East Brunswick officials debate fluoride in water

A

t the beginning of March, East Brunswick Councilman Michael Spadafino spearheaded a discussion to potentially remove fluoride from the municipality’s water system. “This has been kicked around for over six years in and out of the purview of discussions at the council meetings. So I think it’s very important that we make some decisions regarding this, and stop kicking this down the road,” Spadafino said. “First of all … fluoride strengthens tooth enamel, especially baby teeth and adult teeth, and that’s why they’re given fluoride drops and fluoride treatments at early ages; then they started adding fluoride to drinking water.” At the same time, Spadafino said during the March 8 council meeting that in the early 1950s, toothpaste became big advertising, encouraging better dental hygiene. Studies from the American Dental Association (ADA) indicate that the primary benefit of fluoride is by application, not ingestion. Pointing out the lack of fluoride dosage regulations to the minimal health benefits, Spafadino also spoke about how if the township stops placing fluoride in the water system it could save the township money. Spadafino said the township spends about $50,000 a year on fluoridation of the public water supply. “If this practice was continued in 2017 that would have been about $200,000, which is a tax point that could have bought several vehicles, would have made some repairs in town, and could have been put to better use,” Spadafino said. “A small amount of money allocated towards fluoridating bottled water for residents recognizes the risks associated with consuming fluoridated water. It could be purchased or

distributed at a location, designated by the township.” Removing fluoride from the township’s water system, Spadafino said, actually was a concept suggested by former Mayor David Stahl in his 2015 township address, where he recommended that the township eliminate the use of fluoridation in its water supply. “The situation has been kicked down the road long enough. It’s time to take action. I am requesting a resolution to remove fluoride responsive support,” Spadafino said. Council President Sharon Sullivan sug-

gested that the council schedule a meeting where experts who are pro-fluoridation and against the continuation of fluoride in water can speak. Councilman James Wendell said he has been sitting on this issue for many years and has always been the guy who said he doesn’t know enough about this and that he is not a health professional. “We have two boards in town, our Water Policy Advisory Committee and our Health Advisory Committee that are both tasked with … reporting back to us on this, and this has been brought up many times over the past several years,” Wendell said.

“I always ask that we get their advice and to help the council, and have the Water Policy Advisory Board to weigh in on this. Both [committees] weighed in favor of removing this and maybe we should have a representative from each one of those boards come and speak in regard to this.” Wendell said he has heard a lot of people speak on both sides of this issue for many years and thinks it’s time to make a decision. Remembering ‘the mother of elder care’ on her birthday

‘T

he mother of elder care” is buried in Elmwood Cemetery in North Brunswick at the base of a Roman-style monument. On March 29, representatives from Parker Health Group walked to Parker’s grave and placed a bouquet of flowers to mark her birthday, according to information provided by Parker Health Group. For Chief Administration and Talent Officer Jean Rebele and Chief Strategy Officer Donna Silbert and others at Parker Health Group, it is not only important to make sure her resting place is wellmaintained, but they feel a solemn duty to educate people about Parker’s remarkable place in history, according to the statement. Henrietta “Etta” (Macaulay) Parker was born around 1866 and married Francis E. Parker. Francis Parker was a successful New York City attorney with roots in New Brunswick. He contracted a debilitating illness in 1903. When he passed away Feb. 10, 1905, the obituary on the front page of The Daily Home News reported that Parker required constant care in the last years of his life, according to the statement. “Francis thought about others who were ill and surely needed constant attention as he did, but couldn’t afford that kind of care,” Silbert said in the statement. “He wanted Henrietta to help these people.” From her husband’s dying wish, Henrietta Parker opened the nursing care home near Buccleuch Park just two years later. She shared the belief that local residents suffering from chronic illnesses should have the opportunity to live in a comfortable, home-like environment with excellent and affordable nursing care, according to the statement. Parker donated a portion of the land surrounding the family’s home in New Brunswick to build the Francis E. Parker Memorial Home for so-called “incurables” to receive affordable quality nursing care. In the subsequent decades, the home at the corners of Easton Avenue and Landing Lane in New Brunswick – named for Parker’s husband, Francis – would become her life’s work. Parker is now widely remembered for starting a movement, providing compassionate quality, long-term nursing for elders. Today, this nursing home is known as Parker at Landing Lane – part of an expansive, ever-growing network that includes Parker campuses in nearby Piscataway, Highland Park, Somerset and Monroe Township.

