Federal government a disappointment but there is good news for the Coast WELCOME TO OUR 2014 Year Book – The year in review. In this edition you will read the major stories that affected and will affect our region in the years to come. My Editorial in the 2013 Year Book said, Foundation laid for investor confidence. This year it has been more of the same except that the investors are now here and more are coming. For the Central Coast 2014 dawned with all in positive mood following the election of the Abbot Government in September the previous year. However by April / May the confidence boost was waning as consumers took fright with the prospect of a Budget that turned out to be very badly sold. This spilled over into the business market as consumers’ euphoria evaporated and they buttoned up their wallets. It’s been the same ever since. The Central Coast economy, always on edge with its lower socio economic demographic feels these hardships more than those in the cities. So it is that all the businesses CCBR has been talking to in recent months, retail in particular, are voicing negative comments. The difficulties for nearly all businesses, apart from the economic issues, are employment and the policies put in place by the previous Labor Government that might have been union friendly but are definitely aimed against the employer. The

cost of employing people outside of regular hours Monday to Friday simply cannot be supported in the 7-day trading environment we now live in. But that’s not all of the story. During the year Warwick Ryan, Partner with SWAAB Attorneys specialising in industrial relation and workplace issues wrote on the issues that are making it almost impossible to employ even a modest workforce. The Abbot Government simply doesn’t get it. They don’t realise that more and more businesses are putting off staff and in the end closing their doors. At the same time the Baird Government has abandoned the Central Coast, thanks to the disgraceful conduct of three of the local Liberal members, and put its focus on Western Sydney. How the Premier of NSW can also be the Minister for Western Sydney is beyond belief. Enter businessman John Singleton and his Forgotten Coast campaign in the Sydney press and locally. Hopefully this campaign will focus the government on our region and ensure that we get our fair share from the budget as well as our fair share from the sale of the ‘poles & wires’. Meanwhile, we have to say that there is much reason to be positive about the Central Coast’s future when we look back on 2014 and look forward to 2015.

Both Gosford and Wyong Councils have a strong focus on growth and at a local level this is essential. As one drives around the region we see new buildings under construction and many public works projects being carried out by the councils. Wyong Council underwent considerable management changes a few years ago and with a new senior executive has come out with its vision for the future. The management changes at Gosford Council introduced at the start of this year has put in place a new team of directors and managers who now have the job of changing a do nothing culture that had existed for the past 30 years. The change of councillors at the 2012 local government elections had an immediate effect on Gosford which saw the appointment of a new CEO as well as a desire to get Gosford moving. It is happening. Both Councils are encouraging investors and this will have a major impact on the region in the years to come. Just read the stories in this 2014 Year Book. We have every reason to be positive – regardless of the federal and state governments. Edgar Adams Editor

$190 million residential, hotel and retail development for Gosford CBD In August 2014 a development application lodged with Gosford Council for a 28-storey twin tower mixed use development on the corner of Mann and Donnison Streets, Gosford. To be known as Mariners Plaza and developed by Sydney based Gosford City Development Pty Ltd the project, with an estimated value of $190 million, will comprise two residential towers above a podium containing a 134 room premium quality hotel with function rooms, gym and pool deck and associated restaurants, bar etc., along with street level retail spaces and supermarket and provide underground parking.

The Lederer Group, owners of the Imperial Shopping Centre Gosford appointed building company Pluim Constructions to undertake a $15 million refurbishment of their property which commenced in late 2014. The plan for the Centre features a new

double height glazed entry at the Erina Street entrance, an expanded food court and a stunning new external facade across the three street frontages. Shopping centre design consultancy Krikis Tayler Retail have been appointed designers for the project

New role for Gosford Race Club with event precinct

Gosford Race Club’s $4.8 million redevelopment project opened in November which will see its facilities enhanced to become a diverse, multi-purpose community facility, and be known as The Entertainment Grounds Central Coast. Opened by Chairman, Michael Cusick, the facilities are aimed at making the venue the premier entertainment precinct for functions, events, festivals and exhibitions as well as horse racing on the Central Coast with the capacity to accommodate events and functions for up to 10,000 people.

