Negative Trade Deficit Hits Historic High Deficit Keeps Growing Despite 25% Exports Upturn in JanuarySeptember In January-September 2018 Georgia’s foreign trade turnover made up 9 124.8 million USD, up 20.8% year on year, including exports totalled 2 448.1 million USD, up 25.7% year on year; imports amounted to 6 676.7 million USD, up 19.1%. Georgia’s negative trade balance in January-September 2018 constituted 228.6 million USD (46.3% of total foreign trade turnover). Over the past years, the negative trade balance is declining in percentage points, but is growing in amount and the figure hit historical high in the third quarter – 4.2 billion USD. In the same period, exports without re-exports constituted 1 716.8 million USD, up 12.8% year on year. The chart below demonstrates general standards in Georgia’s foreign trade, due to the 2013-2018 dynamic order.
In January-September 2018, Georgia’s exports to EU countries amounted to 533 million USD, up 13.2% year on year and totalled 21.8% in total exports of Georgia. Imports constituted 1 950.4 million USD, up 21.5% year on year and marked 29.2% in total imports. Trade turnover with EU countries equalled to 2 483.4 million USD, up 19.6% year on year. As to the trade deficit, in January-September 2018 its ratio in total negative trade balance amounted to 33.5%. It is noteworthy that exports to EU countries have risen by 13.2% and totalled 533 million USD. DCFAT Information Centre is one of the active and in-demand services of Georgian Chamber of Commerce and Industry. The service is to update entrepreneurs on EU market regulations. Our beneficiaries

We hope that our efforts and activities in the 2019 analogical statistics will be reflected in more positive figures”, Nino Chikovani, president of Georgian Chamber of Commerce and Industry noted. In September 2018, Georgia’s exports to EU countries made up 77.2 million USD, up 25% year on year. The major rise in exports was recorded with Bulgaria (+23 million USD), Spain (up 11 million USD) and France (up 3.5 million USD). In September, the exports with the USA rose by 15.8 million USD, Azerbaijan – up 9.3 million USD, Kazakhstan – up 6.7 million USD. In January-September the major rise in exports was recorded with Azerbaijan – up 175 million USD (up 104%). In January-September 2018, Georgia’s exports to the CIS countries made up 1 161.6 million USD, up 47.2% year on year. The figure is 47.4% in Georgia’s total exports. Imports amounted to 1 942.3 million USD, up 20.3%, which is 29.1% in total imports. Georgia’s trade turnover with the CIS countries made up 3 014 million USD, up 29.2% year on year. Commercial Bank Abolishes Retail Installment Department: Results of Lending Regulations On November 1, 2018 the decree passed by the president of the National Bank of Georgia (NBG) on introduction of new banking regulations will take effect. Namely, a set of crediting restrictions will be imposed on commercial banks and microfinance organizations – they will have to stricter assess the solvency of clients and tighten the crediting policy. What Changes? The following restrictions will be introduced regarding retails loans – top margin will be calculated due to the monthly incomes of borrowers. The latest draft provision on retail crediting has not published yet, however, the number of income categories has been reduced, while the loan service coefficient has increased. According to the BM.GE information, in the latest draft provision, the 5 income categories have been reduced to 4 ones and the loan service coefficient has increased. Namely, the loan service coefficient for hedged borrowers and for unhedged borrowers with foreign currency denominated incomes are as follows: 1,000 – 20%; 1,000-2,000 – 30%; 2,000-4,000 - 45%; 4,000 - 50%; Namely, if the client’s monthly incomes range from 2000 GEL to 4000 GEL, he/ she is supposed to spend no more than 45% of net incomes on the monthly loan service. As to the loan service coefficient for clients with GEL-denominated borrowers: 1,000 – 20%; 1,000-2,000 – 20%; 2,000-4,000 - 25%; 4,000 - 30%; According to the document, loans secured by real estate will not be issued without analysis of the borrower’s/co-borrower’s solvency and if the borrower/co-borrower dos not have more than one residential real estate. Moreover, a co-borrower must be a family member. The Caucasus Business Week (CBW) has inquired what effect the announced banking regulations will bring for commercial banks, for business, in general, and
whether the so-called Black Market will strengthen. It turns out that the NBG regulations will strengthen the Black Market and create serious problems on the real estate market. It is expected that sales of land plots, apartments, vehicles and other expensive assets will decrease. Stores of home appliances are already facing problems and this situation will be further aggravated in the future. The November 1 restrictions will be reflected on various categories of borrowers and consequently, create problems on the consumer market. Real estate market specialists, automobile importers and managers of stores of household appliances are afraid that they will lost clients. Vehicles sales may be reduced by 5%, while the real estate market expects the sales to decline by 10%-15%. Bezhan Tsakadze, head of GDG Group development