate at least one room, 14% want a new bathroom, and more than one-in-ten want a new kitchen or to create a home office. A number of consumers are planning major projects with 7% hoping to progress an extension and 5% planning to convert a cellar or loft. Compared to 12 months ago, over half said they’re more likely to want to support local businesses, two thirds of which stated they’re happy to pay more for services if they are good quality. On top of that, nearly half said it’s important to buy from sustainable businesses that reduce their impact on the environment. When it comes to choosing local tradespeople, over half rely on recommendations or reputation, and 40 per cent want to see proof of previous work and case studies. Over a third want to be assured the supplier will deliver the work within a certain timeframe, 22% want to work with
tradespeople that offer a broad range of services, and 19% cent take into consideration any added value services or extra support they can offer. Claire Gamble, MD of Unhooked Communications which carried out the research, said, “We know from speaking to our clients and contacts in the home interiors and construction markets that many are seeing a rise in sales and enquiries as people are spending more time at home and are looking to improve their spaces. With our research showing that many consumers are planning further home improvements over the coming months, these are promising signs for installers and tradespeople. “Our research highlights how consumers are keen to support local businesses and tradespeople, especially if they can demonstrate high quality services, value for money and added extras, like engaging social media profiles with examples of their work, tradespeople and installers who are savvy with their own digital marketing are likely to do well. “Our research shows that businesses’ own websites and social media channels like Facebook, Instagram and Pinterest are among the preferred channels for consumers when researching trends and services. For tradespeople and installers, these channels are great to showcase previous projects, positive testimonials, and engage with potential customers. It’s also important for businesses to consider the messaging and stories they convey too, as we know consumers are looking for sustainable, local businesses that can deliver quality and reliable services.” For the full results visit weareunhooked.com/blog
AIRLITE MAY OFFER SOLUTION TO VIRUS FREE SURFACES TESTING HAS CONFIRMED Airlite paint has strong, immediate and long-lasting anti-viral qualities to equal its demonstrated antibacterial and air cleaning properties. Tests confirmed a 74% virus reduction in only 60 minutes and a 99.9% reduction in four hours. Most promising was that while testing was on a limited number of viruses, the manner in which the viruses were destroyed indicates that the paint is likely to have highly effective anti-viral capabilities against all viruses. Airlite is a mineral paint which, when in the presence of light and air humidity, creates a barrier of oxidants, which makes harmful organic substances decompose into harmless substances. Airlite has previously been proven to reduce airborne pollutants such as nitrogen oxides (NOx), volatile organic compounds (VOCs) and a large number of bacteria. In response to COVID-19, Airlite has undertaken virus testing with La Sapienza University of Rome and in China at the Guangdong Detection Centre of Microbiology to investigate the anti-viral qualities of the paint. Tests were conducted on two viral strains, Influenza H1N1 and Enterovirus71. Detailed testing in Rome revealed that Airlite breaks down viruses in the same manner in which soap makes viruses inactive. A virus is a self-assembled particle in which the

Airlite, like a soap, dissolves the fat membrane causing the virus to then fall apart. CEO of Airlite Antonio Cianci said, “In the midst of today’s pandemic, we must find ways to protect our homes and workspaces. Airlite purifies the air by eliminating pollution and actively killing bacteria and viral proteins. The paint allows you to sanitise your walls in a simple, effective and long-lasting way, providing a safer and healthier environment. We are looking forward to helping combat the spread of illness.”

All Hallows Church in Hampstead, North London had acquired an organ, built in 1850 by Thomas Robson and Co (Organ builders to Her Majesty), from St.Mary’s Church, Henham, Essex. All the pine casework had originally been grained as oak, and the pipes (wooden dummies) should have displayed gold leaf, stencilling and decorative painting. However, somebody, in their infinite wisdom, had decided to obliterate it all with white and silver paint. All Hallows wanted it restored to its former early-Victorian glory. Keith Blackburn was given the task of restoring the organ and bringing it back to life. The work had started before lockdown, but had not quite finished and had to be put on hold when they were just towards the end. Thankfully, the organ has now been finished and is the pride of place in the church. Keith outlined the project to The Decorator...