Early 2015 start for Terrigal residential project PTL Land Pty Limited will commence construction of their Pine Tree Apartments project in Pine Tree Lane, Terrigal in early 2015. Marketing of the project started in mid 2014 and Managing Director, Andrew Cochrane reported that by early November 60% of the project had been sold. Pine Tree Apartments will comprise about 50 architecturally designed 1, 2 and 3 bedroom apartments including 3 penthouses on the top level optimising its premium location close to the beach, shops and

Early 2015 start for Terrigal residential project The past three years have witnessed a transformation around West Gosford as the Riverside Park development nears completion. A new $40 million Bunnings Warehouse was completed and opened in early 2014 and work on the $170 million West Gosford Intersection will be completed in 2015. Riverside Park - A consortium headed by the Gibbens Group is completing the development of the Riverside Park project at West Gosford with front-

ages to Pacific Highway and Manns Road. This multi-million dollar development covers an area over 100,000 sqm and includes a 4-level, 6,300 sqm Office Tower development completed in June 2013 and a Masters Home Improvement store that opened in early 2014 as well as a Storage King self storage facility. The final stage of this development, a Homemakers Centre is under construction with a planned opening in 2015..

The Minister for Planning and Infrastructure, Brad Hazzard MP announced in February 2014 that the Government had approved the rezoning of 9.9 ha on Gosford’s waterfront – the site of the Gosford Primary School After relocating the Gosford Primary School to a new site in Gosford, the State Government put the former school site on market with expressions of interest closing on 14 November 2014. With demolition of the school expected to be completed by end December the 1.56 ha site overlooking Gosford waterfront is expected to attract plenty of buyers. The site has the potential to unlock the only major site on the Gosford Waterfront. The Central Coast Regional Development Corporation which has carriage of the sale on behalf of the NSW Government is expecting that the site will be developed for commercial purposes and be a catalyst for further development of the Gosford CBD.

Work starts on Mariners’ Centre of Excellence Tuggerah With more than 60% of the project leased or sold work started in November on the construction of the commercial office as part of the Mariners Centre of Excellence the first stage of which is the demolition of the former Club Tuggerah building. Local builders, North Building and Construction Pty Ltd, say the demolition will be completed by Christmas and building construction started immediately after. Estimated build time for the $20 million project is twelve months allowing for weather. The six-storey corporate office building will comprise around 10,000 sqm of space for the Central Coast Mariners

Administrative Office, medical centre and allied health services plus extensive car parking. The Mariners Centre of Excellence complex comprises training headquarters for the Central Coast Mariners plus 8 fivea-side and 2 seven-a-side all-weather pitches leased to Soccer5s and an aquatic centre leased to YMCA Swim Schools. Central Coast Mariners owner Mike Charlesworth said that his vision is to turn

the site into a business and sporting hub of the Central Coast with the Socceroos eventually based there.

$12.7 million Performing Arts Centre for Wyong Construction has started on The Arthouse Performing Arts and Conference Centre costing $12.7 million with the project scheduled for completion by December 2015. This important cultural facility will comprise a 500-seat auditorium, 130-seat studio space, meeting rooms, foyer and exhibition area and front and back of house facilities and will revitalise culture and the arts in Wyong Shire. Other projects planned as part of the Anzac Avenue civil and cultural precinct rejuvenation include the refurbishment

of Frank Balance Park a modern office and retail building at the corner of Hely Street and Anzac Avenue. A development application has been lodged as a Stage One proposal for a six storey building, with five storeys of commercial space above a retail ground floor. It includes proposals for landscaping, a roof top terrace, 50 underground car parking spaces and outdoor dining, with the development valued at approximately $19 million. Stage Two proposes a Masterplan

Chinese theme park planned for Warnervale

Photomontage of proposed Chinese Theme Park at Warnervale The owners of the proposed Chinese Cultural Theme Park at Warnervale have unveiled their plans for the development of a Chinese Theme Park with a Development Application to go before Wyong Shire Council in December.

