Milltown municipal budget reflects impacts of pandemic By KATHY CHANG Staff Writer

D

ecreases in proposed 2020 budget appropriations and revenues are direct results of the novel coronavirus pandemic, borough officials said. “It’s a tough budget year,” Council President Randy Farkas said, expressing appreciation for Business Administrator Jeanette Larrison and the council Finance Committee’s due diligence in putting together the 2020 municipal budget. “We have gone the distance on this, we stopped the bleeding, but we are not done.”

Larrison presented the $10.34 million 2020 municipal budget at a Borough Council meeting on July 13. The public hearing and final adoption for the budget are scheduled for Aug. 17. Milltown officials will collect $6.68 million in taxes from Milltown’s residential and commercial property tax owners in 2020 to help fund the municipal budget. The budget that was adopted in 2019 totaled $10.73 million and included a $6.51 million tax levy. From 2019 to 2020, the total budget is down $389,041.68, or 3.63%, and the total amount to be collected from taxpayers is up $169,790.35, or 2.61%.

The overall budget appropriations have decreased. Proposed salaries and wages, which total $3.91 million, will see a 6.16% decrease from last year, and pension obligation for employees have decreased $18,841 from $185,841 to $167,000. Larrison said the projected municipal tax increase on a parcel with an assessed value of $163,207 is $61. There are no reductions in any municipal services and municipal infrastructure improvements are anticipated. (Continued on page 10)

he formation of a Human Relations Commission in the borough is to allow all voices to be heard whether on race, ethnicity, religion, or sexual orientation, Mayor Trina Mehr said. The Borough Council is expected to introduce the formation of a nine-member Human Relations Commission (HRC) through ordinance at its next meeting on Aug. 17. Mehr said she’s working with Borough Attorney Peter Vignuolo to draft the ordinance with guidance from ordinances adopted in other municipalities. Once adopted in September, candidates for the HRC can fill out a citizen leadership application form. The mayor and council will appoint members to the commission. “The idea of the committee is advisory to the mayor and council,” Mehr said. “It can be educational in nature and also to keep [members of the mayor and council] informed.” Mehr announced the creation of the HRC at a peaceful protest at Milltown Boro Park on June 19. The peaceful protest was hosted by Katty Velez of Dreams of Home with Bell and Stockton LLC with the theme “We are One.” The event was in the wake of the events in Minneapolis as well as a racial incident at Boro Park in May. George Floyd, an African American man, died after Minneapolis Police Department Officer Derek Chauvin, a white man, knelt on his neck for more than eight minutes after pinning him to the ground during an arrest on May 25. Chauvin was charged with second-degree murder on May 29. Three other officers, Tou Thao, Thomas Lane and J. Alexander Kueng, were charged with aiding and abetting Floyd’s murder on June 3. Local author’s tips for podcasting include creating an audience base, using good equipment By VASHTI HARRIS Staff Writer

E

quipped with informational slides and years of experience, podcaster Harry Marks educated residents about what it takes to start a podcast. East Brunswick Public Library Librarian Melissa Horizk said Marks is an author, the creator of “The Shelf Life: A Podcast Sitcom,” the co-host of “The Home Work” podcast, and a writer for Aaron Mahnke’s Cabinet of Curiosities from iHeartMedia. Having first given this presentation about four years ago at the library, the East Brunswick resident delivered his presentation on the changes in podcasting on July 22 via Zoom conference. “So, what is the podcast? [To] put it simply, it is a digital audio file that you can download from the internet. That’s it. There’s really nothing special,” Marks said. “You know some really popular examples are ‘Serial,’ which a lot of people say kicked off the podcast explosion. I’m not so sure I agree with that but it definitely brought them more mainstream.” Marks said other notable podcasts include “WTF with Marc Maron” which is a radio and internet show. There is “Lore,” hosted by Aaron Manhke, who was also his boss on “Cabinet of Curiosities” podcast, which has been a huge success and spawned an Amazon series and other shows on iHeartMedia. “A lot of networks right now, we’re seeing podcasting as a way to broaden their intellectual property and rake into other things because anyone, be it a large network or a person like me who’s doing it on their own or someone like you who’s just getting started, podcasting is sort of a democratization of content creation,” Marks said. “You can do it on your laptop with a simple $50 microphone and put something on the internet that thousands of people will listen to, or you can be a major network … like NPR and put in millions of dollars or thousands of dollars into creating a piece of intellectual property that will go on to great success,” he said. Marks said usually podcasts can be found on Apple Podcasts, which was really the grandfather of podcasting. “It started with Apple but the word podcast comes from iPod. They kicked it off. Their directory is the largest and the most popular,” Marks said. Although Apple Podcast is prominent, Marks said people can also find podcasts on Spotify, Stitcher which was recently brought by Sirius, the Android Store and

