Pinggui PGMA Responds to Anti-dumping Investigation

June 27, 2011, CCM - On 7 June 2011, the investigation team from South Korea Trade Commission (SKTC) started a fourday review through on-site verification to Guangxi Pinggui PGMA Co., Ltd. (Pinggui PGMA) on TiO2 antidumping. It's the third time that South Korea operates anti-dumping investigation on China-made anatase TiO2. Having responded alone to South Korea's prosecution for the previous two times, Pinggui PGMA obtains the lowest antidumping duty among all China's anatase TiO2 exporters correspondingly, according to CCM’s June issue of TiO2 China Monthly Report.
Pinggui PGMA explains that on-site verification is based on the company's written responses submitted in advance aiming at check the accuracy and reliability of such responses. The verification is mainly focused on the actual state of Pinggui PGMA's TiO2 production cost and domestic sales cost, and then to know whether there is dumping export price or not in Pinggui PGMA. After the on-site verification, SKTC will hold a hearing on June 22 to make the anti-dumping ruling. ... It is known that in May 2004, the Korean company Cosmo Chemical Co., Ltd. (COSMO), which also produces anatase TiO2, submitted a case to the court. It accused China of dumping anatase TiO2 into the Korean market, which led to the decrease of Korean products' market share and corresponding profit decline. Therefore, SKTC carried out anti-dumping investigation on the TiO2 from China for the first time in May 2004.
