ast Brunswick Redevelopment Agency Executive Director Michael Hughes said the agency has made tremendous strides in all three designated redevelopment areas in town, despite the ongoing coronavirus pandemic. Hughes provided information during the Feb. 8 council meeting via video conference, his first update in about a year. Hughes said the three main redevelopment areas include 39 Edgeboro Road; 110 Tices Lane; and areas 2a and 3a, which are also referred to as Route 18. For the 39 Edgeboro Road project, Hughes said the agency, in the last three months of 2020, was able to negotiate a new financial agreement and redevelopment agreement on that piece of property. 2019 is when Hughes said the original financial agreement for 39 Egdeboro Road was adopted; however, once the pandemic hit the property owners reached out to the township and informed officials they had another tenant who was interested in the location. Seeking to alter the property to gain more parking space, Hughes said the interested tenant also wanted to acquire a parcel of the Middlesex County Utility Authority (MCUA) property, which is (Continued on page 10)
More than 200 Holocaust survivors in Middlesex County can receive assistance from national partnership
A
s the pandemic approaches its year mark, Holocaust survivors across the United States continue to face new and renewed daily struggles. COVID-19 has only further exacerbated and enhanced the challenges that this vulnerable population faces, according to KAVOD SHEF (Survivors of the Holocaust Emergency Fund). Health and safety protocols have heightened social isolation for survivors. Holocaust survivors living in poverty have been forced to choose between heat or food, medicine or rent. Many have lived in dire conditions because they did not have the funds needed to repair their homes, according to the statement. Over the past
year, survivors have been forced to reckon with new, difficult questions: How will I get food this week if I cannot go to the grocery store? Will I be able to afford my medicine with decreased access and rising prices? The KAVOD Survivors of the Holocaust Emergency Fund (SHEF) initiative, launched by Seed the Dream Foundation, in partnership with KAVOD-Ensuring Dignity for Survivors in March 2019, supports thousands of Holocaust survivors across the United States. With the emergence and rapid spread of COVID-19, this special initiative has been identified as a key program reaching any survivor in need regardless of where he or she may live.
Moving into 2021, KAVOD SHEF will assist Middlesex County’s survivor’s emergency needs. The KAVOD SHEF initiative partners with the national nonprofit aid organization, KAVOD, the Jewish Federation in the Heart of NJ, Jewish Family Services (JFS) of Middlesex County, national philanthropic partners, and local donors to directly respond to survivor needs in nine emergency areas: food, medical, dental, vision, urgent home needs (utilities, rent, repairs), emergency home care, transportation, essential deliveries, and PPE. In Middlesex County, there are nearly 200 Holocaust survivors living in the community, according to the statement. JFS Middlesex, in partnership with the Jewish
Federation in the Heart of NJ, joined KAVOD SHEF in 2019. As the critical needs of aging Holocaust survivors continue to grow exponentially with each passing year, the KAVOD SHEF partnership ensures that survivors are able to purchase much-needed groceries and access critical dental care, medical procedures and equipment, home care and more, according to the statement. What began in 2019 as emergency services for Holocaust survivors across 18 cities, quickly expanded in 2020 to community partnerships in more than 28 U.S. cities, according to the statement. 2021 is starting with 30 cities, and the coalition

Much-needed road improvements get boost from state funding in Monroe
MONROE – Much needed municipal roadway improvements on North State Home Road, Lower Matchaponix Avenue and a section of Spotswood Gravel Hill Road will get a boost in state funding. Township officials announced Monroe has secured $609,250 from the New Jersey Department of Transportation (DOT) municipal aid program in a release on Feb. 17. The township is expected to contribute about $425,000 for the total project. “We are proud to report that the township has secured $3 million since 2016 in state money to upgrade our roadway system,” Mayor Stephen Dalina said in
the statement, attributing the success to a strong working relationship with the DOT and the 14th Legislative District representing the township. “This is work that needed to be done, and the council and I can move forward with limited impact on our taxpayers. We attribute the progress to our ongoing ability to reach out for support and effectively advocate for what our community needs.” Dalina noted the state has more than doubled its municipal local aid to Monroe since 2016. Monroe recently received grants for Spotswood and Ellingham avenues, a sec-
tion of Monmouth Road, Daniel Road and 10th Street and School House Road. Two other projects with state support are being designed – the Camelot neighborhood off of School House Road and Costco Drive. The DOT’s municipal aid program is very competitive, having received 635 applications from 549 municipalities, requesting more than $342 million. There was $161.25 million available, supported by the state’s gas tax, Dalina said in the statement. “This grant program is a shining example of what can happen when we invest in
our transportation system,” Assemblyman Daniel Benson (D-14), chair of the Assembly Transportation Committee, said in the statement. “By renewing the Transportation Trust Fund four years ago, we created a path to provide towns with resources to make improvements to local roads and bridges with the goal to increase safety and provide a better quality of life. While upgrades to major highways are always important, it’s road projects at the local level that impact drivers on a daily basis. These state grants help ease the burden on Monroe’s property taxpayers while investing in the road infrastructure we use every day.”

