o honor 343 New York City firefighters who died during the Sept. 11, 2001, terrorist attacks, the South River Exempt Firemen’s Association will build a 9/11 memorial. East Brunswick mayor talks ‘hope and unity’ in annual State of the Township address By VASHTI HARRIS Staff Writer

W

ith the year 2020 in the rearview mirror, Mayor Brad Cohen updated East Brunswick residents about the status of the municipality in his annual State of the Township address. “I do not think that it a stretch to say that 2020, for most of us living through a pandemic and the massive toll it has taken on our health, economy, way of life, has been an annus horribilis [disaster],” Cohen said during his Feb. 22 address. “We should be encouraged by the fact that after every storm comes a rainbow. … With the advent of vaccines and modern science, I believe that we have every reason to be hopeful. With that, we here in East Brunswick must reconcile the year 2020 and look to our future with hope and vigor.” With that as a backdrop, Cohen updated residents about the township’s de-

partments, financial status, redevelopment projects, and his hopes for the new year. Despite the pandemic, Cohen said the Parks and Recreation Department managed to put on 337 traditional and new programs in a virtual format. Cohen said the department hosted its COVID-19 information center, providing information on local restaurants, with links for menus and takeout; links for business support; healthcare links for medical information and testing sites; and up-to-date executive orders. “Despite our efforts at normalcy, the fact remains that revenue for the department was down due to the fact that many of our traditional in-person programs had to be cancelled. With that also comes a decrease in corporate sponsorships,” Cohen said. Having to close some of the township’s sport programs and day camps this summer, Cohen said the township did open

Crystal Springs Water Park, while most other swim clubs in nearby towns were closed. “Due to the limits on attendance and the costs to provide COVID-19 personal protective equipment and ticketing systems, revenue was down for 2020. The $380,000 loss represents a 78% decrease from 2019,” Cohen said. “Thankfully the New Jersey Department of Community Affairs has allowed townships to write this loss, along with parking utility losses, off over a five-year period.” Cohen said the Youth Council logged in a record number of hours and saw an increase in membership. The Shade Tree program planted and root pruned 200 trees, mostly as a result of [Superstorm] Isaias in August. “We anxiously look to 2021 as a year to return to normal and a return of many of the programs that drew East Brunswick residents together as a community,” Cohen

said. Fortunately, Cohen said construction was considered an essential service during the pandemic and the Department of Planning/Engineering/Construction continued to work even during the lockdown. Working under restrictions, Cohen said the department still achieved significant milestones that included: • A record-breaking 39 roads were repaved and repaired, equating to over 9 miles of township roads. This came at a cost of $4.2 million. This level of investment had not been made in decades; • A large section of Old Stage Road was repaired and repaved with county assistance and PSEG commitment; • The bike lane project continued with lanes added to parts of Cranbury Road and Rues Lane; • Security and COVID-19 upgrades (Continued on page 10)

specifications, according to the council. With a unanimous vote, the council adopted the $7 million bond ordinance, which will pay for the $7 million in total costs for the various water utility improvements, on Feb. 22 during the council via video conference. No down payment is required as the purpose authorized is deemed self-liquidating and the bonds and bond anticipation notes authorized are deductible from the gross debt of the township, according to the council. In related news, the council also adopted a $1,744,700 bond ordinance, which will fund various capital improvements throughout the municipality. The several capital improvements include: • Facilities improvements at various locations such as the installation of an elevator and exterior building improvements at the Public Works building and other facility improvements. • Purchasing equipment such as an aerial lift truck for parks, a mason dump truck for Public Works, a detective bureau sport

