Paul Anderson - Getting on with it Who is the man at the helm of Gosford Council and what is his vision for the future of the Central Coast? Mahatma Gandhi once famously said, “The future depends on what you do today.” A man who clearly upholds the sentiment behind this statement is Gosford City Council General Manager, Paul Anderson. Appointed GM in January 2013, Anderson, together with a united Council led by Mayor Lawrie McKinna, is ticking all the boxes so far for his community minded spirit and pragmatic, action oriented leadership approach. With more than $185 million worth of investment approved in the Gosford LGA since his appointment ($65 million in December alone), it’s becoming increasingly evident that Anderson’s prominent ‘Open For Business’ campaign announced shortly after his appointment was more than just an attention grabber. This story takes a look at the man behind all the action we’re now seeing, including his background, why he decided to take on a job that came with significant challenges, and what’s in store for the future. Country boy at heart As the saying goes, “you can take the man out of the country, but you can’t take the country out of the man.” Born and raised in Dubbo, Anderson’s down to earth, ‘roll up your sleeves and get on with it’ attitude and strong community spirit are synonymous with the perception most people have of country ‘folk’. Given that Gosford is essentially, even today, a big country town, it seems appropriate to have someone with the right cultural ‘fit’ at the helm. After

finishing high school, Anderson began his council career in Sydney before embarking on a cadetship with Blayney Shire Council. From there he progressed up the ranks, holding a variety of council positions including senior positions at Lithgow, Tamworth and Dubbo City Councils. His last position prior to taking up his current post was General Manager at Eurobodalla Shire Council on the NSW South Coast, a position he held for almost five years. As his career progressed Anderson also studied part time, achieving a string of qualifications relevant to his role, including surveying, Bachelor of Applied Science, Masters of Planning, Masters of Engineering and Masters of Management. Why Gosford? Anderson says he was drawn to the challenge of helping to put Gosford City Council back in the forefront as a leading best practice council. “Gosford Council had always been talked about as being a leader in council circles, except in the last 10 years,” he says. Gosford LGA shares many similarities to Eurobodalla, albeit on a much larger scale, with a population around four times that of the southern coastal shire. Similar issues include coastal management challenges, major infrastructure backlogs, an aging population and poor community perception of its local council. An interesting 12 months of listening, observing AND learning Anderson says he concentrated on listening, observing and learning during his first 12 months in the GM role in order to determine the next actions moving forward. His

“listening tour” included discussions with members of the Chambers of Commerce and Progress Associations as well as conversations with community members, individual business owners, Councillors and council staff. Part of his needs analysis involved getting to know Gosford City Council as an organisation – “what and why we’re doing things, who we do them for, who pays for them and what makes us tick.” Anderson is also active on Social Media and uses it as a tool to actively and frequently connect with the community. The findings For a start, Anderson discovered there wasn’t a lot of money to do anything, especially for an organisation the size of Gosford City Council. So freeing up some cash was an obvious priority in order to complete many of the major projects that had been in a state of limbo for a long time. He also learned that two key prerequisites to moving forward were very much in everyone’s favour: • A fully supportive council where all Councillors are on the same page, “not because they want to see their names on a plague, but because they want to leave a legacy. ” says Mr Anderson. • A community that is ready for change. All systems go It’s no coincidence that we’ve seen more DA’s approved with faster turnaround times in the last few months than Gosford LGA has experienced in the last decade. also received the transformational news that clears the way for the revitalisation of the Gosford waterfront with the State Significant Site rezoning which anchors Gosford as our region’s capital Other exciting development announcements and developments that have occurred over the past 12 months include Kibbleplex ($16 million CBD redevelopment incorporating a new city library, technology hub and university presence), NBN rollout, the introduction of e-forms in Gosford City Council, several land rezonings to support economic stimulating activity, and confirmation that Gosford CBD will be the location of a Commonwealth agency (or part thereof ) within the Federal Government’s first term in office. Rapid, radical change The first priority on Anderson’s agenda is the Gosford City Council restructure, which he describes as “a revolution rather than an evolution.” Unchanged for the past 20 years (apart from some minor tweaking when Anderson first took the GM role), the council’s restructure, according to Anderson, is all about: 1. Separating operational activities from strategic activities 2. Making Council easier to do business with so the community can get on with doing their business 3. Releasing funds out of Council’s operating expenses, with a calculated ongoing direct saving of about $5 million a year 4. Reducing Council’s overheads from 45%

