An action team led by DCMS would report by April 1999 on:
• Best practice in using arts, sport and leisure to engage people in poor neighbourhoods, particularly those who may feel most excluded, such as disaffected young people and people from ethnic minorities;
• How to maximise the impact on poor neighbourhoods of Government spending and policies on arts, sport and leisure.
• To draw up an action plan with targets to maximise the impact of arts, sport and leisure policies in contributing to neighbourhood regeneration and increasing local participation.
What we want to see happen
Participation in the arts and sport has a beneficial social impact. Arts and sport are inclusive and can contribute to neighbourhood renewal. They can build confidence and encourage strong community groups.
This project site is located East of the city centre and on the North side of the River
Tyne in Newcastle. Though very much part of Newcastle, originally it was outside of the city walls (to the east) and part of Byker which was a separate township. Ouseburn
Central is located within Newcastle’s Urban Core, which is defined as the cultural and economic heart of the city.
United Kingdom
The Ouseburn forms part of a continuum with the Quayside that is broadly defined by historic legacies, valley, topography and riverside setting. Mixed uses of land in the Ouseburn and promoting it as a place to live, work and visit are important to long-term strategic planning at the local level.
The Ouseburn’s recent past has had a focus on the communities that live and work there and slow but steady redevelopment.

*The guarantee of a working space for the artist, the opportunity for the artist to have a studio space and a living space, a professional space but also a living space. So my project is addressing that through movement development, it has housing but it's basically trying to build an architectural option for artists to have a long-term art space. There are open spaces for artists to show their work, and long term stable studios.
