As you may know, my company, Brandeis Machinery & Supply Co., was a part of the founding of this association, and I am honored to be your chairman for AED’s 100th anniversary. I can say firsthand how AED has helped our company and my career personally through professional development, educational opportunities, networking events, public policy, advocacy and much more, and we hope you see the benefit as well. I look forward to being a small part of helping this association continue to move in the right direction for you, the members. There are two major areas that I would like to focus on during my time as chairman: government affairs and career development. Voice in Washington With unprecedented access to powerful lawmakers from both parties and the administration, AED’s impact in Washington has never been greater.
T
he 2018 midterm elections ushered in an era of divided government as Democrats gained control of the U.S. House and Republicans retained a majority in the U.S. Senate. With more than 100 new lawmakers, engagement with AED’s government affairs program is more important than ever. Whether it’s attending the AED Washington Fly-In on June 11-13, supporting the AED political action committee (PAC), or hosting a congressional facility visit, equipment dealers must be involved to help ensure positive policy outcomes. AED’s 2019 focus is on urging Congress to work together in a bipartisan manner to enact pro-growth, job-creating policies to ensure the country’s economic vitality and the long-term viability of the construction equipment industry. Infrastructure investment, workforce development, tax and trade certainty, and pro-growth energy and regulatory policies are at the top of AED’s 2019 legislative priorities. 16 | www.cedmag.com | Construction Equipment Distribution | May 2019
AED’s 2019 legislative priorities: REBU ILD ING O UR NATIO N’ S INFRASTR UCTUR E. The United States’ infrastructure is crumbling, and Congress must work in a bipartisan manner to provide long-term certainty and increased investments in federal infrastructure programs. The country faces a backlog of more than $740 billion in much-needed highway and bridge improvements, and nearly half of America’s major roads are in poor or mediocre condition. With the current highway bill (the FAST Act) set to expire in 2020 and the Highway Trust Fund approaching insolvency, Congress must identify new revenue sources to restore the federal highway program’s long-term fiscal stability and increase investment levels. In addition to roads and bridges, Congress must also invest in all infrastructure, including dams, levees, airports, broadband, pipes and water systems, to drive economic growth, job creation and international competitiveness for decades to come.
EDU C ATING TH E NEXT GENERATI O N OF SKILLED WORKERS. The single greatest challenge facing AED members is the lack of skilled technical workers. A 2016 AED Foundation study found that the dearth of equipment technicians is costing dealers $2.4 billion in lost economic opportunity. Congress must update federal laws to reflect current workforce needs, such as easing the ability of students to use Pell grants for shortterm training courses and programs. Lawmakers should also provide additional resources to fund new sector-based workforce strategies that connect employers, schools, and local governments and incentivize students to pursue short-term, skills- and job-oriented training programs rather than full-blown college degree programs. Additionally, funding for the Carl D. Perkins Career and Technical Education Act, the principal source of dedicated federal funding for career and technical education (CTE), hasn’t kept pace with growing needs, and Congress should look to reverse underfunding of critical education and workforce training programs.
EN SUR I N G TH E U. S. EQUI P M E N T I N D USTRY ’ S I N TER N ATI O N A L CO MPETI TI V EN ESS. The United States operates in a global economy. Equipment dealers and manufacturers rely heavily on free trade agreements and other accords that permit accessible and efficient international trade. To provide much-needed trade certainty with our closest allies and economic partners, Congress should expeditiously approve the new United States–Mexico– Canada Agreement (USMCA). (USMCA) and the administration should remove tariffs on steel imports from Canada. Lawmakers should also ensure the long-term viability of the Export–Import Bank and continue to work with Canada to promote greater regulatory harmonization and improve the movement of goods across the United States’ northern border.
R ESTO R I N G CERTAI N T Y TO TH E TAX CO D E. The Tax Cuts & Jobs Act contained many progrowth policies, including lowering the tax burden for pass-throughs, full expensing of new and used equipment purchases, business interest limitations tied to EBITDA, and increased estate tax exemption levels. However, these provisions are temporary. Congress must work to preserve these important capital investment incentives and make them a permanent part of the tax code to provide certainty for construction equipment dealers, manufacturers and their customers.