company explains that the new banking regulations are timely, but they will bring many changes in various directions, in various business sectors that will have to rearrange their activities. At the initial stage, the sales will decline by 10%-15%. Moreover, this regulation will also reduce apartment prices. The banking regulations have already touched the shopping malls and their sales are decreasing. The situation remains unfavourable, representatives of stores of household appliances declare. Giorgi Surguladze, head of Caucasus Auto Imports, explains that the new regulations will decrease the sales by about 5%, however, this figure is not the ground to talk about certain burdens. Aleksandre Dzneladze, president of Association of Commercial Banks, explains that the final version of the draft provision on retail crediting will be completed soon, but it may be revised anyway. If we talk about readiness of commercial banks, we will find out that commercial banks are not ready in terms of all products and certain products will be suspended, including fast products, instalment plans. The current format will change. “Clients will have to submit income references”, Dzneladze noted. The crediting portfolio of the banking
sector has decreased and the number of credits has also declined, he added. Economic expert Vakhtang Chumburidze says that the new regulations will result in suspension of certain products. «No technical problems are expected. It will be very difficult to overcome the arisen disorder state by stage. Naturally, products may be paused. It should be also noted that one of the major commercial banks has abolished the retail instalment plan department at all. It is not ruled out that other commercial banks also abolish or restrict the sales departments if nothing changes and no revision takes place”, Chumburidze said. The Black Market and regulations existed previously too, but there are serious risks that the Black Market will strengthen further and criminal records may also increase, he added. Crediting restrictions will bring direct negative effects for the banking business and all other businesses, sales of which depend on bank loans, Chumburidze said. In response to the question whether the number of loans will decrease and the mentioned regulations cheapen the loan, Chumburidze pointed out that the crediting portfolio growth pace naturally will decline. Moreover, it is less expected that the loans cheapen, because the demand for loan is declining. Moreover, the other coming regulations to take effect on January 1, 2019 calls for issuing loans of about 200 000 GEL only in GEL. GEL-denominated loans have higher interest rates compared to other foreign currencies. How expedient is it to introduce similar changes for business in similar force-majeure regime and how the business sector will manage to timely satisfy the new regulations? Chumburidze hopes that the mentioned regulations will be postponed for a reasonable time and its essence will be also revised. “The business sector and investment environment has to overcome heavy times in this period. For example: coming elections, floating exchange rate of GEL, regulations and general expectations that are very sensitive for the mentioned environment. Therefore, it is very difficult to rearrange business, even more so there is
the feeling of disappointment in specific business fields”, Chumburidze said. Analyst Merab Janiashvili positively appraise the November 1 regulations. These regulations were to appear long ago, he asserts. Crediting will be restricted to the people without due incomes, while the current legislation inspires the crediting organizations to credit this category, because bad payers are much more favourable for them than honest payers, Janiashvili said. “On the contrary honest payers will easier communicate with commercial banks and crediting organizations. Commercial banks will receive information about the clients revenues from Revenue Service. Moreover, the crediting base will shrink and loans will cheapen”, Janiashvili noted. Paata Bairakhtari, vice president for Association of Young Financiers and Businessmen (AYFB), explains that we should take into account what loans will be restricted, initially. First of all consumer loans may be limited, which comprise quite serious risks for both state economy and each consumer, he explains. “When talking about excessive debts, consumer loans are one of the key factors in this direction. There regulations mainly refer to instalment plans, fast loans and so on. When issuing these loans, we should know that we do not credit economy and we mainly credit imports. For example, when buying Beko air-conditioners by instalment plan, this signifies we credit the economy of manufacturing country”, Bairakhtari said. Another direction comprises everyday consumer loans, which do not credit economy either. As to loans secured by real estate. According to Bairakhtari, nothing changes in this direction. Ultimately, considerations as if the new regulations will slow down crediting of economy are exaggerated. The banking sector is ready for the coming regulations and their financial indicators also prove this. Namely, over the past year they had to operate on the wild market in practice. Despite this their net profits grow year to year, Bairakhtari noted.

