he Monroe Township School District Board of Education convened virtually April 26 for the final hearing of the 2021-22 academic year’s budget. Residents with homes assessed at the municipality’s average $320,410 value can expect a $52.51 decrease in their school taxes. TO

District Business Administrator/Board Secretary Michael Gorski presented a budget that is “95% equal to” its preliminary version, and began by explaining the only change since that March 15 introduction. Thanks to a roughly $550,000 federal grant through the Elementary and Secondary School Emergency Relief Fund that will pay for desks’ plastic shields, budget allocations to cover that safety measure will instead go toward hiring a special educa-

tion supervisor. “What that grant afforded us was a revenue source that had been previously unidentified,” Gorski said. “We reviewed our priority list of appropriations that are waiting for room in the budget and at the very top of that list was the supervisor position for special education. ttorney General Gurbir S. Grewal announced charges against two correctional police officers related to an incident in which inmates were assaulted and seriously injured at the Edna Mahan Correctional Facility for Women in the early morning of Jan. 12. Between approximately 10:30 p.m. on Jan. 11 and 1:15 a.m. on Jan. 12, DOC officers and supervisors assigned to the Edna Mahan Correctional Facility (EMCF) in Clinton allegedly conducted forced cell extractions of inmates located in the Restorative Housing Unit (RHU) complex. A total of 10 corrections officers now have been charged in the ongoing criminal investigation by the Attorney General’s Office of Public Integrity and Accountability (OPIA) and the Hunterdon County Prosecutor’s Office, conducted with the assistance of the New Jersey Department of Corrections (DOC) Special Investigations Division, according to a statement released on April 27. Lt. Eddie Molina, 42, of East Brunswick, and Sgt. Andraia Bridges were involved in the forced cell extractions, according to new information provided on April 27. Molina was charged with two counts of second-degree official misconduct, and third-degree tampering with public records or information. The complaint against Molina alleges that he failed to prevent and report the excessive use of force and assaultive conduct by other corrections officers committed in his presence during the forced cell extraction of Victim 2, who was housed in the RHU, according to the statement. Monroe partners with pharmacy to deliver COVID-19 vaccines to homebound residents

M

onroe Township EMS crews, accompanied by township police officers and members of the Office of Emergency Management, transported pharmacists from Texas Road Pharmacy to the homes of 10 township homebound residents who each received their first dose of the Moderna COVID-19 vaccine. Second dose appointments for in-home delivery already are scheduled for these individuals. “This morning was a big step in our fight against COVID-19 and keeping our residents safe. The Township Council and I are thrilled that the first 10 doses of the coveted COVID-19 vaccine were delivered to our homebound residents,” Mayor Stephen Dalina said in a statement after the April 26 event. “On behalf of the council and from the bottom of my heart, I would like to thank Texas Road Pharmacy for partnering with us on this meaningful initiative. Special thanks to our highly skilled and very compassionate EMS and police crews for supporting these efforts. It’s all about working together to help those in need.” Each vile of the Moderna COVID-19 vaccine contains 10 inoculations. The program to deliver vaccines to Monroe homebound residents began with a collection of names from concerned residents throughout the town calling the mayor’s office since the beginning of the state’s vaccine roll-out, according to the statement. This included the Saint Peter’s University Hospital nurses working at each of the township’s adult communities who were asked to submit names of homebound residents. In total, a list of 80 homebound residents in Monroe was compiled.

“I would be remiss if I didn’t also thank Point of Care Pharmacy in Jamesburg and the County of Middlesex who initially stepped up to offer the J&J vaccine prior to the unfortunate recall,” Dalina said in the statement. Earlier this year, the township launched

the Vaccine Angels program where volunteers secured COVID-19 vaccine appointments for senior residents and those without family support or access to technology. The program resulted in hundreds of appointments for seniors and other residents, according to the statement. The Vaccine

Angels program continues to help scheduling vaccines to residents on a regular basis. Any Monroe resident needing a homebound vaccination or assistance scheduling a vaccination appointment should call Eileen in the mayor’s office at 732-5214400, ext. 114.

