Carle's new blueprint breaks the mold An innovative administrative building anchors a plan that now includes a surgical center, two medical office buildings and opportunities for economic growth with strategic partners. Two years ago Carle set forth on a bold, new plan that responds to the needs of patients, the 7,000 people employed and the vibrant community it lies within. An idea for Carle at The Fields began as a 300,000 square foot office-based facility. Situated on the northwest corner of Interstate 57 and Curtis Road in Champaign, The Fields welcomes employees to a vibrant administrative center in February. Carle created the administrative hub by consolidating leased locations across Champaign and Urbana. Approximately 1,200 staff members will now benefit from increased proximity to each other and an inspired new space. As is often the case with new ideas, though, momentum carried through to new concepts. Today, Carle’s excitement extends beyond this new administrative building. Medical and economic relationships will enhance care and commercial options for our community. “We are thrilled that Carle at The Fields inspired unique development opportunities in Champaign,” said Carle System Chief Operating Officer, John Snyder. “Visionary people came forward to partner on bold concepts that push this community forward. “At Carle, that effort always begins with a dedication to world-class health care.” Together with leaders from Christie Clinic, the plan for Carle at The Fields first evolved to include a new Champaign Surgery Center. The current facility used by the two organizations on Mattis Avenue will move to this location off of Staley Road. Accommodations within the facility will emphasize up-to-date technology, medical teaching and research that elevates the standard of care.

The building will also bolster collaborative care for both Carle and Christie providers. That’s because two new Medical Office Buildings (MOBs) will flank the Surgery Center. One will belong to Carle, the other to Christie. An anticipated opening for these three buildings is 2019. “Providing the best care for our communities and our region requires collaboration,” Snyder said. “The surgical center and medical offices will exemplify that each and every day. It’s clear that Carle and Christie Clinic’s shared vision for quality care in an easily accessible location is coming to fruition.” Carle’s MOB features specialists from areas such as: • Ear, Nose & Throat, and Audiology and Hearing Services • Optometry, Optical, Ophthalmology and Vitreous Retinal Services • Oral & Maxillofacial Surgery services • Plastic Surgery Christie Clinic’s MOB includes various specialties, too: • Allergy • Ear, Nose & Throat and Audiology and Hearing Services • Foot and Ankle Surgery • Gastroenterology • General Surgery • Ophthalmology • Orthopedics • Physical Therapy • Sports Medicine • Urology Beyond who inhabits these buildings, a more important concept featuring compassionate and comprehensive care crystalized.

Also, area hotel developer Steve Horve is building an 80-room Hampton Inn & Suites by Hilton® hotel. This location will be the fourth Hilton branded hotel in Champaign built by Horve Hospitality Management, Inc.

“The community has relied upon our organizations for exceptional health care for decades,” said Christie Clinic Chief Operating Officer Jason Hirsbrunner. “Having the Surgery Center in the same complex as the Medical Office Buildings creates a brand new healthcare campus built for successful outcomes, easy accessibility, and convenience. “This enhanced collaboration further cements our community as a destination for extraordinary health care.” Carle’s partnerships also extended to retail development at the site. This fall construction started on two mixed-use buildings, led by Green Street Realty. The identical three-story buildings feature 25,828 square feet of retail and office space available for lease. Included in the design are 56 one and two-bedroom apartment units. The area sits on 4.1 acres that will also feature a 10,000 square foot plaza in the Town Center to serve as a gathering place for community events.

“Carle listened to the public throughout the design of this development,” said Bruce Knight, Champaign planning and development director. “That, combined with a built in customer base, surrounding residential areas and traffic coming from I-57, will amount to a strong draw for new retail, restaurants, hotels and gas stations.” There is no doubt that healthcare trends across the country influence what patients, employees and communities in east central Illinois need. By surrounding ourselves with inventive partners found in our own back yard, Carle welcomes the challenge to create a vision for our future that exceeds expectations. Those qualified for summer employment have completed sessions designed to lead to success in the workplace, in managing money, and in interpersonal skills. CARE4U staff have worked with participants since August and provide ongoing support to both student and employer through the summer program. Funds may be available for transportation to and from the work site.