“Henrietta Parker’s remarkable legacy is being carried out to this day – every day,” Parker President and CEO Roberto Muñiz said in the statement. The last time the world was faced with a global pandemic – the Spanish flu of 1918-20 – her financial generosity helped Saint Peter’s Hospital help save the lives of countless New Brunswick residents and others who flocked in from the countryside for care, according to the statement. “Saint Peter’s Hospital was one of the better hospitals in New Brunswick, if not New Jersey,” Eleanor Molloy, president of the Elmwood Cemetery Association, said

in the statement. “Part of that was because of the support staff and people who were committed to treating chronically ill patients. And, of course, because of the generosity of people like Henrietta Parker.” While building and running an organization, Parker raised three daughters. She married Gustaf Stromberg on her birthday in 1913. Henrietta Parker Stromberg died in 1931, hailed as the mother of elder care in New Brunswick and the inspiration behind Parker Health Group’s steadily expanding footprint and levels of aging services while elevating the level of quality care for el-

There is still Parker’s legacy home on Landing Lane, where portraits of Mr. and Mrs. Parker greet visitors. “It’s been 114 years since the nursing home on Landing Lane opened and our dedication to carrying out Henrietta’s vision of compassionate, quality nursing care has never wavered,” Rebele said in the statement. “It’s important to recall the legacy that Henrietta left behind during Women’s History Month,” Silbert said in the statement. “The truth is, that legacy lives on each day in everything we do.” Sports........................................................... 10

Insurers move from ‘sick care’ toward ‘well care’ TRICARE, the health care program for uniformed service members, has decided to waive the cost-sharing requirement of up to three visits to a physical therapist for low back pain. They’ve said that the goal is to encourage more use of “highvalue” treatments for low back pain. TRICARE tells us in their summary of this demonstration what they mean by high vs low-value care: “Increasing the value of health care refers to improving patients’ quality of care and outcomes,

improving patients’ access to care, and reducing overall costs of care. In contrast, low-value care refers to interventions that: are not proven to benefit patients; may harm patients; result in unnecessary costs; or waste health care resources.” Well Care High-value care leads to better outcomes, is easy to access and is cheaper for both patients and insurers. Physical

therapy fits into this category, but looking at other high-value treatments helps us start to see a theme. In 2017 the American College of Physicians released widely endorsed guidelines for treating low back pain. Initial treatment recommendations include exercise, stretching, tai chi, yoga, progressive relaxation, heat or ice, cognitive behavioral therapy, and motor control exercise. These are all active treatments, where the practitioner and the patient

are working together to improve, and physical therapy can delivery many of the physiologic benefits of those treatment recommendations. This is “well care”. Sick Care In contrast, low-value care tends to be “sick care” where the patient is a passive participant. TRICARE puts imaging before six weeks in the absence of red flag symptoms, surgery for non-specific low back pain, opioids as the first or secondline treatment, and bedrest in the lowvalue category. Spinal injections also fall in this category for most people. This isn’t to say that imaging, surgery, or injections are always bad. For a small percentage of people with back pain, they’re the right treatment. But, most people should start with treatments that have the best outcomes for the lowest cost. If those treatments tend to focus on putting the person in pain in power to actively participate in their care rather than making them dependent on someone to “heal” them, that’s even better. Physical therapists know this and have been providing care that fits this model for years. aw enforcement officers will be cracking down on distracted drivers during April as part of New Jersey’s UDrive. UText. UPay. Enforcement campaign. Through the entire month, the high visibility law enforcement initiative will target motorists who engage in dangerous distracted driving behaviors such as talking on hand-held cell phones and sending text messages while driving. The National Highway Traffic Safety