Physical therapy can help you live healthier and longer

P

eople usually see a physical therapist for pain or loss of function. But, did you know that as experts in movement science physical therapists can help you live healthier and live longer? There is strong evidence suggesting that movement is a valuable predictor of future health and resilience against disease. Physical therapists are movement specialists, so taking advantage of their expertise makes sense if your goal is to become healthier and live longer. Here are some examples of the power of movement when it comes to

predicting future health: Gait Velocity Gait velocity is how fast you walk. Studies have shown that if your typical walking speed is over 1 meter per second or 3.3 feet per second, you’re likely able to complete typical daily activities independently. You’re also less likely to be hospitalized and less likely to have adverse events like falls. If you’d like to test yourself, measure out a straight, flat course to walk between

10 feet and 30 feet long. You’ll also need 5 feet or so at the beginning and the end for acceleration and deceleration. Walk the course at your typical speed and divide the length of the course by how long it took you to walk it (distance/time). That’s your gait velocity. Get On and Off the Floor A series of studies suggest that if you can go from standing to sitting on the floor and back to standing without using your hands, you’re a lot less likely to die than

someone who can’t. It’s called the sittingrising test. Here’s how it works: You start standing, and without support you sit down on the floor, then stand back up. You start with a score of 10. Every time you put a hand, knee, forearm or the side of your leg on the floor you lose one point. Putting a hand on your knee or thigh to help also costs a point. In a sample of over 2,000 people, they found that scoring less than eight points made you twice as likely to die in the next six years when compared to people who scored higher. Score three or less and you’re five times more likely to die in the same period. Overall, each point in the test is worth a 21% decrease in mortality from all causes. Notice that both gait velocity and the sitting-rising test aren’t specific to any one thing. The risk of hospitalization in the gait velocity studies was hospitalization for any reason. Death in the sitting-rising studies was death from anything. So while we know that exercise and healthy lifestyle reduce your risk of specific diseases like heart disease or diabetes, it appears that being able to move may provide much more wide ranging protection than we previously thought. Parking limited to one side of Taylor Avenue in East Brunswick By VASHTI HARRIS Staff Writer

EAST BRUNSWICK – The Township Council adopted an ordinance that will amend the municipal code authorizing no parking on Taylor Avenue. “Taylor Avenue is a tight road when cars are parked on both sides of the roadway, and basically is impeding thru-traffic. It is especially dangerous during snow conditions when the township’s snowplows are trying to keep that roadway clear,” Business Administrator Joseph Criscuolo said during the council’s April 12 meeting. Although members of the East Brunswick Police Department have been encour-

aging people to get their vehicles off the street, the township is requesting the council make it no parking on one side of the road, Criscuolo said. “We don’t want to eliminate parking on that roadway totally, we just don’t want it on both sides of the street. The concern about emergency services and this recommendation was made in conjunction with the East Brunswick Police Department after their review of the area,” Criscuolo said. “They deem it necessary for emergency services, and for snow removal, because that roadway is just too narrow when

All five campuses will have a prom for seniors, using an outdoor dance floor. Plans are under way for in-person outdoor graduations, similar to those held last June. “The schools have a pulse again,” Bicsko said in the statement. “It’s nice to see the students and the teachers reacting to getting somewhat back to normal. Our staff has been so supportive and dedicated in adjusting to the demands of the pandemic.” “I’m glad, as a teacher – it’s so hard to teach to a screen,” East Brunswick Campus graphic design teacher Jamie Sobolewski said in the statement. “I love class participation. SOUTH RIVER - The South River Police Department has been investigating several recently reported motor vehicle burglaries. Investigations have revealed that the

suspect(s) are gaining entry into unlocked vehicles during the overnight hours or early morning hours. Items taken during the burglaries have included loose change, small electronics, wallets and purses. The burglaries have occurred on Jackson Street and the downtown areas and sur-

rounding streets, according to information provided by the department. This South River Police Department is reminding residents to lock all vehicle doors and close all vehicle windows to reduce the risk of becoming a victim. In addition, all valuables, money, and electronics should be secured out of view.