The project will have bays for as many as eight tenants. Compared to our larger industrial warehouses, the target market for Prism Warehouse will be smaller light industrial users and contractor/vendor shops seeking 6,000 square foot – 12,000 square foot in overall leased space. Each bay will feature a loading dock as well as drive in overhead door. The project is set for completion around September 1, 2018.

Healthcare Careers Pilot Program Sponsoring Organizations

Healthcare is one of the fastest growing fields, which means there is an abundance of career opportunities available. There are many options with differing educational requirements to explore within this innovative Pilot Program designed for 16–18 year old high school students. The purpose of this highly collaborative and innovative high-clinical immersion program in the Champaign, Urbana, and Rantoul school districts is to develop the exposure and immersion to healthcare professions. Students will receive first-hand experiences in the professional careers they want to pursue through education and job shadowing.

PUBLIC POLICY UPDATE The Champaign County Board addressed what could be their biggest issue of 2018 - the future of the county nursing home. The county board called a special meeting on January 9 to vote on nursing home items, including sending out a request for proposal (RFP) to sell the facility. Last time the RFP came to a vote before the county board it was voted down on an 11-11 vote. A bipartisan coalition of county board members voted 13-8 to approve the RFP to sell the county nursing home. The RFP allows the county to find a buyer for the home. Should the county board find a buyer, it will take 15 votes to approve the sale of the home. The RFP outlines parameters that must be included in any potential sales including: • Continue operating under the current collective-bargaining agreement with AFSCME union. • Rehiring all employees that pass background checks. • Give Champaign County residents priority in admissions. • A plan on how to “work with and be accountable to the community.” An independent broker believes the county nursing home could be sold for $11 million on the open market. The Champaign County Chamber of Commerce board of directors voted to support the sale of the Champaign County Nursing Home to the private sector. “There are currently two options on the table. The home could be sold to a private business that will keep the current collective bargaining agreement and the current residents, or the nursing home will run out of money after the funding from the county ends in July - effectively closing it,” said Laura Weis, president & CEO of the Champaign County Chamber of Commerce. “The residents and employees deserve more certainty which is why we support selling the home to a private owner.”

In April of 2016, the voters of Champaign County voted for a referendum to authorize the sale of Champaign County Nursing Home and voted down a referendum that would have increased property taxes to fund the nursing home. During that election, the Champaign County Chamber of Commerce board of directors took positions on both referendums, supporting the sale authorization and opposed the tax increase. Since the election the nursing home has continued to struggle. The home owes $2.8 million to vendors and $2.7 million to the county. Moreover, the only way the home can increase revenues without a tax increases is by increasing the census, which has stalled at nearly 60 percent capacity. The home continually needs loans to meet payroll. The county board approved their 2018 fiscal year budget which includes six months’ worth of funding for the nursing home. If the home is still on the county books as of July, the county will be forced to make drastic cuts to operate the home. It costs roughly $100K a day to operate the nursing home and there is roughly $3.2 million in the county’s General Corporate Fund. For perspective, the corporate fund can only sustain the nursing home for 32 days.

Based upon First Mid’s closing price of $38.67 on December 8, 2017, the aggregate transaction value is approximately $73.8 million. First Bank is a $466 million asset financial services holding company headquartered in Champaign, IL. First Bank’s banking subsidiary, First Bank & Trust, is an Illinoischartered bank and currently operates eight banking centers across three counties. As of September 30, 2017, First Bank had total deposits and loans of approximately $378 million and $368 million, respectively. Matthew Carr, President of First Bank, will join First Mid in a leadership role after the closing of the acquisition. The transaction has been unanimously approved by each company’s board of directors and is expected to close in mid-