What is it necessary to hold successful communication with public? There is no perfect formula in this direction, but I think that for the successful communication with the public, first of all you need to just love people. You will be able to overcome any barrier with warmth and kind attitude. But this is not enough ... you should be a professional in your case and know your audience well. You should always have an answer to the questions that are interesting to the public and talk to them in their understandable language. If you do all this, you will get the desired result. Three tips you would give to whom wants to start their career out in this field. It’s a bit awkward to advise others, but I believe that the necessary condition for working in this field is communication, creativity, ability to quickly adapt to any situation and positive attitude towards innovation. What would you wish you’ve known before entering this field? Public Relations serves as a sort of mediator between the company and society, so when you are in this area you have to analyze what

Empowering Women’s Benefits Businesses
Non-governmental organization Civil Development Agency (CiDA) in partnership with UN Women and with the financial support of the Norwegian Ministry of Foreign Affairs, is implementing a project entitled “A Joint Action for Women’s Economic Empowerment in Georgia." One of the key components of the project is women's empowerment in the business sector. For the purpose of the implementation of this particular component, CiDA has conducted gender assessments among number of business companies with the use of the Women Empowerment Principles Assessment Tool developed by the UN Global Compact and UN Women. By the end of the project CiDA plans to develop action plans in at least 60 companies. In her interview with CBW, Executive Director of CiDA Salome Zurabishvili, talks about women’s empowerment action plans and its impact on business companies. 1. Salome, please briefly tell us what CiDA is doing to implement women's empowerment action plans in business companies. CiDA is assisting companies through individual consultations, trainings and relevant guidelines to implement the women’s empowerment principles inside the company, at the marketplace and in the communities. Our consultations are very individual depending on the company size, sector, location and its stakeholders. The action plans for women’s empowerment are adopted based on the thorough assessment of the company’s policies and operations, and based on consultation with the company’s stakeholders. However, adoption of the action place by the head of the company is not enough. All of the employees of the company need to understand the document and its importance. Therefore, we are assisting companies in the process of communication of new policy with their employees.
Transparency of the company’s operations are principal for the achievement of the goal it has set, therefore annually we organize reporting conference in the country, where businesses share their achievements and challenges with their partners, media, non-governmental sector and the government representatives. Besides the annual events inside the country, we encourage Georgian business involvement in the international conferences as speakers or participants, providing them with the opportunity to share experience and knowledge in the field with the leading multinational companies, big and medium size companies from all over the world. 2. What does a company’s assessment entail and how are they (companies) selected? The assessment of the company’s policies and operations from the gender sensitive perspective is implemented based on the assessment tool adopted by the UN on the global level, and adjusted by UN Global Compact Network Georgia / CiDA to the local context. The assessment is very thorough, analyzing policies and operation inside the company, in communication with business partners / investors, gender sensitive procurement, gender sensitive PR and marketing, and gender sensitivity with regard to consumers / customers and local community. The questionnaire consists of approximately 80 questions and helps the company to identify what are the challenges, gaps and opportunities it faces to diversify workforce, empower women and minority groups, thus contributing to the development of the company, the market economy and the local communities. Any company which has more than 10 employees can engage in the programme and undergo the assessment. 3. What challenges occur while working with companies? What happens if they do not properly consider your recommendations? Companies that engage with us, confirm their readiness on the CEO level to take steps toward women’s empowerment. The assessment is conducted with the involvement of the employees of the company and the action plan is adopted in consultation with the responsible person and the CEO. In addition, we show the company how each implemented activity can contribute to increase
of their income, employee satisfaction and productivity, consumer / customer satisfaction and other directions important for the growth of the company. Therefore, most of our recommendations are considered by the company. There are recommendations which the company might not be able to implement for the certain period of time, which is completely acceptable, since gender diversity is a work in progress, and cannot be implemented overnight. 4. Please provide some successful examples of changes made following your recommendations Gender diversity and promotion of women to the managerial positions in number of companies; Overcoming stereotypes around “men” and “women” professions, and employing women in the role which are generally regarded as “men work”; partnerships around building capacity and employment of vulnerable women such as victims of domestic violence; Business involvement in the promotion of STEM among girls / women in the schools and universities; adopting effective complaints mechanisms inside the company for the prevention of sexual harassment and other types of gender-based discrimination; etc. 5. What does CiDA plan to achieve by the end of the year and what results do you expect to have accomplished by the end of the project? By the end of the year we will have 23 companies who signed up to Women’s Empowerment Principles and adopted relevant action plans. We look forward to the reporting conference taking place in mid-December, to see what are the achievements of the involved businesses. By the end of the project we count on involving at least 60 companies in the project and achieving considerable results in the country with regard to women’s empowerment. Business has the capacity to drive the change towards sustainable development, and this is the first step. 6. What would be your one message to business companies (CEOs) from the perspective of women’s empowerment in the workplace? By empowering women, you empower your companies. So take action, there is no time to waste!
