Policy Updates Maryland Heights: The city and levee district continue trying to quietly improve the stormwater control systems in the area north and west of Hwy. 141 and the Page Avenue Extension. While improved stormwater controls are not by themselves a bad thing, once they have made those internal improvements, they are expected to again move full-steam ahead on destroying hundreds of acres of farmland in order to use tax subsidies to pay for the region’s newest mega-development. Using tax dollars to subsidize the destruction of this irreplaceable floodplain would be shameful. GRHA was one of the leading groups opposing these proposals before they were temporarily shelved, and we will continue to oppose these harmful plans in whatever way we can.

Valley Park: GRHA Executive Director David Stokes and GRHA have been invited to participate on an Army Corps of Engineers environmental advisory group for improvements to the Meramec River. The first public meeting of the Lower Meramec Basin MultiJurisdictional Floodplain Management Team was held March 29 in Sunset Hills, Mo. The working group stated that no new levees are being considered for the area and that nonstructural risk management measures will be the focus. GRHA is especially interested in pushing for nature-based and regulatory solutions for the region. National Flood Insurance Program: NFIP is still up for renewal this year. The deadline for the program was recently extended again to July 31, 2018, but much work remains. NFIP needs significant reforms, and the devastating hurricane season our country experienced last year has put it under more financial pressure than ever. David Stokes will make this one of the priority topics he discusses with Congressional representatives during his April 2018 trip to Washington, D.C. Missouri 2018 Legislative Session: GRHA’s priority is supporting HB 2182, introduced by Rep. Elaine Gannon of DeSoto in Jefferson County. This bill requires local governments that have floodplains to participate in the NFIP program and, more importantly, empowers the Missouri State Emergency Management Agency to develop statewide regulations for floodplain development. We testified in favor of the legislation and hope to have the chance to do so again.

We are thrilled to announce that John M. Barry, the best-selling author of Rising Tide, will be the keynote speaker at the next River Soundings conference on Wed., June 27, 2018, at the Jones Education Center in Forest Park. The all-day forum will feature canoe tours of the park streams, interesting lectures and debates, and much more. Great Rivers Habitat Alliance is cosponsoring the event with Missouri Coalition for the Environment, the Sierra Club, Greenway Network, and several other groups. This is my first column for the newsletter as the new President of Great Rivers Habitat Alliance. I am excited to take this position and to continue growing GRHA as an organization.

Washington Post Runs Major Story about Mississippi River Flooding Debate In March, the Washington Post ran a major story on the battles of levees and floodplain development up and down the Mississippi River. The front-page article, written by former St. Louis Post-Dispatch reporter Todd Frankel, went into great detail and interviewed numerous allies of Great Rivers Habitat Alliance regarding the problems of trying to turn our great rivers into barge canals, which is exactly what they would be if the agricultural, barge, and levee industries have their way. As readers of this newsletter know, the neverending pressure to develop the floodplain leads to choices that inevitably result in worse flooding and more environmental damage. I know that is the catalyst that brought about the founding of Great Rivers in 2000. Many of us have a desire to conserve our Confluence area, with its beautiful floodplain, wetlands, wildlife, and habitat, and not see it permanently ruined for short-term financial gain. I trust that, if you are reading this, you share many of the values of GRHA. Please think about our long-term goals and consider how you may be able to help. Policy Updates Maryland Heights: The city and levee district continue trying to quietly improve the stormwater control systems in the area north and west of Hwy. 141 and the Page Avenue Extension. While improved stormwater controls are not by themselves a bad thing, once they have made those internal improvements, they are expected to again move full-steam ahead on destroying hundreds of acres of farmland in order to use tax subsidies to pay for the region’s newest mega-development. Using tax dollars to subsidize the destruction of this irreplaceable floodplain would be shameful. GRHA was one of the leading groups opposing these proposals before they were temporarily shelved, and we will continue to oppose these harmful plans in whatever way we can.

Valley Park: GRHA Executive Director David Stokes and GRHA have been invited to participate on an Army Corps of Engineers environmental advisory group for improvements to the Meramec River. The first public meeting of the Lower Meramec Basin MultiJurisdictional Floodplain Management Team was held March 29 in Sunset Hills, Mo. The working group stated that no new levees are being considered for the area and that nonstructural risk management measures will be the focus. GRHA is especially interested in pushing for nature-based and regulatory solutions for the region. National Flood Insurance Program: NFIP is still up for renewal this year. The deadline for the program was recently extended again to July 31, 2018, but much work remains. NFIP needs significant reforms, and the devastating hurricane season our country experienced last year has put it under more financial pressure than ever. David Stokes will make this one of the priority topics he discusses with Congressional representatives during his April 2018 trip to Washington, D.C. Missouri 2018 Legislative Session: GRHA’s priority is supporting HB 2182, introduced by Rep. Elaine Gannon of DeSoto in Jefferson County. This bill requires local governments that have floodplains to participate in the NFIP program and, more importantly, empowers the Missouri State Emergency Management Agency to develop statewide regulations for floodplain development. We testified in favor of the legislation and hope to have the chance to do so again.

Please save the date and join us on Thursday, Sept. 27, 2018, in St. Louis for the fifth annual partnership event to support Great Rivers Habitat Alliance and Ducks Unlimited. This year’s event will be held at the Purser Center at Logan University in Chesterfield, Mo. The evening will be dedicated to the memory of Mr. Paul von Gontard. All of the money raised at the event will go to support the conservation work of Ducks Unlimited and Great Rivers Habitat Alliance and our dedication to preserving the Confluence floodplain.

Barry, the best-selling author of Rising Tide, will be the keynote speaker at the next River Soundings conference on Wed., June 27, 2018, at the Jones Education Center in Forest Park. The all-day forum will feature canoe tours of the park streams, interesting lectures and debates, and much more. Great Rivers Habitat Alliance is cosponsoring the event with Missouri Coalition for the Environment, the Sierra Club, Greenway Network, and several other groups. Washington Post Runs Major Story about Mississippi River Flooding Debate In March, the Washington Post ran a major story on the battles of levees and floodplain development up and down the Mississippi River. The front-page article, written by former St. Louis Post-Dispatch reporter Todd Frankel, went into great detail and interviewed numerous allies of Great Rivers Habitat Alliance regarding the problems of trying to turn our great rivers into barge canals, which is exactly what they would be if the agricultural, barge, and levee industries have their way. As readers of this newsletter know, the neverending pressure to develop the floodplain leads to choices that inevitably result in worse flooding and more environmental damage. University of Southern Illinois Prof. Jonathan Remo has carefully reviewed the results of the United States Army Corps of Engineers investigation into improper levee heights along the Mississippi River. Remo has conclusively determined that those unauthorized levees raised water heights for other regions during the 2008 flood by an average of 0.72 feet and more in some places. The Sny Island Levee District in Illinois and the other unauthorized systems can no longer claim they are just protecting their landowners.
