Annapolis Race Week is Going Green by Bill Wagner
O
rganizers with the Chesapeake Bay Yacht Racing Association (CBYRA) have partnered with Sailors for the Sea and Waste Strategies to make the 45th edition of Annapolis Race Week more environmentally friendly. “We need to be more responsible as an organization in terms of making sure sailing regattas are conducted in ways that make the least impact on the environment,” says Karen Masci, president of CBYRA. “Our goal is to show yacht clubs up and down the Chesapeake Bay that it can be done.” Sailors for the Sea, based in Newport, RI, is an organization dedicated to educating and engaging the boating community with regard to the worldwide protection of the oceans. Sailors by the Sea has developed a Clean Regattas Program that lists 19 best practices for reducing sailboat racers’ impact on our oceans and coastal waters. CBYRA, which always conducts its signature event over Labor Day weekend, has instituted numerous changes in the hopes of achieving bronze level status with the Clean Regattas Program. One of the most notable initiatives is water bottle reduction as that is No. 1 on the Sailors for the Sea checklist. CBYRA came up with a creative way to encourage sailors to use less bottled water. All daily awards for top placers will be stainless steel water containers. The overall trophies will be crystal wine glasses that are also sustainable and recyclable. “We’re hoping crews use and reuse the daily awards for their drinking water while it also sends a strong message that disposing large amounts of plastic water bottles is harmful,” Masci says. CBYRA has partnered with Waste Strategies to improve the manner in which trash is disposed
Annapolis Race Week 2011
during the post-race parties. Numerous recycling receptacles that are divided by plastic, paper, and such will be on-site. There will be no general trash cans, so sailors will need to be careful to make sure they dispose of cups, napkins, and the like properly. Last year, CBYRA moved Race Week headquarters from the Annapolis YC (AYC) annex to Susan C. Campbell Park at City Dock. The increased visibility benefitted both the regatta and the city while opening Annapolis Race Week to the general public. “Non-sailors thought it was fabulous. They were mingling

with sailors at the party and learning more about our sport,” Masci says. “Having our event at City Dock really was a huge success and we hope to build on it this year.” The National Sailing Center and Hall of Fame (NSHOF), located adjacent to Susan C. Campbell Park, lends its building and docks to CBYRA for Race Week. Lee Tawney, executive director of the NSHOF, fully supports the idea of having the regatta headquarters at City Dock. “It’s all about bringing sailing to the general public. If sailing remains tucked away in corners, it will continue to wither,” Tawney says. “I applaud CBYRA for
Sailing Instructions and Information 5
R a ce W e e k taking this step because it truly is a great way to introduce our sport to the masses.” In order to further promote getting people out on the water, Tawney has arranged for the U.S. Sailing Road Show to be on-site throughout the weekend. That program features two recent college graduates—Will Ricketson (Westford, MA) and Brooke Thomson (Newport Beach, CA)—traveling around the country to promote the overall enjoyment and accessibility of sailing. Ricketson and Thomson, both of whom were collegiate competitors, will be offering
demonstrations and free rides aboard Laser and Bic sailboats. Also, North Point Yacht Sales will berth two of its J/111s at City Dock throughout the weekend. Those cruiser-racers will be competing in Annapolis Race Week, and members of the public are encouraged to check out the boats and talk to the sailors. Sailors will once again be thrilled with the post-race parties, which will feature Gosling’s Rum drinks and beer provided by Katcef Brothers. Concessions will be provided by The Main Ingredient, which will be serving delicious

crab cakes, beef brisket, Portobello mushroom burgers, and more. CBYRA has partnered with the “Summers at City Dock” program to create a festival atmosphere for Annapolis Race Week. Activities being offered include live music, face-painting, and street performers. Two of the Annapolis area’s most popular bands—Bobby and the Believers and Mama Jama—will perform on Sunday evening. Regatta organizers are emphasizing that the Annapolis Race Week parties are open to the public free of charge. Coral Reef Sailing Apparel is serving as exclusive provider of event clothing. Coral Reef, which is a licensed provider of Gill sailing wear, will have fleece jackets, T-shirts, polo shirts, shorts, and hats that are all embroidered with the Annapolis Race Week logo. Ultimately, the overwhelming success and popularity of Annapolis Race Week is the result of what happens on the water. Three days of action-packed racing on four different racing circles that are professionally managed by area yacht clubs make for an enjoyable weekend of sailing. “Over the course of three days you tend to get a variety of conditions, so it makes for a very good test of crew work and tactics,” says Tom Walsh, who has teamed with partner John Potvin to capture Catalina 27 class honors six times, including last year, at Annapolis Race Week. “I like the fact there are four different courses because it spreads the boats out.” Veteran AYC race official Bobby Frey will serve as on-water chairman of Annapolis Race Week for the sixth straight year. Frey expects the regatta to attract between 165 and 175 boats for the third straight year and is anticipating at least 16 classes. At press time, CBYRA was planning for six PHRF classes (A0, A1, A2, B, C and N) along with nine onedesign classes (Farr 40, J/35, J/105, Farr 30, J/80, J/30, J/24 and Cal 25) Organizers were hopeful to have a Sport Boat class, but at print time, there were too few entries to form one. CBYRA has teamed with Gibson Island Yacht Squadron (GIYS) to offer a new trophy for combined performance in the Cedar Point Race and Annapolis Race Week. Boats that enter both events will be eligible for the new perpetual award. Racing circles will be run by AYC (with Chip Thayer as PRO), Eastport YC (Bill Adams) and Severn SA (Ron Rostofer). GIYS (Greg Cukor) will oversee the distance race. Rick Crabbe will serve as Sailing Instructions and Information

