The sold out event had guests donning a pair of sunglasses as they entered the Grand Ballroom that had been turned into a thick haze sliced by bright lights befitting

That is just Gosford. Property developers are about to press the ‘Start’ button on projects in Terrigal, Ettalong and Umina. Across Wyong there are even more projects about to start. As we go to press Wyong Council says that there are $4 billion of investment proposals from local, national and international investors either underway or in the pipeline. This covers infrastructure, residential and commercial projects. This is what happens when local councils roll out the red carpet and put policies in place that encourage investment. As usual there will be some in our community who want to maintain the status quo. Who are happy living in a state of semi poverty supported by welfare cheques. There will also be those who have it all and take the totally selfish attitude of ‘I’m all right Jack’. What these people don’t want to understand is the level of unemployment on the Central Coast and the social impact of that malaise. It is possible that the region could experience a building boom over the next five years, much of it from Chinese investors. The opportunities for young people to get a job in the building trades are becoming a reality. Those who get that message will do well.

WE AT CCBR have always said that one day investors would finally take a good look at the Central Coast and marvel at the opportunities that abound. Over the years there have been a few who have seen these opportunities but until now they have got short shrift at Gosford Council in particular and Wyong Council too. They have given up and walked away having lost hundreds of thousands of dollars. It hasn’t done our reputation any good at all. But that has all changed and both councils are proving to be very proactive when it comes to development. The message is getting out. The big story this month is the lodgement of a DA for a signature development in the Gosford CBD. Sydney property developer Peter Zhu has seen the opportunities that many people, don’t grasp. “Gosford is an just over an hour from the Sydney CBD and it is on the water. Who would not want to live here,” he says. Zhu is not the only one who wants to invest here, there are others large and small. In and around Gosford there are now too many residential developments underway to keep count of and this is stretching across the Coast. Local builders are now smiling again as work comes their way. Soon it will be the homeware retailers that feel the winds of change through their cash registers.

Treasurer confirms jobs for Gosford CBD FEDERAL TREASURER THE Hon Joe Hockey was in Gosford last month to reinforce the Government’s commitment to move 600 ATO jobs into Gosford. Mr Hockey told ABC 92.5’s Scott Levi that the starting point is a purpose built facility and that the ATO would be going out to tender in September for a new, A-grade quality office space to accommodate 600 people backed by a long-term lease by the Australian Taxation Office. Once the tender has gone through, they will select a proposal for the construction of the building and that will rely, of course, on council approval. He said, “I would urge Gosford City Council to move quickly to approve the proposition so that there is a very strong example, a very powerful example, of everyone working together to make sure that jobs come into the Central Coast. By that stage, we expect people to start filling the offices in 2017. “So, it is not a short term proposition and the construction jobs will be there also. It is now up to local builders to get engaged and it is up to local developers to come forward.” Mr Hockey said, “We haven’t identified a specific site but it will be in the middle of Gosford City and it is going to tender. So there will be many opportunities for everyone to participate. “We need office space between 60006500 square metres for the 600 staff. It will be a centre of excellence for the ATO and they will be well renumerated staff. “It will also be a honey pot and this is very important because it will attract

will create in turn an additional 1,400 jobs. So, that means 2000 jobs in the heart of Gosford City and the Australian Taxation Office informed us today that they expect those to start being delivered by 2017.” Mr Hockey praised Mrs Wicks saying, “I have long travelled to the Central Coast and I just think it needs a shot in the arm. $4 billion pipeline of investment proposals in Wyong Shire WYONG SHIRE IS on the crest of an investment wave with over $4b worth of proposals by local, national and international businesses either underway or in the pipeline. Mayor Doug Eaton said that investors are now actively targeting Wyong Shire as a place to be. “This investment is a combination of renewed action on long dormant sites, expansion of existing developments and new residential, commercial and industrial proposals,” he said. “What it all adds up to is many more jobs for local residents and a much brighter future for our region,” Cr Eaton said. He attributed the gains to hard work at Council and a proactive approach to job generating development which have harnessed general market improvements. “Over the past few years, Council has really focused on innovation, flexibility and a partnership approach working with landowners and investors to find viable solutions in line with community expectations and providing community and economic benefit. “We have been working with the local, national and international investment community and other levels of Government to establish interest and commitments for local projects. “In addition our new Local Environment Plan 2013 (LEP) and Development Control Plan (DCP) allow more flexibility in uses within zones and on Iconic Development Sites. “We are now starting to see results. The value of development applications approved for Wyong Shire last year jumped by 27.9% and there is over $4 billion worth of infrastructure, residential and commercial

