From the editor: Two years ago, following the defeat of comprehensive legislation to address climate change, talk of a carbon tax ceased in Washington. The volunteers of Citizens Climate Lobby never stopped talking and writing about it, however, and their message has now been published more than1,000 times in newspapers and other media throughout the United States and Canada. Today, talk of a “revenueneutral carbon tax” is popping up in many places, thanks in no small part to CCL volunteers who have kept the public conversation going. Presented here is a sampling of excerpts from the media, most of them published since the beginning of 2013, written by CCL volunteers, members of the media, and members of the general public.
About these selections: This selection of documents is incomplete. Many more articles, as well as books, symposia, videos, internet documents, television shows and radio programs on carbon fee proposals have appeared than are presented here. There are more all the time, and the pace is accelerating. No doubt there are errors here. We apologize for them. Please address corrections for future printings to ewhitney@comcast.net. 10 reasons a carbon tax is trickier than you think: What’s needed on climate change, ultimately, is a wholesale, society-wide commitment to remaking energy, agricultural, and land-use systems along low-carbon lines. ‘Market mechanisms’ like a carbon tax are a crucial part of that effort.”13 NOV. 19, 2012 OP-ED

“There are certainly lots of reasons why a carbon tax as part of a budget compromise makes sense: reduced emissions, increased revenue without raising income rates, and more accurate pricing of energy are all extremely worthy outcomes. A carbon tax has a large-scale model to use as a reference, as Australia recently levied a highprofile carbon tax, which offsets income taxes; and while there are complaints (especially early on in the process) the general reception has not been overly negative.”16 DEC. 1, 2012 OP-ED

Going beyond carbon dioxide: The carbon dioxide we produce when we burn fossil fuels and cut down forests is the planet’s single largest contributor to global warming. Carbon taxes make Ireland even greener. “Putting a price on carbon at its source would shift the market away from fossil fuels and toward renewable energy. Any resulting rise in energy prices would not be of much concern under carbon fee and dividend. The price collected on carbon would be distributed straight back to consumers in the form of a dividend to help us pay for any increases in gas and electricity. Most of us would see the difference in energy costs erased by this rebate and maybe even come out ahead.”256 MAY 5, 2013 LETTER

All the revenue is returned to citizens . . . Government keeps none of the funds. • Protects the vulnerable. For lower-income Americans, the refunds match or exceed increased energy costs. • Protects business from unfair domestic and international competition using border taxes and credits. • Does not play favorites.
