Identity CEFAL (European Consortium for the Preparation and Training of Workers) is a private legal entity that is officially recognized by the Emilia Romagna Region for vocational training in all those professional areas that are in accordance with regulations. The CEFAL experience began over 35 years ago, in 1972. Throughout this time CEFAL has developed, gathered competences and resources and has achieved on January 1st 2009 the configuration of a regional vocational training private authority of the Christian Worker Movement. This process of aggregation has progressively combined within CEFAL the experiences of CEFA/A (European Consortium for Vocational Training in Agriculture), EFAL (Vocational Training and Workers’ Initiation), Faenza Vocational Training and Galassini Foundation, these last two have merged to become CEFOP MCL and have extended CEFAL’s area of presence from the province of Bologna to wider territory with two new branches in the province of Ravenna.

Mission CEFAL is committed to offer the proper answers to those educational and growing needs of people by experimenting and adjusting intervention models open to those social changes and flexible towards the demands from individuals that are present on the territory (young adults and their families, adults, institutions, the economical-productive system, the social private organizations..) Through vocational training and job placement, CEFAL carries out its mission of integration and wellbeing of people in the aim to support an active participation in society on behalf of everyone even the weakest. The vocational training offered by CEFAL is aimed at the cultural, moral and psychological development just as work is an instrument that fulfils the individual in his or her different demands which are not only of productive nature but are extended to all the different aspects of life.


Intervention areas

CEFAL has three areas of intervention:

1. Vocational training to fulfil the right/duty to education and training (vocational training and integrated courses that alternate between training and education);

2. Interventions in the social area: initiatives, such as orientation, vocational training and work transition, targeted to individuals who are socially disadvantaged. This sector is also aimed at operators involved in that network of services that deal with these issues;

3. Vocational training and Consultant’s advice for enterprises and the territory: higher vocational training. Vocational training for individuals working in public as well as private areas, international cooperation projects‌


Area for vocational training to fulfil the right/duty to education and training This area deals with initial vocational training in individuals between the ages of 15 and 18 years old. CEFAL has offered vocational training in this area since the beginning of the 80’s and has evolved its means of intervention in over 25 years of experience to better respond to the new demands presented by those young adults that pursue this kind of education, as well as to those legislative changes occurred throughout this time. CEFAL carries out projects that comply with regional law n. 12 of 2003: Courses to fulfil the right/duty to education and training through vocational training (“OF” courses or ‘Compulsory Education’): these courses allow young adults that have already attended the first year of high school, even if integrated with vocational training (integrated courses), to acquire those professional skills requested by the local labour market. These are two years courses of about 1000 hours per year (650 hours of theory and 350 hours of internship). After passing their final exam, students are then given a regional qualification. Integrated courses between education and vocational training: these are projects jointly carried out by regular schools and vocational training centres. During regular school some hours are carried out in cooperation with the centre for vocational training. School teachers together with the training staff from the vocational centre define a program to carry out in compliance with the national system for qualifications. Thanks to the mutual acknowledgement of credits between school education and vocational training, students can switch from integrated courses to regular school or vocational training at any time. Apprenticeship in the right/duty to education-training: it refers to a work relationship aimed at the support in the placement of young adults in the work force; this offers them the possibility to acquire specific skills directly within a company. The apprenticeship contract is distinguished by the fact that the company is committed to train the apprentice within the company during the work period. This area operates with course activities Accompaniment activity aimed at supporting a successful training and job placement of young adults Specific actions aimed at improving the vocational training offer for the specific target group through the exchange of knowledge and the introduction of innovative methods and contents.


