The Housing Authority of Champaign County (HACC) was created in 1943 and is designated as a Moving to Work (MTW) Agency. HACC has successfully implemented several large redevelopment projects and participated in both the ownership structure and management of the newly developed mixed-income properties. HACC provides asset management services and oversight of seven tax credit properties located on land owned and leased by HACC. The current HACC portfolio consists of five Rental Assistance Demonstration properties with 338 units; thirteen Mixed Finance Low Income Housing Tax Credit (LIHTC) communities consisting of 821 units; and, two Mixed Finance communities using no LIHTC with a total of 66 units. In addition to these multifamily rental communities, HACC administers over 1,200 tenant-based vouchers; a homeownership program; and a rental assistance program for homeless veterans. HACC also administers a multitude of resident support and service programs under various HUD and non-HUD grants.

Attract New Customers by Helping Another Business If you could attract new customers to your business simply by helping another business, would you do it? The Champaign County Chamber of Commerce has partnered with Ekey Technology to identify Beta testers of a unique technology platform that will help drive customers to your door. Ekey Technology is a start-up company, located in the Research Park at the University of Illinois. They are a marketing company providing location and consumer preference-based advertising that goes right to mobile devices of consumers. It is a web-based application that allows clients (you) to tell your compelling stories, publish videos, add introductions, and construct promotional offers which consumers receive on their mobile devices. What makes this unique is that your promotional offer is justin-time and your consumers get them when approaching or entering your selected areas. It is location specific delivery. So, if the customer is shopping near your store, but he/she has not planned to visit your store or restaurant, Ekey will find this customer and send them your offer while they are in your neighborhood. This immediate promotional offer will hopefully bring that customer in your door. Your offer will capture the customer while they are in the immediate vicinity of your shop or restaurant. Ekey serves small to medium sized businesses. Business clients can run just-in-time marketing campaigns and personalize offers to consumers. The technology is designed to reduce advertising costs, boost ad effectiveness, lower store overhead, and maximize sales revenue. Chambers All In for Economic Recovery The Champaign County Chamber of Commerce has launched a new campaign: Chambers All In for Economic Recovery. This initiative is done in collaboration with chambers of commerce from across the state. As Illinois continues Tier 3 mitigations, many of our businesses are once again faced with having to alter day-to-day operations to preserve the safety and health of customers and employees. Over the past several months, we have been working to help keep your doors open and this campaign continues this effort. COVID-19 cases are rising at alarming rates. Now Illinois is presented with two options: Governor Pritzker has stated that we can either follow mitigation and safety protocols to stay open or we can go back to a stay-at-home order which could shut many businesses down. It is our mission as a chamber of commerce to see your businesses thrive for years to come. This is why chambers are all in. This initiative compliments Governor Pritzker’s All In Illinois campaign that focuses on actions that help reduce the spread of COVID-19. We recognize that our members may agree or disagree with the path that Illinois has taken thus far in the pandemic; however, science says that taking simple actions such as social distancing, staying home when possible, and wearing a mask have the power to bend the curve. A recent statistic says that if just 15 percent more Americans would wear a mask, it would have a one trillion dollar impact on our national economy. In fact, the sooner we can get mask compliance, the sooner mitigations can be lifted and the sooner we can have an open economy. The bottom line is that we cannot afford to see another business close its doors in Illinois temporarily or permanently. Going all in can prevent that. Our work to keep your business open does not stop here. In the coming weeks, we and our Chamber partners across the state will be working to generate productive solutions that can keep our communities healthy and businesses open. We plan to work collaboratively with decision makers at every level of government to make balanced recommendations to keep the economy going and simultaneously safe. MEMBER ACCOLADES & NEWS REGENCY MULTIFAMILY Regency Multifamily announced the promotion of Brittney Oldham to senior director of operations, Jacque Carpenter to director of operations, and Erin Graves to community manager of Regency Club Apartments. As senior director of operations, Brittney Oldham will oversee the operations of all thirteen properties in addition to supervising the marketing and training departments. Brittney has been with Regency for twelve years and was previously the director of operations for seven of the company’s properties. Jacque Carpenter will be responsible for the operations of Gentry Square, Kimber Green, The Legends, Overture Flats, Regency Club, and Windsor West Apartments. Before her role as director of operations, Jacque was the community manager at Regency Club Apartments. As the community manager of Regency Club Apartments, Erin Graves will oversee the daily activities of the property. The induction ceremony took place during the 2020 Annual Meeting and 70th Anniversary Celebration of the College. Founded in 1950, the College is composed of the best of the trial bar from the United States, Canada and Puerto Rico. Fellowship in the College is extended by invitation only and only after careful investigation, to those experienced trial lawyers of diverse backgrounds, who have mastered the art of advocacy and whose professional careers have

