Milltown cancels Fourth of July parade By KATHY CHANG Staff Writer

David Potter, president of the Milltown Fourth of July Committee organization, read a letter at the Borough Council meeting on May 11 to update the council on the activities. “In the best interest of the health and public safety of our residents, volunteers, emergency staff, town employees, visitors and vendors, we will not be able to have … the one-mile fun run and 5K sponsored by the Knights of Columbus, the parade, the park festivities and the fireworks,” he said. “Please know that this was not an easy decision to make, but in the best interest of our town, it was the right one to make.” Potter said the committee’s decision comes with the agreement and support of Mayor Trina Mehr, the borough council, the Milltown Police Department and the borough’s Office of Emergency Management. Although the usual festivities will not go on, Potter said the committee “cannot let our nation’s birthday go uncelebrated. “So in preparation for, and on the Fourth of July, in continuing with our tradition, we will be having events and activities around the town that will adhere to the social distancing guidelines,” he said. Councilman Randy Farkas, who had served as chair of the Fourth of July Committee for six years, noted the events on

South River adopts $18.66 million budget for 2020 By VASHTI HARRIS

T
he Borough Council has adopted an $18.66 million budget to fund the operation of South River during 2020. The budget was adopted during a meeting on May 11. According to a document posted on the borough’s website, South River’s residential and commercial property owners will pay a local tax levy of $10.27 million to
support the budget. Property owners will pay an additional $480,181 to support the South River library. Other revenues in the budget include $1.71 million from the borough’s surplus fund (savings), $3.2 million from the utility operating surplus and $825,291 to be received in state aid. A revaluation of every property in South River has been completed and has led the municipal tax rate to decrease from $2.43 per $100 of assessed valuation in

ringing smiles and support while minding social distancing restrictions, the Spotswood Office on Aging and Senior Center has been using caravan tours to keep up morale amongst its patrons. “Once the senior center closed, my coworkers and I tried to come up with different ways to connect with our seniors. Many of our clients aren’t online so visiting them while remaining socially distant from them, and each other, seemed like a good way to interact in a safe yet meaningful way. Thus, the caravan tour was started,” Spotswood Office on Aging Director Donna Faulkenberry said. While utilizing the office’s vehicles, Faulkenberry said the office has already done three caravan tours with each one being two weeks apart. “We start out at the Crescent Park and Woodmere senior apartment complexes, beeping our horns and waving to residents at their windows and stopping to speak to the residents who come out of their apartments,” Faulkenberry said. “We then head to the Clearwater Village adult community complex and finally head back through town. This past tour [May 6-7] we had to split it up into two days because we were driving around for almost six hours on the second one.” Faulkenberry said the office hopes to continue holding caravan tours for as long
as its patrons can’t be together at the center. “My coworkers and I are getting so much joy out of these trips. The first trip was all about seeing their faces and catching up. The second time around we had a little fun and gave out rolls of toilet paper,” Faulkenberry said. “On this last trip, we teamed up with the Spotswood Recreation Department and gave out cards, pen pal letters, notes and pictures created by town residents for the seniors. “Seeing their smiles, hearing their voices and knowing that everyone is safe means everything to us during this difficult time,” she said.
Faulkenberry said a senior center fulfills many roles for seniors but socialization and friendship are probably the biggest ones. “These visits allow for personal connection that is desperately needed and missing right now. For some, it may be the only kind they get,” Faulkenberry said. “To be honest, however, our motives are selfish. We miss them, period. East Brunswick loosens restrictions for outdoor seating at restaurants By VASHTI HARRIS Staff Writer
EAST BRUNSWICK – Seeking to help eateries safely regain their customers, the Township Council approved a resolution allowing outdoor seating for restaurants located in East Brunswick. Mayor Brad Cohen said Gov. Phil Murphy announced the state’s four-stage system to reopen the state and how it will move forward; however, the timeline from getting to each stage is based on science and how well citizens respond. “Right now we are in stage one where we have relatively low-risk activities that are allowed. Stage two is going to be associated with people opening up restaurants with outdoor seating, some limited indoor salons, gyms, childcare, in some capacity summer camps, libraries and cultural sites,” Cohen said. “That really takes us to the reason why we have on the agenda a resolution to provide for outdoor seating for restaurants, so when we get to that stage, we have a plan in place so people are not rushing to our planning department to get those approvals,” he said.
Outdoor seating will be temporarily permitted as an accessory use to a restaurant, fast food restaurant and drive-in restaurant as those terms are defined in the township’s zoning ordinance, according to the council. The temporary period will be up to 120 days unless a longer or shorter time is established by an executive order by the governor, according to the council. Outdoor restaurant seating will not require the filing of a site plan application. With an unanimous vote, the council approved the resolution on May 18 during the council via video conference. A temporary outdoor restaurant seating application must be obtained prior to the creation of any outdoor seating. A drawing of the proposed outdoor restaurant seating area must accompany the zoning permit application, according to the council. The town will waive the filing fee for a temporary outdoor restaurant seating application to the township’s Planning and Engineering Department seeking to create outdoor restaurant seating, according to the council. A restaurant’s outdoor seating area may not exceed 1,000 square feet.