VOCATIONAL TRAINING FOR YOUNG ADULTS AGED 15-18 TO FULFIL THE RIGHT-DUTY TO EDUCATION AND TRAINING (two year courses “OF”) The two years courses in vocational training to fulfil the right/duty to education- training at CEFAL are aimed at achieving the following initial qualifications with reference to the Regional Qualification System. Sector for interventions in the social area This sector, “interventions in the social area” of CEFAL, combines all those initiative, such as orientation, vocational training and work transition, targeted to individuals who are socially disadvantaged. This sector is also aimed at operators involved in that network of services that deal with these issues. This sector began taking shape at the end of the 80’s in accordance with those inspiring principles of this establishment to respond to the demand of the territory following the growing presence of people with special needs. Vocational training represented an answer in order to contribute in the effort to prevent the risk of social marginalisation. Beneficiaries In accordance with the specific needs of the individual this sector has developed activities, services and intervention models aimed at: a range of people with special needs:

disabled persons offenders ex-offenders foreigners on Italian soil including those requesting asylum and refugees Rom and Sinti Individuals with mental health problems individuals suffering from drug addictions/and drug abuse socially disadvantaged individuals due to the condition of “new poverty”

social service operators operators in the justice system volunteers operators from Mental health services Operators from the local institutions Language-cultural mediators Social - Healthcare workers Teachers

Means of intervention course activities, including those that are aimed at obtaining a qualification personalised accompaniment activity during work transition and social inclusion activities aimed at information/orientation/support during work transition as well as social inclusion occupational “atelier” (a Protected Working Structure) for those with disabilities system actions to modernize and strengthen this sector even through the analysis and the transfer of good practices

ACTIVITIES FOR WORK TRANSITION Orientation, vocational training, work accompaniment for those adult people who are followed by the department of mental health, Ser.T. (drug rehab program), adult handicap services, adult social services, including “strengthen work-experiences” and the SIIL service (integrated support for work placement of people with disabilities) Orientation, vocational training, work accompaniment in favour of migrants, asylum seekers and refugees Orientation, vocational training, work accompaniment in favour of people sent by the Employment Office or those sustained by the Social Services, the Department of Mental Health, the Service for Drug Abuse or those who are disadvantaged by a situation of “new poverty” Support for both foreign and Italian citizens who want to start a business. “WORK INFORMATION DESKS” to provide vocational guidance and work placement to subjects who are detained in the Penitentiary of Bologna (targeted to inmates) and through the Employment office of Bologna (for offenders, ex-offenders and those on probation) Vocational training in the Penitentiary of Bologna and for individuals who are under the responsibility of the External Criminal Justice Administration. Support to start a business inside and outside the penitentiary. Specialty training for social service workers, local authority officers and operators from the department of mental health who will be dealing with individuals coming from migration experiences and will require particular attention. Training for primary and secondary school teachers who will be working with foreign students on the following themes: acqueil, didactics to teach Italian as a second language (L2), evaluation. Basic and specialty vocational training (in sanitary, justice, work and school field) for linguistic and cultural mediators. Training for volunteers (in the area of European projects, services to the elder and to issues regarding inmates) Joint training for operators in public services and operators in the criminal justice department on the issues of adults and minors undergoing judiciary measures. EDITORIAL ACTIVITY “Intercultural Thematic Handbooks” regarding issues like jail, education and good practices “Guide on how to create a business for foreign citizens” Research report on good practices regarding vocational guidance and training and work accompaniment for individuals who are serving time Informative material regarding the services for foreign citizens offered by the territory Report about the perception of the immigrant and the role of the linguistic and cultural mediator Production of structured didactic material


Settore servizi alle imprese e al territorio This sector promotes human resources in response to requests from enterprises, institutions and territory services with particular reference towards the local/regional level as well as in cooperation with trans-regional or trans-national actions. CEFAL has been offering vocational training, consults or technical assistant services since the 80s. Throughout this time CEFAL has adjusted its offer to a referring scenario which has progressively spread from a local reality to a regional one, cooperating internationally with countries belonging to the European Union as well as Eastern European countries; the Balkans, the Southern Mediterranean and even as far as overseas. Beneficiaries and the type of activities; This sector includes various types of interventions: Personalized vocational training for workers who have been laid off from companies that are having financial difficulties (length of the course is usually of about 50 to 300 hours) or are at risk of being excluded from the labour market. Higher vocational training aimed at individuals already holding a professional qualification, diploma or a university degree and want to obtain a “specialization� within the regional framework for qualifications. Individual vocational training for those who are employed and want to pursue a life long training (continuous education) or adults in any kind of employment situation (permanent education) that want to upgrade ones own professional condition to the demands of the labour market. These are brief to medium length courses (16 to 90 hours). Training upon request for private and public individual companies (or between companies), organizations, groups /networks/partnerships in order to respond to innovative demands, reconversions, specialization and strengthening of the employees Accompaniment for the creation/development of businesses particularly in the social economy field. Complex initiatives to strengthen and develop education-training system and work transition aimed particularly at operators of the third sector even through official public-private networks. This area also includes international cooperation initiatives for capacity building and local development. Ways of intervention: This sector intervenes with Course activity as well as individual vocational training activity. Accompaniment activity to support training and occupational success for those who beneficiate. System actions to overall improve the vocational training offer for the social-economical development of the territory even through the exchange of good practices and the introduction of innovative methods and contents.