The ambitious $500 million project by Australia-China Theme Park Pty Ltd will see a 15 hectare site adjacent to Warnervale Airport developed in stages. The first stage is the Thanksgiving Temple which includes three main buildings and statues of “White-robed

Cordina opens manufacturing facility at North Wyong In August Cordina Chicken Farms Pty Ltd opened a new purpose-built food manufacturing facility at North Wyong to produce fresh and frozen, ready-toeat gourmet chicken products. The first facility is the first of its kind in Australia and represents a level of innovation never seen before in the Australian chicken and meat manufacturing industries. Cordina is working with a major supermarket chain to launch a large range of products which will come from the new facility. The new plant is expected to create up to 93 new jobs when fully operational.

A family owned business currently employing over 500 people, Cordina Chicken Farms was established in 1948 in Girraween by Rosario Cordina and his son John exporting chicken meat to the United Kingdom and now exports worldwide. Cordina already sources a substantial amount of its chicken produce from broiler farms on the Central Coast. The arrival of Cordina will also provide a climate of greater stability for Central Coast chicken broiler farms, further strengthening this industry sector which is worth between $131 million and $186 million to the regional economy each year.

Wyong Shire Council has committed $2milllion towards studies to determine the feasibility of a regional airport for the Central Coast in the north of Wyong Shire. In June 2014 Council purchased 230 hectares of strategic land holdings adjacent to the proposed airport of which 87 hectares is approved for an industrial subdivision. With strong public and Federal Government support Council is aiming to have this airport established and operational by 2020. It is commencing studies in 2014-15.

Warnervale Town Centre project The Development Control Plan (DCP) for the new Warnervale Town Centre received approval from the NSW Department of Planning and Infrastructure in September 2012. Since then Wyong Shire Council has approved construction of a GP Super Clinic Medical Centre (completed in November 2012) and approved a $154 million Woolworths Shopping Centre now under construction along with a 125 block subdivision by property developers Yeramba Estates. Council has also invested substantially, with funding assistance from State and Federal Governments, in infrastructure including roads, water and sewerage works to enable the project to proceed

Chinese investors buying up across the Coast WHILE AUSTRALIAN INVESTORS dither over the opportunities that appear to be everywhere on the Central Coast, Chinese investors can’t believe their luck and are buying up investment and development opportunities across the Coast. Magenta Shores One of the first Chinese consortiums to find the Central Coast was Rich Sea International Pty Ltd which acquired the Magenta Shores residential, resort and golf course property developed by the Mirvac Group. March 2014 saw the company announce that they would develop the remaining residential land on the site with a limited beachside land release and had lodged a DA with Wyong Council. Kooindah Waters Residential Golf and Spa Resort The Chinese backed developer Harman Global Holdings purchased Kooindah Waters Residential Golf and Spa Resort in July and remaining undeveloped residential lots from Investa Group in an off-market transaction. The company subsequently announced that it would invest $100 million and proceed with plans for a suite of developments including over 100 boutique houses, a 120 room hotel and improvements to the existing resort including improved function rooms enabling the Wyong Shire to attract bigger conferences and events. Ethan He, CEO of the residential project marketing company Harman, says his company’s vision is in sync with Council’s bigger

picture for Wyong, addressing the need for niche housing, a marketable tourism identity and major economic investment. (see story Page 9) 39 hectare ‘Klumper Site’ The Entrance A Chinese investor is reported to have acquired some39 hectares of land adjacent to the lakefront at The Entrance, owned by Terrigal Grosvenor Lodge Pty Ltd and known as ‘The Klumper Site’, for an undisclosed sum. At the same time the buyer also acquired a development site on Henry Parry Drive, Gosford with intentions to immediately commence construction.

