ewly appointed Councilman-atLarge Terence “Terry” Van Dzura, who fills the seat vacated by Stephen Dalina, pledges to listen to township residents while making decisions in the best interest of the township. Van Dzura was sworn in during the Monroe Township Council’s regular meeting on Feb. 1. “We may not always agree, but I will always listen,” he said.
A special election will be held in November to elect a candidate who will fill the unexpired term of Dalina, who was sworn in as township mayor on Jan. 20. The council selected Dalina to fill in as interim mayor after the passing of Mayor Gerald Tamburro on Dec. 31. A special election will also be held for the mayoral role in November. Van Dzura is a 25-year resident of Monroe. Through the years, he has been actively involved in coaching youth sports,

Spotswood council appoints engineering company to handle roadway repairs By VASHTI HARRIS Staff Writer
SPOTSWOOD – The Borough Council approved a resolution authorizing Center State Engineering to perform $30,000 in construction administration services for various roadways, taking over for the previous engineer. The borough had appointed Daniel Samuel of CME Associates, Inc. to serve as borough engineer for a term that ended on Dec. 31, according to the council. The borough had authorized CME to perform professional engineering and survey services for improvements to Sloan Road, Charles Street, Carol Lane, Brian Lane, Rainbow Lane, Eisenhower Avenue, Patton Place, Halsey Place, MacArthur Place, Manhattan Avenue and Ertle Avenue, according to the council. On July 13, the council had approved a resolution mentioning the borough was awarded a New Jersey Department of Transportation 2020 Municipal Aid Grant of $555,000 to fund various roadway improvements. The borough authorized CME to provide the construction administrative services without a public procurement pro-
cess because those services were to be performed by CME in furtherance of its role as borough engineer for the year 2020, according to the council. Instead, the council approved a resolution authorizing Center State Engineering to perform $30,000 in construction administrative services for various roadways on Feb. 1 during the council meeting via video conference. CME is no longer the borough engineer and on Jan. 6, the borough appointed Center State Engineering to serve as the head of the Department of Engineering. CME had not yet performed the construction administration services phase of those projects for which it was authorized to provide engineering and surveying services in 2020, according to the council. Center State Engineering has proposed to perform the construction administration services for those projects for a lump sum payment of $30,000, which is less than the amount proposed by CME for those services $50,340, according to the council. n a first-time partnership, the Springfield Free Public Library and the Spotswood Public Library will jointly offer a series of four virtual writing classes to be led by instructors from the Writers Circle, an organization that offers creative writing workshops for children and adults. The first two workshops, scheduled for 7 p.m. Feb. 22 and March 1, will be centered around sparking personal creativity. The third and fourth workshops, scheduled for 7 p.m. March 10 and 17, will present the art of journaling; this is something which may be of particular interest to people who are looking to record their thoughts and memories of living through the COVID-19 pandemic, according to information provided by C.L. Quillen, director of the Spotswood library. Each session will have a different focus and participants can sign up for one workshop or all four. All sessions will be taught by published authors. Dale Spindel, the director of the Springfield Library, and Quillen have been work-
ing together on another project, LMxAC Authors at Home. Their February author, Michelle Cameron, was their connection to the Writer’s Circle, Quillen said. “Dale and I have known each other for several years, as we have both been involved with the New Jersey Library Association’s Readers’ Advisory Roundtable. We’re very excited, both about Michelle Cameron’s program and the upcoming writing workshop series, and hope that we inspire a few budding authors,” Quillen said. Quillen is a published author, having co-written “Read On…Romance.” These programs are free and open to Springfield and Spotswood residents age 18 and older. Milltown Mel optimistic despite snowstorm, predicts an early spring By KATHY CHANG Staff Writer
MILLTOWN – Despite the recent snowstorm that walloped the Tri-State Area, Milltown Mel, the toothy teller of the weather, showed optimism in his prediction. “As I lay here in my bed and snore, I sneak a peek outside the door,” Mel said in a social media post on Groundhog Day, Feb. 2. “If the lack of shadow is what I truly see. Then an early spring there must be.
See you in the spring.” Mel made his prediction in quarantine this year due to the novel coronavirus pandemic. He let his followers know he would take a quick look outside to check the weather. The popular annual prediction in its 13th year is usually announced early in the morning on Feb. 2 before a crowd assembled in the parking lot of the Joyce Kilmer American Legion Post No. 25 on JFK Drive.

The Milltown Groundhog Day celebration is an evolution of the Guthlein family’s own observance of the holiday. Jerry Guthlein, the former owner of the Bronson and Guthlein Funeral Home in the borough and a former councilman, has since passed the torch onto John McNamara and the rest of the Wranglers.
This was the sixth prediction for this particular Mel, who predicted an early spring last year, six more weeks of winter in 2019 and early springs the previous three years. The former Mel passed away in August 2015 after making a handful of favorable predictions over the years. This year, Milltown Mel agrees with his neighbor over the bridge, Staten Island Chuck. Punxsutawney Phil in Pennsylvania predicted six more weeks of winter.