CEFAL AND INTERNATIONAL PROJECTS

Since 1994 CEFAL has matured a wide experience in planning and managing cooperation programs with other countries members of the European Community, Balkan area, Eastern Europe and South of the Mediterranean. During this time CEFAL has consolidated its relationships with the various public authorities (national, regional, local, universities, development agencies…) and with private social organizations (associations, non government organizations) in different countries of the European Community (France, Spain, Romania, Poland, Slovakia, Denmark, Belgium, Sweden, Germany, Malta..) in the pre-adhesion areas (particularly with Albania and Croatia) as well as those from the neighbourhoods of the European Union like Morocco. CEFAL’s international activities are aimed at: the joint development between innovative models, devices and approach the exchange of good practices/innovations/experiences between the territories in the vocational training area (on all levels from the “basic” one aimed at young adults and adults to a high specialization), in the social inclusion and local development in a wide sense. In this manner CEFAL’s international activities integrate with “local” activities in order to strengthen and enrich them with new methods, services and instruments. The different kind of international projects that CEFAL has been involved in and continues to operate in are various and they range from: higher education, vocational training, employment and social affairs, justice and protection of fundamental rights, capacity and institution building, to territorial cooperation. CEFAL has been a grant-holder of TEMPUS projects (Directorate General for Education and Training - cooperation in the Higher Education area) in Romania (1994-1997), in Albania (3 projects from 1999 to 2003) in Morocco (2004-2007) and has coordinated a two years project TEMPUS in Croatia headed by the University of Ferrara (2007-2009). Besides the TEMPUS programme, CEFAL has operated in the field of higher vocational training with the support of Bank Foundations like the Cassa di Risparmio Foundation in Bologna as well as with resources from the Italian Embassy (specifically in Albania) for activities of institution building aimed at directors and managers of the Albanian Ministries. Since 1996 CEFAL has been a project leader of different pilot projects: “Leonardo” (cooperation in the vocational training area) and “Employment” (cooperation in the employment and social inclusion area) related to the personalization and to the open/distance learning and to integration/re-integration in the labour market of those individuals who are disadvantaged.


