onroe Schools Superintendent Dori Alvich prefaced administrators only “needs” can be considered in the 2020-21 school budget not any “wants” as they started putting together their department budgets. “This was a very difficult budget to put together,” she said. “One of the things [Business Administrator Michael] Gorski has talked about many times over the course of this year is the district excess surplus figure and how it has gone down from over $5 million in the 2019-20 budget to $3.2 million in the 2020-21 budget.” Alvich said the main reasons for the decrease were labor contracts, special education costs and security vestibule projects, which all came in significantly higher than what was previously budgeted. The Board of Education approved the $136.89 million preliminary budget at a meeting on March 18. A public hearing on the 2020-21 school budget will be held on April 27. The budget is proposed to be supported by the collection of a $108.06 million tax levy from the township’s residential and commercial property owners. The school district’s 2019-20 budget totaled $134.88 million and was supported by the collection of $104.51 million in a local tax levy. For 2020-21, the school district proposed tax rate is increasing by $2.17 cents to $2.6 cents per $100 of assessed valuation. As domestic violence rates increase, Women Aware provides assistance
T
he COVID-19 pandemic makes it dangerous for New Jersey residents to leave their homes. Though everyone is advised to “stay safe, stay home,” for victims of domestic violence, home is the most dangerous place of all, according to information provided by Women Aware of New Brunswick. “Many adults cannot go to work. Children are not in school. Stores, malls, libraries, gyms, restaurants are closed. Social distancing discourages visits with extended family or friends. Fear, anxiety, frustration and uncertainty are running high. Families are together day and night. In a domestic
violence situation, this is the perfect storm to trigger an escalation in abuse,” Susan Dyckman said in a prepared statement. In an ordinary year, domestic violence agencies in New Jersey serve more than 18,000 victims of abuse, she said. Women Aware supports 1 out of every 8 of those victims. “In these unprecedented times, we are seeing an alarming increase in domestic violence. We see it in the types of calls our hotline workers are receiving and in victims’ desperate need for emergency shelter. Lives are in danger,” Dyckman said in the statement.
For 40 years, Women Aware has been providing comprehensive services for victims of domestic violence and their children. It operated the only 24-hour domestic violence emergency shelter in the second largest county in the state. It continually operates at full capacity, and despite the challenges presented by COVID-19, remains fully operational and in compliance with the Centers for Disease Control and Prevention and the New Jersey Department of Health guidelines regarding the health and safety of clients and staff. Women Aware is available 24 hours a day, 365 days a year. The hotline, 732-249-
4504 (toll-free 833-249-4504), provides safety planning, crisis intervention and resources. The on-site staff speaks English, Spanish, Portuguese, Polish, Urdu, Hindi, German and Italian. Hundreds of other languages can be translated in the moment. If it is too dangerous for a victim to reach out directly, a trusted family member or friend can call the hotline. “We need to look out for each other during this crisis. Victims need to know they are not alone,” Dyckman said. “We are here. We can help.”

Middlesex vs. Union all-star charity football game canceled due to COVID-19 By STEVEN BASSIN Staff Writer
T
he 27th installment of the Middlesex County vs. Union County all-star charity football game will have to wait until next year. Game Director Marcus Borden released a statement via Twitter on April 15 announcing he had decided not to hold the event that was scheduled for July 16 at North Brunswick Township High School because of the worldwide coronavirus pandemic. Originally named the Snapple Bowl, the game was called the Autoland Classic last year.
Borden said in the statement that after consulting with medical experts and local government officials it is in the best interest of everyone involved to not have the game played this year. The all-star game usually features senior football players, coaches and cheerleaders from both Middlesex and Union counties. The event benefits Children’s Specialized Hospital of Mountainside and the Lakeview School in Edison, a program that is a part of the New Jersey Institute of Disabilities. South River special needs registry available to residents
T
he South River Police Department is reminding residents of its special needs registry. The goal is to ensure that all South River residents who may be in need of special assistance are able to get the help and the support they need in a time of emergency during interactions with law enforcement, fire officials or EMS. The registry is a voluntary service available to individuals who have physical or mental impairments and who reside in, attend school in, or are employed in South River. The registry provides first responders with information such as the registrant’s name, address, date of birth, height, weight, their emergency contact information, some details about their special needs and a recent photo. The registrant may elect to provide additional information such as prescribed medications, medical conditions, places frequented, methods of communication, calming methods, triggering conditions and contact information for their treating
physicians. Each person who signs up with the registry will be provided with two window decals. One decal can be placed on the front entrance of the registrant’s home and one decal can be place on the window of any vehicle in which they regularly travel. The presence of the decal indicates a person has some degree of special needs and that responders should respond accordingly. The use of the decal is voluntary, according to information provided by the police department. All information provided on the registry will remain confidential and will only be used by first responders during times of emergency. Registrants can complete an online application via the police department’s secure website at www.southriverpd.org. There is no cost to register. SOUTH RIVER–The Borough Council has introduced a bond ordinance to provide $500,000 in funding for sewer system improvements. The council approved the $475,000 bond ordinance which will fund the