Former wrestling coach indicted on charges related to criminal sexual contact

A

former special education teacher at Sayreville Middle School and former wrestling coach at Union County College has been indicted on multiple charges involving his criminal sexual contact with a minor who was known to him and the surreptitious filming of several adult victims. On April 22, John M. Denuto, 44, of Spotswood, was indicted on four counts of endangering the welfare of a child in the first-, second-, and third-degree stemming from his filming and possession of child sexual exploitation material, as well as eight counts of invasion of privacy in the third-degree, six counts of aggravated criminal sexual contact in the third-degree, six counts of criminal sexual contact in the fourth-degree, two counts of witness tampering in the third-degree, and one count

of hindering his apprehension in the thirddegree, according to information provided by Middlesex County Yolanda Ciccone and Chief John Zebrowski of the Sayreville Police Department. Denuto was initially arrested on Feb. 15, 2020, following an investigation by the Sayreville Police Department and the Middlesex County Prosecutor’s Office that determined Denuto had criminal sexual contact with a juvenile and possessed child sexual exploitive materials that he had created by filming and photographing the juvenile, according to the statement released on April 23. Further investigation determined Denuto was allegedly in possession of additional child sexual exploitive material unrelated to the juvenile. Denuto had likewise photographed

seven other victims’ intimate parts without their knowledge, and inappropriately touched five of those victims, according to the allegations. The investigation revealed that Denuto was associated with Rhino’s Wrestling Club in Morganville; CJA Wrestling Club in East Brunswick; Pennsville High School in Pennsville; Raritan High School in Hazlet; Saint John Vianney in Holmdel; Sayreville Middle School and Sayreville War Memorial High School in Sayreville; Middletown High School North in Middletown; Bergen Catholic High School in Oradell; Monroe High School in Monroe; Peddie School in Hightstown; South Brunswick High School in South Brunswick; Saint Joseph High School in Montvale; Union County College in Cranford; Camden Catholic High School in Cherry

benefit most broadly to the entire special education program.” Gorski added that while his name and those of Superintendent Dr. Dori Alvich and Assistant Superintendent Dr. Adam Layman are on the budget presentation, the final numbers are the result of one exhaustive group effort requiring feedback from the board, administration and educators alike. He also explained that the budget can’t be tailored and finalized until the district receives notification of its state aid award in March. State aid accounts for 5.71% of the district’s funding, while federal aid comprises just 0.92%. Local taxes provide the vast majority of Monroe Township School District’s financial resources at 85.14% — “still an extraordinary number” but one that Gorski noted indicates a decrease to taxpayers, who have typically shouldered closer to 88% of the district’s financing. State aid increased 26% from the current 2020-21 school year, to the tune of $1,635,083. State aid is just one factor influencing the tax rate. Fund balances, ratables and the effect of enrollment on appropriations are also contributing elements. The budget was crafted with three primary district goals in mind: Engage the school community in the development of the district’s action plan; work with the community to address student growth and create a referendum project; and revise and implement the district’s restart and recovery plan for the 2021-22 school year. “This year’s budget, it’s a challenge because it needs to meet the needs of 433 projected additional students and 1,500 current unhoused students — that’s technically defined as students beyond the capacities of the schools to accommodate them,” Gorski explained. The budget also focused on only performing capital outlay projects required for health and safety, replacing buses as their retirement schedule dictates and contracted routes with the district’s in-house fleet, and meeting the needs of student growth. Rising enrollment numbers, aging school facilities, meeting and exceeding state learning standards, considering student-toteacher ratios and the district’s impact on taxpayers were also key budgetary considerations. “We believe that our proposed budget continues to become more efficient every year as evidenced by a successful county budget efficiency review, where Monroe was exemplified for many best fiscal practices,” Gorski said. Layman itemized some of the budget’s inclusions, such as an array of programs