Premier Baird needs to focus on Coast THE CENTRAL COAST was rocked when, in December 2013 long time Liberal Member for Gosford and more recently Terrigal and Minister for Energy as well as Minister for the Central Coast, Christopher Hartcher resigned from Cabinet over revelations at the ICAC inquiry . At the time he said, “my resignation follows the issue of a search warrant by the Independent Commission Against Corruption against me.” He concluded, “I am confident I will be cleared of any wrongdoing. Premier, Barry o’Farrell, who subsequently fell on his sword over damning allegations against him in early 2014, appointed Fair Trading Minister and Member for Lane Cove, Anthony Roberts, Minister for the Central Coast. In February 2014 the ICAC commenced investigating allegations of electoral funding irregularities in respect to the last State Election in 2011. The circus that followed saw Premier O’Farrell and two more Central Coast Liberal MPs dragged into the inquiry. Member for The Entrance, Christopher Spence and Member for Wyong, Darren Webber stood aside from the parliamentary party. Subsequently both chose to retire and not contest the 2015 election. As for Mr Hartcher, he remained the Member for Terrigal for all of 2014 however on November 12 he rose in parliament to give his valedictory speech that failed to mention his starring role in the ICAC proceedings throughout much of 2014. After 27 years in politics representing Gosford and Terrigal – gone!

Meanwhile, following the resignation of Barry O’Farrell and the appointment Michael Baird as Premier in April 2014, the Central Coast got another Minister to represent them. Rob Stokes Member for Pittwater on Sydney’s northern beaches was appointed Minister for the Central Coast. The tenth Minister in fourteen years! State Election 2015 It is now an accepted fact that the Central Coast has been neglected for a long time. Successive governments over more than fifty years have found it too hard to bother with a region that is broken up into waterways, lakes, national parks and mountains that separate almost every village and town in the region. This, coupled a higher than average retiree population, high proportion of welfare recipients all of whom are happy with the status quo, supported by a negative media, has resulted in an economy that has been sinking for more than ten years. Enter John Singleton. The well known businessman and Mt White resident is a passionate believer in the Central Coast. He has convinced the Murdoch Press to change their negative attitudes and come out in support of the region in the lead up to the 2015 election. He is reportedly spending over $250,000 on a campaign to force the government to take the Central Coast seriously. This includes extensive ads in Sydney’s Daily Telegraph and the Central Coast ExpressAdvocate. Both papers have picked up on the Our Forgotten Coast campaign. Mr

Singleton is now looking for solid commitments from the Baird Government as well as looking for independents to stand in each of the four state seats in the region. A conga line of Central Coast Ministers In 1995 the Carr Labor Government decided to appoint regional ministers who while having other department responsibilities they had specific responsibilities for one of the regions in NSW. They were a clever stunt by Carr take the heat off a very city focussed government. Strangely the first appointment by the Premier wasn’t until 2000. In fourteen years the region has seen a passing parade of Central Coast Ministers: John Della Bosca 2000 – 2005 Grant McBride 2005 – 2007 John Della Bosca 2007 – 2009 John Hatzistergos 2009 - 2 weeks Nathan Rees Premier* 2009 - 3 months Ian Macdonald, 2009-10 6 months John Robertson 2010 - 2011 Chris Hartcher 2011 – 2013 Mike Gallacher 2013 - 2014 Rob Stokes May 2014 *Premier Rees, in taking on the job as Minister for the Central Coast, appointed Member for Wyong David Harris as Parliamentary Secretary Assisting the Premier for this portfolio. If the Premier has any interest in the Central Coast he will keep Stokes on as Minister for the region and break the chain.