Administration reports that in 2018 alone, 2,841 people were killed in distracted driving crashes on our nation’s roads and an estimated 400,000 people were injured. In New Jersey, driver inattention was listed as a contributing circumstance in 50% of the state’s crashes in 2018. Driver inattention was in fact listed as a contributing factor in crashes at a rate seven times higher than that of the next highest contributing factor (speed). Distracted driving is any activity that

diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system — anything that takes your attention away from the task of safe driving. Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for five seconds, according to state officials. At 55 mph, that’s like driving the length of an entire football field

SPORTS Real Central NJ Soccer kicks off men’s season May 12

R

eal Central NJ Soccer’s (RCNJ) men’s schedule will kick off May 12 in the Mid-Atlantic division against in-state rivals the Ocean City Nor’Easters. The team then heads into Pennsylvania to play West Chester United Soccer Club on May 15. RCNJ will host last year’s national runner-up Reading United on June 16. The club’s matches will be played at the Mercer County Community College soccer complex in West Windsor, with kickoff times set for 7 pm. “We are thrilled to be preparing for our first season as a club,” men’s General Manager Ira Jersey said in a prepared state-

ment. “It’s exciting to think that our club might be the first event many families attend post-COVID. But we’ll follow all the state and local protocols to keep the environment safe as well as fun.” The club’s men’s team will play in USL League Two in the fourth tier of US Soccer. USL League Two is a national league and the leader in pre-professional soccer in North America. Most Major League Soccer college draft picks and many players in the two USL professional leagues were scouted during their time in the league, according to the statement. Other teams in the division include Philadelphia Lone Star FC, Lehigh Valley

United and Northern Virginia’s Evergreen FC. “We’re in one of the league’s more competitive divisions,” Coach Patrick Snyder said in the statement. “We’ll face strong clubs with rich histories in the sport. But we’ve put together an exciting squad made up of some great local talent; including some guys I’ve watched for years.” The top two teams in the division will face off against others in the Eastern Conference for League playoffs in late July. The single-elimination knockout tournament then culminates in the national championship match on July 31. The club has already announced 10

players including many local standouts. Three players are vying for Haitian or New Zealand youth international team spots. The club’s men’s team roster has been fully committed and additional announcements will be made through the opening matchday, according to the statement. The club’s women’s program will play in the Women’s Premier Soccer League (WPSL) and will announce its schedule shortly. agreed that a meeting should be scheduled that will have experts from both sides of this debate, as well as representatives from the township’s Water Policy and Health advisory committees. “My first comment is, I am not in favor of a referendum; as Wendell said, there’s a lot of research to be done and the voters who elected us expect us to do the research, and they have faith in us as we do our research out of precedent. I commend you for the idea of bringing to the council chambers representatives from both sides of the issue and then opening it up for the

township residents to comment, and I think we’re gonna get a lively lively discussion,” he said. Having been on the Water Policy Adivosry Committee for two years, Councilman Kevin McEvoy said he has found that no matter what organization or group, there seems to be a 50/50 split on the pros and the cons with regard to fluoride. “In particular, water advisory, which I am on, for the two years that I have been on it, the group has been split and that’s why we have not issued a formal document to the council, or the mayor, because of the split,” McEvoy said. Overall, McEvoy supported the idea of

having a meeting and requested enough time before that meeting to do more research to further learn about this issue. Mayor Brad Cohen said either way he has no opinion regarding this issue, but suggested that if the council is going to have somebody from any one of the these committees, that they ought to have people from them speak on either side of that issue. “Three years ago or four years ago when the Health Advisory Council issued that opinion, it did not have a dentist, a pediatrician …[or] pharmacist who were all on that committee. I think if you had asked the committee to vote again or to discuss

that, again, it wouldn’t be 3 to 1, I think it would be closer to 50/50 like you have on the Water Policy Advisory Committee.” Cohen said if the council really does want to get a fair and honest opinion on both sides of the issue, then people ought to be very careful on who from those committees will speak. The council agreed to hold a special meeting scheduled for the first week of May where experts and committee members will be given an opportunity to voice their stance on this issue.
