Insecticides China News

Welcome to the November issue of Insecticides China News 0911, specially published by CCM International, who has been extensively and intently focusing on the dynamics of China’s insecticide industry. Affected by global economic depression, China’s pesticide industry witnesses a downturn in 2009, especially in H1 2009, featuring both the price and export fall of pesticides. Among the 3 categories of pesticides, market for insecticide is the worst in 2009. Currently, chlorpyrifos and abamectin are still hot in registration and production in China, for their promising markets. For instance, Shandong Zhicheng plans to expand abamectin production line. Besides, lowly toxic and selfdeveloped insecticides, like fufenozide, gradually have seized larger market shares in insecticide market than ever before, thanks to governmental support and good efficacy. During 2009 and beyond, we will cover a wide variety of issues related to insecticide market in China, including company dynamics, supply and demand, price monitoring, related policies/ registration, raw materials and intermediates, etc.

Vol.2 Issue 11.2009

Headlines of Insecticides China News 0911 Lianyungang Nanlong is planning to construct a 1,000t/a thiodicarb plant in late 2009. Most listed pesticide producers continue to witness profit decline in Q3 2009. In order to increase their profit, most listed pesticide producers reduce their operating costs. Shandong Zhicheng, a domestic key abamectin producer, is enlarging its abamectin capacity from current 450t/a to 900t/a. Jiangsu Weunite is constructing 1,000t/ a nitenpyram plant which will enable the company to foray into pesticide business. Hunan Haili commences the construction of 10,000t/a carbamate insecticides plant in Changde Deshan Development Park on Sep. 25th, 2009. The construction mainly aims to pave the way for the company’s relocation. Chongqing Huage is planning to construct a 39,300 t/a chlorpyridine plant, which consists of 21,800 t/a pyridine base facilities and 29,300t/a chlorpyridine facilities. With the quit of 5 highly toxic insecticides, especially the countrywide ban on fipronil since Oct. 1st 2009, chlorpyrifos is recognized as the most promising insecticide.

JPRI is ready to expand fufenozide registration in rice in 2009. Dicofol is no longer included in the dualhigh product list issued by GAQSIQ. But it is difficult for dicofol to resume previous position in pesticide market. According to China Customs, China has accumulatively exported about 4,842 tonnes chlorpyrifos in H1 2009, up 7.52% year on year , with export value of USD23.67 million. Chinese pesticide industry witnesses a downturn in 2009 . Among the 3 categories of pesticides, market for insecticide is the worst in 2009. Guangxi plays an important role in China pesticide market. In China, Guangxi’s demand for pesticide ranks the tenth, with market size of about USD220~290 million. Abamectin price greatly rebounds in China in early Nov. 2009, mainly driven by supply fall. 248 companies registered 350 insecticides in China in Oct.2009. The registration for bifenthrin has soared in 2008 and 2009. Ocurrence of rice leaf roller has been becoming more and more serious in Jiangsu during the past decade

■■ Company Dynamics Lianyungang Nanlong to construct thiodicarb plant

N

anlong (Lianyungang) Chemicals Company (Lianyungang Nanlong) is planning to launch construction of a 1,000t/ a thiodicarb plant in late 2009. The project has passed environmental impact assessment by now, according to the company. Mr. Li, sales manager of Lianyungang Nanlong, reveals that predecessor of this company was Jiangyin Longdeng Chemicals Co., Ltd. (Jiangyin Longdeng) founded in 1992. Owing to the breakout of cyanobacteria incident in Taihu Lake in 2007, Jiangyin Longdeng was forced to relocate to Lianyungang Chemicals Industry Park, and meanwhile renamed as Lianyungang Nanlong, with registered capital of about USD7.5 million. According to Mr. Li, the company is mainly engaged in methomyl technical production now and almost all of its methomyl products are exported. In China, thiodicarb is mainly used to control cotton bollworm in cotton

fields. As of Oct. 2009, 8 companies had registered thiodicard technical, including Shandong Huayang Technology Co., Ltd (Huayang Technology), Sinochem Ningbo Chemicals Co., Ltd., Jiangsu Repont Pesticide Co., Ltd., Shandong Libang Chemicals Co., Ltd., Bayer Cropscience Co., Ltd., etc. With annual output of 2,000 tonnes methomyl technical, Huayang Technology is the largest methomyl producer and a key thiodicarb producer in China. According to Mr. Shao, foreign trade manager from the company, only 2~3 companies are engaged in thiodicarb production in China, as it is difficult to control the production process. Thiodicarb is considered as the update product of methomyl, with advantage of lower toxicity. But for its higher price, domestic demand for thiodicarb is much smaller and nearly all thiodicarb produced in China is for export. Thiodicarb quotation from Huayang Technology is about USD21,994/ t (RMB150,000/t) in Oct. 2009,

about three times of USD7,331/t (RMB50,000/t) for methomyl. Mr. Shao reveals that China’s export rebate on thiodicarb had been cancelled on August 1st , 2008. As one of its raw materials, methomyl belongs to dual-high products (Please refer to Insecticides China News 0806). Overseas demand for methomyl is not large, and only several hundred tonnes is exported every year. Lianyungang Nanlong’s investment in thiodicarb production faces great risk, because the government will restrict methomyl production through pollution treatment, bank loan, export tax rebate, etc. In the long run, thiodicarb production may have the same fate as methomyl, as it is made from methomyl. Some producers have already been forced to quit production, with market left to other producers or to other insecticides.