It was among a number of projects that General Manager Paul Anderson initiated in his first months at Council. Local civil contractors Scape Constructions carried out the work. to 30%, with the 15% saving being put back into infrastructure to start work on completing a massive backlog. “Incremental changes over time just won’t suffice. Basically I’ve snapped the stick and we’re going to grow a new organisation out of one of the halves of the original stick. You can’t look at a restructure as a 12-month program, it’s a 5 year change,” says Anderson. So what will the new Gosford City Council look like?

They got the message!

As part of our new editorial policy of highlighting business and community leaders and their achievements this month our cover story is on Gosford Council General Manager, Paul Anderson. As we all know Gosford Council has been a basket case for twenty years which is largely the reason for the decline in the region’s economy over the past ten years in particular. Turning a large moribund organisation around is not easy, particularly when it is a government organisation. Anderson, who has been in the job at Gosford for just a year, has been very astute in instituting change, and while he says it is a five year process he has achieved much in that time. As he acknowledges he has had the total support of all the councillors. Elected in September 2102 there is no doubt that this Council is working together for the good of the Gosford LGA and in our opinion will go down as the best group of councillors in at least the last thirty years. But, their present support will have to be maintained over the long haul. Anderson was interviewed for CCBR by Phaedra Pym for this story.

Finally, I think we need to briefly comment on the state political scene as it relates to the Central Coast. Voters put four people into parliament to represent them in a new government that we all knew would be a Liberal Government. Three are now independent for all the wrong reasons. Preselections for the Liberal Party in all the Central Coast Seats were to be held toward the end of February but were abruptly cancelled for obvious reasons. With an election 12 months away it is time to think of getting some genuine representation for our region. Edgar Adams Editor

We are also getting good vibes about the future of the Central Coast Regional Development Corporation which is an arm of the Department of Planning. This is an organisation that can have a big role to play in our Region’s future. It has gone nowhere for the past three years but that now looks to be in the past.

Having castigated the Government, the Planning Minister and the former Minister for the Central Coast for their inaction over the past three years it is now time to say “thanks to” the Planning Minister. We can really move forward now.

Last month’s Editorial, Government continues to prevaricate over Gosford, was surprisingly timely. However, we wouldn’t be so arrogant as to presume that CCBR had anything to do with the announcement by the Minister for Planning and Infrastructure just a couple of days before our February issue hit the streets. However, the question we asked of our Linkedin Discussion Group members right at the start of February on the Government’s delay in approving the Gosford Waterfront a State Significant Site, well before the Minister’s announcement, got a lot of comment. In any event it should now be plain sailing for the redevelopment of the Gosford Primary School site, building of a Performing Arts Centre, expansion of the breakwater and improvements to the public and recreation spaces within that area. At the same time the Minister announced that the Gosford LGA Local Environment Plan, which the Government had also been sitting on had been approved. The approval of Gosford’s LEP and the Wyong LEP in early December last year now sets the Central Coast up for growth.