EXPAN D I N G D O MEST I C EN ER G Y PR O D UCTI O N . The United States should pursue energy policies that promote a stable and sustainable energy supply while balancing economic growth, job creation and national security considerations with environmental protection. All energy sources, including shale, coal, nuclear and renewables, should be part of a forwardlooking national energy policy that allows the United States to be energy-independent and less reliant on countries hostile to U.S. interests. Additionally, Congress and the administration should work together to address unnecessary permitting delays that have resulted in insufficient pipeline capacity to process and transport energy resources. membership. Last fall, AED retained Impact
Public Affairs, a well-respected government relations and communications firm based in Ottawa, to facilitate the Association’s
Canadian policy efforts. Canadian dealers now receive a monthly newsletter, the Canadian
Policy Update, and AED frequently engages policymakers on tax and trade policies, infrastructure investment, and
workforce development issues.

AED’s 2019 Canadian Policy Priorities are as follows REB UILD ING CAN AD A’ S I N FR ASTR UCTUR E Canada needs a long-term approach to investing in infrastructure to improve the quality, accessibility and sustainability of services that Canadians use every day – services that significantly contribute to the country’s economic prosperity, job creation and international competitiveness. AED strongly supports the federal government’s plan to invest $180 billion over 12 years to fund infrastructure upgrades. However, AED urges the government to ensure year-over-year consistency and long-term predictability in funding critical infrastructure projects. Furthermore, the federal government must improve coordination between provincial and municipal governments to more efficiently deliver funding and implement a more streamlined process to speed the start of projects. While AED also supports the concept of Canada’s Infrastructure Bank, reforms are needed to better facilitate investment partnerships between the private and public sectors.
IND UCING G R O W TH TH R O UG H TAX PO L I CY Tax and regulatory policy that incentivizes capital investment is necessary to ensure sustained growth. The United States’ enactment of the Tax Cuts and Jobs Act put Canadian businesses at a significant disadvantage. AED strongly supported and commends the government’s decision to triple first-year deduction for equipment purchases from 15 percent to 45 percent. The policy will allow Canadian companies to increase cash flow, which can be used for further capital investment (more machinery, building new locations, etc.), creating jobs and higher wages for current workers. However, AED continues to advocate for further pro-growth modifications that simplify the tax code while incentivizing investment and entrepreneurship.
PROVID ING R EGULATO RY R EL I EF FO R EQUI PMEN T D EAL ER S AED strongly supports efforts to reduce the regulatory burden on job creators and pursue regulatory harmonization with the United States. To that end, finalizing an electronic logging device mandate that mirrors U.S. requirements should be a priority. However, the government should reform current hours of service (HOS) rules to allow greater flexibility, particularly for equipment service technicians. Service technicians spend 80 percent or more of their duty time on non-driving activities, such as repairing and maintaining heavy equipment and related administrative duties, and do not face the same demands or fatigue concerns as long-haul truck drivers. For these drivers, operating a vehicle is incidental to their primary job responsibilities, and they should be granted relief from burdensome HOS regulations.
AD D R ESSING TH E SKI L L ED L AB O R SH O RTAG E The Canadian construction equipment industry is facing a shortage of skilled workers, particularly diesel technicians. The labor shortage encumbers the ability of AED members to service customers, hindering growth and delaying the completion of infrastructure projects. While the federal government has made targeted investments in apprenticeships, more must be done to encourage all Canadians to consider careers in the skilled trades. AED is continuously advocating for sustained focus on apprenticeships and public awareness campaigns about the opportunities in skilled trade careers. The government must also pursue policies to ensure better collaboration between postsecondary institutions and employers and to incentivize individuals to enter the skilled trades.
PRO-GR O W TH EN ER G Y PO L I CI ES A robust energy sector is necessary to Canada’s international competitiveness and future growth. Consequently, the government must strike the correct balance between regulation and environmental protection to ensure the continued viability of Canada’s energy producers and developers. Furthermore, in order to transport oil and gas to market, the federal government must establish a comprehensive and predictable pipeline approval process that takes into account all stakeholders, including Indigenous peoples, to provide certainty to companies seeking to invest in major projects. SOLVING THE WORKFORCE SHORTAGE: The AED Foundation is actively addressing the serious shortage of skilled professionals in the construction equipment industry through expansion of our “community-based, school-to-work” school partnership strategy. We’re putting dealers, manufacturers and educators together on the same page, working toward the common goal of growing a new generation of well-trained, high-quality entrylevel technicians. LEVERAGING EXPERTISE: The AED Foundation’s volunteer technical experts, with broad industry representation from dealers, manufacturers and technical colleges, regularly update the Foundation’s comprehensive technical standards for accreditation. INCREASING THE QUANTITY AND QUALITY OF TECHNICIANS: There are 50 AED Foundation Accredited College and Recognized High School diesel-technology programs at 39 schools in the U.S. and Canada that are part of The AED Foundation’s School Partnership program. This represents more than 700 highly qualified graduates from diesel-equipment technology programs entering the workforce annually. PROVIDING PROFESSIONAL EDUCATION AND CERTIFICATION: The AED Foundation is committed to a philosophy of lifelong continuous learning for industry professionals. To qualify for AED Foundation Technician Certification, applicants must pass an assessment that is fully aligned with the Foundation’s technical standards with a score of 70% or greater. The assessment consists of 160 questions in the six key areas: diesel engines, hydraulics/hydrostatics, electric/electronics, power trains, A/C & heating, and safety/administration. The assessment has been developed by industry task forces with representation of technical experts from equipment dealers, equipment manufacturers and technical colleges.