Most pesticide producers witness net profit decline

I

nsecticide business in most listed pesticide producers continues to witness profit decline in Q3 2009. However, In order to increase their net profit, most listed pesticide producers reduce their operating costs. According to Q3 reports, most listed producers in insecticide industry have witnessed reduction of net profit from Q2 2009 to Q3 2009, owing to low sales price of pesticides and demand shrinkage of home and abroad market. For instance, net profit of Nanjing Redsun Co., Ltd (Nanjing Redsun) has reduced to USD0.08 million in Q3 2009 from USD5.10 million in Q2 2009. Jiangsu Yangnong Chemical Group

CCM International Limited

Co., Ltd (Jiangsu Yangnong) reduced to USD2.97 million in Q3 2009 from USD11.46 million in Q2 2009. Net profit of Hubei Sanonda Co., Ltd (Hubei Sanonda) and Shandong Huayang Technology Co., Ltd (Huayang Technology) has also markedly dropped in Q3 2009 compared to Q2 2009. The net profit decrease was caused by the price decrease and sales volume fall of most insecticides. In Q3 2009, most pesticide prices kept consecutive decrease. Exfactory price of 95% chlorpyrifos has dropped to USD4,501/t in end Sep. 2009 from USD4,978/t in early Jul. 2009, and that of abamectin

1

dropped 14% in end Sep.2009 compared to early Jul.2009, and the prices of triazophos and imidacloprid also slightly has decreased in the end Sep.2009., which has directly impacted operating profit. Besides, owing to slight occurrence of insect pests in peak period of insecticides consumption, most insecticide consumption volume markedly reduced in Q3 2009, which affected insecticide sales volume of pesticide producers. Furthermore, insecticide export fall impacted by global financial crisis also caused the drop of operating income and net profit.

At the same time, almost all listed pesticide producers decreased their operating cost in order to improve their profit. For example, the operating cost of Jiangsu Yangnong has dropped 62.8% in Q3 2009 compared to Q2 2009, Huayang Technology dropped 36.1%, and Shandong Dacheng dropped 19%, etc.

With gradual economic recovery, operating rate of pesticide producers has increased in recent three years. Besides, owing to price growth of raw materials, most insecticide prices have rebounded or keep stable from Oct. 2009, which contribute to improving operating profit of pesticide producers. However,

domestic insecticide consumption has entered off seasons, which will affect insecticide consumption volume and operating income of pesticide producers. Hence, it is predicted that operating income and net profit of pesticide producers will slightly fall in Q4 2009 compared to Q3 2009.

Shandong Zhicheng to expand abamectin capacity to 900t/a

S

handong Zhicheng Chemicals Co., Ltd. (Shandong Zhicheng), a key abamectin producer in China, is enlarging its abamectin capacity from current 450t/a to 900t/a. The project will be finished by late 2010, driven by the large demand. After the expansion, the company is likely to become the largest producer in China and gain larger market share in the near future. Total investment in the expansion is over USD29 million (RMB200 million) which is mainly from credit loan. According to Mr. Sun, sales manager of Shandong Zhicheng, the company is likely to expand abamectin capacity to about 2,000t/ a by 2011, if abamectin market

CCM International Limited

continues to be prosperous. For the sake of the ban on 5 hightoxic insecticides and high cost performance, abamectin has developed to be one of the most promising insecticides in China. Many pesticides have encountered slump in both price and demand in 2009, due to global financial crisis, but abamectin market was impacted less. Abamectin price in H1 2009 kept at nearly the same level over the previous year. According to Abamectin Industry Forum in 2009, total demand for abamectin (calculated by AI) (including domestic demand and export volume) is estimated to be

2

about 2,300 tonnes, up about 50% over the previous year (Please refer to Insecticides China News 0908). China has restricted the production of 22 kinds of dual-high pesticides, including 21 insecticides (Note: 24 kinds of pesticides were listed as dual-high pesticides in Feb.2008, and after review, dicofol and dipterex has been eliminated from the list since May 2009 and only 22 kinds of pesticide belongs to dual-high pesticides.), and cancelled export tax rebate for those pesticides on August 1st , 2008, which unavoidably has impacted global pesticide supply, forcing other countries to purchase more environmentally friendly pesticides,

Founded in 2004, Shandong Zhicheng is a wholly own subsidiary of Hebei Zhicheng Chemicals Group Co., Ltd. (Hebei Zhicheng). With total assets of USD126 million (860 million yuan), Hebei Zhicheng is mainly engaged in production of dye, fertilizer, pesticide and chemical raw materials. In 2004, Hebei Zhicheng invested about USD31 million (RMB250 million) to build 300t/a abamectin production line in Shandong Zhicheng.

