YES works with students yearround to explore career fields and develop workforce skills. Students are supported by a worksite coordinator who will assist with all stages.
Any student interested in UHS SYEP must complete the CARE4U program. In addition, they must attend at least one resume workshop.
CARE4U provides instruction in workforce readiness, financial literacy, and relationship education during our 24-week, school-based program. Those qualified for summer employment have completed sessions designed to lead to success in the workplace, in managing money, and in interpersonal skills. CARE4U staff have worked with participants since August and provide ongoing support to both student and employer through the summer program. Funds may be available for transportation to and from the work site.
Students will be sent to their worksite one time in early June for an orientation visit arranged by their worksite coordinator.

BUSINESS Throughout Champaign County women-owned businesses are making an impact and driving their industries forward. For the women who founded, own or run these businesses, their dayto-day challenges are no different from anyone else. “The most difficult challenge for any business owner is having access to capital (especially during the first three years) and being prepared to weather the storms,” explains Carolyn Baxley, owner of Cinema Gallery. Industry-specific challenges can also create unique obstacles for business owners. For Kari Smith, president of Champaign Jewelers, starting a business in an industry dominated by either large retailers or family-owned businesses, simply knowing where to begin was the biggest challenge. “So many independent jewelry stores are family-owned and have been handed down from previous generations. To just start one from scratch was sort of unusual,” Smith elaborates. In male-dominated industries like architecture and engineering women professionals and business owners must overcome additional obstacles. Ellen Dickson, principal of Bailey Edward Design, Inc., chooses to take it all in stride. 12

“At times, I’m the only woman in the room. This can be advantageous since it makes me stand out. I try and stay prepared and confident,” says Dickson. The challenges facing women who own or run businesses result from a number of different factors. Ocassionally, they are industry or gender specific. More often than not, the things affecting small business owners are the same regardless of who the owner may be. These women continue to drive their industries forward and make an impact on Champaign County. Utilizing the resources that they have access to and having a keen vision for the future makes each of these female business professionals successful. “I worked with the SCORE (now Business Advisors Council) program through the Chamber to write a business plan and connect with advisors,” adds Smith. She continues with her advice for small business owners: “Take advantage of all the great resources we have in this community. They are here to help grow business in the area.” Dickson adds, “Leverage all available resources: your local chamber, industry organizations, the Small Business Administration. They all have free resources available to help you establish and grow your business.”
For these women, longevity in business can be traced back to determination, passion and hard work.