utility vehicle, a traffic paint stripping machine, four automated external defibrillators, and two automatic license plate readers for public safety. • Planning and engineering for the construction of the Church Lane and Fresh Ponds Road traffic signal and design of the Riva Avenue and Hardenburg Lane traffic signal. • The annual Park Improvement/Repair Program as more fully described on a list on file in the Office of the Clerk includes the installation of a nature trail walking path and environmental and storm and sewer design and permitting for an ice rink. With a unanimous vote, the council approved the $1,744,700 bond ordinance, which will help pay for the $1,836,600 in total costs for the various capital improvements, also during the Feb. 22 meeting. COMMUNITY BULLETIN BOARD The Lost Souls Memorial Project (LSP) is releasing the official Request for Design Proposals (RFP), seeking design teams to submit their ideas about what the future Lost Souls memorial will be in East Brunswick. The LSP seeks to create a permanent memorial to 137 African Americans who, in 1818, were stolen from New Jersey and transported to the Deep South to be sold into permanent slavery. Jacob Van Wickle, a corrupt Middlesex County judge, organized an extensive ring that included members of his family as well as highly placed members of the New Jersey elite. The state was phasing out slavery at the time, and under the state’s gradual emancipation laws no slave could be sent out of state without having given formal legal consent. The judge and his ring used deception, fakery and outright kidnapping of both free and enslaved people, who were held under guard in his home in what is now East Brunswick, New Jersey. They were sent on ships from Perth Amboy to Louisiana and Mississippi, many ending on the plantation owned by Van Wickle’s brother-in-law. Had they remained in New Jersey, they would in time have become free according to the state’s laws. Van Wickle was never brought to ac-

count, and the affair was forgotten. The purpose of the Lost Souls Public Memorial is to ensure that these children, women and men are never again forgotten, and this horrific event be brought to light. The New Brunswick NAACP, the New Jersey Chapter ‚Äãof the Afro-American Historical & Genealogical Society, and The Unitarian Society, as well as other community groups and individuals, are working to bring this project to life. Monroe Township Police Department welcomes five new officers

M

onroe welcomed five new police officers, bringing the Monroe Township Police Department’s complement to 66. The new officers graduated from the Cape May Police Academy on July 2, 2020. Police Chief Michael Biennas and Mayor Stephen Dalina introduced the officers on Feb. 24. Biennas said “the new class of recruits joins a department of highly dedicated law enforcement professionals.” “We wish them all well in their new roles with the department,” he said. Richard A. Diaz is a 2012 graduate of Monroe Township High School. He earned his associate’s degree in criminal justice from Brookdale Community College in May 2015. He then earned a bachelor’s degree in criminal justice from New Jersey City University in May 2019. Prior to his

employment with the Monroe Township Police Department, Diaz worked at the Monroe Township Department of Public Works as a road equipment operator, according to information provided by the township. Heather M. McClain is a 2004 graduate of South Brunswick High School where she was a varsity basketball player. McClain attended Centenary College from 2004-06 and later graduated from The University of Scranton in 2008 with a bachelor’s degree in criminal justice. She began her career in law enforcement as a 911 dispatcher at the Camden County Sheriff’s Office in Woodbine, Georgia, according to the statement. Prior to attending the Cape May Police Academy she worked as a Monroe Township Police Department 911 dispatcher. Jake D. Lloyd graduated from Manchester Township High School in 2017.

Lloyd earned an associate’s degree in criminal justice from Ocean County Community College in 2019. Lloyd received his NJ PTC SLEO II certification from the Ocean County Police Academy in May 2019. His law enforcement career began when he was hired by Toms River Police Department as a SLEO I where he served from April to September in 2018 for seasonal help. Prior to going to The Cape May Police Academy he worked at Mantoloking Police Department as a SLEO II for seasonal help, according to the statement. Martina Stewart is a 2014 graduate of Marlboro High school where she was a four-year varsity athlete in soccer and two years in lacrosse, leading both teams as captain, according to the statement.. Stewart then attended Brookdale Community College from fall 2014 to spring 2016. She then transferred to Willington Univer-

sity where she earned a bachelor’s degree in business management in the spring of 2019. During her college years, she continued to play soccer at both Brookdale and Willington University. Benjamin N. Ostner is a 2007 graduate of Freehold High School. Ostner attended Centenary University from August 2007 to May 2008. He then attended the College of New Jersey from August 2008 to May 2012 and studied at American College of Education. Ostner graduated with a bachelor’s and master’s degree in history, special education and educational administration. He was employed at the Monroe Township High School as a special education teacher from July 2012 to October 2019 and he was employed by New Brunswick High School as their varsity wrestling coach from November 2017 to October 2019, according to the statement.