Government comes good on Gosford Last month, on the 10th February, early on a bleak rainy morning on the Gosford Breakwater, the Minister for Planning and Infrastructure, The Hon Brad Hazzard MP announced that the Government had approved the rezoning of 9.9 ha on Gosford’s waterfront. It was truly a historic occasion although that may have been lost on some who were present to hear the announcement. Historic because the redevelopment of Gosford can now proceed without further community comment. It follows an exhaustive and extensive community consultation process (initiated and championed by former Councillor Peter Hale in early 2006) by Gosford Council that resulted in the Gosford Challenge and a new Master Plan for Gosford CBD including the waterfront. It encouraged the previous state government to establish the Central Coast Regional Development Corporation within the Department of Planning with responsibility to develop the waterfront as a first step. Unfortunately Lend Lease got in the way with their plan, The Landing, a grand scheme to redevelop the waterfront for their advantage. But that was killed off early in the new O’Farrell Government’s term and it has taken until now to get a revised Plan through the Department. The revised plan, and the area that applies to the rezoning, is bound by Georgiana Terrace, Dane Drive, Mann Street and the Brisbane Water.

Construction was carried out by Gosford builders, North Construction and Building and local consultants were used on the project. CCMG bought the former Best Hino truck workshop which has a frontage on Cary Street and runs through to Laycock Street, a few years ago as an opportunity to expand. CCMG employs a total of 205 people across their dealerships including 36 VW staff.

Quantum Towers selling well off-the-plan

Sales of apartments in Quantum Towers, the first to be built under Gosford Council’s ‘Open for Business’ approach are reported to be selling well off-the-plan with 30% sold so far and without a marketing campaign that only got underway in late February. The development, designed by Sydney architects, Architex, comprises two towers, one of 14 storeys and the second 13 storeys with 109 units and swimming pool. Apartments range in size and style from 1 level to 2 levels with water views, bush views or both and from 43.2 sqm to 117 sqm in size. All allow for one car parking space. The development also comprises eight residential / commercial suites from 37.1

sqm to 86.7 sqm. While the frontage appears to be from Henry Parry Drive ingress and egress will be from Watt Street. Peter Elliott from sole selling agents, Central Coast Select Properties said that prices being achieved are: Studio apartments from $307,000 1-Bedrooms from $315,000 2-Bedroom, 2-Bathrooms from $369,000 3-bedroom $417,000 The project is being developed by Sydney builders and developers Tilrox Developments who say they will commence construction once 50% of the units are sold.

Big increase in DA’s for Wyong Council Business confidence in Wyong Shire continues to climb with Council approving more than $71 million of development applications in December, with a further $28 million of applications lodged over the same period. “What we have seen towards the back end of last year is an enormous increase in the value of proposals coming through our system,” Mayor Doug Eaton said. “These are amazing figures and the processes and changes we have made to encourage investment and jobs in Wyong Shire are clearly starting to pay off. “These figures are on the back of the September-October figures which showed a further $70 million in applications, of which $63 million worth was received and $8.7 million was approved. “Now our Local Environmental Plan (LEP) has been approved by the State Government, which includes the Development Control Plan designed to make it more flexible to start up a business, I’m expecting these figures to keep rising. “In addition to this positive trend, construction certificate numbers continue to increase, showing that the development approvals being issued are translating to real jobs in the building industry. continued on page 28

Gosford Council restructures The much anticipated organisational restructure of Gosford Council was approved at Council’s February 26 meeting with the vote going 8 For and 2 Against the proposal. The restructure is designed to help create a long term sustainable future for council and increase customer satisfaction levels. In his report to council recommending the changes, General Manager, Paul Anderson said that the major organisation restructure being proposed is to help create a long term sustainable future for the Council and our community. Council's current structure (with the exception of major tweaking in 2013) has been in place for 9 years. During this time significant advances in technology and

community expectations have occurred. This has lead to the necessity to make rapid radical change and broad sweeping step changes rather than a more gentle transitional change over a number of years. This report recommends Council adopt a new organisation structure and allow the General Manager to implement the structure with progress reports to Council on its implementation. The new structure focuses around three major principles: 1. S plit operational and strategic functions; 2. Improve customer’s ability and experience in dealing with council; and 3. Reduce council’s external business costs to improve competitiveness and provide