(b) No later than 30 minutes after the requesting party was informed of the decision on that day. (c) No later than 60 minutes after a signal to abandon racing is displayed ashore.
25 Arbitration 25.1 An arbitration meeting will be scheduled for each protest involving a rule of Part 2 or Rule 31 unless the arbitrator deems the protest inappropriate for arbitration. One representative of each boat, who was on board at the time of the incident, will meet with the arbitrator. No witnesses will be permitted. After taking testimony from each representative, the
arbitrator will render an opinion: (a) The protest is invalid or no boat broke a rule. If the protestor agrees, the arbitrator will allow the protest to be withdrawn. If the protestor disagrees, the protest committee will schedule a protest hearing. (b) One or both boats broke a rule. The boat(s) breaking a rule may accept a 40% scoring penalty and the arbitrator will allow the protest to be withdrawn. If not, the Protest Committee will schedule a protest hearing. (c) The arbitrator decides a protest hearing is required. The Protest Committee will schedule a protest hearing. 25.2 RRS 63.1 is changed by adding, “The arbitrator may act on behalf of the Protest Committee and allow a protest to be withdrawn without the approval of the Protest Committee.” 25.3 The acceptance of the findings and penalties of the arbitrator are final and there shall be no appeal or request to reopen the meeting.
26 Scoring 26.1 The Low-Point Scoring System, RRS Appendix A4 will apply, except as changed as follows: (a) There will be no throw-out race. (b) One race will constitute a series. (c) The Race Committee, without a
hearing, will assign boats scored TLE (time limit expired) points equal to the number of boats in their class finishing within the time limit plus 2 points, except that they will not be scored worse than the number of boats entered in that class. (This changes RRS 35, RRS A4.1, RRS A4.2 and RRS A5.). (d) RRS 44.3(c) is replaced by: “The boat’s penalty score shall be her race score prior to applying the penalty made worse by the whole number (rounding 0.5 upward) nearest to 40% of the number of boats entered in her class, but no worse than Did Not Finish. The scores of other boats shall not be changed; therefore, two boats may receive the same score.”
27 Awards 27.1 Daily race awards will be presented each night at the social event at race week headquarters. 27.2 Overall awards for each class in Fleet 1, 2 and 3 for the series will be presented on Monday night. 27.3 Daily and overall trophies will be awarded based on the criteria of: (a) 1st and 2nd place trophy for 7 entrants in a class. (b) 3rd place trophy for 10 entrants in a class. (c) 4th place trophy for 16 entrants in a class.

The race committee may attempt to broadcast on VHF information such as location of Race Committee boat, its inten0tions, course type, range and bearing to windward mark, sail numbers of boats OCS, change of course, etc. Information reported is provided as a courtesy to competitors and does not in any way alter the competitors’ responsibility to observe the Race Committee’s visual signals that govern the conduct of racing. Boats must take evasive action well in advance of a potentially dangerous situation. The US Coast Guard, ship captains, and bay pilots have been encouraged to report any incident they observe. 31.2 Only the Race Committee or Protest Committee may protest based on information received from competitors or interested parties. This changes RRS 60.2 and 60.3. parties. This changes RRS 60.2 and 60.3. 31.3 A boat without way in a ship channel that breaks RRS 42.1 by using an engine to clear the channel at the approach of commercial traffic shall either retire or if the incident was unavoidable, continue racing and request redress. RRS 62 is changed to allow the consideration of this request.
32 Disposal of Refuse A boat shall dispose of all refuse in a proper manner upon returning to shore. Discharging refuse overboard by competitors may be grounds for protest.

IT’S TIME FOR ALL OF US TO TURN OVER A NEW ONE.
IT’S TIME FOR A POWERFUL, NEW ANTIFOULING THAT IS TRULY CLEAN, GREEN AND COPPER-FREE. Turning over a new leaf has never been easier, or more satisfying. With Pettit’s Ultima ECO, boaters can indulge their environmentally friendly side while still enjoying the benefits of aggressive, multi-season protection against fouling and slime. With 50% more biocide than its closest competitor, Ultima ECO is the only multi-season bottom paint to offer a true alternative to copper. Unbeatable protection. A smaller environmental footprint. Isn’t it time you turned over a new leaf?