$500,000 total cost for the various sewer system improvements on April 20 during the council meeting via video conference. The second and final reading is scheduled for May 11. Borough Administrator Art Londensky said the borough’s sewer system is almost 100 years old and has collapsed and failed.
He said improvements will include replacing the existing sewer main and reconnecting laterals to all affected properties. average of $318,000, school taxes will increase by $83.84 from 2019-20, which saw a $68.87 school tax increase. The amount of school taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by the school district. At the beginning of every budget process, which begins in October, each administrator starts with a zero base budget and fills it with what they need from programs and resources to textbooks, and supplies. Even with just the administrator needs, the district was $6.6 million in excess of the 2% spending cap. And after defense rounds, which involve combing through line by line of administrator needs, 13 new proposed positions were cut including new proposed clubs and athletic offerings. Gorski said no existing positions and programs have been cut from the 2020-21 budget. Alvich said they took a look at capital projects and decided no new capital projects are included in budget appropriations unless needed for the health and safety of the students and many proposed technology supplies were taken out and only includes what is needed to run the district smoothly and allow for state testing.
With the elimination of new positions and programs and conserving on capital projects and technology, the district brought the excess of the 2% cap to $3.4 million. The administration turned to the revenue side to see what they could do to bring revenue sources into the district to help offset the excess costs. The district proposes to garner $500,000 in revenue sources with increases to the Jamesburg tuition fee of $82,500 (Jamesburg sends students to Monroe Township High School), a 10% increase in fees for before and after school Falcon Care and Early Children Enrichment, and fee increases for building and iPad uses. School officials noted Falcon Care fees have not been increased since they started the service four years ago and building fees will be for people outside of Monroe. Gorski said the district will aggressively look into advertising on buses and school grounds to offset the costs the parents and guardians face with the proposed fee increases. After the increased revenues, the use of $1 million more in state aid the district received, the use of $1.4 million in banked cap from previous budget years and $180,000 from capital reserves, the district was still $1.7 million in excess of the 2% cap. The district will receive $7.28 million
in state aid for 2020-21, which administrators said is an increase of $1.01 million, or 17.2% increase from the 2019-20 total of $6.27 million. Gorski looked at other measures including the employee health insurance, which is a $26 million line item. Negotiations with the district’s current provider Horizon Blue Cross Blue Shield yielded a 6.5% increase, which school officials said was not affordable without cutting existing programs and services. The district has decided to change their health insurance carrier to Aetna starting July 1, which gave the district a zero percent increase. The health carrier change eliminates the $1.7 million in excess of the 2% cap, Gorski said, adding the staff will not incur any new increases with the new heath insurance provider. School officials said school budget spending is driven by enrollment. A User Friendly Budget posted by administrators indicates the district’s enrollment on Oct. 15, 2018, was 6,824 pupils. The district’s enrollment on Oct. 15, 2019, was 6,903 pupils. The district’s estimated enrollment for 2020-21 projected from Ross Haber Associates is 7,144. The majority of the budget, 52.90%, is in instruction, special education related services and tuition; benefits follow with 20.68%, debt service is 7.82% and transportation makes up 5.5%.

The budget includes six 54-passenger buses with cameras totaling $650,000, two 25-passenger vans with wheelchair lifts and cameras totaling $160,000, one additional bus driver and one transportation paraprofessional totaling $74,039, and two GPS bus locator monitoring and tracking systems and two radios totaling $9,000. Capital improvements include the creation of two additional classrooms from the media center at Oak Tree School totaling $120,000, paint and remediation at Barclay Brook School totaling $60,000, the Monroe Township Middle School Industrial Arts Dust Collection Exhaust system totaling $75,000, and other health and safety requirements totaling $100,000-$200,000. Gorski said ratables in the township, which also influence the tax rate, are increasing $105 million, 1.36%, in the 202021 school budget. He noted last year, the township saw a 1.97% increase in ratables. The budgetary per pupil cost in the Monroe Township School District is $14,925 for a K-12 district of 3,500-plus students, and administrative costs per pupil is $1,463. The district is made up of six elementary schools, one middle school and one high school.