n March 1, Karma Cat + Zen Dog Rescue Society volunteer and supporter, Nicholas Grisi, will embark on the journey of a lifetime. Grisi will ride his bicycle from San Diego to St. Augustine, Florida, on the ACA Southern Tier Route.
Grisi has launched a GoFundMe to help raise money for items needed for his trip, as well as daily expenses, including food and lodging. He raised more than $6,000 as of press time, and hopes to continue raising money as he travels across the country, according to information provided by the
Milltown-based rescue society, to which he has pledged 50% of the donations. “They do amazing things to help animals find their fur-ever homes and are very active in the local community. I thought this would be a great opportunity to help raise some money for Karma Cat + Zen
Dog Rescue Society as well so they can continue their work saving animals,” Grisi said in the statement. Cycling across the county has been a longtime dream of Grisi. Due to the pandemic, his job industry has shut down. He has decided now is the right time to accomplish his dream, according to the statement. “In the spring of 2020 I lost 100 pounds and got into the best shape I have been in years, mainly due to cycling. Parker campuses implement infection control technology
U
ltraviolet disinfecting equipment, temperature scanning kiosks, hand hygiene devices and other infection control technologies have been implemented at Parker Health Group, Inc.’s five campuses specializing in long-term care and aging services in response to the lingering COVID-19 pandemic. Leaders at Parker locations in Highland Park, Piscataway, New Brunswick, Somerset and Monroe Township are determined to be a formidable front line against the spread of coronavirus and other infectious diseases, according to information provided by Parker. New technologies and protocols are being implemented to reduce the spread of infection and the threat of crosscontamination while continually promoting safety. “We are anticipating the effects of this pandemic will be a renewed focus on limiting the spread of germs and viruses, on disinfecting, on creating environments free of touch points and more,” Carolyn Bachonski, Parker’s chief clinical officer, said in the statement. Judy Collett-Miller, Parker’s director of Technology Innovation, added, “The COVID-19 pandemic accelerated our work at Parker to keep our campuses safe and secure for our residents, staff, families and visitors.” These initiatives are being put into place following the first and second vaccinations of all Parker residents over a six-day period in January and then in February. The focus now is implementing the latest technologies on the market to safeguard residents for generations to come, according to the statement. The use of ultraviolet light technology will be one tool in a multi-pronged approach. Various UV technologies allow workers to effectively disinfect most anything in a resident’s suite, according to the statement. Parker is using a device known as a “UV Cube” to clean computers, cell phones and other items. In as little as 90 seconds, items
emerge from the cube both bacteria- and virus-free after being bathed in UV light. “The process is completely safe for these items,” James Dellapa, chief information officer at Parker, said in the statement. “Ultraviolet technology has been widely used to effectively sterilize and sanitize and will be utilized throughout all homes.” Parker also intends to secure a mobile device that can disinfect, say, a bedroom or a bathroom in a matter of three to five minutes, according to the statement. It floods each room with UV light. Dellapa said technology such as UV lights that sterilize exam and operating rooms is growing in use at top hospitals. “It’s much more effective than some of the traditional misting protocols or other tools that are used today,” Dellapa said in the statement. “That is why it will be coming to Parker.” Another technology in use monitors Parker care members’ hand hygiene as they go about their rounds, taking care of elders. Parker is using screening kiosks on each of its campuses that record employee, and soon to be visitors’ or vendors’, temperatures and manually ask them to respond to a brief COVID-19 questionnaire. “It uses facial-recognition and no-touch technologies,” Dellapa said in the statement. “It will take your temperature and will prompt you to answer a questionnaire. You respond by waving your right hand or your left hand to indicate yes or no.” The unit will provide an immediate notification, determining if a visitor is permitted access. “The best way to keep our residents and staff safe is to mitigate the spread of infections within our homes,” Collett-Miller said in the statement, “and the kiosks and the other technologies are working together to do that. While put in place to address the current challenges these technologies have an enormous long-term value in a post-pandemic world.”