Council’s Director of Development and Building, Scott Cox, said that all developments are subject to objective planning assessment that considers the potential impacts as well as the potential public and economic benefit for the area. “In addition to the new LEP and DCP, we’ve ramped-up pre-lodgement meetings for landowners and businesses and this is saving a lot of time on both sides by ensuring lodgements better meet planning requirements at the outset,” Mr Cox said. “Some of the incentives for landowners in our new planning legislation include new height allowances for quality development proposals on strategic sites that meet design excellence criteria, deliver significant public benefit and commence by 2018. Other incentives include reduced car parking requirements and staged developer contributions.”

New era for Performing Arts at CCGS CENTRAL COAST GRAMMAR SCHOOL celebrated the opening of its new Performing Arts Centre with an official opening function, followed by a Variety Gala Performance, in mid August. The $10M Performing Arts Centre, partially funded by donations from the school and local community, features: 1. a 750 seat acoustically designed, tiered theatre, 2. large stage and orchestra pit, 3. sound and lighting box, 4. foyers to seat 250 people restaurant style or accommodate 750 people - including an alfresco foyer, 5. catering kitchen, 6. seven learning spaces including a computer lab, a keyboard lab and a spacious drama studio, 7. additional large orchestra rehearsal room connected by a recording studio to a medium rehearsal room, 10 music tutorial studios and instrument store, 8. box office and manager’s office, 9. staff accommodation. “Central Coast Grammar School has had a strong Performing Arts program since its inception,” said CCGS Chairman, Ken Jolly. “This wonderful new facility will enable students and teachers to reach even greater heights.” “Creative learners are confident learners and the performing arts offer a unique and dynamic platform for creativity and selfexpression,” said Headmaster Bill Low. “The arts are at the heart of inspired learning for everyone. At 44 square metres in total, three enormous artworks connect the facility to our coastal landscape and are amongst some of the largest oil paintings we know of in Australia.” Mr Low was full of praise for the work of the builders – local company Stevens Construction. Mr Low indicated that the school always tried to use local contractors as long as price was competitive, quality assured and due diligence was undertaken. Mr Low said Stevens Construction had done an outstanding job and that the building had provided many opportunities for scores of sub-contractors resident to the Central Coast to be able to work on the building. Having ready access to the most senior people in Stevens, ensured that any issues that did develop during construction were able to

This was fundamental in ensuring that the building was completed on time and in budget. NBN set to reach 54,000 Coast homes in next year CENTRAL COAST IS set to become the first region in Australia to experience a roll-out of the Federal Government’s fast broadband network using fibre-to-the-node technology. The Communications Minister, Malcolm Turnbull, announced during a visit to Umina and Gosford in late August that the NBN’s existing pilot project at Umina will now be expanded to 54-thousand homes and businesses in surrounding suburbs. These will include Saratoga, Killcare and Kincumber over the next 12 months. Mr Turnbull says results show that very fast download speeds are very achievable. “We are seeing average speeds of close to 100 megabits download and around 30 megabits upload across five premises ranging from 190 metres...to 515 metres from the node,” he said. “Now the vast majority of Australian premises in the built up areas of Australia are within 500 metres of those telecom pillars. “So as you can see, our commitment that we will have by 2019, 90% of premises in the fixed line footprint with at least 50 Mbps download is very achievable.” Local Member for Robertson, Lucy Wicks,

With my business I can call and have no drop outs.” With the latest results of the trial, Mr Turnbull has dismissed Labor’s criticism of the Federal Government’s broadband policy. “The Labor party said this wouldn’t work, they said it was outdated technology,” he said. “Both nonsense ... this is state of the art technology.” But small businessman and former Central Coast Broadband Infrastructure Group Chairman, David Abrahams, says the fibreto-the-node technology is not designed for the future. “It’s good for some who have poor internet,” he said. “But we need to look at the bigger picture.