In the context of the Lifelong Learning Programme - sector programme Leonardo da Vinci, CEFAL: participates in the exchange of vocational training professionals; this activity is organized by the Scuola Centrale Formazione, a national association of vocational centres which CEFAL is a member it carries out, through mobility measures established by the program, work-experiences abroad for young adults attending the courses in order to fulfil their right/duty to education and training it manages a multilateral project 2008-2010 for the Transfer of Innovation (towards Emilia Romagna) in the promotion of social inclusion of disadvantaged individuals through the social economy in the environmental sector (with particular reference to the collection, treatment and recycling of WEEE - Wastes from Electric and Electronic Equipments) it is partner in a multilateral project 2009-2011 for the Transfer of Innovation regarding competences of social-professional accompaniment operators; it is financed by the French National Agency for the Leonardo programme and it is headed by the French association ETCHARRY FORMATION DEVELOPPEMENT. CEFAL is as well a partner of a Multilateral Partnership project that deals with the social inclusion of offenders and ex-offenders in cooperation with French and Slovakian partners. Furthermore, CEFAL is working on different project ideas in order to develop new multilateral actions in the pedagogic field, the public-private partnerships, the increase of employability, the social cohesion and the promotion of employment opportunities in relation to the social economy. CEFAL has participated in different European community projects like EQUAL (Directorate General for Employment and Social Affairs) in Emilia Romagna (“Trailer” to contrast the unemployment phenomenon and promote the local development in areas with structural difficulties; “Pegaso” for the social inclusion of offenders, “ET-transition experience” for the work transition and the social integration of young adults/adolescents lacking social-economical as well as cultural opportunities) and Abruzzo (INTRA, for the work transition of offenders and ex-offenders). Through the action of mainstreaming of the program EQUAL, CEFAL has connected with the national and trans-national network of subjects that deal with social inclusion in those specific fields in which it has the most experience; together they are working in order to focus on new work opportunities in accordance with the referring institutions in this field. Apart from its well established experience in vocational training and employment, CEFAL is progressively expanding its international activity to other fields that are related to the justice system, fundamental rights, personal freedom, to the integration of minorities, immigration and intercultural issues. While doing this, CEFAL has participated in the AGIS Re.S.P.I.R.O., which is a project financed by the Directorate General for Justice Freedom and Security of the European Community, in order to promote, expand and consolidate networks, strengthen cooperation between member states as well as regionally and locally in regards to common issues like crime prevention through social and employment inclusion. CEFAL is also analyzing “external” cooperation opportunities with countries that are not members of the European Community and with the mobility of human resources (circular migration, integration of citizens from Third Countries, European citizenship, vocational training in countries of origin, assistance to those returning, vocational training for Italians that live abroad,..). Since 2009, CEFAL has headed a project financed by the Italian Ministry of Labour for the vocational training for Italians who reside in Mexico. Furthermore, CEFAL is developing and consolidating its relations with cross-border countries (most of all with Croatia, Slovenia and Bosnia) through the promotion of territorial cooperation initiatives and exchanges as well as through joint project development.


Activities

In 2009 more than 1100 people beneficiated from VOCATIONAL TRAINING COURSES offered by CEFAL, 85% of them were young adults fulfilling their right/duty to education and training, while the remaining 15% were adults. Amongst the adults over 110 were individuals undergoing difficulties in the work placement (due to different disadvantaged conditions or because they were assisted by the unemployment services). Among course beneficiaries, about 36% were foreign citizens. In 2009-2010 there was a sensible increase in beneficiaries fulfilling their right/duty to education and training compared to the previous year 2008-2009: from 301 to 380 young adults (+26%). Between the centres of Bologna, Faenza and Villa S. Martino of Lugo, CEFAL in 2008-2009 has overall managed 14 annuities of “OF” (two year courses to fulfil the right/duty to education and training) and 16 annuities of “OF” (two and three year courses integrated with regular school and vocational training). In 2009-2010 the number of active courses fulfilling the right/duty to education and training have been 20 annuities “OF” and 15 annuities “OF”. The total amount of hours of CONCLUDED1 courses in 2009 was over 20.000. Another group of actions is represented by laboratory activities, accompaniment services/vocational guidance/support during work placement as well as system projects and seminary activity for operators. The total number of people who participated in these actions was over 1.200 (about 370 were young adults and 870 were adults).

CEFAL IS A MEMBER OF THE FOLLOWNG ORGANIZATIONS Regional level CEFAL is a member of the ASAS Consortium; this is a consortium of Diocesan centres and MCL institutions of Bologna and Ravenna. ASAS Consortium functions as a coordinator as well as a Service Centre to create synergies, promote integration and the exchange of good practices between its members. Moreover, the ASAS Consortium offers the following services: management consults, planning activities for vocational training and system actions, analytic accounting and final balance, general accounting and management control, computer management, safety and maintenance of real estate, quality assessment, communication and image promotion. CEFAL is a member of AECA, Emilia Romagna Association for Autonomous Vocational Centres. CEFAL in 1998 promoted through a European Community project, the creation of It2 social cooperative as a “transition enterprise” in reference to the French model “enterprise d’insertion”. This cooperative offers opportunities to individuals who have difficulties: this is where they can carry out a work experience useful for a future “transition” to another “non protected” work place on the market.