Those passing and earning certification will receive their credential materials, certificate and wallet card, within three to four weeks. Certified Technicians also may purchase a kit that includes: certificate wood frame, logo hat, lapel pin, two uniform patches, and tool box decals. If an applicant does not pass, he or she has the opportunity to take the assessment one more time at no additional cost via the same login procedure. Chris Christie CHRIS CHRISTIE WAS INAUGURATED AS THE 55TH GOVERNOR OF THE STATE OF NEW JERSEY ON JANUARY 19, 2010. HE WAS RE-ELECTED WITH 60% OF THE VOTE IN NOVEMBER OF 2013 AND SERVED TWO TERMS AS GOVERNOR. HE LEFT OFFICE IN JANUARY OF 2018. During his time in office, Governor Christie emphasized the issues of fiscal responsibility, pension and health benefit reform, education reform and the opioid crisis gripping his state and the nation. His March 2017 law restricting opioid prescriptions led to a 26% reduction in those prescriptions in its first year. He also devised the state’s groundbreaking response to Superstorm Sandy, leading the rebuilding of the state’s housing, infrastructure and public schools and setting a bi-partisan example for storm recovery. Governor Christie was a leader among his colleagues as Governor. He was elected Chairman of the Republican Governors Association in 2014, leading the organization to a record fundraising effort and the election of 31 Republican Governors. This was after he served as Vice-Chairman of the RGA in 2012. He also was elected to the Executive Committee of the National Governors Association and served from 2010-2013. On March 29, 2017, President Donald J. Trump appointed Governor Christie as Chairman of the President’s Commission on Combating Drug Addiction and the Opioid Crisis. Governor Christie led the Commission on a seven-month investigation of this issue, holding hearings around the country. The Commission issued an interim report on July 31, 2017 and a final report on November 1, 2017. The reports contained more than 65 substantive recommendations, all of which were adopted by President Trump.

Kris Paronto INSPIRING HERO OF THE 2012 BENGHAZI ATTACK & SUBJECT OF THE BOOK AND MAJOR MOTION PICTURE,13 HOURS Kris Paronto—“Tanto” as he is affectionately known in security contracting circles—is a former Army Ranger from 2nd Battalion 75th Ranger Regiment and private security contractor who has deployed throughout South America, Central America, the Middle East and North Africa. He also worked with the U.S. Government’s Global Response Staff conducting low profile security in high threat environments throughout the world. Paronto was part of the CIA annex security team that responded to the terrorist attack on the U.S. Special Mission in Benghazi, Libya on September 11, 2012, helping to save over 20 lives while fighting off terrorists for over 13 hours. Paronto’s story is told in the book 13 Hours, written by Mitchell Zuckoff and his five surviving annex security team members, and in the 2016 major motion picture of the same name.
Arthur C. Brooks ARTHUR C. BROOKS IS AN EXPERT ON THE CONNECTIONS BETWEEN CULTURE, POLITICS, AND ECONOMIC LIFE. He is President of the American Enterprise Institute, a research foundation focused on individual opportunity and free enterprise. He is the author of a series of influential books: Who Really Cares? The Surprising Truth about Compassionate Conservatism, Gross National Happiness: Why Happiness Matters for America — and How We Can Get More of it, and The Battle: How the Fight between Free Enterprise and Big Government Will Shape America’s Future. His books Who Really Cares? and Gross National Happiness brought a behavioral economist’s eye to the issues of charitable giving, national well-being, and the left/right divide. His newest book, Love Your Enemies: How Decent People Can Save America from Our Culture of Contempt, shows that treating others with contempt and out-outraging the other side is not a formula for lasting success.

is given in honor of Morton R. Hunter Sr., “the man with the idea,” who, along with ten colleagues, founded the Associated Equipment Distributors, served for 10 years as its first secretary, was president in 1925, and originated its first publication, devoting himself as its editor until 1950. This award is given to an individual who, like Morton Hunter, has demonstrated outstanding dedication to the principles and ideals of the Association and to its every cause and continues to inspire the organization today.