Jiangsu Weunite constructing 1,000t/a nitenpyram plant

A

ttracted by the product’s promising future, Jiangsu Weunite Fine Chemical Co., Ltd. (Jiangsu Weunite) is constructing a 1,000t/a nitenpyram plant, indicating the company’s foray into pesticide business. The project is located in Xinyi City of Jiangsu Province, one of China’s most important pesticide production and consumption regions, with total investment of about USD8.8 million (RMB60 million), of which about USD0.6 million (RMB4.2 million) is used for pollutant treatment. According to Mr. Zang, the company’s vice general manager, as of Oct.2009, though the project is still undergoing environmental impact assessment, construction has already kicked off. It doesn’t comply with governmental policies, but is common in China. If everything goes well, the project will be completed by Mar. ~ Apr. 2010. As a new nicotinoid insecticide, nitenpyram is thought as a substitute for imidacloprid, which used to be the most popular insecticide for the control of rice hopper in paddy field, but currently has seen declining

CCM International Limited

efficacy on rice hoppers, even zero on brown plant hoppers as the targets acquire stronger resistance. The quit of imidacloprid is drawing near, but a few insecticides can substitute it. In general, there are two kinds of insecticides for rice hopper control. One is with quick killing effect and the other is with durable efficacy . Imidacloprid belongs to the latter and currently only buprofezin and pymetrozine can replace it . But in 2009, nitenpyram has been used for control of rice hoppers in some provinces, such as Hunan, Hubei, etc, though it has not been registered to control rice hopper by Oct. 2009 . This has encouraged the company’s construction of nitenpyram plant. Other registered quick killing insecticides for rice hopper control include chlorpyrifos, fenobucarb, isoprocarb, metolcarb, dimethoate, etc. Nitenpyram has become hot now, with registration situation as proof for it. As of Oct. 2009, there have been 11 first registrations (2 formal registrations and 9 temporary registrations . At present,

3

nitenpyram is registered to control aphid in orange orchard only. China’s nitenpyram capacity is likely to surge if the registration for rice control is approved, and domestic nitenpyram capacity may be surplus in the near future. Most nicotinoid insecticides share a key intermediate, namely 2-Chloro5-chloromethylpyridine (CCMP). Starting from CCMP, just one step is necessary for the production of almost all nicotinoid insecticides, so it only takes little capital to transform the production lines of imidacloprid or acetamiprid to that of nitepyram, which means that domestic nitenpyram capacity can be expanded easily in a short time. Currently, domestic annual demand for nitenpyram is estimated at 5,000 tonnes. Founded in 2006, Jiangsu Weunite is jointly invested by Xinyi Gleason Precision Gear Company and a Singapore merchant. Currently, the company specializes in production and sales of intermediates for pyrethroid insecticides, such as benzonitrile, cyanuric acid, propargyl bromide, etc.

H

unan Haili Chemical Industry Co., Ltd. (Hunan Haili) commences the construction of 10,000t/a carbamate insecticides plant in Changde Deshan Development Park on Sep. 25th, 2009. The construction mainly aims to pave the way for the company’s relocation. The plant mainly includes production lines of 5 insecticides, namely propoxur, carbosulfan, benfuracarb, fenobucarb and isoprocarb, with total investment of about USD21.99 million (RMB150 million). According to the schedule, the project is to complete by Nov. 2010. Hunan Haili estimates, if the plant runs normally, calculated by operating rate of 80%, the new plant is expected to contribute an annual sales income of USD73.31 million (RMB500 million) to the company. The plant has advantage in raw material supply and production technology. The raw material can be ensured by its subsidiary Hunan Haili Zhuzhou Fine Chemical Co., Ltd (Zhuzhou Fine Chemical), the only producer of 2,3-Dihydro-

2,2-dimethyl-7-benzofuranol in China. 2,3-Dihydro-2,2-dimethyl-7benzofuranol is a key intermediate for carbamate production. In addition, it will adopt mature production technology of Hunan Research Institute of Chemical Industry (HRICI), the only domestic institute achieving great breakthrough in the production technology of carbamate insecticides.

insecticides, involving 6 kinds of carbamate insecticides and 3 kinds of organophosphorus insecticides.

Thanks to technology support of HRICI, Hunan Haili has been devoted to become China’s largest and most competitive producer of carbamate insecticides. It annually produces over 2,000 tonnes carbofuran, accounting for about 50% of domestic demand. And also half of carbofuran output of Haili is exported.

About Hunan Research Institute of Chemical Industry (HRICI)

Besides, the company is the only domestic producer of propoxur, with capacity of 300t/a. As of Oct. 2009, Hunan Haili has 27 registrations, including 12 technical registrations and 15 formulation registrations. Among the 12 technical registrations, 9 registrations are related to

Hunan Haili was listed in 1996, and currently has 6 subsidiaries, three of which are related to crop plant protection, including Hunan Haili Changde Pesticide Co., Ltd., Jiangxi Haili Guixi Pesticide Co., Ltd. and Beinong (Haili) Zhuozhou Seedcoating Co., Ltd.

■■ Raw materials and Intermediates Chongqing Huage to construct 39,300 t/a chloropyridine plant

C

hongqing Huage Bio-chemical Co., Ltd (Chongqing Huage), a company founded by the dominant holder of Nanjing Redsun Co., Ltd. (Redsun) , is planning to construct 39,300 t/a chlorpyridine plant, involving in the construction of 21,800 t/a pyridine base equipment and 29,300t/a chlorpyridine equipment (including 2,400t/ a 2-chloropyridine, 3,600t/a 2,3,6-trichloropyridine, 21,000t/a 2,3,5,6-tetrachloropyridine, 2,300t/ a pentachloropyridine), according to Chongqing Enviro-online Net.