South River council approves final payment for George Street firehouse demolition

he South River Borough Council approved a resolution to pay the final payment estimate for the George Street Firehouse Building Demolition and Site Remediation project. Borough Administrator Art Londensky said with the demolition of the George Street Firehouse, the site was paved for

more parking for the South River Police Department. The governing body has received a final payment estimate No. 2 and closeout change order request from the borough engineer for the project known as George Street Firehouse Demolition and Site Remediation, with work undertaken by The Ambient Group, LLC, according to the council. The council approved the resolution

authorizing the final payment estimate and closeout change order in the amount of $24,817, subject to the posting of a oneyear maintenance bond of $15,152, during the March 1 meeting via video conference. The George Street Firehouse site is approximately 0.48 acres, formerly occupied by the South River Fire Department since

interested. I accepted the task on behalf of the SRFD exempt association, thus the artifact was entrusted to me,” said Paul Migut, the association’s 9/11 memorial committee chairman. In addition to being an active firefighter, Migut is also a South River Historical Society Executive Board member. “It was decided this sacred remnant of the World Trade Center be utilized as a monument to the 343 New York City Fire Department’s firefighters that perished, in addition to other first responders and citizens that perished in the attacks on 9/11,” Migut said. Migut said the 9/11 memorial will be built at the new Jackson Street Fire Headquarters, located on Jackson Street and Raritan Avenue. Committee members include Migut, Robert Bodak, Eric Gartner, Steve Kuzmack, Charles Matts III, Thomas Swenticky, Wayne Wagner, Exempt Association President Charles Willever and Department Chief Gerry Murphy. “The association currently has a granite wall with members names who have served the department [more than] 100 years, in addition to the bronze bell … that

initially was used to alert firefighters of an alarm, later used as a monument in front of police headquarters, [which was] moved to George St firehouse, and finally placed at the new Jackson Street headquarters,” Migut said. In order to showcase the building of this upcoming memorial, Migut said a banner was placed at the site at the Jackson Street Fire Headquarters. Migut said construction of the base will commence accordingly and the memorial is expected to be completed before or during the summer. On Sept. 11 this year, Migut said the association and fire department will hold a formal dedication, which is the 20th anniversary of the horrific attacks. “We are still accepting donations from citizens and businesses. This project is based solely on donations, no public funds will be utilized. We have commissioned local sculptor Blaise Batko as our designer,” Migut said. Migut said all donations will be recognized during the association’s dedication ceremony. Copies of donation pages were sent to residents with their utility bills and the response has been most encouraging. ‘Watch Your Language’ club teaches teens about culture By VASHTI HARRIS Staff Writer

EAST BRUNSWICK–The East Brunswick Public Library’s (EBPL) newest “Watch Your Language: A Multicultural Teen Club” creates a virtual space for teenagers to learn about the elements of different cultures. “The club was founded by a junior at East Brunswick High School who wanted a place for teens to connect through shared experiences of being immigrants or first generation. East Brunswick has a diverse community, and the hope is to bring people together to explore their roots, their languages, and their cultures,” said Jenna Ingham, EBPL Teen and Youth Services librarian. Ingham said the members of the club educate others about their backgrounds as well as learn about other cultures. Any teen in eighth grade or older, Ingham said, may become a member and earn community service hours. The club’s monthly meetings are open to the public and welcoming to anyone of any age who wants to attend. Ingham said the club has about a dozen core members, including an executive board. “The goal of the club is to engage the community, so the first half of their meetings are business-like as they discuss new initiatives,” Ingham said. “The members collaborated on a multilingual narration of the fable, ‘The Tortoise and the Hare,’ to be shared with children so they could hear a variety of languages, some recognizable to them, some not.” The club has rolling admissions, Ingham said, and anyone can join at any time. Check out the EBPL teen calendar for meeting dates, which are typically held on the third Monday of the month. Anyone may attend a meeting, and eighth graders and older can join by filling out the Google form provided at each meeting. Meetings are held via Zoom, with pre-registration required to get the login information, according to Ingham. Ingham said the most recent project the club did was the creation of a collection of recipes from around the world. The club has full-color print copies of their recipes are available for free at the library, which was just released on Feb. 22. For their next project, Ingham said club members will be doing a multilingual poetry anthology, which she hopes will be available during National Poetry Month in April. “At each meeting, a club member presents on a culture of the month, outlining a few details about a particular culture. The presentation concludes with a round of Ka-