pertaining to curriculum and instruction, assessments to guide instruction, a wholechild and diversity focus, and professional development and memberships. “We really hashed out what textbook adoptions were needed,” the assistant superintendent said. “We have some 2020 NJSLS (New Jersey Student Learning Standards) standards revisions coming up over the next two years so we’re in the process of coordinating textbook adoptions to align with curriculum revisions.” Gorski then outlined specific budget allocations, which included: $1,413,626 for instructional and support staff; $303,676 for textbooks and a proposed $3,305,382 lease over five years for technology; and the statute-mandated replacement of six 54-passenger buses with camera-equipped newer vehicles at $650,000. Seven districtwide capital improvement projects accounted for a cumulative $1,353,200 of the budget’s overall allocations. He also noted that the 2021 tax levy cap indicates a $2,161,245 increase, bringing the district’s 2021 tax levy cap to $110,223,519, in terms of budgeting to the maximum spending authority. “That’s pretty lean as far as the growth of the tax levy—it’s the leanest that we’ve seen in a number of years,” Gorkski pointed out, attributing it to the district having no banked cap and receiving neither enrollment adjustment nor health care spending adjustments. Two slides demonstrated how the district is spending below both state averages and state medians in its administrative and per-pupil budgetary costs among K-12 districts with more than 3,500 students. The state median and average for administrative costs are $1,690 and $1,626, respectively, while Monroe Township School District’s is $1,451; for per-pupil costs, the median is $15,904 and average is $15,756, whereas the district’s is $14,996. Gorski noted that “a plethora of shared services” have offered the district significant cost-saving opportunities. A food service program that the district applies for through the United States Department of Agriculture saves the district $110,000 alone. All told, the 2021-22 budget reflected a 1.6-cent decrease in the school tax rate, which Gorski attributes to an uptick in state aid and an increase in ratables. “It is very unusual for a district with the demands that we have placed upon us to have this kind of consequence,” he said. The board passed the 2021-22 budget, which will be sent to the Middlesex County Department of Education for approval. In addition, he allegedly falsely reported to the DOC regarding that forced cell extraction by sending an email about the extraction that he knew contained false information, according to the statement. On Jan. 12 at approximately 12:07 a.m., a five-person suited team of correction officers from EMCF performed a forced cell extraction for Victim 2. Molina was the supervising corrections officer present for the extraction. Victim 2 was pepper sprayed and was not given an opportunity to comply before the team made entry into her cell, in violation of DOC policy, according to the statement. Members of the extraction team subsequently used excessive and unreasonable force during the extraction, resulting in injury, in violation of DOC policy, which only allows for the objectively reasonable and necessary use of force, according to the charges. Molina reportedly failed to intervene to prevent this unauthorized use of force despite his legal duty to do so, according to the statement. As Victim 2 was removed from her cell, she is seen in video footage with visible facial injuries and is clearly heard informing those present about her injuries. Molina later sent an email to other DOC officers and employees that falsely reported what occurred during the forced cell

extraction of Victim 2, including not revealing that pepper spray was used without giving her an opportunity to comply, that unnecessary and unreasonable force was used, and that Victim 2 suffered injuries as a result, according to the allegations. coalition of local Middlesex County leaders and technical experts announced the launch of the Resilient NJ: Raritan River and Bay Communities initiative, which will identify and implement flood risk reduction strategies for the Raritan River and Raritan Bay region to improve long-term environmental and economic resiliency. This joint effort led by the New Jersey Department of Environmental Protection, in partnership with Middlesex County and its municipalities of Carteret, Old Bridge, Perth Amboy, Sayreville, South Amboy, South River, and Woodbridge, is supported by Arcadis, according to information provided by the county. To ensure an equitable approach to resiliency, the project team is seeking input, information and recommendations from local residents regarding their own experiences with flooding and storm events. Specifically, the Resilient NJ: Raritan River and Bay Communities initiative will work to address flooding from coastal storms, high tides, heavy precipitation, and overflowing riverbanks. Community engagement is critical to ensure an impactful outcome, according to the statement.

“We are excited to work with municipal and county leaders in the Resilient NJ regions to identify locally-driven regional solutions to current and future flooding” New Jersey Chief Resilience Officer Dave Rosenblatt said in the statement. “Strengthening New Jersey against today’s climate threats is an important part of our longterm approach to climate resilience and we applaud these leaders for their vision and initiative.” “While the county has strengthened its flood resilience since Hurricane Sandy, the partnering municipalities are still vulnerable to increased flood risk from increasingly intense storm events, sea-level rise, and climate change,” Middlesex County Commissioner Director Ronald G. Rios said in the statement. “The announcement today is symbolic of the county’s continued commitment towards future-forward projects that build a strong foundation for our communities to thrive for generations to come. We’re eager to hear from constituents who live and work in the region to participate in this long-term resiliency plan to ensure that it is reflective of their social, economic and physical priorities.” Community members interested in
