July 2020
The last three months have presented unprecedented challenges. Yet, Columbus continues to come together. Young leaders have emerged alongside those who’ve guided us with a steady hand for years. Difficult, in-depth, and thoughtful conversations have taken place between people who’ve never had them before. Rapid and transformational innovation has occurred to meet the demands of a historic time. In addition to maintaining focus on the economic development work of One Columbus, the next six months are important as we plan for the next phase of Smart Columbus. Equally important is the move from conversations about racism towards actions that we can take as an organization, as a community and inside each of our companies to ensure that the tensions of the summer yield sustainable change and progress. It is easy to be daunted by the road ahead, but because of our membership, I am energized. You have been remarkable in your work with our team and with one another. Collectively, we are well-positioned to make meaningful change, ensure physical health and spark economic recovery.

One Columbus is focused on attracting capital investment, helping businesses expand and creating new jobs. This work is critical to achieving the vision to become the most prosperous region in the U.S. While the economic downturn will continue to present challenges, the Columbus Region maintains competitive advantages: A diverse economy, a growing and talented workforce, and one of the top performing economic development teams in the nation.
AWARDS AND RECOGNITION One Columbus Recognized as a Top Economic Development Group One Columbus was named a recipient of the 2020 Mac Conway Award for Excellence in Economic Development by Site Selection magazine. Mac Conway Award winners are determined by an index of corporate job creation and capital investment data.
Columbus Region Ranks No. 8 Metro Area The Columbus Region has been listed No. 8 on Site Selection magazine’s ‘Top 10 Metro Areas’ list, with 92 new and expanded facilities in 2019.

PUBLIC POLICY Columbus Partnership members have actively provided their expertise, feedback and perspective on the many issues that have caused significant disruption across our community. The pandemic has been shaping public policy throughout the country in 2020. As millions of Americans lost jobs and companies adapted to alternative working practices, the Partnership led efforts in Columbus and beyond to ensure that challenges were met with government assistance. The Partnership and its members are also working to identify policy to help dismantle racism in our community.
Government Relations Meetings In April and May, the Partnership facilitated several virtual meetings with our member companies’ government relations staff to discuss federal, state and local updates on the COVID-19 pandemic.
Issue 21 In the postponed primary election, Franklin County voters passed Columbus State Community College’s ballot proposal by a margin of nearly 30,000 votes. The passage of the ballot will allow Columbus State to modernize 200 classrooms and labs, upgrade technology, and provide the training and education students need in up-to-date, workplace-like environments.

A virtual meeting was also held with state senators and representatives in April to discuss COVID-19 updates. In June, the government relations group meetings focused on the pandemic, racial injustice, and various legislative and election priorities of member companies looking ahead to the fall.
GOVERNMENT RELATIONS AND ADVOCACY Local Government

Twenty-five Partnership member companies signed in support of a set of recommendations to combat systemic racism in Columbus. The recommendations were put forth by a coalition of Black leaders including Congresswoman Joyce Beatty, Commissioner Kevin Boyce, Council President Shannon G. Hardin, former Mayor Michael B. Coleman, Christie Angel of the YWCA Columbus, Stephanie Hightower of the Columbus Urban League, Nana Watson of the NAACP Columbus chapter, Bishop Timothy Clarke of the First Church of God, and Pastor Victor Davis of Trinity Baptist Church.
Responsible Restart Ohio The Columbus Partnership supported Governor DeWine’s plan to safely reopen Ohio and advocated for policies that allow businesses to operate with new health and safety protocols in place.
The Partnership assisted the City of Columbus and Franklin County in addressing immediate and long-term needs resulting from the pandemic, specifically, recovery efforts focused on economic development and economic inequities.
Legislative Priorities Senate Bill 308 and House Bill 606: The State of Ohio’s civil liability bills provide guidance to employers about their legal obligations during the pandemic, giving them the confidence to reopen safely without the fear of litigation arising from employees or customers being exposed to COVID-19. Our advocacy illustrated that passage of these bills will serve as the foundation of Ohio’s economic rebound, enabling employers to bring back more of their workforce and restore their revenues. The final version awaits House concurrence and the Governor’s signature.

Federal Government
PLANNING AND DEVELOPMENT Development projects continued to make progress in the second quarter. In conjunction with governmental agencies and local partners, the Partnership maintains focus on transformational projects that will have lasting impacts on the Columbus Region.
DEVELOPMENT UPDATES OSU Innovation District Efforts continue to redevelop The Ohio State University’s Innovation District with a mixed-use development which will include facilities for research and innovation, residential units, an enhanced Sci-Tech corridor and office space with ground floor retail. The Partnership has helped establish critical partnerships with the City of Columbus, JobsOhio and other potential funders to ensure the necessary public infrastructure is available to implement this vision.
Scioto Peninsula Phase 1 will have its groundbreaking in early September, and upon completion will include 240,000 square feet of office, 550 residential units, a 180-key hotel and a City-owned parking garage. All of the projects received approval from Columbus City Council and the Columbus Downtown Development Commission (CDDC).