greater resources to conduct works. The new structure involves the dissolution of 36 positions, creation of 19 new positions and rationalisation of six directorates into four departments to reflect council’s new focus areas and streamline services to the community. Following tonight’s endorsement, implementation of the new structure will now commence with a recruitment process for all newly created directors, managers and associated positions. McNamara says NBN rollout a priority for Central Coast Member for Dobell Karen McNamara MP has told ABC Radio that priority should be given to business as the fast broadband network is rolled out across her Central Coast electorate. She says Karen McNamara MP NBN Co reports more than two thousand addresses now have access to the network but only 219 are actually connected. Ms McNamara says it is not good enough, and the network must be re-routed to local businesses. " The fibre optic cable goes straight past Tuggerah Business Park down Wyong Road. Why hasn't it gone in there?," she said. "So I've stressed from up here in the north of the Central Coast and I believe Lucy Wicks has done exactly the same down south, it is a priority to be given to business." Meanwhile, in response to a submission by The Entrance Chamber of Commerce voicing their concerns and explaining the needs of the area, Mrs McNamara said, The Federal Government was elected with a mandate to deliver reliable broadband services faster, sooner and more affordably than the previous government had proposed.” “Following a review of the proposed NBN rollout plan it was discovered that areas reported as “in progress” such as The Entrance actually had no contracts signed.” “In reality the NBN Co had not even looked at planning for these areas, there was simply no plan to do so in the future. I am advised that there was no preconstruction planning undertaken for The Entrance nor any plans to sign construction contracts.” “In your correspondence you have rightly highlighted the challenges we face in relation to youth unemployment and local investment including the revitalisation of The Entrance and Long Jetty.” “I have recently shared these concerns with the Minister for Communications, the Hon Malcolm Turnbull MP and outlined my commitment to ensuring that businesses receive access to fast and affordable broadband in order to support and create local jobs.. This is my priority for the NBN rollout.”

Online retailer expands to new premises at West Gosford Online retailer, Lucy in the Sky.com has relocated to new premises on the Central Coast Highway at West Gosford leasing 900 sqm of space. Established by Sasha and Natasha Yatskanich the business originally started as a fashion boutique in Terrigal about four years ago offering a unique range designed by Natasha Yatskanich, aimed at the 17 – 24 age group. However, before too long both realised that there was little opportunity for growth operating from a retail store in the seaside town where customers numbered a hundred or so a week. Both had prior experience in design and knew where to source product. So they designed their first collection, developed a website, and started selling online using their retail shop from which to ship out orders via the Terrigal Post Office. That was late 2010 and by mid 2011 the Terrigal store could not cope with the business being generated online so they moved to premises adjacent to Gosford Post Office taking 120 sqm of space. “We had to be close to a post office where we could source mailing bags and get our orders shipped the same day that we received them,” said Sasha Yatskanich. However, towards the end of last year online business had picked up to well over 2,000 shipments per week and the brand

had become well established. “We needed a visible location, even though we are an online business, a warehouse with office facilities and a place where we could easily access courier services. Our new premises at West Gosford are ideal,” said Yatskanich. In the space of three years Lucy in the Sky has moved from a staff of three people to thirty of which twenty work in their West Gosford warehouse and ten at their Surry Hills design studio. Yatskanich said their success had not been magic. “You need to understand your market,have variety of product that changes each week, offer fast delivery and be competitive with US and UK retailers. While you have to be competitive globally at least you are not competing with local shops”. Presently our customers are 95% from Australia with 5% overseas but this will change as we have found an international shipping solution that will allow us to offer 4-day delivery.”