adjacent to the solid waste facility on Edgeboro Road. “That’s a piece of property that currently was not on the tax rolls because it was owned by MCUA so zero revenue is being generated from it,” Hughes said. “So the township was interested to hear their plans and we were able to work with their attorneys, as well as ours … and negotiate a new financial agreement and redevelopment agreement and amend the redevelopment plan, all within a three-month timespan.” Not getting into specifics, Hughes said this agreement will enhance revenue for the township and input properties that weren’t on the tax rolls now in a position to be a revenue generator for the municipality. “It’s an underutilized, underperforming property … deep on Edgeboro Road [which] we’re putting them on the tax rolls and so it’s going to lead to a very successful site on 39 Edgeboro Road,” Hughes said. Hughes said the property will become a FedEx facility, and it will be one of the first in the state outfitted for electric vehicle (EV) infrastructure. “[Councilman James Wendell] and I just did a site visit actually on Feb. 4. The facility’s coming along great, except that they have the construction trailer out there working on the portion of parking that’s going to be on MCUA property, and we expect that property to be fully occupied and up and running really soon,” Hughes said. ect, Hughes said the agency was able to negotiate a financial agreement that generated five times the current revenue than it achieved from the site, which is $2.3 million yearly; that will come to the township when that project is completed. Previously, the township only received $100,000 in tax revenue from the site. Hughes said the agency also established redevelopment fees for this project, which is $1,500 per market rate unit that will set the bar for future projects moving forward as a way to sustain the agency without using tax dollars. Formerly the old Wonder Bread factory, Hughes said the site has not been fully occupied in recent years. On that site, every year from 2013-19, property tax appeals were on the books and ready to be adjudicated quickly. “As part of the financial agreement, we made sure that all of those tax appeals were dropped no matter where they were in legal processing or how quickly,” Hughes said. “As part of the financial agreement, we had to take out those tax appeals from the legal system, which resulted in a big savings to the township because it eliminated that exposure from that litigation.” Hughes said to satisfy the township’s affordable housing obligations, out of the 115 affordable housing units mandated by the courts that are in the redevelopment zone, 103 will be on this site. As part of the 110 Tices Lane redevelopment plan, Hughes said a variety of agreed off-site improvements will be made, which include: • Widening of Tices Lane to two lanes in each direction; • Dedicated turning lanes into develop-

Hughes said the project’s new equity partner, Russo Development, will be included in the redevelopment agreement for Route 18. “The redevelopment agency went through a process of meeting a new equity partner, which is Russo Development, not only meeting them, but also hearing from [Russo Development Chief Executive Officer] Edward Russo, really hearing his vision for the redevelopment area and … authorizing him to be partners in a joint venture with River Development Equities. Russo Development is not only a statewide player, but a player in the region when it comes to development, and nationally.” Hughes said the agency also amended the project’s redevelopment plan to add more flexibility from one bedroom and studio units. “Most importantly is, the state really asked for more flexibility to include more one -bedroom and studio units on the property because they are seeing a growth in that market and want the flexibility to be able to exceed some of the original maximums for those two unit types,” Hughes
said. “There’s no increase in the density or in the unit count. It’s merely the types of units that will be going there and kind of flipping them around. You’re still heading up to the same number at the end of the day.” The financial agreement for the Route 18 project, Hughes said, is due soon and negotiations are ongoing, and the agency, along with Township Attorney Michael Baker, is coming very close to a final agreement, which will likely track north of more than $3 million per year to the township on the entire piece of parcel. “Lastly, there’s a real desire to get a site plan to planning board by summer. Defined summer is June 21 to Sept. 23. With a project of this magnitude, and this complexity, there’s a lot of hard engineering, that’s been conducted,” Hughes said. Regarding the next steps for each of the major three projects, Hughes said for 110 Tices Lane, the agency’s Advisory Committee has been tasked to brainstorm potential names for the project. For the Route 18 project, Hughes said a financial agreement for the project will need to be approved by the council and he projects it will on the council’s agenda soon. Hughes said lastly, a complete property acquisition and site plan for Route 18 will need to be approved by the planning board by this summer.