More residential land opening up THE NSW DEPARTMENT of Planning is saying that population growth on the Central Coast will increase from 328,000 in 2011 to 354,800 in 2021 and to 386,900 by 2031. 67% of that growth will be in Wyong. Wyong Council reports that approximately 700 lots are currently under construction or in the pipeline in the Wyong Shire. Subdivision Construction Works for 2014 to the end of October show that the major developers; A V Jennings, Rosecorp, Darkunjung Land Council and Urban Growth NSW (formerly Landcom). Thomas Paul Constructions have a master planned estate of 96 dwellings underway at 690 Pacific Highway, Hamlyn Terrace. The Rose Group have 190 lots at Kanangra Drive, Gwandalan which they are marketing as Lakeside Gwandalan, AV Jennings are now marketing 83 lots in Louisiana Road, Hamlyn Terrace. The Darkunjung Local Aboriginal Land Council are proving to be the major property developers in the region. Their Menindee Ridge development at Blue Haven comprises 109 lots. Overall, the number of approvals or DA’s lodged add up to: 189 lots Hamlyn Terrace 221 lots Wadalba 114 lots Blue Haven 190 lots Gwandalan 5 lots Summerland Point Across the board Development Approvals at Wyong picked up markedly in 2013-14 as the table below shows:

NBN set to reach 54,000 Coast homes in next year Nexus Smart Hub opens at North Wyong

The Communications Minister, Malcolm Turnbull, announced during a visit

to Umina and Gosford in late August that the NBN's existing pilot project at Umina will now be expanded to 54-thousand homes and businesses in surrounding suburbs. These will include Saratoga, Killcare and Kincumber over the next 12 months.

Wyong Council’s infrastructure priorities The Wyong Civic and Cultural Precinct Masterplan is part of Council’s overall infrastructure priorities which they intend putting to the State Government for funding assistance. The State Government has said that following the 2105 Elections they intend selling the ‘poles and wires’ business and $6 billion of the proceeds will be allocated to regional infrastructure projects. Much of the infrastructure demands will hinge on the residential developments in the Warnervale Growth Area that will see housing for 4,200 people and the provision of 8,500 jobs. They include: • Construction of the Link Road from Pacific Highway Watanobbi to Sparks Road, Warnervale to improve access between Wyong Town Centre and Warnervale Growth Area as well as providing easier access to the M1 Motorway. The cost is estimated at $45 million and will take 18 months to build. • With the majority of Wyong Shire’s major new employment and residential land releases planned in the catchment of the Porter’s Creek Wetland, a network of constructed stormwater management systems is required to manage stormwater flows into Porter’s Creek Wetland. The cost is estimated at around $15 to $20 million. • North Warnervale Railway Station. To be located at the Warnervale Town Centre this will provide improved access to rail

services for residents in the northern part of the Wyong Shire. Proposed cost $43 million. Central Coast Regional Airport. This project is seen as a cornerstone strategy in Council’s Economic Development Strategy. Council has already acquired around 20% of the strategic airport land, appointed a Project Manager and commenced studies. Central Coast Regional Sporting & Recreational Complex at Tuggerah. This is seen as a critical piece of recreational infrastructure for the region and Wyong Shire. Total cost is estimated at $42.3 million. Regional Roads and Transport. Widening of the old Pacific Highway through Wyong Town Centre; road widening Narara-Lisarow-Ourimbah. A major new motorsport precinct - The Community Automotive Sport and Recreation Park (CASAR) is a motor sport complex combined with other recreation and tourism facilities developed by a community focused organisation and supported by Wyong Council. With a 3.5km main circuit, together with go-karts and driver training facilities, CASAR Park has been endorsed by the Confederation of Australian Motor Sport (CAMS). Proposed cost is $14 million with construction to start in the latter part of 2015

Nexus Smart Hub at North Wyong Early 2014 saw the NSW Government announce funding of $1.5 million for a pilot programme to establish two smart work hubs on the Central Coast at Gosford and Wyong. As a result the Henry Kendall Group proceeded with their plans to build a smart work hub at the North Wyong location and opened the Nexus Smart Hub in November. Henry Kendall Group CEO Damien Wilde said that they had used the state government funding to market their Hub with very positive results. “We have already leased all five of our lockable oneperson offices and hot desk bookings are growing.” The Nexus Hub is connected via the Group’s own data centre and offers an upload speed of around 195 mps. Gosford Council installs free Wi-Fi in Kibble Park Gosford In late November Gosford Council switched on a free Wi-Fi service in Kibble Park Gosford. Aimed at making this an internet hotspot the facility offers a high speed service to help Gosford become a dynamic, globally recognised smart city. Gosford’s councillors have been very passionate about getting this up and running for the community as part of their initiative to make Gosford a Gigabit City in the early part of 2015.