Engaged Employees; the Missing Link for Business Success A new software tool, Employment Proposition, has been developed by Central Coast training expert, Niel Jacobsen to engage employers and their staff and has generated much interest in such a short time. Employment Proposition has been in development over a long period - through observation, frustration and finally, inspiration. “We all know that retaining talented people and translating skills into productivity are common challenges across all types of business. Coming up with an innovative approach to reduce staff turnover and improve productivity was critical,”said Jacobsen. With over 15 years organising workforce development strategies around Australia, Jacobsen first looked at these challenges from a training perspective. He noticed time and again that training efforts failed to meet their objectives. It became apparent that the problem was much larger than just “nonstick training”. A number of studies confirmed his longheld belief that strong employee engagement was the missing link. Two major international business surveys conducted in

2012 and 2013, found that around 1/4 of employees are disengaged at work. “Just as disturbing, the surveys found that another 40% of employees were detached Niel Jacobsen only partially motivated by their employment proposition. So what more evidence did we need?” Jacobsen asked. “Knowing how staff view their workplace is key to understanding the employment proposition. What employers do, or don't do, impacts on their level of engagement and willingness to apply discretionary effort,” he said. Mid year start for Imperial Shopping Centre refurb

The $14 million project will be staged over the following 15 months aiming at causing as little inconvenience to shoppers and tenants as possible. The refurbishment aims to rejuvenate the Centre maintaining Gross Lettable Area at around 14,500 sqm and provide a more pleasant and convenient shopping environment. It will assist in attracting desired new tenants, retaining existing quality tenants and growing visitation and overall performance through an expanded customer base. Not only will the refurbishment improve the retail amenity within the building, but the exterior refurbishment will also re-establish the character of the building

with positive impact upon the surrounding streetscape, in terms of aesthetic, functional and safety aspects. Commenting on the project, Centre Manager, Deborah Warwick said, “It will be business as usual throughout the refurbishment period with works largely being undertaken outside of core trading hours to ensure access to shops and parking.” The work will be staged around the main themes of the refurbishment; • the new double height Erina Street entry, expanded food court, • new state of the art customer amenities on both retail levels, • new building facades on all faces, • improvements to car parking, refurbishment of malls and common areas including ceilings, lighting, furniture, wall finishes etc.

The commencement of work on the refurbishment of the Imperial Shopping Centre coincides with a number of significant projects underway or about to be commenced in the Gosford CBD. These projects include the redevelopment of the former Gosford Town Centre known as the Kibbleplex project which sees the introduction of a University of Newcastle campus and new state-of-the-art regional library, re-zoning of the Gosford Primary School land to allow for development at the waterfront, the sale of the Central Coast Hotel site with DA approval for retail, commercial, residential and hotel accommodation among other recent DA approvals for quality residential apartments. Chamber welcomes new council management structure

Matthew Wales The Peninsula Chamber of Commerce has welcomed Gosford City Council’s announcement of the new organisational structure which was adopted on Tuesday 25th February.

“This is great news for the future of the city and timely in relation to the introduction of the new Gosford Local Environmental Plan 2014”, said Peninsula Chamber President Matthew Wales. “The restructure of the organisation is long overdue so this announcement is particularly welcomed by the business community who have long held the belief that a new management style is required especially with new planning controls coming into effect”. “With the new General Manager Paul Anderson at the helm, we have full confidence that the trimmed down management structure will enhance the open for business mantra that has been so refreshing in recent months”, said Wales. “We understand that the new organisational restructure is designed to help create a long term sustainable future for Council and increase customer satisfaction levels which is vitally important to boost business confidence with the organisation”. “The Chamber fully supports the split operational and strategic functions which will improve the business communities