hoot. Trivia that may or may not involve some of the facts that were in the presentation. It’s a lot of fun and everyone learns a lot,” Ingham said. As the librarian facilitator of the club, Ingham said she offers book recommendations based on the Culture of the Month, as well as other diverse titles if they come up. Ingham said the club began last summer, so Watch Your Language has only ever been virtual. In spite of this, the club has gotten a lot of engagement and dedicated members. All of this is due to the

passion and enthusiasm of their dedicated founder and leader, Sofia. “If a teen feels like they’re the only one experiencing discrimination based on their country of origin, their skin color, their accent, etc., they should know they have a place to connect with others who go through the same things,” Ingham said. “If a teen feels like an outsider, they can have a place here as an insider, this club where their differences make them awesome, where teens want to learn more and inspire others.

“Beyond sharing this safe space, any teen who joins this club will feel empowered to embrace their culture and have the opportunity to share aspects of their culture with other members and beyond with their ongoing, innovative projects,” she said. Coaches, athletes read children’s books focusing on Black culture

T

he Metro Atlantic Athletic Conference (MAAC) announced its Time Out for Black Lives initiative, which aims to inspire and educate youth, athletes, families and fans. Time Out for Black Lives has an interactive website where coaches and studentathletes from MAAC basketball programs contribute their time and resources to read children’s books in entertaining videos, all focusing on Black culture, history, music and myths. The program comes as part of the MAAC’s United for Justice campaign that was announced over the summer. “The Time Out for Black Lives program is something the MAAC and its member institutions have been excited about launching for quite some time as we worked with our partners in Greece and the MAAC SAAC and basketball coaches and student-athletes,” MAAC Commissioner Rich Ensor said in a statement from Rider University. “It’s an excellent way to give back to local schools and expand the familiarity of our basketball programs while also teaching important aspects of black history to our youth. Teaching children about these important parts of history is so important now more than ever, and the MAAC is proud to give back to its communities. We hope this program is just one of many included in the conference’s United for Justice campaign. Kudos to all involved in this project and for their support of social justice initiatives.” All videos will be highlighted on the new site built specifically for the reading program, timeoutforblacklives.com. Posted videos will feature short biographies on each coach or student-athlete, with kid-

friendly information such as the reader’s hometown, favorite book and favorite basketball player. There are also “Let’s Talk About It” resource guides to help parents/ teachers start thought provoking discussions with the children viewing the videos. Coaches throughout the conference felt strongly about the Time Out for Black Lives program and were eager to partake. “I’m proud to take part in Time Out for Black Lives,” Rider Men’s Basketball Coach Kevin Baggett said in the statement. “Being able to intersect two very important things like reading and social justice while reaching a young audience makes the initiative one that will no doubt have a meaningful impact.” Baggett and Pitino will be included in the first wave of released videos. Heather Vulin, head coach of the Manhattan’s women’s program and also part of the first wave of released recordings, was also an enthusiastic supporter of the program. “I am so excited to be a part of the