Members of Congress were invited to attend the viewing period on Feb. 3, according to the statement. “The U.S. Congress is united in grief, gratitude and solemn appreciation for the service and sacrifice of Officer Brian Sicknick,” Pelosi and Schumer said in the joint statement. “The heroism of Officer Sicknick and the Capitol Police force during the violent insurrection against our Capitol helped save lives, defend the temple of our democracy and ensure that the Congress was not diverted from our duty to the Constitution. His sacrifice reminds us every day of our obligation to our country and to the people we serve. “On behalf of the House of Representatives and the Senate, it is our great privilege to pay tribute to Sicknick with this lying-in-honor ceremony,” they continued in the statement. “May this ceremony and the knowledge that so many mourn with and pray for them be a comfort to Sicknick’s family during this sad time.”

The Monroe Township Democratic Committee submitted three candidates and the Township Council selected Van Dzura, who serves as president of the Monroe Township Democratic Club. He was nominated by Council Vice President Elizabeth Schneider, who referred to Van Dzura as “fair, but firm” in his dealings with Planning Board applicants. During his comments, Van Dzura thanked Dalina and council members for the honor. Van Dzura has been a licensed New Jersey attorney since 1981. He is a former judicial law clerk and served as an assis-
tant Middlesex County prosecutor for three years. Van Dzura has served as an arbitrator for the Middlesex County Superior Court and also has served as the municipal prosecutor for the Township of Edison and Carteret Borough. He is general counsel to a number of local homeowners’ associations. Throughout his law career, Van Dzura has handled all aspects of personal injury claims and workers compensation matters. In addition to being a successful business and real estate attorney, he has vast experience with criminal jury trials and municipal court cases. Following the Sept. 11, 2001, terrorist attacks, Van Dzura became a member of Trial Lawyers Care, which assisted 9/11 victim families on a pro bono basis. helsea Senior Living will be among the first assisted living companies in New Jersey to make on-site monoclonal antibody (mAb) treatments available to residents symptomatic with COVID-19. This allows the affected residents to avoid a hospital trip while receiving a treatment that has been effective in reducing symptoms, according to information provided by Chelsea. MAb are laboratorymade proteins that mimic the immune system’s ability to fight off harmful pathogens such as viruses. They were given Emergency Use Authorization (EUA) by the Food and Drug Administration in November. MAb therapy, given by infusion, is not a cure for COVID-19 and is not a substitute for the vaccine. “The impact the mAb has had on our patients has been nothing short of remarkable,” John Hopkins, DO, CCS Healthcare, said in the statement. “This is a game changing medication in the fight against
COVID. It truly saves lives.” “While we have worked hard to minimize infection in our communities, we are still dealing with isolated outbreaks,” Pat Banta, BSN/MA, regional director of Health Services for Chelsea Senior Living, said in the statement. “Our partners at CCS Healthcare provide the monoclonal antibody infusion with expert monitoring during and after the infusion at the assisted living community to residents who have confirmed COVID-19 infection and who fit the criteria for therapy. It reduces the likelihood of developing severe illness requiring the need for hospitalization, can provide short term immunity and reduces the risk of infection transmission.” Chelsea residents and staff are currently receiving the COVID vaccination at the company’s 21 residences in New Jersey and New York. However, screening, testing, masking and social distancing will continue into 2021.

SPOTSWOOD – In the latest step to reconstruct the Spotswood’s notable lake, the Borough Council approved a resolution paying $221,970 to SumCo Eco-Contracting LLC for the DeVoe Lake Dredging phase one project. On Oct. 5, 2020, the borough entered into a $2.2 million contract with SumCo Eco-Contracting, LLC for the dredging of DeVoe Lake, phase one. Bids were received on Sept. 29, 2020, with SumCo Eco-Contracting of Peabody, Massachusetts, as the lowest and most responsible bidder, with a bid of $1.85 million, according to the council.
The mayor and council received correspondence from CME Associates Engineering, recommending pay estimate No. 1 for work performed by SumCo for a period from Nov. 2, 2020, to Jan. 22, 2021, for phase one, in the amount of $221,970, according to the council. The council approved the resolution for the pay estimate on Feb. 1 during the council meeting via video conference. Payment is subject to SumCo EcoContracting providing the required certified payroll records and project manning reports for the pay period, according to the council. Jamesburg council will submit grant application for road repairs to DOT By VASHTI HARRIS Staff Writer
JAMESBURG – The Borough Council approved a resolution authorizing the submission of a New Jersey Department of Transportation (DOT) grant application to fund Grand Street and McKnight Avenue road repairs. Borough Administrator Scott Frueh said currently the borough rotates paving projects and it was determined that these streets were in need of repair. The borough will apply to the DOT for Municipal Aid 2021 Grant Funds through
the NJDOT Electronic SAGE Program, according to the council. Frueh said the estimated total cost for the road improvements is about $407,420, subject to DOT approval. The council approved the resolution authorizing the electronic grant application on Jan. 20 during the council meeting via video conference. New Jersey American Water is accepting applications for green project funding through its Environmental Grant Program. The program offers grants of $1,000 to $10,000 for qualifying innovative, community-based environmental projects that improve, restore or protect watersheds, surface water and/or groundwater supplies throughout the company’s service areas. New Jersey American Water will award the grants on a competitive basis and select projects based on various criteria including goals, impact, innovation, design and sustainability.
