key words: Policies, Environment protection, Bio-pesticides After years of development, both the capacity and the output of pesticides in China are at the forefront in the world and China has become one of the most important producers and exporters. However, problems like unreasonable product structure, repeated construction, overcapacity and chaotic management not only have large impact on the development of pesticide industry, but also exert negative influence on food safety and the environment in China. As one of the most important factors that influences China's pesticide industry development, policies issued by the Chinese government always have great significance in guiding
the
whole
pesticide
industry.
In 2013, a series of policies were issued for pesticides, which have great effects on some fields in pesticide industry and help push forward further healthy development of this industry. For instance, the apparent increase of the price index of pesticides in 2013 can be mainly attributable to the environmental policies, which is an emphasized point in pesticide industry. And policies such as the restriction of high toxic pesticides and some other management regulations
also
shows
progress
made
in
pesticide
industry
in
China.
On the whole, these policies were mainly issued to restrict or eliminate high toxic pesticides, to promote bio-pesticides, to enhance environment protection and to strengthen the management on pesticides. They reflect a new development trend of pesticides: to be high effective, low toxic and environmentally friendly. At the same time, there are both opportunities
and
challenges
for
Chinese
pesticide
enterprises.
Although the development of bio-pesticides has been put in an important position, there is not any
substantive
supporting
regulations
but
some
encouraging
policies.
Restriction of high toxic pesticides and harmful solvents has further substantive progress. The deadlines for the withdrawal of 3 types of herbicides with long residual including metsulfuronmethyl, chlorsulfuron and ethametsulfuron from the domestic market was set in 2013; also, the substitution of toluene and dimethyl benzene solvent in EC formulations had been clearly listed, which will speed up substitution work for EC formulation in China. In recent years, people have paid much attention to high toxic pesticides. Pesticides of high efficiency, low toxicity, low residue has always been in a very important position. China had eliminated 34 high-toxic pesticides since the '80s:-HCH,DDT, camphechlor, dibromochloropane,chlordimeform, EDB, nitrofen, aldrin, dieldrin, mercury compounds,
arsena,
acetate,
MATDA,
fluoroacetamide,
gliftor,
tetramine,
sodium
fluoroacetate and silatrane (sales and application prohibited since June 5th, 2002);Fenamiphos, fonofos, phosfolan-methyl, calcium phosphide, magnesium phosphide, zinc phosphide, cadusafos, coumaphos, sulfotep and terbufos (sales and application prohibited since Oct. 31th, 2013);- Methamidophos, parathion, parathion-methyl, monocrotophos and phosphamidon
(sales
and
application
prohibited
since
Jan.
9th,
2008).
Several high toxic pesticides are still applied in China, such as carbofuran. For high toxic pesticides whose ideal substitutes are not yet discovered or those exert great impact on the society after prohibition of application, the Chinese government take further consideration before
banning
them.
As the low toxic pesticides are gaining more popularity, producers of low toxic pesticides will benefit more, such as Noposion, Jiangsu Changqing Agrochemical Co.Ltd. and Jiangsu Yangnong Chemical Group Co., Ltd.Development of pesticide for minor crops The shortage of pesticides for minor crops has existed around the world and it has brought about serious impact on minor crops security, such as poisonous cowpeas in Hainan Province, poisonous oolong tea in Fujian Province, poisonous leeks in Shandong Province and poisonous honeysuckle
in
Hunan
Province.
The key to settle the problem is to optimize registration and management as well as production and supply of low toxic pesticide formulations for minor crops. The small number of registrant of pesticide formulations for minor crops lies in two reasons: one is the low economic benefit because of the small amount and high market risk; another is the lack of pesticide maximum residue limits. Therefore, financial support from the government on the experiments and registrations of pesticides for minor crops is in great need.-Environment protection Environment protection, on one hand, stimulates the development of pesticide industry and on the other hand, a stumbling block. There is no doubt that higher threshold helps reduce overcapacity and eliminate unqualified products, and it had brought positive effects to China's pesticide
industry
in
2013.
In detailed, three pesticide experience great influence by these environment protection policies: glyphosate, paraquat and abamectin. Glyphosate is the most heavily affected product. Strict environmental scrutiny increases the production cost and some glyphosate producers with outdated facilities had to stop their production. All these reduced the output and
pushed
up
the
glyphosate
price.