The chloropyridine plant is expected to further expand Redsun’s pyridine industrial chain . As the only company having mastered pyridine production technology in China, Redsun has unmatched advantages in pyridine industrial chain. Founded by Mr. Shouhai Yang having absolutely dominant holding right of Redsun, Chongqing Huage is being built as the raw material supplier for production of ‘Three Medicines’ (refers to pesticides, pharmaceutical and veterinary drug). As of Oct. 2009, the project has

chlorpyrifos equipment. If pyridine price is between USD4,100~5,130/ t (RMB28,000~35,000/t), pyridine route as reported has advantages in cost. Chongqing Huage’s tetrachloropyridine production, if launched successfully, is likely to compete for the leading place with TCAC route in chlorpyrifos production .

With 20,000t/a chlorpyrifos capacity, Redsun has applied pyridine route and TCAC route (uses trichloro-acetyl chloride (TCAC) as the starting raw material) to the

At present, with 2 production bases, Redsun has total pyridine base capacity of 37,000t/a and can produce 25,000 tonnes pure pyridine and 12,000

tonnes 3-methylpyridine per year. According to Redsun, most pure pyridine is used for its paraquat production and all of its 3-methylpyridine is sold to others. Currently, Chongqing Huage is constructing production lines of PMIDA (N- (Phosphonomethyl) iminodiacetic acid), a key intermediate for glyphosate production.

■■ Supply and Demand Chlorpyrifos: the most promising insecticide

W

ith the quit of 5 highly toxic insecticides, especially the countrywide ban on fipronil since Oct. 1st, 2009, chlorpyrifos, as an ideal substitute for highly toxic insecticides, is recognized as the most promising insecticide.

On Oct. 15th ~ 16th 2009, the International Forum on Substitutes for Banned and Severely Restricted Pesticides & Chlorpyrifos Industry Development was held in Shanghai. As speaker of the seminar, Mr. Liang, Senior Engineer of Sinopec Nanjing Chemical Company, made a speech titled Future of Chlorpyrifos and TCPA & Recommendation and Analysis on Other Important Pesticide Intermediates, showing his optimistic view on the future of chlorpyrfos, based on following facts:

CCM International Limited

 Policy support Since 2005 when Chinese government launched trial project of substitutes for the highly toxic pesticides , Ministry of Agriculture has successively recommended many substitutes for them, including chlorpyrifos. Besides, 5 highly toxic pesticides quit the market, leaving huge market space for the substitutes, meanwhile offering good opportunity for the development of substitutes, such as chlorpyrifos. According to current production and application, development of 3 insecticides has encountered many problems. As to fipronil, the most competitive insecticide to chlorpyrifos in the past, has been banned in the countrywide since

5

Oct. 1st 2009. For chloramine phosphorus, a potential strong competitor with low production cost, it is easy to decompose when the air temperature is rather high, which restricts its sales and use. As to profenofos, though it has the same action mechanism as chlorpyrifos, it only has a small sales and output, due to the poor market popularization. In addition, according to Mr. Liang, as Chinese government has paid more and more attention to agricultural industry, the income of peasants has been growing significantly, which stimulates peasants’ e enthusiasm of crop planting. So it is likely for them to buy more pesticides in order to ensure a more satisfactory yield, which, in some extent, will promote domestic demand for pesticides.

 Chlorpyrifos with significant advantages over other substitutes First, as a broad spectrum insecticide, chlorpyrifos can control both aboveground and underground pests. It has been registered in over ten countries . According to China Pesticide Industry Association, domestic sales of chlorpyrifos (calculated by technical) were about 18,000 tonnes in 2008, and global sales reached about 140,000 tonnes. Second, compared to the overseas chlorpyrifos, domestic chlorpyrifos has advantages in production cost for its sufficient supply of raw materials and advanced technology. The key intermediates for chlorpyrifos production include O,O-diethyl thiophosphoryl chloride (DTC) and 3,5,6-trichloropyridin-2ol sodium (TCP). As the largest DTC supplier, China produces about 40% of the global DTC output every year. Besides, as chlorpyrifos was listed as the state’s ten-five science and

Vol.2 Issue 11.2009

technology key project , coupled with more pesticide companies engaging in chlorpyrifos production, chlorpyrifos production technology has made great breakthrough, especially in TCP production technology. Dependence on imported TCP has decreased a lot.

Currently, with total capacity of over 60,000t/a, over 20 companies are legal chlorpyrifos technical producers having acquired all the qualifications needed. If the illegal production plants are added, China’s chlorpyrifos capacity is estimated to be 70,000~80,000t/a now.

As of Oct. 2009, the production cost of chlorpyrifos is about USD3,000/ t.

