The Annual Meeting was October 23, at the Hilton Garden Inn. The event was title sponsored by BPC, Inc. and also had three mid-level sponsors (Regency Apartments, Ramshaw Real Estate and Christie Clinic), 16 table sponsors and 314 members in attendance. Rogards was presented with the 2015 Small Business of the Year Award at the meeting. Since new ownership in 2012, this company’s sales have increased by nine percent annually and is on target for 10 percent growth for 2015. Rogards specializes in office supplies, resources and furniture for businesses and schools. With B2B sales accounting for 95+ percent of their total transactions, and their involvement in the Local Purchasing Challenge, Rogards is helping to create a strong economic impact in the community. In addition, the 2015 Chamber Champion Award was presented to Mike Wozniak of Livingston, Barger, Brandt & Schroeder. He is passionate about doing the right thing and about the mission of Chambers of Commerce. Wozniak has always been tremendously supportive of the Chamber staff. Over the years, he has served as the Chamber’s Public Policy Chair, the treasurer of the Chamber’s PAC board, the Chamber board of directors and as the board chair. When the Chamber launched the most recent electricity cooperative for members, Wozniak reviewed the contract and sought changes for the benefit of all participants. In addition, he has provided several hours of pro-bono legal counsel to the Chamber. An additional highlight to the meeting was the video presentation that follows Alice through Chamberland - one of the most ideal places to start a business. Alice, the entrepreneur, learns what the local chamber of commerce has to offer and she meets some of the Chamber members along the way. As a way to better serve the members and to be more efficient with operations, the Chamber will begin slowly transitioning to a cleaner, less complicated dues structure. The goal is that over the next two years or so, there will be a less complicated dues structure which will ultimately allow the members to better customize Chamber benefits to meet the individual needs of companies. The Chamber’s role is to be in business for business. This simple statement will help to drive the Chamber agenda going forward. Also announced at the annual meeting is that two second stage companies are near completion in the Economic Gardening Pilot Program and a third company is just starting. This program is designed to accelerate the growth potential of these companies’ markets, products and jobs. The initial response from the participating companies is that it is a highly effective program to assist their companies with goals for growth. This year, the Chamber will move the program beyond the pilot phase and Economic Gardening will become a regular program in the Chamber portfolio to help grow Champaign County businesses into the future. When one company in Champaign County grows, all companies benefit. The event concluded with a performance by Dan Lornitis, a comedy hypnotist par excellence. He mesmerized the audiences with his uniquely entertaining performance, where the audience volunteers were the stars. Once again, the Chamber annual meeting was a success.

preparing financially for 2016 A look at both the nation’s economy and our local economy -- reflections and tips from local experts
Written by: Samantha Hendon 2015 is coming to a close. During this time, many begin to wonder what the next year will bring; what the economy will do; reflect on what has been accomplished over the last year; what can be done to ensure improvements over the next year; the list goes on. The economy is (for the most part) better off than it was in 2008. The Economic Crisis of 2008 was certainly a learning experience for many, and while it hurt locally, Champaign County was not as hard hit as many thanks to a strong, established infrastructure. “The biggest difference [since 2008] is that many consumers are more aware of their financial situation,” said assistant vice president at First State Bank Justin Gensler. He explained that while many have rebounded, consumers remain cautious in the financial industry. Linda Hamilton, Executive Vice President and Chief Operating Officer of Iroquois Federal agreed saying, “The U.S. economy – especially the private sector – is very different today from seven years ago.” Hamilton explained that companies have found ways to become more efficient and lean by cutting debt and maintaining “laser focus on profitability.” A similar conversation is had in the investment realm. Micah Dixon, Business Financial Advisor for Ameriprise Financial Services, Inc. said, “The typical investor seems to be more sensitive to ‘headline risk’…we have seen more volatile times as it relates to media, government shutdowns, interest rate movements, etc.” Dixon added that while it may be a bumpy ride, historical performance of stocks is usually an encouraging conversation.