Free Wi-Fi for Kibble Park and Stadium AS PART OF its program to revitalise the city centre, Gosford Council is to install free public Wi-Fi and smart furniture as a priority in Kibble Park, Gosford. This initiative is one of a number of recommendations from the Strategy to Develop a Kibble Park Hub that was commissioned by Council to help Gosford City become a globally recognised ‘smart city’. The move will see smart furniture installed in Kibble Park which is recommended in the Strategy prepared by consultants DSA Consulting Services Pty Limited. Council, at its 12 August meeting, also commissioned DSA Consulting Services Pty Limited to develop a strategy showing the benefits that can be produced for customers of Central Coast Stadium, along with economic drivers to the Gosford CBD from connectivity to the Stadium.

Kibble Park Gosford CBD The costs involved are to be included in Council’s 2014/15 Operational Plan under the City Centre Revitalisation Program up to a maximum cost of $337,490, as referred to in the Report, to enable the implementa-

tion of the strategy to be funded from the tourism and business levy. The proposal moved by Cr Bob Ward and seconded by Cr Hillary Morris received unanimous support.

Chamber backs council to end EBID funding THE PENINSULA CHAMBER of Commerce has backed Gosford Council’s decision to end financial support for the Ettalong Beach Business Group after two years of funding totalling $50,000. “Clearly the Council was not satisfied on a number of fronts including accountability for the expenditure of funds and the group’s ability and capacity to meet all requirements under the Council’s BID Policy and its Business Plan” said Peninsula Chamber of Commerce President Matthew Wales. “Quite rightly, the Council resolved to have any remaining funds allocated to the group, returned to Council”. Wales said, “The Chamber has been concerned for several years over the

been a huge disappointment and has failed to achieve its intended outcomes for the Ettalong Beach village. “As a result of Council’s decision, the Chamber Matthew Wales intends to step back in and re-introduce programs that were placed on hold when the BID process came into effect in April 2010,” said Wales. Projects will include a marketing program based on the café/restaurant scene, branding the town centre and upgrading of the Chamber’s heritage signage.

Gosford Race Club to become premier event precinct Gosford Race Club has announced that as part of its $4.8 million redevelopment project, which will see its facilities enhanced to become a diverse, multi-purpose community facility, it will also launch its new brand and strategic vision as it starts operating as The Entertainment Grounds Central Coast. The Entertainment Grounds’ new brand and logo was officially unveiled today and is set to deliver to the region a premier entertainment precinct for functions, events, festivals, exhibitions as well as horse racing. The new branding has been launched to reflect the shift in focus for the organisation. In 2013, Gosford Race Club celebrated its centenary and 100 years of racing at Gosford Racecourse. In 2014, as The Entertainment Grounds, the Club commences the next stage of its journey as it diversifies to accommodate events and functions for up to 10,000 people, delivering to the Central Coast a unique facility which will ensure its viability and success into the future. Mid October opening for Nexus Smart Hub at Wyong THE HENRY KENDALL Group will open the first smart work hub on the Central Coast, Nexus Smart Hub, in the Golf Links Commercial Campus opposite the golf course at North Wyong in mid-October. The Henry Kendall Group moved quickly to build the facility following the announcement by the NSW Government in July that Gosford and Wyong had been selected for a ‘Smart Work Hub’ program and with the support of Wyong Council and TAFE. Nexus has received funding and support from the NSW State Government and has been chosen as one of five pilot Smart Work Hubs within NSW providing telework facilities for commuters. HKG Managing Director, Damien Wilde, said, “The Nexus Smart Hub will provide a wide range of facilities to encourage micro and small business enterprises as well as commuters. Apart from high speed broadband connectivity, hot desks, private offices and meeting rooms, we will also provide child minding, free gym and within the precinct, service station, food outlets and other retail services. “Around 40,000 residents commute outside the Central Coast region each day for work and this can have significant impact on their work/life balance. Many people may not be suited to teleworking but we only need 150 to 200 people to fill the facility,” he said. “By establishing Smart Work Hubs in locations with large commuter populations, we can take advantage of the benefits of using technology to support smart working practices.