2020 Mercedes A220 4matic Sedan
S
even years ago when Mercedes introduced the CLA sedan model to the American market, it was supposed to be a game changer for the German automaker known for producing some of the finest luxury automobiles in the world. This entry level sedan was aimed at capturing the Mercedes buyer at a younger age in their buying cycle and hopefully keeping them as customers until they matured and started making the big bucks. At Peter Perrotta that point, the logic was they could then afford the more expensive E or S class models. I was working for Mercedes at the time of the CLA launch and I recall one Mercedes product executive telling me at that time that the future for Mercedes is “smaller and smaller.” “Get ready,” he said. “You are going to see them start introducing smaller and smaller cars into the US market.” He reasoned that Mercedes was not only intent on capturing the American buyer at an earlier age in their buying cycle but producing more fuel efficient cars, as well. Keeping with that same trend, last year, Mercedes introduced the A class sedan into American and Canadian markets for the first time. The A class is smaller than the CLA and now represents Mercedes’ entry level sub compact sedan model. I test drove the Mercedes Benz A220 4matic sedan for one week recently to see how well this relatively new offering in the U.S. market holds up against its competition. Overall, I was impressed with this new model. While the 2.0 liter inline, 4 cylinder turbo charged engine (188 horsepower) is a bit weak for this model, it is sufficient enough to pass the test for the rigors of ev-

eryday family style driving. This is not an aggressive sports car, mind you. However, at its entry level base prices – $32,800 for the front wheel drive version and $34,800 for the AWD 4matic – it offers a lot of bang for the buck and is reasonably priced enough to be affordable, providing you don’t load it up with too many extras. The car that I tested for the week was the 4matic version with the base price of $34,800; however, my tester stickered at $43,745 with options. The options on my tester included: $500 for 18-inch wheels; $850 for dynamic body control; $460 for Sirius XM radio; $580 for heated front seats; $310 for ambient lighting; $200 for wireless charging; $2,250 for the driver assistance safety package; $1,150 for the multimedia package; $1,650 for the premium 1 package and $995 for destination and delivery. Included in the driver assistance package are active brake assist, active distance assist, active lane keeping, emergency stop assist and more. The multi-media package includes navigation; and the premium 1 package includes a 10.25-inch digital instrument cluster with touchscreen, keyless go and more. Standard features in the base model in-

The caveat, however, is that whenever you introduce an entry level model like this, you risk alienating the traditional Mercedes buyers who are used to impressing their friends with the quality and luxuriousness of their cars. A longtime friend of mine, who worked for Mercedes for many years, said, “There is no exclusivity anymore. Anyone can buy a Mercedes now.” He explained that at one time, it used to be a big deal to see a Mercedes drive down the road. But, now, with the proliferation of the lower priced models, the brand is a lot more commonplace. I understand my friend’s sentiment. And, when I was selling Mercedes, I did hear a number of my regular customers bemoan the fact that these new models were “watering down” the brand. But, at the same time, the CLA, when introduced, did bring a younger buyer into the market who were genuinely excited about being able to lease or buy a Benz.
At the end of the day, though, the success of these new models will depend largely on whether or not they continue to sell and to do that the general motoring public will have to continue to see value in these cars. My opinion is that there is enough meat on the bones, so to speak, in this A220 model to sustain itself in a crowded field. To start with, the exterior of the car has enough style and pizzazz to attract attention. At first glance, this looks like it could be an expensive ride. On the inside, the fit and finish of the A220 4matic is above average, it doesn’t give off the feel of an inexpensive car. It is comfortable and stylish with a faux leather seats, panoramic roof, faux leather wrapped dash with cool looking throwback circular air vents and brushed aluminum trim. As you drive this car, the sight lines are good, the ride is supple and a bit stiff at times, but still exciting enough to be enjoyable. The backseat room is sufficient for three kids. The only real issue with the A220 is trunk space. It doesn’t have a great amount of cargo space inside the trunk. However, it is adequately powered and fuel efficient. The EPA fuel ratings for the A220 are 28 miles per gallon overall – 34 miles per gallon in highway driving and 28 in city driving. The average annual fuel costs estimated at $1,750 as it is rated as using 3.6 gallons of gas per every 100 miles. This particular model has not been received a government crash test rating yet. Overall, I think that the A220 can be a player in this crowded sub compact sedan space. This vehicle should appropriately be on anyone’s short list of cars to consider if they are thinking about leasing or buying a car in this class.