The College is thus able to speak with a balanced voice on important issues affecting the legal profession and the administration of justice. Reneé Monfort is a partner in the firm of Heyl, Royster, Voelker & Allen, P.C. She has been practicing in Champaign, Illinois focusing her practice on the representation of healthcare providers for the last 30 years. The newly inducted Fellow is an alumna of Stetson University College of Law. Reneé now shares this distinction with retired Heyl Royster Partners, Bill Voelker, Lyle Allen, Bob Dewey, Rex Linder, Jim Kearns, and Doug Pomatto. She has also previously been recognized as a Leading Lawyer and a Super Lawyer. FISHER NATIONAL BANK The Career Development Division (CDD), a division of the Community Bankers Association of Illinois (CBAI), named Ryan Heiser, community president & CEO of Fisher National Bank, as their “2020 Career Banker of the Year.” The award was presented at the CDD Fall Meeting held in Springfield, Illinois. The award is based on participation in CBAI legislative, education, and public relations programs, involvement in CDD programs, community involvement in nonbanking activities which enhance career and personal life, and an outstanding recognition or completion of educational programs.
Heiser met all the criteria to be eligible for “Career Banker of the Year,” plus his accomplishments went well beyond what is expected of his position and responsibilities at the bank. Heiser is committed to success and growth within his community and his lending capabilities benefit the bank’s ability to meet the needs of local citizens and businesses. Heiser is dedicated to being a true community banker in every aspect. He has continued to raise money for Community BancPac and CBAl’s Foundation for Community Banking, along with being active in CBAI’s lobbying efforts by attending the Capital Conference and Call on Washington for many years. Heiser has also been very active within his community by advancing the cause of financial literacy. ILLINOIS AMERICAN WATER Over $87,000 will be shared by 88 Illinois fire departments through Illinois American Water’s 2020 Firefighter Grant Program. Since the program was created in 2010, over 680 grants totaling over $668,000 have been awarded to fire and emergency organizations across Illinois.

This is why we approved every grant we received in full this year, supporting our local heroes in a meaningful way,” said Justin Ladner, Illinois American Water president. “Some of the departments will use the grant funds for pandemicrelated needs, while others will allocate the funds for communication tools, extraction equipment, training resources, and more.” Illinois American Water’s Firefighter Grant Program awards grants to support firefighter needs such as personal protective gear, communications equipment, firefighting tools, water handling equipment, training materials and classroom programs. PUBLIC POLICY UPDATE The FDA’s work is all around us. It may be in our pantries on an approved medicines label or the disclaimer, “These statements have not been evaluated by the Food and Drug Administration. This product is not intended to diagnose, treat, cure, or prevent any disease,” may grace a supplement we use. Now, as vaccines begin to roll out across the country, we hear of FDA panels, emergency-use authorizations and approvals more than ever. The foundation is set for us to learn: what is the FDA and how does it shape the COVID-19 vaccine roll out? The origins of the FDA developed throughout American history but are most closely associated with the 1906 Pure Food and Drug Act. The Act provided the framework for and initiated a series of movements that regulated the quality and contents of American food and medications. Twenty-four years later in 1930, an agriculture appropriations bill defined the name of the regulatory authority as the Food and Drug Administration which is how we know it today. While the FDA falls under the umbrella of the U.S. Department of Agriculture, the work of the FDA touches every aspect of American lives— even counterterrorism efforts. The FDA regulates the use of food additives, medications, cosmetics and tobacco products with the goal of preserving the health and safety of the products. Additionally, many medications (both human and veterinary) must obtain FDA approval for use. Americans interact with the FDA every day whether one is out shopping, developing a new products or consuming health and science information. However, the Administration is part of the foreground of COVID-19 conversations. That is largely due to the fact that the FDA works to ensure the security of the food supply chain, sets the pace for many medical innovations, approves the use of certain medical technologies, and authorizing the use of new therapeutics and vaccines. COVID -19 drug therapies such as remdesivir and bamlanivimab have obtained FDA emergency-use authorization (EUA), but it has 16
also been required for COVID-19 testing (to ensure a test’s accuracy) such as the University of Illinois’ Shield test and various PPE. EUAs have been used in many public health emergencies including the MERS, Zika and Ebola outbreaks in the past 20 years. At the time of this writing, Pfizer’s vaccine candidate is being considered for a similar distinction, but what does emergency-use authorization mean? In times of a public health emergency, the FDA, “may allow unapproved medical products or unapproved uses of approved medical products to be used in an emergency to diagnose, treat, or prevent serious or life-threatening diseases or conditions…when there are no adequate, approved, and available alternatives” (FDA, 2020). In situations like the COVID-19 pandemic there may not be enough time to wait for all information needed for an item to receive full FDA approval. The FDA is empowered to analyze all available data and information regarding the technology, medication and/or vaccine against known or potential risks and benefits. Most often this is completed after clinical trials and upon panel review of the available information in collaboration with other health agencies. While the need to work quickly is inherent, the FDA understands that allowing an item to be approved that does not work as intended may have adverse effects and further contribute to the existing emergency. Upon a product’s obtaining of an EUA, the product is allowed to be distributed to help combat the public health emergency. A specific product may later obtain full FDA approval. The FDA is at the forefront of innovations that have and will help us navigate COVID-19 in the coming months. Even after the pandemic, the FDA will continue to be a part of our daily lives.
