In July, Campus Ink Printing, formerly known as Campus Sportswear Screenprinting & Embroidery, has recently expanded to a second location in Urbana. Campus Sportswear has been a family-owned apparel decorating business on 6th street in Campus Town since 1947. The two owners, Tom Coleman & Jedd Swisher recently brought in a new UI grad, Steven Farag, to lead the business into another generation. With the growth of new high-rise developments on campus, Campus Ink used the opportunity to move into a state-of-the-art 12,000 square foot facility off of 74 and Lincoln Ave. in Urbana. Their facility is able to produce thousands of decorated products each day, from simple t-shirts, signs, banners, promotional products and even the fine detail of embroidered goods. While staying true to their campus roots, Campus Ink created a new space on 6th Street called the Campus Ink Lab, a shared space for students
and faculty to seek design help and advice for ordering apparel.

The Annual Meeting was held on Friday, November 2 at the Hilton Garden Inn. Over 350 members attended and helped celebrate another incredible year. Thomas Mamer, Haughey, LLP was named the 2018 Small Business of the Year at the event.
FY19 board chair Dr. Jared Rogers, outlined what the Chamber is working on in 2019 and beyond including the Chamber’s new strategic plan. The Chamber will continue to focus on serving it’s members so that Champaign County will have an economically thriving community. The meeting concluded with humor engineer and speaker Andrew Tarvin who discussed the importance of humor in the workplace and how to use it as a tool for success. Founded in 1946 by attorneys James G. Thomas and Wallace Mulliken, the law firm of Thomas, Mamer & Haughey today ranks as one of the top firms in Central Illinois. Talent Development • Using 42 Chamber volunteers, we reviewed and helped prepare 156 high school students with professional resume development. • Launched, in partnership with many community organizations, the Health Care Careers Pilot Program. 20 High school students were part of exploring all the possible health careers available. • Built the leadership skills of 25 emerging business leaders in the LEAD Champaign County Program. Public Policy & Advocacy • Working with the City of Champaign, our Chamber helped to scale back the amount of the proposed storm water utility fee saving our members money. • Organized and implemented the first community inter-city visit to Des Moines, IA for community leaders to learn and experience how other communities partner and work together. • Successfully advocated for the passage of the nursing home sale referendum and the county board vote to authorize the sale of the home.
Building Business • Assisted 55 new entrepreneurs with their plans to start and grow their businesses in Champaign County

PUBLIC POLICY UPDATE Changes are coming to the State of Illinois. While JB Pritzker was notoriously silent on his plans for the State of Illinois during the fall election, one thing for certain is after his win and Democrats taking super-majorities in both legislative chambers, there are three topics that are noteworthy to keep an eye on. The first two, House Speaker Michael Madigan said this week he is supportive of Pritzker’s proposals, a graduated income tax and the legalization of marijuana. The support of a graduated income tax in particularly notable. Madigan was one of the framers of our current constitution that forbids the state from having a graduated income tax. The speaker has been traditionally against that tax structure and helped block the measure when Governor Rod Blagojevich supported a graduated income tax. The process to amend the constitution does not include the governor. An amendment must pass both legislative bodies with super-majorities (note again that the 2018 election gave Democrats these majorities) and then pass on an electoral ballot with 60 percent of the vote. This process means the soonest Illinois could change its tax structure would be November 2020. Madigan’s support will be crucial throughout the process. It is expected that one of the first things Pritzker wants to accomplish in office is the legalization of marijuana. Pritzker said he would like to see this happen “nearly right away” and with Madigan’s support, there seems to be no obstacles in accomplishing this. Meanwhile locally, the Champaign City Council lowered marijuana offense fines to $50.
Lastly, In 1997 Illinois Governor Jim Edgar signed the Rent Control Preemption Act. The Act created a ban on state and local governments from passing legislation that would regulate rent. This allows the market to determine the cost of rent in communities across the state. There are two bills in the Illinois General Assembly that would repeal or change the 1997 law. House Bill 2430 would repeal the Rent Control Preemption Act. This would allow the state and local governments to set the price of rent in various communities. Senate Bill 3512 would create the Rent Control Act. This would create a new unit of local government in each county called Rent Control Boards. These Boards would establish regulations concerning rent for households of specified income levels. While neither of these two bills seem likely to pass with Governor Rauner in office, the election of JB Pritzker as Illinois’ new chief executive brings new life to these two anti-free enterprise bills. The Champaign County Chamber of Commerce’s Public Policy Guiding Statements says that “the Chamber believes the Free Market System is the most efficient and profitable way to conduct business,” therefore the Chamber’s board of directors will oppose any measure that would allow for government to impose rent control in our community.

FIRST MID BANK & TRUST First Mid Bank & Trust announced today that the acquisition of Soy Capital, which includes Soy Capital Bank and Trust and its wholly owned subsidiary, J.L. Hubbard Insurance and Bonds, has been completed. The acquisition represents approximately $458 million in total assets, $341 million in deposits and $254 million in loans through ten banking centers in Illinois. There are no immediate changes for Soy Capital customers. The conversion of accounts from Soy Capital Bank and Trust to First Mid is expected to happen in the second quarter of next year. Customers will receive information well in advance of any changes that may affect them. With the completion of this acquisition, First Mid 18
has approximately $3.8 billion in total assets. In addition, First Mid operates a wealth and ag management business with approximately $4.0 billion in assets under management and an insurance business with approximately $14.0 million.