With a tax rate of $2.43 per $100 in 2019, the owner of that home paid $1,997 in municipal taxes. Following the revaluation, the average home in South River is assessed at $291,122. With a revised municipal tax rate of 68 cents per $100 in 2020, the owner of that home will pay about $1,979 in
municipal taxes. Municipal taxes are one item on a property owner’s tax bill. Property owners also pay South River school taxes and Middlesex County taxes. The total amount of taxes paid is based on the assessed value of an individual’s home and/or property and the tax rate that is set by each taxing entity. Selected appropriations in the 2020 budget include: $1.44 million for group health benefits; $215,000 for liability insurance; $3.71 million for police salaries and wages; $110,000 for special police officers salaries and wages; $220,000 for school guards salaries and wages; $216,000 for police dispatch salaries and wages;

Challenges lie ahead for Monroe Public School District By KATHY CHANG Staff Writer
T
he Monroe School District faced a tough budget year for 2020-21, and next year will be even tougher with depleting surplus, no banked cap, student enrollment growth, special education costs, and facility needs. That is not even factoring the impact of the novel coronavirus pandemic, school officials said. “It is very challenging right now,” said School Business Administrator Michael Gorski. “To replenish our capital reserve account, we have to have additional revenue sources not earmarked for the general fund budget. … I don’t see that happening unless programs and services currently being enjoyed somehow are removed from the budget.” The Monroe Board of Education adopted the $136.89 million budget at a meeting on April 27. No existing positions and programs have been cut from the 2020-21 budget, school officials said. The budget is supported by the collection of a $108.06 million tax levy from the township’s residential and commercial property owners. The school district’s 2019-20 budget totaled $134.88 million and was supported
by the collection of $104.51 million in a local tax levy. For 2020-21, the school district tax rate is increasing by $2.17 cents to $2.6 cents per $100 of assessed valuation. District administrators said for the owner of a home assessed at the township average of $318,000, school taxes will increase by $83.84 from 2019-20, which saw a $68.87 school tax increase. The amount of school taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by the school district. The budget includes the use of $1 million more in state aid the district received, the use of $1.4 million in banked cap from previous budget years and $180,000 from capital reserves. The district will receive $7.28 million in state aid for 2020-21, which administrators said is an increase of $1.01 million, or 17.2% increase from the 2019-20 total of $6.27 million. The district would garner $500,000 in revenue sources with increases to the Jamesburg tuition fee of $82,500 (Jamesburg sends students to Monroe Township High School), a 10% increase in fees for before and after school Falcon Care and Early Children Enrichment, and fee increases for building and iPad uses.
Gorski said the district will aggressively look into advertising on buses and school grounds to offset the costs the parents and guardians face with the proposed fee increases. School officials noted Falcon Care fees have not been increased since they started the service four years ago and building fees will be for people outside of Monroe. With the current closure of school, the district will refund money to parents for Falcon Care and Early Children Enrichment for the remainder of the school year. Gorski said the district was able to transfer $600,000 for this year’s budget as a revenue source; however, there is growing concern for next year. The district, through negotiations during the budget process, decided to change the employee health insurance carrier to Aetna starting July 1, which gave the district a 0% increase. Negotiations with the district’s current provider Horizon Blue Cross Blue Shield yielded a 6.5% increase, which school officials said was not affordable without cutting existing programs and services. School officials said school budget spending is driven by enrollment. A User Friendly Budget posted by administrators indicates the district’s enrollment on Oct. 15, 2018, was 6,824 pupils. The district’s enrollment on Oct. 15, 2019, was 6,903 pupils. The district’s estimated enrollment for 2020-21 projected from Ross Haber Associates is 7,144. Two referendums proposing the construction of a new middle school failed in 2018 and 2019. The Board of Education commissioned an Ad Hoc Committee after the failed referendum in 2019 to review options for housing students. The Ad Hoc