Each of these women have a passion for the field in which they work and it propels them to keep going each day and to find innovative ways to make their businesses better.
Smith continues, “I really enjoy the challenges that come from being a business owner and the creativity I can use to overcome them.”
For Baxley, starting Cinema Gallery with her husband came about from the idea and need to showcase local art all year around. 19 years later, Baxley still credits her success and uniqueness to her “wonderful artists, who are some of the finest in the U.S.” While fine art was her first true passion, Dickson decided to pursue architecture because her “original passion was to create things, but she also wanted to work with people and do something that would benefit the social good.” Entrepreneurship can be challenging regardless of the industry. While most people leave work at the end of the day and switch into parent-mode or shift their focus to their personal lives, entrepreneurs are always thinking about their businesses and what’s next. However, with high risks that these women are taking can also come high rewards.
According to Dickson “being a business owner is like being an architect. It is wonderful to create something and watch it thrive and grow. We are always looking for ways to serve our clients better.” Using passion and creativity as fuel, these women have developed strong, meaningful businesses that have become integral pieces of the business community. They continue to invest in their business and are always looking for ways to improve. Women in business in Champaign County face challenges head-on, leverage their passions to drive their business and continue to use innovative ways to move forward. PUBLIC POLICY UPDATE SPRING SESSION PREVIEW January 2020: the start of a new year, a new decade and a new Spring Legislative Session for the State of Illinois. It is important to take stock of where the General Assembly stands currently. With a new Senate President, a far-reaching corruption probe and bar-setting agenda from Governor JB Pritzker, Spring Session is primed for action. The next five months can bring a lot of changes to Illinois. Looking at last spring as an example, the state’s minimum wage was raised and cannabis was legalized for adult-recreational use. Earlier in January, Senator Don Harmon was elected as the next president of the Senate. His election comes after former Senate President John Cullerton announced his retirement after nearly forty years in the Senate (having served the last eleven as president). Harmon’s primary opponent in the race was Senator Kimberly Lightford who would have been the first woman to hold the title. The Senate Democratic Caucus negotiated for five hours before reaching a deal. President Harmon will be met with high expectations and his relationships with Speaker Mike Madigan and Governor JB Pritzker are critical in moving forward a legislative agenda. The Governor presented the annual State of the State address in late January. Coming off an inaugural year in which Gov. Pritzker was able to successfully see much of his agenda come to fruition, the question of “what’s next?” was prevalent. Gov. Pritzker outlined his vision for the year ahead. Urging for examination of the state’s property taxes, pensions, budget and other initiatives, Gov. Pritzker has brought ambition into his sophomore year. It came as no surprise that Gov. Pritzker called for ethics reforms in the state. Illinois has felt the effects of a far-reaching, federal corruption probe for months now with no resolution clear. Representative Arroyo and Senator Sandoval
have resigned as a result of the probe with many other suburban Chicago officials following suit. Calls for reform from both sides of the aisle cut through this past Fall’s Veto Session. The Joint Commission on Ethics and Lobbying Reform was bred of legislative action during that time and recently had its first meeting. The meeting centered on the question of whether it is permissible or not for a legislator to serve as a lobbyist either concurrently with their public service or after retirement. The Commission is required to present legislative recommendations by March 31, 2020. With that, mark your calendars for March 17, 2020 as the General Primary Election is held that day. Primary elections determine who the nominees for each party will be in the General Election in November. The question of any constitutional amendments, including instituting a progressive income tax, will not be on the ballot in March. With five primary races at the local level and, of course, the Presidential Primary, the importance of your vote cannot be overstated. Registering to vote, finding your polling place and many of your voting questions can be answered at the Champaign County Clerk’s office. Illinois is in store for a busy next few months. The Champaign County Chamber of Commerce will be watching how Session unfolds, and we will work to help keep you informed. The Champaign County Chamber of Commerce has named Sharon C. Allen, CEO and cofounder of Sterling Wealth Management, Inc., the 2020 ATHENA Award® recipient. She will be presented the award at a luncheon held at the Champaign Country Club on Thursday, February 20, 2020. Allen is the 32nd local recipient of the award, which honors individuals who assist women in reaching their full leadership potential; demonstrate excellence, creativity and initiative in their businesses or professions; and provide valuable service by devoting time and energy to improving the quality of life for others in the community. Sharon established Sterling Wealth Management, Inc. in 2004 completely independent of any broker or dealer affiliation. The company is currently the only femaleowned wealth management company in Champaign County. The firm provides comprehensive and consultative private wealth management services for families, women and the emerging wealthy. With over 25 years in the financial industry, Sharon has become a leader in the wealth management arena. Her passion is helping women Sharon C. Laura also acts as a mentor to the student group, Woman in Aerospace, offering her time to empower women in this demanding engineering field. She goes out of her way to make sure that they have the
resources that they need to be successful. Laura has been the recipient of the college of engineering’s Outstanding Advisor award every year that she has been advising. In 2018, she was the recipient of the University of Illinois Award for Excellence in Undergraduate Advising.

MEMBER ACCOLADES & NEWS SAFEWORKS ILLINOIS Governor JB Pritzker has appointed Dr. David J. Fletcher to the Illinois Workers Compensation Commission (IWCC) Medical Fee Advisory Board (MFAB). The MFAB consists of nine members appointed by the governor, with the advice and consent of the Illinois Senate. Three members represent employees, three represent employers, and three represent medical providers. The MFAB advises the IWCC on the establishment of fees for medical services and the accessibility of medical treatment for injured workers. In 2005, Illinois Workers’ Compensation Commission (IWCC) established a Medical Fee Schedule (MFS) for services to injured workers that led to the creation of the MFAB. Previously, Dr. Fletcher had been appointed to the MFAB Board by former Republican Governor Bruce Rauner in 2016 and served until November 2018. In addition to his reappointment to the MFAB, Dr. Fletcher has served since 2011 as the senior physician member of the Illinois Advisory Committee for the Workers’ Compensation Research Institute (WCRI), a 12-person committee comprised of the major stakeholders in the Illinois Workers Compensation system, including the IWCC Chairman. Dr. Fletcher has taken care of more than 19,000 Illinois workers hurt on the job through his private occupational medicine practice, SafeWorks Illinois, (www.safeworksillinois.com) located in Champaign, IL, having established himself as one of Illinois’ most knowledgeable physicians on issues pertaining to all facets of the Illinois workers’ compensation system – clinical, legislative, regulatory, policy, and research. VILLAGE OF RANTOUL The state of Illinois has earmarked half a million dollars in capital appropriations for the new $20 million artificial turf sports complex that will be built in west Rantoul. Power’s top utilities in the nation for business customer satisfaction. J.D. Power surveyed business customers of 87 large U.S electric utilities; Ameren Illinois ranked 13th nationally and in the top five in the Midwest. J.D. Power researchers conducted online interviews with business customers that spend at least $200 a month on electricity. Overall satisfaction was examined across six different categories: power quality and reliability, corporate citizenship, price, billing and payment, communications and customer service.