Central Coast Economic Indicators Gross Regional Product Central Coast Gross Domestic Product (GRP) as of 30 June 2013 was $11,067 million, of this $6,165 million was attributable to the Gosford LGA and $4,902 million to Wyong. In terms of GRP Gosford represents 55.7% of the regional economy compared with 44.3% with Wyong. Ten years ago Gosford’s share was 57.4% compared to 42.6%. Over the ten year period Gosford’s economy has increased 4.6% while Wyong’s economy has increased 12.1%. This is a strong indicator that past policies at Gosford Council have had a detrimental effect on the LGA, although this has now changed following the Local Government Elections in September 2012 and senior management changes. Likewise, a similar situation exists in Wyong with new management and a number of major projects now in the pipeline greater growth rate should be expected. Gross Regional Product Year

Commuting population – On the basis that there were 115,449 local jobs at 30 June 2013 and 151,673 residents were employed there are approximately 36,224 Central Coast residents who commute to work each day. Building approvals The value of building approvals in the Central Coast for the Financial Year 2013/14 was $503 million, of which $292 million was from Gosford and $211 million from Wyong. The value of Development Approvals show a different picture with Wyong Council reporting $333 million in 2011-12, $324 million in 2012-13 and $575 million in 2013-14. Crowne Plaza Terrigal has also undertaken a number of capital works initiatives to further reduce energy consumption.

Now enjoying her 35th year as a Harvey World Travel Franchisee, Maxeine McKeon is just the second recipient of this prestigious award. She has won accolades Australia wide. Without doubt she is one of the most successful business owners on the Central Coast. Despite employing more than 20 staff, she continues her tradition of starting her work day at 7:30am – and often is the last to leave. She says that hands-on work at every level of the business has contributed to her success.

Long recognised as one of Australia’s leading musicians and songwriters, Rod McCormack is also one of the most indemand record producers, having produced many award winning acts. He was awarded the Country Music Association of Australia’s Musician of The Year award in 2006 and Producer of The Year in 2004 and 2009. As a musician he has gained the reputation as one of Australia’s finest – appearing on hundreds of recordings including Paul Kelly, KD Lang, Kasey Chambers, Lee Kernaghan, Shannon Noll and many more.

The Peninsula Chamber of Commerce has witnessed a 20% increase in membership in the past year and has overseen the completion of a key initiative in the Ettalong Beach Foreshore Reserve Upgrade. It also holds the annual Brisbane Water Oyster Festival which attracts over 25,000 people.

Treehouse Creative has worked hard to deliver more than just a successful commercial outcome as a small business. They see the value in giving back, equally as valuable as making profits. Examples of how they’ve realised this include their much applauded community platform ‘The Bank of Goodwill’, a community online channel dedicated to promoting and celebrating the not-for-profit and volunteer initiatives that make our community work. Treehouse invests one week of their staff’s time into this platform every month, and they’re about to grow it to include additional ‘payit-forward’ business services. “ It’s a new era in business ethics of which we’re immensely proud,” said Jason van Genderen

For young entrepreneurs, taking on all challenges, including the banks, is a minefield. Being young, innovative, and idealistic, Jared Hirst has found it hard to convince financial organisations to provide business loans. Therefore he has independently funded the whole operation, and even now continues to do so. His company, Servers Australia, has experienced considerable expansion over the past 12 months and even with expansion costs has been successful in increasing revenue by $1.4 million