Topics related to chlorpyrifos in the seminar 1) H1 2009 Export Analysis on Overall Pesticides and Hot Products in Financial Crisis, such as Chlorpyrifos 2) Future of Chlorpyrifos and TCPA & Recommendation and Analysis on Other Important Pesticide Intermediates 3) Production Technologies of Chloryprifos at Home and Abroad 5) Global Market Analysis of Chlorpyrifos 6) R&D and Application of Environmentally Friendly Formulation of Chlorpyrifos 7) Non-Agricultural Application Analysis of Chlorpyrifos & Recommendation on Other Insecticides

Yang Yu, majordomo of Dow (China) AgroSciences, in his speech ‘Global Market Analysis of Chlorpyrifos’ in the seminar, predicts that global market for chlorpyrifos will increase in the future with China to become the largest potential market. Demand for chlorpyrifos in South America will increase while that in Europe and North America will stay stable. Additionally, Mr. Liang forecasts that global demand for chlorpyrifos will increase at an annual growth rate of about 10%, reaching 254,000 tonnes by 2015. And China’s chlorpyrifos output will account for about 40% of the total global amount by 2015.

JPRI to expand fufenozide registration in rice

J

iangsu Pesticide Research Institute Co., Ltd (JPRI) is ready to expand fufenozide application scope to rice in registration in 2009. Meanwhile, the company is preparing for the formal registration of fufenozide. The expanded application scope is expected to help fufenozide fill market space in rice left by the ban of highly toxic pesticides.

Currently, fufenozide is only registered to control lepidopterous pests in vegetables, such as diamondback moth, beet armyworm, etc. After about 4 year’s market promotion in vegetables, the company has gained small growth in fufenozide sales, Mr. Nie (sales manager of JPRI) reveals. That may be another reason for the registration expansion.

As one of the insecticides with selfdominated intellectual property right of JPRI, fufenozide was developed in 2001 and is reported to be the only one insecticide self-developed in China and is recommended as alternative of highly toxic pesticides by Ministry of Agriculture (Please refer to Insecticides China News 0907).

Fufenozide is likely to have a bright prospect in the long run. At present, the traditional lowpriced insecticides for control of lepidopterous pests in paddy fields, including dimehypo, molosultap, cartap hydrochloride and triazophos, have been widely used at home. For long-term use, the pests have acquired strong resistance, leading to shrinking demand for these

CCM International Limited

6

insecticides. However, it has created opportunities for other insecticides, such as fufenozide. Control efficacy of dimehypo and molosultap has declined to 40%~70% of its original efficacy in paddy fields of Yangze River Basin. The main lepidopterous pests in paddy fields are rice leaf roller, asiatic rice borer, yellow rice borer, purplish stem borer, etc. However, fufenozide is facing great challenges from other insecticides such as abamectin, chlorpyridos and bacillus thuringiensis as well. With the advantages of high efficacy, low toxicity and environmentally friendliness, these 3 insecticides are recommended as the substitutes for the highly toxic insecticides. With earlier popularization, coupled with

www.cnchemicals.com

Insecticides China News

many companies engaging in the production and market expansion, these 3 insecticides are developing to be the leading insecticides to control lepidopterous pests in rice paddy, especially abamectin and chlorpyridos. Though fufenozide has good effect on lepidopterous pests, it is difficult to become the main insecticide for

Vol.2 Issue 11.2009

the control of lepidopterous pests in the near future, as the market development of fufenozide needs large capital. Company like JPRI, with registered capital of USD5.86 million (RMB40 million) and annual sales of about USD14.66 million (RMB100 million), can’t afford it. In fact, it was the lack of capital that led to the original failure in the popularization among vegetables

. Mr. Nie also discloses that the company does not have sufficient capital for the market expansion of fufenozide currently. Fufenozide may have chance to take its place in insecticide market in the next 5~10 years, as most of the traditional insecticides will gradually withdraw from the market.

Dicofol excluded from dual-high product list

D

icofol, which appeared in ‘2008 Dual-high product List’ (‘dual high product” refers to product with high pollution and high environmental risk)(Please refer to Insecticides China News 0806), is no longer included in the list issued by GAQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) in May 2009, mainly attributed to the efforts of Jiangsu Yangnong Chemical Group Co., Ltd. (Jiangsu Yangnong). However, it is difficult for dicofol to recover its previous position in pesticide market. The high DDT content in dicofol technical resulted in dicofol’s being listed as dual-high product in Feb. 2008, which led to cancelled export rebate since Aug. 2008 . As reported, the DDT content in dicofol technical produced with traditional production technology is as high as 14%. Moreover, owing to low price and high efficacy, dicofol has been widely used in China for about 30 years, and its use has caused serious pollution to the environment. Jiangsu Yangnong, the only active dicofol producer in 2009, has made great efforts to reduce DDT content, which contributes greatly to the elimination of dicofol from the dual-high product list. As Jiangsu Yangnong has started technology innovation of dicofol since 1998, the quality of dicofol technical has achieved great improvement. With application of the new technology, DDT content in dicofol technical has dropped to about 1% and AI content

