ETCHARRY FORMATION DÉVELOPPEMENT is a body focused on business development that provides support and guidance to INDIVIDUALS, ORGANIZATIONS and LOCAL AUTHORITIES engaged in change and project implementation.

The Association pour la Formation en Milieu Rural – AFMR Etcharry Formation Développement, was founded in 1963. At the time, its focus was on training agricultural extension practitioners, now known as “Conseillers Agricoles” , whose goal is to help farmers develop and manage their farms and therefore to rise to the challenges surrounding agricultural development in France. This approach to rural and local development remains relevant today: ETCHARRY is one of two national training and development centres for “Chambre d’Agriculture” employees. In a recent development, this training is now also available in local “Chambres des Métiers et de l’Artisanat”.

During the 1970s, in response to the issues facing actors in the areas where it was active, such as economic stagnation in rural areas and depopulation, especially in terms of women leaving small villages for larger towns, the AFMR began to widen its focus. This changing environment led to the development of training courses in social work, which were originally centred on the individual, community and family support fields, in response to local socioeconomic needs and as a means of enabling women to find high-skilled employment or to start their own business in their local area.

ETCHARRY’s current focus and fields of action centre on the following areas: • The reintegration of the most deprived individuals (in terms of economic opportunities), inclusion-related issues; • Social work; • Local economic development • Sustainable development. The governing board of this not-for-profit organization is composed of elements that operate in the different fields mentioned above. ETCHARRY has around one hundred ‘Full-time equivalent’ employees and is active at local, regional and national level.

ETCHARRY’s approach is based on 3 complementary skill-sets centering on a specific objective: 1.TRAINING the life-long development of skills and the tailoring of these skills to changing circumstances; 2.CONSULTING offering guidance to local actors with a view to ensuring the long-term sustainability of economic development projects; 3.EXPERIMENTATION devising and testing new solutions for the future… In order to meet these challenges, we have a set of values from which we take our inspiration, which we are committed to respecting in everything we do: Excellence Working in partnership Flexibility Empowering others over the long-term Willingness to listen to others

TRAINING We train more than 1,500 students and professionals each year via: − Diploma courses in the field of social work, − Courses leading to a qualification certified by the relevant Ministry, − Vocational courses in the shape of advanced training courses − ‘Made to measure’ training courses offering an effective, tailored and operationally-relevant solution to your requirements. CONSULTING We offer consulting services to all prime-movers in economic and social fields (local authorities, bodies delivering social care, chambers of commerce/industry/agriculture, industry bodies/unions, businesses) by means of needs analyses, assessments, activities management/organization, methodology-based guidance and development actions. EXPERIMENTATION We employ research action, experimentation and project innovation to boost our ability to analyze and tailor our training courses, thus participating directly in the development of new openings in terms of future development…with human resources naturally continuing to play the key role in this development.

Skills Assessment
• Enables a professional to take stock of their professional situation at any point in their career. • Provides an assessment of professional and personal skills, capabilities and motivations with a view to drawing up a career plan that may include an element of training.
RESULTS: Career plan validated. Process of career reorientation begun.
METHODS: Professional guidance dispensed in blocks of 24 hours (in units of single hours or in multiple, ‘backto-back’ fashion as required), divided into 3 stages: • Initial phase: definition and analysis of the employee’s needs. Outline of the methods and techniques used to perform the skills assessment; • Investigative phase: analysis of professional and personal motivations and capabilities, assessment of their knowledge/skills, evaluation of career development options; • Conclusions: inform the employee through specifically tailored interviews of their assessment results. Enable them to apply the assessment to their career in a concrete fashion.

AGENDA 21 New strategies for local and regional sustainable development OBJECTIVES: To offer ongoing training and guidance to local and regional authorities in the definition and implementation of their local community development strategies in the light of the 5 main priorities of sustainable development (Rio Earth Summit 1992).
RESULTS: Changing practices, improving the knowledge-base and skills of actors involved in local development.
METHODS: •Training programmes that are better tailored to the needs of leaders/decision-makers. •Helping local/regional authorities implement Agenda 21: organizational input, expertise, advice. •Expert reports for the French Ministry of the Environment.

MENDIA Transnational project : Bulgaria, Slovakia, France OBJECTIVES: Enable transfer of experiences, practices and know-how in terms of farm sustainable production and, more specifically, in the field of production, processing and marketing of dairy products.
METHODS: Encounters and transfer of experiences and collective practices, in 2010 and 2011, between farm producers of Basque Country and rural valleys of Bulgaria and Slovakia.
RESULTS: A collective organization, new products and a sales network in short circuits on both project's territories.

ESE: An efficient social dialogue for agriculture social partners, agents of change in the South East Europe OBJECTIVES: Enable the social partners in two countries of South East Europe to take their place in the social dialogue, in the field of agriculture, both at national and European levels
METHODS: Develop a baseline on the state of social dialogue in the two target countries (Bulgaria and Macedonia); Develop an action plan to strengthen the role of the social partners at national and European levels;
RESULTS: From December 2012 to November 2013,production of baselines, meetings with field stakeholders in Belgium, France and Germany, and two conferences in target countries.

AFMR Etcharry Formation Développement has experienced many changes since 1963, both in terms of its operational goals and how these goals are implemented. That said, our objectives remain the same – to offer specific solutions tailored to the needs of those who take our training courses and seek our advice, individuals, organizations and local and regional authorities alike…
In response to both new ways of thinking that have had a world-wide impact as well as to individual demand, ETCHARRY’s long-term strategy and skills-base are Sustainable Development-led. This vision comes to the fore in the context of Agenda 21. We provide guidance and advice for local authorities in relation to Agenda 21-related programmes and issues. An integral part of our vision is human capital – and its related skills – these being the values that lie at the heart of a process of societal development that is both coherent and universal.