Committee gave their recommendation to the board at a meeting on Jan. 22 and the district had been investigating the feasibility of their recommendation for a future referendum. Gorski said the 2020-21 budget includes reserve funds for another referendum including election costs and anticipated costs for engineering and architecture. The majority of the budget, 52.90%, is in instruction, special education related services and tuition; benefits follow with 20.68%; debt service is 7.82%; and transportation makes up 5.5%. The budget includes six 54-passenger buses with cameras totaling $650,000, two 25-passenger vans with wheelchair lifts and cameras totaling $160,000, one additional bus driver and one transportation paraprofessional totaling $74,039, and two GPS bus locator monitoring and tracking systems and two radios totaling $9,000. Capital improvements include the creation of two additional classrooms from the media center at Oak Tree School totaling $120,000, paint and remediation at Barclay Brook School totaling $60,000, the Monroe Township Middle School Industrial Arts Dust Collection Exhaust system totaling $75,000, and other health and safety requirements totaling $100,000-$200,000. Gorski said ratables in the township, which also influence the tax rate, are increasing $105 million, 1.36%, in the 202021 school budget. He noted last year, the township saw a 1.97% increase in ratables. The budgetary per pupil cost in the Monroe Township School District is $14,925 for a K-12 district of 3,500-plus students, and administrative costs per pupil is $1,463. The district is made up of six elementary schools, one middle school and one high school.

2019 Nissan Rogue Sport SL AWD
E
very car manufacturer has its bread and butter model. Its anchor, so to speak, that kind of carries the load for the rest of the lineup. For Toyota, it’s long been the Corolla. The popular Civic has carried the load for Honda for many years, as well. Nissan, the third of the Big Three Japanese importers, looks to its sales leader, the Rouge SUV these days, to carry the ball in their showrooms. Peter Perrotta In an attempt to piggyback on the popularity of the Rouge, three years ago Nissan introduced a mini-Rogue of sorts and called it the Nissan Rogue Sport – it’s classified as a subcompact SUV that stands a full 13-inches shorter than the full size Rogue (at 172 inches) and three inches shorter (at 63 inches). Nissan sandwiched this model into its lineup for people who were looking for something a bit bigger than the Kicks, but not quite as big as the Rogue. Hence, they call the Rogue Sport a “’tweener”. I recently road tested the 2019 Nissan Rogue Sport SL AWD for one week to see how this ‘tweener matches up against its big brother and similar vehicles in its class. There is a lot to like on the Rogue Sport. It is quite stylish with a curvy, aerodynamic stance in the front, back, with a nice side profile as well. It looks exactly like a mini-Rogue. It has a crisp solid ride, takes bumps well and has a fairly noiseless cabin. The steering is spot on with precision like accuracy. Its interior design is smart and modern looking and its controls are not hard to navigate.
However, if you are looking for the Nissan Rogue Sport to offer up a sporty ride or some type of performance ride, you won’t find it here, folks. For some reason, the design folks at Nissan decided to power this Rogue Sport with a 2.0 liter direct overhead cam, 16 valve, four cylinder engine that struggles to put out 141 horsepower and 147 pound feet of torque. When you combine that engine with the non-shifting, continuously variable transmission (CVT), it makes for an adequate ride, but really, nothing to write home about. That being said, since, everyone has his or her own driving style, there is room in the marketplace for this vehicle to be successful. My wife, who owns a Nissan Altima, would be perfectly comfortable driving this car. She has a conservative driving style, rarely, if ever, performs any aggressive maneuvers and always goes exactly what the speed limit says. I, on the other hand, am always looking to push the envelope a bit more and enjoy putting a car through its paces. This is not a vehicle that responds well to that test. In comparison, in case you were won-