The first facility is the first of its kind in Australia and represents a level of innovation never seen before in the Australian chicken and meat manufacturing industries. Minister for Regional Infrastructure and Services, The Hon. Andrew Stoner, commenting on the new plant said that Cordina is working with a major supermarket chain to launch a large range of products which will come from the new facility. The new plant is expected to create up to 93 new jobs when fully operational. The plant will take fresh conventional and RSPCA broiler code chicken cuts from

Cordina’s Girraween plant for further processing. A family owned business currently employing over 500 people, Cordina Chicken Farms was established in 1948 in Girraween by Rosario and his son John Cordina exporting chicken meat to the United Kingdom and now exports worldwide. The company distributes chicken meat products to customers across Sydney and to Newcastle, Wollongong and the ACT as well as interstate. Cordina already sources a substantial amount of its chicken produce from broiler farms on the Central Coast. The arrival of Cordina will also provide a climate of greater stability for chicken broiler farms, further strengthening this industry sector which is worth between $131 million and $186 million to the Central Coast economy each year. Without doubt she is one of the most successful business owners on the Central Coast. Despite employing more than 20 staff, Maxeine continues her tradition of starting her work day at 7:30am – and often is the last to leave. She says that hands-on work at every level of the business has contributed to her success. Now enjoying her 35th year as a Harvey World Travel Franchisee, McKeon’s first job was in travel before establishing the first HWT franchise in Australia at West Gosford – that was in February 1979. In the years that followed she expanded the Harvey World Travel brand across the Coast. Her reputation and industry knowledge saw her appointed a Director of the Franchise company in 1993. During this period she became Chairperson of the Company’s Strategic Planning Committee until it became a listed company in 2009. Maxeine then became a Director of Harvey World Travel Property. In 2006 she was appointed a Virgin Galactic Accredited Space Agent one of a few in the World to be accredited and the only one in regional Australia. She has succeeded in a highly competitive and turbulent industry and still maintained her humility. As I said at the outset, Maxeine’s career has experienced just about everything and anything in this 35 year period. He was awarded the Country Music Association of Australia’s Musician Of The Year award in 2006 and Producer Of The Year in 2004 and 2009. As a musician he has gained the reputation as one of Australia’s finest – appearing on hundreds of recordings including Paul Kelly, KD Lang, Kasey Chambers, Lee Kernaghan, Shannon Noll and many more. In 1985 he toured the American Bluegrass music circuit, winning the Colorado Guitar and Banjo Championship, the Rocky Mountain Guitar Championship, the Tennessee Guitar and Banjo Championship and the West Virginia Banjo Championship. He recently toured with renowned US based bluegrass band The Greencards, who were nominated for a Grammy in 2008. As a songwriter, Rod has written dozens of hits, TV theme songs and background music, and won numerous songwriting awards. Rod’s own world class recording studio is located on the Central Coast where he grew up and where he and his wife Gina Jeffries live with their family. His talent is enormous but so is his willingness to help others. He is Vice chair of Todays Country 94 one, and he has been instrumental in producing the CD Coast Sessions featuring some of the Coast’s leading artists as well as rising stars. Rod McCormack is generous, he is very humble, he is a true professional. He is a most deserving winner of the first ever Outstanding Contribution To Creative Industries Award

Jason van Genderen’s leadership message is clear and simple. Chinese investors behind major Coast projects

Kooindah Waters Golf and Spa Resort sold to Chinese investor Harman Global Holdings in July THE CENTRAL COAST property market appears set for good times with Chinese investors now driving an investment splurge that will wake the region from a long term slumber. The lodgement of a DA for a major residential, hotel and retail project worth almost $200 million in the Gosford CBD at the end of August is welcome news for Gosford.