CCM International Limited

increases to about 95%. Dicofol was once popular for pest control in orchard. However, in the past several years, its consumption has rapidly declined, as its DDT content is so high and people have been attaching more and more attention to the food safety. It is prohibited to be used to control orchard pests in some areas. Currently, the use of dicofol is banned in tea plantation. As of Oct. 2009, there are 46 active registrations of dicofol from 39 companies, including 1 for technical, 18 for 20% EC and 27 for mixed formulations. While in 2006, the active registration of technical was 3. Currently, Jiangsu Yangnong is the only company with dicofol technical registration. Mr. Hong, sales manager of Jiangsu Yangnong, discloses that most of the company’s dicofol products are exported. At present, its technical capacity in the company is about 3,000t/a. In Oct. 2009, the quotation for 20% dicofol EC is USD2, 346/t (RMB16,000/t). It is not easy for dicofol to recover its lost market share, as more environmentally friendly insecticides have dominated the market. Mr. Zhang, sales manager of Henan Kaifeng Kelingfeng Pesticide Co., Ltd. that has registered 20% dicofol EC, reveals that the company has stopped dicofol formulation production for about 3 years, as dicofol

7

market has greatly shrunk, due to competition from other substitutes. Due to long-term use, dicofol’s control efficacy has declined and can’t compete with new products. The substitutes of dicofol used in orchard mainly include azocyclotin, abamectin, pyridaben, fenbutatin oxide, fenpropathrin, flutenzine, hexythiazox, propargite, etc. According to Shandong Dacheng Pesticide Co., Ltd, who stopped dicofol technical production in 2008, holding pessimistic view on dicofol market, the company is unlikely to resume dicofol production in the future. With dicofol’s low price, it is unlikely for distributors to gain fat profit from dicofol, and accordingly the slim profit will depress their enthusiasm to promote this product. A distributor in Guiping City of Guangxi Zhuang Autonomous Region, says that usually he does not recommend dicofol to customers for its low profit, and another two insecticides, abamectin and pyridaben, have become leading insecticides used in orchard now. Being eliminated from dual-high products, dicofol has again been granted export rebate since May 2009, which is expected to promote its export volume. It seems that Jiangsu Yangnong can only gain profits from the likely increasing overseas market.

technical.

Calculated by export value, top 10 destinations for China’s chlorpyrifos are India, Vietnam, Israel, Pakistan, Turkey, Ukraine, South Korea, Thailand, Malaysia and Australia. Total export volume to these 10 countries is about 3,649 tonnes with export value of USD18 million, accounting for about 75% of the total in H1 2009 .

With the recovering global economy, China’s chlorpyrifos export volume in H2 2009 is likely to increase compared with last year. For example, export volume in Jul.2009 is about 1,235 tonnes, up 15.1% year on year. And the total export volume of chlorpyrifos is estimated to reach about 12,000 tonnes in 2008, increasing by 12% over the previous year .

According to historical record, chlorpyrifos export usually peaks during May ~ October every year. In H1 2009, May witnessed the largest chlorpyrifos export volume of 1,259 tonnes, about 26% of the total in H1

Among the top 10 destinations, Pakistan, Turkey and Ukraine mainly import chlorpyrifos formulations (40% EC and 48% EC) from China, and the rest 7 countries mainly import chlorpyrifos

Outlook for 2009 China insecticide market

C

hinese pesticide industry witnesses a downturn in 2009. Among the 3 categories of pesticides, namely insecticide, herbicide and fungicide, market for insecticide is the worst. Apart from the declining

CCM International Limited

export volume, domestic demand for insecticide has decreased by 10%~15% over last year, due to a relatively good weather which is not favorable for pest occurrence.

8

 Domestic demand slump As reported, nearly no large pests outbreak took place in most regions of China thanks to the good weather, except for the ‘three rice pests’ (rice plant hopper, rice leaf roller and

methylamino, abamectin, benzoate and profenofos in 2009, the most popular insecticides used in cotton fields.

rice stem borer) in Central China. Therefore, the main insecticides used in paddy fields, such as thiosulfuric acid, chlorpyrifos, triazophos, buprofezin, dichlorvos, acetamiprid, etc, have witnessed a domestic consumption plummet. Besides, cotton planting area reduction can be also attributed to the drop. According to China Cotton Association, China’s cotton planting area in 2009 has decreased by about 11% over last year, due to the depressed global textile industry. Cotton planting area in Henan, Anhui, Hunan and Hubei in 2009 even reduces by about 30~ 40% over 2008.

 Large fall in insecticide price Owing to the global economic downturn, China’s insecticide export value decreases considerably in 2009 . Coupled with capacity expansion of many kinds of insecticides in large scale , insecticide industry witnesses fierce price war and great drop in 2009. Except abamectin, whose price remains the same level with last year, most insecticides have witnessed continuous price fall in the first 9 months of 2009. According to China Customs, China’s pesticide export volume in H1 2009 declined by 4% year on year, and the export value decreased by 34% over the previous year.

Planting area decrease, coupled with no great breakout of cotton bollworm and lygus bugs, results in the declining sales for phoxim,

 Increase in insecticide import Compared to the fall in pesticide export volume, import volume of pesticide is on the rise in 2009. According to China Customs, total pesticide import volume in the first 9 months reached 35,972 tonnes, up 3.8% year on year. Owing to the heightened requirements on pesticide residue in more and more countries, demand for environmentally friendly pesticides is growing, which promotes China’s pesticide import. The imported insecticides are mainly used in orchard and vegetables. Insecticide import growth inevitably aggravates competition in domestic insecticide market.