Affordable Housing In partnership with CDDC, the Partnership continues to structure new affordable housing projects in Downtown Columbus. Efforts in land assembly, funding and partnership with the City are ongoing with feedback from Partnership members.
Northwest Corridor The Partnership is represented on the Northwest Corridor Executive Committee. The Northwest Corridor links major institutional and employment centers including The Ohio State University, OhioHealth, Grandview Yard and the Arena District. An initial report examining the corridor and opportunities to improve mobility and development is available at linkuscolumbus.com/northwest.
SMART COLUMBUS Smart Columbus continues to leverage technology and innovation to improve quality of life in our community, especially for neighbors in need. As Columbus has encountered unprecedented challenges and grappled with the realities of old ones, Smart Columbus has pursued solutions while simultaneously defining the initiative’s future.
Broaching the Digital Divide The “digital divide� separates those with access to technology and the web, from those who struggle to connect. As our community transitioned to learning and working from home this spring, this divide became even more apparent. Smart Columbus has begun working with the Columbus Metropolitan Library, The Columbus Foundation, MORPC, Columbus City Schools and others to develop a community-wide strategy to address this issue.

Solving Problems through Can’t Stop Columbus In the early days of COVID-19 stay-at-home orders, Smart Columbus helped to establish Can’t Stop Columbus. Initially envisioned as a digital hackathon to solve community challenges exposed by the crisis, Can’t Stop Columbus has evolved into a network of more than 1,500 volunteers mobilizing in support of more than 50 projects that address issues from food distribution, to police reform, to the loneliness experienced by seniors. Smart Columbus is exploring how to leverage skilled talent in Partnership companies to develop technology solutions to both short- and long-term community challenges.
New Innovation Projects to Increase Equity and Economic Opportunity Sponsored by The Ohio State University in partnership with Schmidt Futures, the Alliance for the American Dream competition is designed to inspire policy ideas or startup concepts that increase net income for 10,000 local, middleclass households by 10% by 2022, either by raising income or decreasing cost of living. Smart Columbus was an implementation partner on two projects that were finalists in the competition. Opportunity Port, led by Columbus City Councilman Rob Dorans, won the local competition and will proceed to compete for the $1 million national prize. The app seeks to eliminate barriers to criminal record sealing through an accessible app paired with ondemand legal assistance from the Legal Aid Society of Columbus and Equality Ohio. ReadySkill, sponsored by the Mid-Ohio Food Collective, Columbus State Community College and United Way of Central Ohio, is an upskilling program designed to match students with future employers and wrap-around social services so that food, childcare and housing insecurity are not barriers to career advancement opportunities. It will continue development outside the competition.
SMART COLUMBUS (cont.) Securing Commitments to Renewable Energy In June, the Public Utilities Commission of Ohio approved Smart Columbus Energy, LLC as an energy aggregator and broker, permitting us to combine the energy investments of local energy buyers. As such, Smart Columbus will recruit organizations to purchase renewable energy through Smart Columbus Energy, and AEP Energy will invest in new wind and solar projects in the state of Ohio to fulfill the collective energy demand. This program will result in the creation of clean energy jobs and generate local tax revenue for Ohio communities, while generating revenues that we will re-invest into economic development and smart city projects.
Electrification Program Crosses the Finish Line In May, Smart Columbus announced that 3,323 electric vehicles were sold in Central Ohio from April 2017 to February 2020, exceeding the program’s goal of 3,200 EVs sold. The ROI of this program has exceeded that of traditional incentive and adoption programs. Highlights from the program are captured in a special section of the May issue of Columbus CEO. Continued efforts to electrify transportation will make our community stronger and more resilient.

YOUNG AMERICAN LEADERS PROGRAM The Columbus Partnership and Harvard Business School faculty engaged with current and former “YALP-ers� a handful of times during the spring. In these virtual discussions, members of the Columbus cohorts had the opportunity to meet their peers and share ideas on how to address current challenges. As we continue to navigate through the year ahead, the Partnership will continue to bring this group together, recognizing the strength of their leadership directly impacts the future of our community.

The Big Give

Over the course of a day-and-a-half, The Columbus Foundation shattered previous records, raising $32,588,660 for area nonprofits during its annual online fundraiser, The Big Give. This is an outstanding display of Columbus’ belief in the power of common good and the generosity of our community.
The Columbus Partnership joined with the City of Columbus and other partners to launch #maskupcbus, a campaign designed to promote the use of masks to stop the spread of COVID-19. Can’t Stop Columbus also partnered with the City through Facemasks For Us to distribute masks.

LEGENDS LUNCHEON The Memorial Tournament’s annual fundraiser, sponsored by AEP, was held virtually this year and raised $1.45 million for Nationwide Children’s Hospital, bringing the total to $9 million since the event’s inception.