The case work timber was in a generally poor state. Splits and cracks in the panels were repaired on the reverse sides using Toupret fine fibreglass tape and Timbabuild epoxy resins; surface defects were dealt with using Osmo wood filler. For the primer, undercoat and ground coat, we applied two coats each of Caporal Haftprimer and Dulux Diamond eggshell both tinted to 08 C 35. With the graining I had the advantage of working in my studio, so I had no time or site-specific restraints which enabled me to be more creative and, to a degree, experimental with techniques and media. This proved very beneficial because I had resolved to give each section its own character and to avoid bland repetition. Most of the processes I employed in this project were carried out using variations of the classic methods of painted oak graining including flogging, combing, and wiping out, and painting in figures and overgraining.

his stunning residential house in Perthshire, Scotland was given a repainting with the brief to maintain the exterior of the building and give it a more contemporary look. David Borthwick described the work to The Decorator... This job was priced, accepted and started very quickly due to our clients having extensive landscaping work done imminently and the previous painters letting them down. The existing paintwork was in a bad state and needed repairing, so a lot of preparation was required before any painting started. Initially, we had to apply a fungicidal wash to all of the surfaces due to a buildup of organic growth, burn off a door and some windowsills, and apply masonry paint, with added Owatrol E-B, to the masonry surfaces because they were unstable. All the surfaces had to be primed as they

With the height and angles of the building, we had to use a mobile boom [cherry picker] to access five chimneys and some hard to reach areas on the roof, which saved our clients the additional cost of hiring scaffold. We also had to manoeuvre around some mature climbing plants, some of which were taken down and temporarily supported by mobile scaffold towers.
After all the thorough preparation, all roughcast, ingoes, windowsills, bands, fascia, eaves, gutters, downpipes, windows and doors were painted. This exterior was transformed by the colour scheme our clients chose. The job was completed in one and a half weeks and within budget. Our clients are delighted with the work we did for them and commented on how professional and hard-working our crew was. Their Victorian house is looking great, and the clients have received comments on how amazing their home now looks. Borthwick Decorators are Members of the PDA based in Edinburgh. Stencilling goes back centuries and is still very popular today. Helen Morris runs The Stencil Library, and to say I am blown away is an understatement! The vast range of stencils is mind-boggling, they have something for everyone. Using stencils can add a subtle touch of interest or a bold statement. When you

use stencils, you can create both paint and texture... And it's fun! I recently carried out a job where the client wanted to add a touch of class to their study and to be different from anything anywhere, so I recommended The Stencil Library. The stencil they chose was Adam No 1, which is small but effective border design. It’s important to play around and perfect your skill level with stencilling, but most of all, have fun! A decent quality stencil brush is also essential – you don’t want to be spending time picking bristles out of your masterpiece. I use an aerosol spray adhesive evenly and thinly on the back of the stencil, as it produces enough adhesion to allow the 125-micron weight polyester film stencil to stay put yet also removes without any effort. The stencils are very thin, which allows them to be used on curved surfaces – I’ve stencilled coving and even architraves. Clean, dry off and store in the cardboard tube it arrived in, my tip is stencil the tube and label it for ease of reference.

This used to be a fairly boring and time consuming job, as I would always remove all the water and flip it upside down, placing the radiator on a water resistant Trimaco OneTuff dust sheet. Plumb Thumbs measure 6 inches long, come in a pair and are manufactured using tough durable glass filled nylon. The tool has a half-inch thread at one end and three-quarters at the other so will fit radiators and towel rails. Key considerations for selecting a good quality roller Painting with a roller can provide you with extra speed and versatility, especially when working on large areas. However, just like brushes, there is a wide range of rollers on the market for you to choose from. Here, Kristie Blackford-Mills from Purdy, explains how to ensure a roller is fit for purpose and performs to the standard professionals will expect. If you are working with a water-

frames will have plastic caps at either end supporting the ribbed design that reduces roller sleeve walk off. An ergonomic handle is also a good indication of quality in a roller, as it will help to reduce any strain on your wrist. Economy-grade rollers tend to flex when you apply pressure and this results in an uneven coating of paint. It is also worthwhile looking at roller frames that have either a tapered or screw fit on the handle – this will allow an extension pole to be fitted. The extension reduces the need for ladders and working at height. For example, Purdy’s Revolution Frame is designed to be 25% lighter than other frames, and it is compatible with our Powerlock

Decorators will be able to use tintable options so that any colours used

PLANEX LHS 2 225 EQI Long-reach sander From September 2020, painters, drywallers, plasterers, and all other renovation professionals can take advantage of the new PLANEX longreach sander. It is perfect for sanding joints and surfaces, working and equalising various exterior insulation finishing systems, and for sanding off wallpaper residue.
Let there be light! A ground-breaking innovation is the new LED light ring surround. When surveying the trade, the same difficulties come up: Sanding marks and hard-to-spot irregularities which are only detected later on. The built in LED light ring on the new long-reach sander provides perfect illumination in a 50cm radius around the sanding head. This avoids the need for annoying, time-consuming and costly reworking.
A perfectly coordinated system High volumes of hazardous sanding dust are generated when sanding plasterboard and drywall filler. Combined with the CTM 36 E AC PLANEX mobile dust extractor and GRANAT abrasive, Festool offers a coordinated system, which ensures a perfect surface finish quality and a healthy lowdust working environment.