National level CEFAL is associated with the Scuola Centrale Formazione, a national association of vocational training centres recognized by the rule 40/87. Scuola Centrale Formazione has 40 members and 100 centres distributed in 9 Italian regions with over 2000 employees overall. CEFAL is associated with CONFAP (National Confederation for Vocational Training and Professional Updating), founded in 1974 by the Italian Episcopal Conference in order to offer an organic and united reference point to those vocational training centres of Christian faith that offer their services to young adults and adults in the field of vocational guidance and training for a future job as well as on the job. CEFAL is associated with FARI (Federation of Italian Rural Associations) that belongs to the international movement AIMFR (INTERNATIONAL ASSOCIATION OF FAMILY MOVEMENTS FOR RURAL TRAINING). CEFAL is associated with Confcooperative, Confederation of Italian Cooperation- a legally recognized organization for representation, assistance and protection of the cooperative movement and social enterprises that are inspired by the principles and the tradition of the Social Doctrine of the Church. CEFAL is a member of OPEN Consortium (Offenders Pathways to Employment National Network), a second level organism aimed at promoting the development and the improvement of methods and systems that favour the social-and work placement/ re-integration of minors and adults who have committed crimes. This consortium gathers those major organizations that promote and manage on national and regional levels actions of vocational training, social and work inclusion for offenders and ex-offenders.


European level CEFAL is a member of YES Forum (Youth and European Social Work Forum): a network of organizations that include 13 different Countries belonging to the European Community which share their efforts towards social inclusion and the active participation of children and young adults who have experienced disadvantages and exclusion. CEFAL has participated to the Development Partnership EQUAL Daidalos; this gathers 6 projects aimed at social and work inclusion for disadvantaged individuals. It is represented in 5 Countries Members of the European Community: Italy, Spain, Poland and Slovakia. Through the national association Scuola Centrale Formazione, CEFAL is connected to CEC (Comité Européen de Coordination), a European network consisting in 16 organizations that overall represent about 500 organizations (non profit associations, enterprises, local companies, vocational training centres, social associations…) in 9 countries that are members of the European Community.

CEFAL CENTRES

S.Ruffillo Centre of Bologna – S.Lazzaro di Savena S.Ruffillo Centre is located between the Communes of Bologna, S.Lazzaro di Savena and Rastignano. The structure measures about 3.000 sq.m. It represents a pole for vocational training and education, this is where CEFAL, the section A of the social-cooperative It2 and a branch of Liceo Fermi operate. CEFAL of Bologna has: 12 classrooms, 2 are computer rooms. 1 electric laboratory 1 electronic laboratory 1 window-dressing laboratory 1 meeting room (with 90 seats) fully equipped with an amplification system offices and meeting rooms Coffee shop named “Bar’n’Out” and a restaurant named RISTOFAST - available for employees as well as for those attending courses. It is managed by CEFAL in cooperation with It2. A greenhouse for vocational training and job placement in this area. A guest house that can sleep 7 people named “InOut”. A park and a large parking lot.


From January 1st , 2009 CEFAL has joined with CEFOP MCL and has now two new centres in the province of Ravenna Centre of Villa S.Martino of Lugo (RA)

The operative centre of Villa S.Martino measures about 1.000 sq.m. CREDITS AND CERTIFICATIONS Cefal is a vocational training centre certified by the Emilia-Romagna Region in the following areas:

Vocational training to ensure the right /duty for education and training Higher vocational training Continuous and lifelong training Training for people with special needs Apprenticeship Distance vocational training

Cefal has been certified by the international norm UNI EN ISO 9001:2000 for the following areas of application (EA 37): “Planning and offering initial, higher and continuous vocational training, including training targeted to people with special needs, in those fields as computer science, electric and electronics, commerce, agriculture and environment, restaurant, tourism and services to the person; in the development of vocational guidance services; offering logistic support services for the vocational training activity�. Planning and offering social-educational services during the day (in protected structures) for people with disabilities.

Cefal is a registered member of the FIRST SECTION of the REGISTRY for AUTHORTIES AND ASSOCIATIONS THAT CARRY OUT ACTIVITIES IN FAVOUR OF IMMIGRANTS in accordance to the article 54 of the Presidential Decree of the 31st of August, 1999, number 394, as modified by the Presidential Decree on 18th of October 2004, number 334.