Cohen said the economy has caused a slowdown in the market and a reallocation of projects. Projects lined up for 2021 include: • Road repair and repaving on Riva Road; possible start on Fern, Edgeboro Road and 25-30 township roads; • New light on Church Road/Fresh Ponds Road; • Move of the department to Harts Lane; • Fried site, new park; • Seeking to achieve silver Sustainable New Jersey’s silver status; • Master plan re-examination; and • Site/architectural plans for ice rink at 110 Tices Lane township parcel. With the Department On Aging and Senior Center being the first to close and probably the last to reopen, Cohen said the township has not forgotten about its seniors, as the department simply needed

to figure out other ways to keep them engaged and involved. “The center did manage to sign up 60 new members during the year. There were many virtual programs for those with internet and technology skills. Many programs were taped and played on EBTV for those who preferred that medium,” Cohen said. “There were 11,000 Meals on Wheels delivered in 2020, the highest in the program’s history. There were 19,000 social service contacts during 2020, compared to 600 the year before, responding to the overwhelming needs during the pandemic.” One project on the horizon, Cohen said, is a new name for the Senior Center, since the facility is simply too vibrant, innovative, lively and spirited to be strapped with the name “senior center,” he said. Cohen said the DPW has added several services, one of which is the demolition of the former David’s Bridal and other properties at the township-owned area at the corner of Ruth Street and Route 18 south. One significant accomplishment the Water and Sewer Utility has achieved, Cohen said, involves the new aeration systems placed in the township’s sewer collection systems, which has caused a significant decrease in fats, oils and grease. As a result, biochemical oxygen demand and suspended solid loading was reduced

below historical estimates. As a result, the township utility saved over $100,000 in treatment costs, the mayor said. “2020 was a year where we learned how important it is to stay connected and informed. EBTV played a critical role in keeping the community updated in the ever-changing world of the pandemic. Information was provided on the TV station along with YouTube and Facebook Live formats,” Cohen said. “In addition to the regularly scheduled programming, this past year included my regular COVID-19 updates, census information, virtual Parks/ Rec programs, 2020 election debates, Human Relations Council programs addressing the Black Lives Matter/social injustice issues over the summer, as well as their Coffee and Conversation series.” While so many things changed as a result of the pandemic, Cohen said one thing that remained constant is the high quality of the Department of Public Safety. “I am going to save most of my comments on finance for the introduction of the budget scheduled a few weeks from now,” Cohen said. “Suffice to say that the economic fallout of the pandemic has left most townships in the state and the nation in a financial straight jacket with dwindling revenues.” Cohen said the Finance Office spent countless hours this year trying to capture CARES Act money approved in the first

Fortunately, the township has been able to capture $1.8 million in expenses for the township with another $800,000 expected in 2021, Cohen said. “When it comes to debt, the public should be aware that due to our credit rating, we are able to borrow at historical low interest rates. The largest portion of our township debt comes from the BOE and fire districts,” Cohen said. When considering township debt only, Cohen said the annual debt ratio, which is the township debt as a percentage of the equalized valuation of real property averaged over the past three years, is 0.563%. Glen Campbell’s daughter will hold virtual program on Alzheimer’s disease

shley Campbell, the youngest child of Kim Campbell and country music legend Glen Campbell, is an accomplished singer, songwriter and musician. However, she put her own career and life on hold when her father was diagnosed with Alzheimer’s disease. Ashley Campbell joined her father on his goodbye tour in 2011-12. “I can’t even put into words how priceless it was for me to be able to perform with my dad,” Ashley Campbell said in a statement provided by Artis Senior Living of Princeton Junction, which will hold a virtual talk with Campbell March 23. “I had the best seat in the house, being right there on stage with him every night. Watching him was the ultimate lesson in sharing joy and experiences through music.” She was at her father’s side until he eventually lost his battle with Alzheimer’s. Since her father’s death in 2017, Ashley Campbell has dedicated her life to her musical career and to sharing the impact of her family’s journey with Alzheimer’s. She reinforces the importance of caring for the caregiver, those who are oftentimes neglected, according to the statement. Ashley Campbell will take part in a virtual program, “I’ll Do The Remembering: A Daughter’s Journey Through Alzheimer’s,” at 5:30 p.m. March 23 via Zoom.