Guangxi: big pesticide market

A

s a big agricultural region, Guangxi plays an important role in China pesticide market. Its demand for pesticide has ranked the tenth in China, reaching 120,000 tonnes (If calculated by technical, the demand is about 15,000 tonnes) in 2009, according to Guangxi Plant Protection General Station. And the total market value reaches about USD220~290 million annually. Pesticide demand in Gunagxi might decrease 5.8% over last year, mainly due to the high temperature and

CCM International Limited

reduced rainfall this year. Since weather in Guangxi is in favor of the growth for many pests, insecticides have been dominating local pesticide market. Among the 3 categories of pesticides, insecticides take up over 70% of the total pesticide consumption by volume. Located in tropical and subtropical zone, Guangxi’s temperature usually is high and it has abundant rainfall in the whole year.

9

The pesticide needed for four major crops in Guangxi, namely rice, sugarcane, vegetable and fruit, takes up roughly 90% of local pesticide market demand. The four crops’ total planting area accounts for about 80% of Guangxi’s total. According to Guangxi Agricultural Information Center, planting areas of these four crops are: 2.03 million hectares for rice, 0.98 million hectares for sugar cane, 0.83 million hectares vegetables and 0.74 million hectares fruit in 2009.

 Introduction to the pesticide market breakdown by crops Rice  Rice plays a decisive part in Guangxi pesticide market. Currently, the pesticide market for rice has been worthy of about USD100 million per year, sharing about 42% of the total market size. And the main insecticides used in the paddy fields are abamectin, abamectinaminomethyl, triazophos, chlorpyrifos, phoxim, bisultap, etc. The perennial pests in paddy fields mainly include yellow stem borer, rice leaf folder, rice plant hopper and rice gall midge in Guangxi. In the past several years, some new pests have occurred frequently in part of the region, such as striped stem borer, dark-headed stem borer, pink borer, army worm, rice green stink bug, rice grasshopper, etc. Guangxi belongs to the double rice cropping area. Generally, the first season rice needs 4 applications of pesticides and the second season rice needs 2~3 applications. Sugarcane  As the largest cash crop in Guangxi, sugarcane consumes about 48,000 tonnes pesticides each year with a value of about USD55 million. According to China Sugar Association, the pesticide cost for sugarcane production is about USD88 per hectare (RMB600 per hectare).

CCM International Limited

Low-priced and highly toxic pesticides still dominate sugarcane planting area in Guangxi, and the mainly used pesticides include carbofuran, phorate, isofenphosmethyl and terbufos whic h has been banned on sugarcane since 2004. As reported, though the market share of terbufos sees a slight fall, it is still as high as 70% in the pesticide market for sugarcane. For example, the cost on using terbufos for pests control is about USD53/ha in 2009. While using carbofuran, cost is about USD114/ha. Insect pests is the main cause for sugarcane production damage. The common pests in sugarcane fields are sugarcane borer, white woolly aphid, sugarcane thrips, yellow top borer (chilotraca inluscatellus snellen), cavelerius saccharivorus, etc, which mainly hurt the leaf and stem of sugarcane. Usually 2 applications of pesticide are needed in the sugarcane fields with one application in Apr.~May and the other in Jul.~Aug. As the largest sugarcane producer, Guangxi accounts for about 64% of the country’s sugarcane planning area, which is mainly distributed in Liuzhou City, Laibing City, Nanning City, Chongzuo City, Baise City, Guigang City, etc.

increasing planting area of vegetable, stimulating the rapid growth of pesticide consumption in vegetable. The pesticide market size for vegetable has been about USD45 million Guangxi presently. Pesticides with high effectiveness and low toxicity, such as abamectin, beta-cypermethrin, abamectinaminomethyl, etc, are popular for control of vegetable pests. Main pests used in vegetable planting area are phyllotreta striolata, diamondback moth, whitefly, aphid, vegetable leaf miner, etc. Orchard  Annual pesticide market for Guangxi orchard is estimated to value about USD40 million. As there are little changes in the occurrence of pests and disease, pesticide demand from orchard has kept stable in recent years. There are great differences in the pests among different varieties of fruits. As to orange orchard, main pests are scale insects, whitefly, aphids, longicorn, citrus leaf miner, leaf rollers, fruit flies, leaf meats, etc. As to banana, the disease is the main control object. And the damages on lichi are mainly caused by lichi stinkbug, conopomopha sinensis bradley, conopaworpha litchiella Bradley, leaf rollers, eriophyid, etc. Different fruits usually use different pesticides in orchards. The popular insecticides in orange orchard are abamectin, chlorpyrifos, propargite, methidathion, etc. And that in lichi orchard are cypermethrin, bisultap, methomyl, etc. After Hebei and Guangdong, Guangxi has the third largest area of orchard. And the main fruits are orange, lichi and banana.

Vegetable  Next to Guangdong, which is a large consumer, coupled with a favorable weather for vegetable planting, Guangxi has a gradually

■■ Pricing Abamectin price rebounds

A

bamectin price greatly rebounds in China in early Nov. 2009, mainly driven by supply fall, according to CCM’s monitoring. The price of abamectin technical hits approximately USD106,149/t (RMB725,000/t) in early Nov. 2009, up 20.7% from USD87.933/t in Oct. 2009.

from USD105,270/t (RMB719,700/ t) in Jan. 2009. And then, owing to slight occurrence of crop insect pests and capacity expansion, abamectin price dropped from June to October.