Mariners pitch for Tuggerah development The Central Coast Mariners and LJ Hooker Commercial Central Coast report a successful presentation of their plans to develop their Centre of Excellence at Bryant Drive, Tuggerah. More than forty interested parties attended a luncheon and inspection of the site followed by a presentation by Mariners owner Mike Charlesworth and LJ Hooker Commercial Director, Ty Blanch. Emphasising the benefits of this location Ty Blanch said that the Tuggerah site is midway between Sydney and Newcastle, and two minutes walk to Westfield Tuggerah, M1 Freeway and Tuggerah Railway Station. It is also just over an hour from Sydney and Newcastle airports. Blanch said that the Mariners location is the only place on the Eastern Seaboard of Australia where the M1 Freeway, Pacific Highway, the Main Northern Railway Line all intersect and the Central Coast roads, public transport and rail offer travel times of twenty minutes to almost anywhere in the region - Gosford, The Entrance, Terrigal. The first commercial development planned for the site will offer approximately 10,000 sqm of Grade A office space with excellent exposure to the main road system. The Centre of Excellence covers an area of 8 hectares including Tournament Training Field and Soccer 5’s with cafe, gym and physio rooms all complete and operational. Wyong coal project moves forward a step THE Wallarah 2 underground coal mine has been given a significant boost with the NSW Department of Planning and Infrastructure saying there were no ‘‘environmental or amenity reasons’’ to stop the mine going ahead. An earlier version of the mine was stopped by the former Labor government on the eve of the 2011 state election and Terrigal MP Chris Hartcher raised questions about it at the time. However all four Liberal Candidates and Opposition Leader at the time gave a conditional undertaking that

the mine would not be allowed to proceed. Planning department director Chris Wilson said in mid-February that the department’s preliminary assessment has been given to the Planning Assessment Commission, which will be holding public hearings and taking submissions on the Korean-backed proposal. “After careful consideration of all potential environmental, social and economic impacts the department is satisfied that the economic benefits of the mine can be realised without significant adverse impacts,’’ Mr Wilson said.

Wallarah 2 project manager Kenny Barry welcomed the decision to allow the project to forge ahead under strict conditions. “We are pleased that the department’s comprehensive assessment, supported by independent studies, found there are no environmental or amenity reasons preventing the project from proceeding.’’ “We particularly welcome the department’s conclusion the project would have minimal impact on underground water tables, and would not adversely affect the Central Coast’s water supply,” he said.

I’ve always been of the philosophy that if someone makes the effort to lodge a DA into council, they must believe it’s right. The way we will look at it is if it’s good for Gosford (LGA), good for the community and good for the Central Coast, then we will do our best to facilitate the process of making it happen.”

The Imperial Shopping Centre was built in 1972 and was the first enclosed retail shopping centre on the Central Coast. The Centre held iconic status throughout the whole Central Coast region as a shopping destination. That situation changed in the mid 1980’s when satellite shopping precincts began to emerge with the development of Deepwater Plaza and Erina Fair. While the Centre has withstood the impact of considerable competition during this period, Centre owner, Paul Lederer, acknowledges “it has come time to implement a comprehensive refurbishment of the Centre in order to maintain its appeal and enable a continued contribution to the strength of the Gosford CBD”.

Marriage is a relationship in which one person is always right, and the other is usually the husband. When our lawn mower broke and wouldn’t run, my wife kept hinting to me that I should get it fixed. But, somehow I always had something else to take care of first: the truck, the car, email, fishing, always something more important to me. Finally she thought of a clever way to make her point. When I arrived home one day, I found her seated in the tall grass, busily snipping away with tiny pair of sewing scissors. I watched silently for a short time and then went into the house. I was gone only a few minutes. when i came out again I handed her a toothbrush. “When you finish cutting the grass,” I said, “you might as well sweep the drive-way.” The doctors say I will walk again, but I will always have a limp. The driver screamed, lost control of the cab, nearly hit a bus, drove up over the curb, and stopped just inches from a large plate glass window. For a few moments everything was silent in the cab, and then the still shaking driver said, “I’m sorry but you scared the daylights out of me”. The frightened passenger apologized to the driver and said he didn’t realize a mere tap on the shoulder could frighten him so much. The driver replied, “No, no, I’m sorry, it’s entirely my fault. Today is my first day driving a cab. I’ve been driving a hearse for the last 25 years”.