In Wyong investors are already in the market: •A t Magenta Shores, Rich Sea International is about to start work on a new limited prestige beachside release of 20 lots with prices starting at $399,000 per block. • This is an extension to the present residential golf resort with the recently rebranded Accor Pullman Resort and is being marketed as the finest blue chip offering on the east coast.

• A month earlier the Investa Group announced that they had sold Kooindah Water Residential Golf Resort to Harman Global Holdings who say they will build a 120 room state-of-the-art hotel plus 100 boutique houses and a conference centre. • Early August saw plans lodged with Wyong Council for a $500 million Chinese theme park. The company undertaking the project at Warnervale, adjacent to the airport, is Australian Chinese Theme Park Pty Ltd. • Chinese interests have acquired the Klumper properties at The Entrance and in Gosford. • The Entrance property is earmarked by Wyong Council as an “iconic development” site and a proposal already exists for two high rise residential apartment buildings on the site. CCBR understands the buyer intends to proceed with the project. The Gosford property, the site of the ‘Old Quarry’ on Henry Parry Drive, has an active DA on it with excavations completed for a high rise project. CCBR also understands that the buyer intends to proceed with this project.

DA lodged for ‘Key Site’ at The Entrance Pelican Horizons Pty Ltd, owners of the iconic development site at The Entrance known as the ‘Key Site’ has lodged a development application with Wyong Shire Council for a 20-storey apartment block. The application is for a 20 storey tower building with 135 apartments, 212 car spaces and 1,330m2 of food and drink retail space on two parcels of land at 14 The Entrance Road and 2 Ocean Parade. The application includes public domain improvements and landscaping of rooftop terraces. The Development Application will be assessed by Council staff, with input from external bodies including Roads and Maritime Services. However, due to the value of the development, approval will be determined by the Hunter and Central Coast Joint Regional Planning Panel. Council’s Director of Development and Building, Scott Cox, said Council’s Local Environmental Plan allows Council to play a great role in facilitating economic growth by providing practical incentives like additional height and staged developer contributions for 28 identified sites. “The incentives make potential development more viable,” said Mr Cox, “and in return, the community benefits from design

excellence, green building design and ‘public domain improvements’ like public streetscape upgrades, cycleways, public art and community facilities.

“The Iconic Sites program identified 28 sites across the Shire that have the potential to be a catalyst for economic growth and development confidence

productivity and profitability, whilst still meeting the needs of your employees and clients. This very balancing act may arise where an employee requests flexible working arrangements in the workplace. Understanding how, when and if you can accommodate your employee’s need for flexibility whilst still maintaining your business and client interests, is an important factor in the balancing act. The National Employment Standards provide employees with a right to ‘request’

flexible working arrangements in regard to hours, patterns and locations of work. The request may be made in writing by an employee who has completed at least 12 months continuous service with the employer and is either a carer, has a disability, is over 55, is experiencing domestic violence or needs to care for someone who is. The right to request flexible working arrangements is just that - a right to request. It is not an entitlement to have flexible working practices provided when requested. While it is important to consider and discuss alternative arrangements with an employee, it is also acceptable for an employer to refuse the request based on the reasonable needs of their business. Reasonable business grounds upon which an employer may refuse a request can include: • The cost of implementing the arrangements would be unreasonable; • The effect on other employees and their working arrangements; and • The arrangements would result in a significant loss of productivity. In a case heard by the Equal Opportunities Tribunal in South Australia,