demonstrates that our economy is stronger than what it was. While these types of discussions occur for a variety of reasons, it is in part because of low unemployment rates and other improvements in the labor market. The theory behind increased rates is it is more profitable for banks to lend, therefore allowing banks to invest even more money into the economy. However, the Fed remains cautious because higher prices might slow down or halt spending, which could hurt many smaller company’s bottom lines. As we wait to see what the Fed ultimately decides, economists and financial experts continue to make recommendations and forecast for 2016. Local experts Aaron Johnson, Senior Vice President – Market Leader of Heartland Bank and Trust Company, and Phil Duffy, Senior Vice President, encourage business and homeowners to take advantage of historically low interest rates. “If you have not already refinanced, do it as soon as possible. While I do not expect a significant increase in rates in 2016, why take the risk,” said Johnson. Hamilton also discussed why it might be a good time to consider refinancing, whether it is to “reduce the term of the loan if you can afford higher monthly payments” or “do a ‘cash out’ refinance” which lowers your rate and monthly payment in order to take some equity out to use for home improvements. She also believes that it is a great time to refinance your business before rates go up, but she recommends talking with your banker first. With the start of the New Year, the “Reverse Mortgage Act” takes effect. It will create standards for reverse mortgages, replacing provisions on that subject in several acts. It will prohibit selling investment products along with a reverse mortgage and require lenders to give potential borrowers information on counseling services and alternatives to reverse mortgages. A 3-business-day wait must occur between acceptance of reverse mortgages and closings.
Despite changes in regulation, Hamilton and Johnson would suggest carefully analyzing all aspects of such an arrangement. Johnson said, “[I’m] not a big fan of reverse mortgages; too many pitfalls and unexpected outcomes.” “A reverse mortgage isn’t for everyone and not all banks/mortgage companies offer them,” said Gensler. He added that these changes are designed to protect the consumer, but to always discuss such changes thoroughly with a loan officer. With 2016 right around the corner, it is also a great time to consider how to save a little extra money or pay off more debt next year. Our experts have very simple advice and tips to consider as you work to accomplish both.

“Make sure to have regular scheduled contributions to your savings account,” said Heartland Bank and Trust representatives Johnson and Duffy. “There is no better time to start saving than today. With rates so low it is hard to justify a savings account for long-term savings. Sometimes Roth IRAs are a good vehicle since you can access your after-tax contributions in case of emergency,” said Ameriprise financial advisor, Dixon. Hamilton, of Iroquois Federal, recommends planning a budget that includes savings for emergencies, vacations, retirement and unexpected expenses. She also discussed the importance of saving towards a specific goal, “You have a greater incentive to save when you are saving for something tangible in the future.”

month,” said Gensler. “By doing this, you create a visual in the areas you can save money or cut expenses [which] holds you accountable to your goals.” The New Year is also a great time to make a commitment to paying off debt. Our experts were in agreement that one popular method is to pay off smaller debts first; once those debts are paid off, consumers are able to pay more per month towards the larger debts. Dixon added that it is also a good idea to pay off debt “in order of highest interest first, in order to reduce the total amount of interest you’ll pay.” Maybe with the New Year you are ready to take a step towards owning your own business? “The goal of being self-employed is becoming more popular and seems to be growing exponentially especially among Millennials and Gen-Xers,” said Dixon. “We’re also seeing a lot of baby boomers ‘retire’ to start businesses.” Johnson, of Heartland Bank & Trust, also discussed how the profile of the local entrepreneur has changed saying, “more entrepreneurs are looking at franchises or technical support than ever before.” As one considers becoming a business owner in 2016, Dixon recommended “build[ing] your business model around your eventual exit strategy. Succession planning is an area we see a lot of owners lacking.” Dixon explained that having the company be selfmanaging as one nears retirement is crucial because “your business is commonly your biggest asset in retirement.” So now what? If a person has a great idea for a business in 2016, but needs funding, the most successful way when approaching a bank, is to “have a business plan that includes financial projections and financial statements on the owners,” said Johnson. Overall, it is very encouraging to see economies both on macro and micro levels continually improving.

Hamilton noted that locally there is “very strong lending activity,” referring to both new construction throughout town and the expansion of existing businesses. The National Federation of Independent Business paints a very clear picture. “Small businesses play a major role in the American economy: • Represents 99 percent of all employer firms • Employ about half of private-sector employees • Generated 60 to 80 percent of net new jobs annually over the last decade • Create more than half of nonfarm private gross domestic product (GDP)”

NEW REGULATIONS TO BE IN COMPLIANCE IN 2016: Employers need to be in compliance. The New Year will bring new regulation to Illinois employers and across the United States. Be sure your business is in compliance. Illinois Equal Pay Act • Smaller employers will no longer be exempt from the Equal Pay Act. Employers with less than four employees will see lesser penalties than larger companies if they are found out of compliance. Chip-and-Sign • Beginning October 2015, merchants who accept credit card transactions need to be in compliance with new Federal Chip-and-Sign regulations. If the business’ magnetic credit card reader does not accept the new chip in the credit card, the business could be held liable for fraudulent transactions. Overtime Rules • No change has been made to federal overtime rules yet, but changes will be coming in 2016. Changes could include eliminated exemptions for executive, administrative, and professionals that would change the salary threshold for them to earn overtime. The Chamber will keep members updated on overtime changes if and when they happen. --

