PUBLIC POLICY UPDATE Champaign County’s Business Empowered Political Action Committee (PAC), a subsidiary corporation of the Champaign County Chamber of Commerce, has announced its candidate endorsement decisions for the November 2018 election. Endorsed candidates were selected based on a candidate survey and personal interview with the Business Empowered PAC board. Specifically, the board selected candidates they believe will be good stewards of taxpayer dollars; advocates for the local business community and will help foster an economy that allows local businesses to be successful. Candidates who did not participate in the survey or interview process were not considered for an endorsement. The Business Empowered PAC’s goal is to support and endorse business-friendly candidates running for state or local office and the PAC board of directors believes they have accomplished that goal for the upcoming election. While no candidate was 100 percent on our issues, the PAC board believes these candidates will serve Champaign County well and we look forward to working with them and advocating for the business community once these candidates are sworn into office. The following candidates have received the endorsement of the Business Empowered PAC:
In addition to these races, the PAC has already endorsed Gordy Hulten to be Champaign County’s first Executive. That endorsement was announced in October of 2017. In the case of County Board District 4, the PAC board is impressed with both candidates running and endorses both candidates facing each other for the November election. It is the position of the PAC board that in this particular race, this district would be well served by either of the candidates. Champaign County’s Business Empowered PAC, a subsidiary corporation of the Champaign County Chamber of Commerce, was formed in 2007 and is a voluntary not-for-profit Illinois corporation of individual citizens, business professionals and firms who are interested in preserving and strengthening the principles of government. Early voting is open for the November 6 election in Champaign County. Voters who wish to take advantage right now may do so at the County Clerk’s office, 1776 East Washington Street, Urbana on weekdays from 8:00 a.m. to 4:30 p.m. Expanded early voting opens October 25. From Guild to Chamber:
The Link between History and the Present Written by Brian Murphy When we think of medieval times, we typically picture knights, kings and queens, royal courts, wars of conquest, plagues and mythical tales. Sneaking right past our collective consciousness was one of the most important institutions of the Middle Ages, the merchant guild. According to Encyclopedia Britannica, “Merchant guilds were associations of all or most of the merchants in a particular town or city; these men might be local or long-distance traders, wholesale or retail sellers, and might deal in various categories of goods.� There were many advantages to membership in these groups because personal relationships were essential for trade. In the feudal system, taxes were becoming unreasonable so merchants formed these guilds to negotiate regulations directly with the feudal lords and create charters. This lowered costs for all members and ensured a more stable cost of doing business. Meeting with other merchants and discussing issues that affected each one of them benefitted the whole community, as it provided protection for other members and kept other merchants honest with fines for bad behavior. There was usually a Guildhall in cities and towns where all the various guilds could meet and network together. Merchant guilds were especially important politically, as the chief spokesman of the merchant guild became Mayor of the town or city, leading delegates became aldermen and other members took lower positions in local leadership. A decline in merchant guilds began in the 13th and 14th centuries due to the rise of craft guilds (similar to modern trade unions), but they didn’t go away entirely. Many merchant guilds transitioned to other types of business associations and culminated with the formation of the first chamber of commerce, founded in 1599 in Marseille, France. The New York City Chamber and Jersey Chamber were founded in 1768, bringing this concept from Europe to North America. 12
Today, over 13,000 chambers of commerce in the United States continue this tradition by bringing businesses together and working toward their collective interests. Similar to merchant guilds, chambers are involved politically in their local communities and their endorsements are highly coveted. Community events and local offices take the place of guildhalls, bringing all the different area merchants together to network and provide support for each other. Instead of negotiating with lords, modern chambers advocate for lower taxes and regulations on their members with local and regional governments. State chambers and the United States Chamber of Commerce advocate for businesses in the highest levels of government. Local chambers are the backbone of their communities and can help determine the difference between successful or failing business environments. Membership in these organizations helps all businesses in the area flourish and can be a buffer against changing economic climates. As the business environment is always changing, chambers can bridge the gap between local consumers and the local businesses that seek to serve them. Online retailers like Amazon have taken a large market share in the economy, but a healthy small business environment is the key for local communities to have employment opportunities, lower costs and shared prosperity. Chamber membership provides credibility, visibility, networking opportunities, policy influence, contacts and referrals, events to attend, promotion and cost-saving programs for businesses. This is why chambers are just as important today as the merchant guilds of the Middle Ages and they should be supported by everyone that desires prosperity and economic growth for their communities and beyond.

ILLINOIS AMERICAN WATER President Bruce Hauk was awarded the Corporate Leadership Award by the Illinois Black Chamber of Commerce during its 13th Annual Statewide Convention in Peoria. Roger Goodson, Senior Manager of Field Operations and Production for the Peoria District accepted the award on behalf of Hauk and Illinois American Water. According to Larry Ivory, president and CEO of the Illinois Black Chamber of Commerce, the award is presented to an individual who champions diversity within his or her company.