Soundcloud. “[Podcasts] usually come out on a set schedule. They’re automatically downloaded to your podcatcher so you don’t have to keep going back and getting them. … For the most part, Apple Podcasts [or] iTunes is really where a lot of people get their start in podcasting and then listening to podcasts,” Marks said. Reasons why someone would start a podcast, Marks said, may include: • They have a passion that they want to share with people about a particular subject/ issue • They’re an expert in a certain field and want to share information and knowledge • They want to talk to other people and bring them together to discuss their passions or knowledge. • They want to tell a story, whether it’s nonfiction or fiction, in a creative way • They want to gain the confidence to get better at public speaking, interviewing or speaking with others. “There’s a podcaster and author named Merlin Mann. He has this notion that anybody can make a podcast about ‘Star Wars’ … but only one person could be that person who makes that podcast … about that Jawa [character] in ‘Star Wars: A New Hope,’ and you’re the go-to person for that Jawa and you know everything about them,” Marks said. “So if you have a passion for ‘Game of Thrones’ or … about some TV show or something you can make a podcast about it and maybe you want to dive a little deeper.”

Marks said someone can carve out their own niche for a podcast if they find a particular aspect about a subject they are passionate about. When starting a podcast, Marks said posting consistently and sticking to a set schedule is important. If someone decides to post a new episode that is 30 minutes long, but the next week post an episode that is two-and-a-half hours long, people might not tune in. “In terms of consistency, stick to a set schedule. If you come out once a week every Monday at 8 a.m. make sure you come out every Monday at 8 a.m. If you miss a day, or a week or two, that’s going to be a problem,” Marks said. “People might unsubscribe, they might stop listening, or they might be asking, ‘Where’s the episode I’ve been waiting for?’ So make sure that you have enough ideas on the hopper [and] you have your episodes prepared so you don’t miss that schedule.” Marks said thousands of podcasts exist, and if someone wants to start a podcast he or she needs to be dedicated if they want any chance of building an audience for themselves. One of the most important tools needed to start a podcast, Marks said, is a good microphone. “You can build a podcast with a $50 Blue Snowball which is what I did years ago and work your way up to something a little more high-quality,” Marks said. Other types of microphones, Marks said, are a USB or a XLR microphone. A USB plugs right into the computer and an XLR is

like a standard microphone cable that someone would need to plug it into an interface that plugs into a computer. Marks said XLR mics are a great way if someone has two different dynamics, like two people, they are working with and they want to regulate them. “Then there’s a condenser versus a dynamic [microphone]. So condensers can be a little more expensive. They’re very sensitive … and can pick up background noise easily. The dynamics are a little bit cheaper, but they’re focused so they will only pick up what’s right in front of them,” Marks said. For example, Marks said the Blue Snowball is a great beginner microphone and it’s a condenser microphone so it is very sensitive, but there are settings on it where someone can adjust how it picks up the sound. There’s a setting where someone can talk right into it, which is a little less sensitive. Marks said he highly suggests that potential podcasters should also invest in a shock mount and a boom arm as a way to elevate the mic off the desk. “The boom arm … and then the shock mount. What it does is … if your microphone is sitting on a tripod and you bang the table or you’re typing, it’s going to pick up all that sound as you’re recording, you don’t want that,” Marks said. “So the shock mount, sort of, holds the microphone in the middle of everything on these bungee cords and keeps those little bangs and knocks from getting into your recording.” Marks said a new podcaster must choose to upload their podcast on a free or paid hosting provider platform. Free hosting providers, although free, also come with different limitations. Some free hosting providers include Soundcloud, Buzzsprout, Podbean, Podiant and Ancher. Equipment aside, Marks said a new podcaster should have a marketing plan when starting a podcast in order to establish, gain and maintain his or her audience. Creating a page for the podcast on social media platforms such as Facebook, Instagram and/ or Twitter is a great way to market a new podcast. Some dos and don’ts for podcasting, Marks said, is don’t eat, before interviewing someone be prepared, and include show notes about what was discussed during the podcast. Spotswood superintendent outlines hybrid model to reopen schools By VASHTI HARRIS Staff Writer