it was decided that removing the flexible working arrangements put in place for an employee to commence work at 10am rather than 9am to care for her elderly farther was not an infringement of the employee’s rights nor was it a case of unfavourable treatment or bullying. The Tribunal accepted that the employer had tried to accommodate the employee over a number of years but the arrangements had ultimately resulted in difficulty and increased stress and tension amongst the other staff. Where a request for flexible working arrangements is made the employer must advise the employee of their decision in writing within 21 days of the request. The employer does not need to choose between accepting or rejecting the request put forward by the employee. Instead, the employer may choose to negotiate and discuss alternative arrangements, if any, that could be made to accommodate the employee and the business before making their decision. Super strategies can make a real difference IT’S A KNOWN fact. Australians on average are living longer. We commonly spend over twenty years in retirement and the need to accumulate savings prior to retirement has never been greater. Luckily, there are still some super strategies available to help your retirement nest egg. But remember that when you are considering your superannuation options, there is a limit to how much you can contribute tax effectively. Confirming the best super strategy with your financial adviser is essential. Government co-contribution still available If eligible, the Government will contribute up to 50 cents for every $1 of personal after tax contributions you make. The maximum co-contribution of $500 per year is available if your total income is less than $34,488. A reduced co-contribution may be available if your total income is under $49,488. Other conditions apply. Spouse contributions to achieve a tax saving Many people aren’t aware that you can make superannuation contributions on behalf of an eligible spouse. This super strategy can be effective where one member of a couple is paying tax and if CENTRAL COAST BUSINESS REVIEW SEPTEMBER 2014

certain conditions are met could utilise a tax offset while the other member of the couple earns little or no income and would greatly benefit from an injection into their super fund. Contribution splitting to make insurance more affordable Contribution splitting is the situation where a member of a couple can transfer up to 85% of concessional (before tax) contributions made in a financial year to an eligible spouse. This can assist couples where one member of the couple is on a high marginal tax rate and can take advantage of the generous tax concessions of making additional before tax contributions to super. The eligible spouse may then be able to use these tax effective contributions to pay for their insurance. Self employed can claim a tax deduction Salary sacrificing some of your before tax salary into superannuation is a well known super tax strategy to help increase an employee’s super balance. For the self-employed, subject to certain conditions being met, this strategy can be achieved by claiming a tax deduction for super contributions. Tax deductible super contributions can be made by an eligible person that is generally a self

employed person or someone earning less than 10% of their total income from an employer. Gosford Race Club to become premier event precinct of the word ‘Entertainment’ reflects the diverse nature of the precinct, delivering the ultimate venue for entertainment in all its forms. TOM HAD THIS problem of getting up late in the morning and was always late for work. His boss was mad at him and threatened to fire him if he didn’t do something about it. So Tom went to his doctor who gave him a pill and told him to take it before he went to bed. Tom slept well and in fact beat the alarm in the morning by almost two hours. He had a leisurely breakfast and drove cheerfully to work. “Boss”, he said, “ The pill actually worked!” “That’s all fine” said the boss, “ But where were you yesterday?” Did you hear about the banker who was recently arrested for embezzling $100,000 to pay for his daughter’s college education? As the policeman, who also had a daughter in college, was leading him away in handcuffs, he said to the banker, “I have just one question for you. Where were you going to get the rest of the money?” I am a very nervous flyer. During a trip from California to Indiana, it didn’t help that my connecting flight from Denver was delayed twice because of mechanical problems. Then, after we were aloft, I noticed the lights began flickering. I mentioned this to a flight attendant. “I’ll take care of it,” she said. Moments later the lights went out. Clearly she’d solved the problem by turning off the lights. A passenger across the aisle who had been listening leaned over and said, “Whatever you do, please don’t ask about the engines.” Fred got home from his Sunday round of golf later than normal and very tired. “Bad day at the course?” his wife asked. “Everything was going fine,” he said. “Then Harry had a heart attack and died on the 10th tee.”

“Oh, that’s awful!” “You’re not kidding. For the whole back nine it was hit the ball, drag Harry, hit the ball, drag Harry.” An accountant is having a hard time sleeping and goes to see his doctor. “Doctor, I just can’t get to sleep at night.” “Have you tried counting sheep?” “That’s the problem - I make a mistake and then spend three hours trying to find it.” The local sheriff was looking for a deputy, so Dave, who was not exactly the sharpest tool in the shed, went in to try out for the job. “Okay,” the sheriff drawled, “Dave, what is 1 and 1?” “11” he replied. The sheriff thought to himself, “That’s not what I meant, but he’s right. What two days of the week start with the letter ‘T’?’” “Today and tomorrow.”