Since the beginning of 2009, its price has been continuously increasing

slumped in Q3 2009, and many technical producers had a downtime for avoiding production risk and maintenance equipments, which caused tight supply of abamectin in the short term. Furthermore, abamectin stock has increased in order to prevent consecutive price fall since Aug. 2009, which contributed to balance of supply and demand, and

stabilizing price of abamectin.

With abamectin demand growth, its capacity and output has also soared in recent two years. Its technical capacity has reached 3,800 tonnes in 2009, up about 35% compared to 2008. And its output has climbed to 1,800 tonnes from Jan.2009 to Aug.2009. It is reported that Shandong Zhicheng Chemical Co., Ltd. is expanding

With high efficiency and low toxicity, abamectin, as a substitute of highly toxic insecticides, has witnessed demand surge in recent years, especially when its use in rice field was approved in 2008, which has stimulated its consumption.

45 of the total 189 mixed formulation were registered in Jan. ~Oct.2009, and 87 in 2008.

Emamectin benzoate is a new semisynthetic antibiotic insecticide made from abamectin. It is the only effective and environmental insecticide and acaricide which can replace the five high toxic pesticides. It has the properties of broad controlling spectrum, non-residual, high selectivity, stomach poisoning and contact poisoning. What’s more,

By Oct. 2009, 28 pesticide companies have registered 35 emamectin-benzoate technical, mainly including Hebei Veyong Bio-Chemical Co. Ltd, Nanjing Redsun Group Co., Ltd,

its controlling spectrum is broader than abamectin, and its insecticidal activity is 100 to 200 times higher than abamectin and toxicity is 2 to 3 orders of magnitude lower than abamectin. The product can control hard resistant Lepidoptera insects.

With these good characteristics, emamectin benzoate registration was very hot. For instance, the registration number in 2008 increased 89% compared to 2007. It is estimated that its technical capacity reaches 1,450 tonnes in

2009. Its production and sales volume had climbed to 750 tonnes from Jan.2009 to Aug.2009, up about 50% year on year.

â– â– Pest Rice leaf roller occurs severely in Jiangsu

O

ccurrence of rice leaf roller has been becoming more and more serious in Jiangsu Province during the past decade, mainly caused by large cardinal number of insect pests, favorable climate for insect pests occurrence, and improper rice

cultivation techniques, according to statistics from Jiangsu Plant Protection Station.

5,270,100 hectares. The loss of rice output reached about 20%~30% of total output in 2007.

Stricken area of rice leaf roller reached 4,890,000 hectares in 2008 from 1,898,700 hectares in 2001, up 157%, with the peak in 2007 with

The following factors have caused the increasingly severe occurrence of rice leaf roller in Jiangsu.

Firstly, there is a larger number of insects migrated to Jiangsu. More FIGURE8: Occurrence of rice leaf roller in Jiangsu, 2001~2009 (Unit: '000 ha.) and more rice leaf roller migrated to Jiangsu from the south of China, 6,000 compared with previous years. 5,000 Owing to high temperature and large insect growth rate, cardinal number 4,000 of insect pests in the south of China 3,000 is larger than that in other regions. When the insect moves into Jiangsu, 2,000 it can lead to severe occurrence 1,000 of rice leaf roller in some areas of 0 Jiangsu. 2001

leaf roller’s resistance to insecticides is becoming more and more serious. Besides, improper rice cultivation techniques also lead to severe occurrence of rice leaf roller in Jiangsu. Planting new rice seeds with late-maturing rice and the application of more nitrogen fertilizer delay the maturity of rice , which may cause severe occurrence of rice leaf roller. The planting area of new rice seed in Jiangsu has been increasing in recent few years. In addition, Tender rice is more prone to insect pests occurrence. Rice planning area was expanded in Jiangsu in past decades, which is also a factor of expanding stricken area of rice leaf roller. The characteristics of outbreak of rice leaf roller are shown as follows:

 Larger stricken area and high frequency of serious occurrence. In recent years, rice planting area was about 2,200,000 hectares in Jiangsu, but annually cumulative stricken area of rice leaf roller was more than 4,000,000 hectares, and the frequency of serious occurrence reached 81.8%. The most serious occurrence regions mainly lay in South Jiangsu and regions of river along.  Long stricken time and larger numbers of insect eggs. The stricken time lasted three months from June to August. In order to effectively control rice leaf roller, some measures are recommended by plant protection experts. Firstly, rice should be

planted ahead of time, which contributes to earlier maturity of rice than normal time and decrease of stricken area of rice leaf roller. Secondly, appropriate application of nitrogen fertilize is necessary for rice insect pests control . Besides, chlorpyrifos, chlorantraniliprole, profenophos and emamectinbenzoate are recommended to control rice leaf roller. However, rice leaf roller resistance to insecticides has been becoming more and more stronger over the past few years. The unit area dosage of insecticides for control rice leaf roller also markedly increased in 2008, up about 10% compared to 2003, which contributed to consumption growth of some related insecticides.