PUBLIC POLICY UPDATE On November 9, Illinois Governor Bruce Rauner announced an agreement between business and labor groups to reform and improve Illinois’ unemployment insurance system. Under the framework of the deal, an individual would be ineligible to receive unemployment insurance benefits if a worker: • • • • • •
Damaged an employer’s property through grossly negligent conduct Consumed alcohol, illegal or non-prescribed drugs during work hours in violation of an employer’s policies Provided false information in an employment application Endangered the safety of themselves or co-workers through grossly negligent conduct Knowingly and repeatedly violated reasonable written attendance policies of an employer Refused to obey an employer’s reasonable and lawful instructions unless the refusal is due to the lack of ability, skills or training of the worker or if the instruction would result in an unsafe act • Did not maintain required licenses, registration and certification required by law for the specific job While many of these provisions may seem like “common sense,” under Illinois’ current unemployment insurance program a worker is eligible to receive benefits if they were terminated for any one of the above acts. As part of the compromise, business leaders and the governor have agreed to allow recently separated workers who are eligible for social security to receive full unemployment benefits. Currently, if a worker is receiving social security the employer is only required to pay 50 percent of the former employees benefits. This agreement will end that practice. Governor Rauner, the Illinois AFL-CIO, the Illinois Retail Merchants Association and the Illinois Chamber of Commerce support the new agreement. The agreement still needs to be introduced into the Illinois General Assembly and pass both Houses with the governor’s signature. Recent memory tells us that is no easy task. However, with an agreement in place, the Champaign County Chamber of Commerce is very hopeful the legislative leaders and the governor can work together to pass this common sense reform that will benefit all employers in Illinois.

Honorees were nominated by their peers and judged on criteria that included job commitment, industry involvement and contribution, achievement in his or her position and innovation in his or her field. METTLER CENTER 2015 marks the 25th year in business for Paul Mettler, PT, DPT, owner of the Mettler Center at 2906 Crossing Ct in Champaign. From its founding, Dr. Mettler has been a pioneer in the field of physical therapy: from discovery and innovation of his Mettler Release Technique (a soft tissue mobilization technique) in 1991 to the research he is currently conducting in the use of high frequency shear wave elastography to identify and evaluate treatment of fascial adhesions. In June, Dr. Mettler was awarded second prize by the Journal of Bodywork & Movement Therapies for his work and presented his findings at the International Fascia Conference in Washington DC, in September. BASH HEATING AND AIR CONDITIONING Bob Bash of Bash Heating and Air Conditioning has been honored for acting as an independent Lennox dealer for 60 years. Since joining the company in 1963, Bob Bash has become the president and owner of the organization. The Bash family has been in business in Champaign County since 1905 and in 1952 Homer Bash started Bash Heating and Air Conditioning. FEHR GRAHAM Fehr Graham, a leading Midwest engineering and environmental firm, is pleased to announce the addition of new team members to its Champaign office. Stephen Spinelli joined as an Engineer in the Engineering division. He assists in the structural design of bridges, buildings and tanks in support of projects for local municipalities, water districts, sanitary districts and private development clients. In addition, Spinelli assists on hydraulics/hydrology and transportation projects. Larry Johnson joined as a Senior Project Manager in the Engineering division. In his role, Johnson conceives and oversees water and wastewater projects for water districts, sanitary districts and local municipalities. Lukas Evans joined in September as a Surveyor in the firm’s Engineering division. In his role, Evans performs the bulk of field work related to topographic and boundary surveys in support of ongoing private land development and public infrastructure projects. In his role, Ryan assists with the preparation of plans for private land development and public infrastructure projects, as well as observation of those projects during their construction. FIRST MID INSURANCE GROUP Clay Dean, Chief Executive Officer of the First Mid Insurance Group, was recently elected to The American Bankers Insurance Association Board of Directors during the association’s annual conference. Dean joined First Mid-Illinois Bank & Trust in 2010 as Senior Vice President, Business Development, later moving into the role of Senior Vice President, Chief Deposit Services Officer. In 2014, Dean was named Chief Executive Officer of First Mid Insurance Group. He obtained a bachelor’s degree from the University of Illinois and a master’s degree from Yale University. Dean is currently a trustee of the Mattoon Public Library and serves on the Board of Directors of the Mattoon Area Community Foundation. Joining them from the Chicagoland area, Rittenbacher brings a variety of experience in the evaluation and design of both water and wastewater treatment facilities.