dering, the full size Rogue comes standard with a 2.5 liter, four cylinder engine that puts out a more robust 170 horsepower. For what its worth, my suggestion is for Nissan to put a blower – or turbo – in the Rogue Sport engine to give it that little extra power push it needs. Nissan offers up the Rogue Sport in three models: the entry level S at a base price of $23,285; the SV ($25,085) and the top of the line SL, with a base price of $29,310. Each model is offered in front wheel or all wheel drive variations. My tester was the AWD SL that carried a bottom line sticker price of $33,020. Added options to my tester included: $395 for premium paint (Scarlet Ember); $280 for carpeted floor mats with cargo area protector and a first aid kit; $1,990 for a Premium Package and $1,045 for destination and delivery. The Premium Package includes a power sliding moonroof, LED low and high beam headlights and an auto dimming inside mirror with a Homelink universal transceiver. The EPA gas mileage ratings for the
Rogue Sport are a reasonably impressive 27 miles per gallon overall – 30 mpg on the highway and 24 in city driving. The EPA estimates that the Rogue Sport will cost about $1,400 a year, on average, to gas up. It uses an estimated 3.7 gallons of gas per every 100 miles driven. The Rogue Sport SL AWD model has not been crash tested by the government’s 5-star safety rating test yet. Some of the nicer amenities that come standard with the 2019 Rogue Sport SL AWD include: 8 way power driver seat, including two way lumbar support; 19-inch aluminum alloy wheels; a Bose premium audio system with nine speakers; Apple Car Play and Android Auto; a 7-inch color display screen with multi touch control and navigation; a heated leather wrapped steering wheel, and more. Overall, the Nissan Rogue Sport has received fairly positive reviews from the general automotive press. Consumer Reports says, “The engine is pleasant, but not overly powerful. The Sport handles responsively and rides in a refined manner, with cabin noise kept to reasonable levels. We like the easy to use controls and infotainment system.” And, the folks at Car and Driver state, “It has an economical powertrain, soaks up bumps admirably and has a spacious and well designed cabin. It is competent, handsome and accommodating. This is one crossover you could bring home to meet your mother.” So, the bottom line is, if you are looking for a good all around sub-compact crossover SUV and are not looking for an aggressive sporty vehicle, you should give this model serious consideration in this class. South River explores graduation options for 12th grade students By VASHTI HARRIS Staff Writer
SOUTH RIVER – Superintendent Sylvia Zircher said the South River Public School District will hold a car assembly ceremony for South River High School’s graduating seniors. “The district has announced and confirmed that a virtual graduation will be taking place. I am working with local officials and the community to explore options for a car assembly/ceremony for high school graduation only,” Zircher said. Zircher said if restrictions are further lifted allowing for an in-person gathering with social distancing, the district will adjust once again. Final decisions will be made by the end of May. Students’ last day of school and graduation day is June 16. “Currently, the allowable options are a virtual graduation or a car assembly/celebration. While restrictions are being lifted, we do not have guidance at this time outside of those two options,” she said. Zircher said students and parents have
received a weekly update regarding the district’s plans for graduation. “I have met with parents, students, teachers and administration virtually to discuss graduation. Having feedback from our stakeholders is essential to our planning and discussion,” Zircher said. “We have an overwhelming number of families who would like to see a celebration that upholds the spirit and style of our traditional graduations while keeping everyone safe. “This is a challenge, particularly because guidance and restrictions change daily. Under normal circumstances, we begin planning for graduation months in advance. Regardless, South River Public Schools will work tirelessly to offer the best graduation opportunity we possibly can for our students. Plaque will commemorate Monroe’s Class of 2020 By KATHY CHANG Staff Writer
MONROE – In efforts to recognize the Class of 2020 during the unprecedented times of the novel coronavirus pandemic, the Monroe Township Board of Education will commemorate the class with a plaque. The board will appropriate funds not to exceed $2,500 to commemorate the “sacrifice and enduring spirit” the Class of 2020 represents with a plaque to be affixed at Monroe Township High School. Board members discussed ways they could commemorate the class, which included a time capsule, planting a garden or
planting a tree. With the announcement of schools closing for the remainder of the year, the Monroe Township High School will hold a virtual graduation ceremony on June 24. High School Principal Kevin Higgins said they are planning a wave parade through the campus of the high school and community clap-out throughout the township on the same date. The senior prom and senior picnic are officially canceled. School officials are developing plans for what they are calling a Zero-Year Reunion for a date sometime in the fall to recognize the Class of 2020.