SPOTSWOOD– With the first day of school in Spotswood set to be Sept. 2, Superintendent of Schools Graham Peabody announced the Spotswood Public School District’s hybrid reopening plans for the 2020-21 academic year. On July 20, Gov. Phil Murphy declared that all schools must provide a remote learning option for parents who don’t want to send their children to school in-person. Like many schools throughout the state, Peabody said the district will provide a remote learning option for parents who don’t want to send their children to school in-person. “Given the circumstances that families are facing they should definitely have that flexibility. So [on July 30] at our board meeting we kind of preempted that discussion,” Peabody said. Peabody said the board approved two restart models for the fall, the first being a full remote model and the second being a hybrid model. “Model one, which we are moving forward with, is a full virtual model for the first marking period next year should the governor give us the flexibility to use it,” Peabody said. “Model two is our hybrid model and that model will be in effect until the governor gives us that flexibility.” Conditions for the hybrid model include: • Social distancing by reducing contact capacity and contact time • Masks • Hygiene Although the district will be using a hybrid schedule, Peabody said parents still have the option to their children remain completely virtual.

The Hybrid model will include: • Students divided into cohorts, with part-time in-person instruction and parttime virtual instruction. • Mirrors in-person schedule • Live/Live stream instruction, interaction • Virtual office hours • For attendance, there will be virtual check-in during class and daily work • Parental support/access to resources “We absolutely do have concerns and we are going to do everything that we can to mitigate any of those concerns for students and that obviously would include more live interactions between our staff and our students and that would obviously be teachers, guidance counselors, support staff and administration,” Peabody said. “So trying to find ways that we are continually checking live whether that’s through Zoom or through live streaming classrooms. So that would be a core component.” Peabody said the district has also built into its virtual and hybrid schedule office hours on a daily basis for students and teachers to check in at the end of the day. There are also office hours for parents to check in with teachers. For the hybrid schedule, Peabody said students will be placed into either Group A or Group B. Group A’s weekly school schedule will include: • In-person Monday-Tuesday • Virtual Interaction Monday-Tuesday • All virtual on Wednesday • Virtual Thursday-Friday • Virtual Interaction Thursday-Friday Group B’s weekly school schedule will include: • In-person Thursday-Friday • Virtual Interaction Thursday-Friday

Fake phone calls appear as C ‘Monroe Twp NJ’ on caller ID

S

cammers are using fake phone numbers that come up on the caller ID as “Monroe Twp NJ” to contact residents within Monroe Township. The callers are posing as a third-party energy company offering refunds. At first look it appears a resident is receiving a phone call from the Township of Monroe when in fact it is a scam, according to information provided by the Monroe Township Police Department. Upon answering the phone, the call is answered by an automatic recording offer-

ing a 30% discount on the gas and electric bill. If interested in this offer, the recording advises the resident to press “1”. Upon pressing “1”, the resident is then connected to a live person with a heavy accent. The individual then asks for your zip code and once provided, they congratulate you on your eligible for a 30% discount. They then request that you provide them with your PSEG, JCP&L or energy provider account number. Police are warning residents to not take part in this scam.

to hear firsthand what had happened and offered to meet with anyone who felt marginalized and unsafe. “Subsequent to that a group had formed in town to address the incident and other things that have occurred throughout our town and country, ” she said. Mehr had said the creation of the HRC would promote social and cultural harmony and cultivate an understanding and acceptance in the borough. The mayor and Borough Council members denounced racism and said racism has no home in Milltown at a meeting on July 13. “Milltown is nicknamed ‘the little greatest town on Earth’,” said Councilman James Pareti. “It’s not Milltown for some, it should be Milltown for everyone.” Pareti said he is proud of the community grassroots effort, which led the rally on June 19 and a peaceful march on July 11. Ligotti said he knows the Milltown Police Department and everyone in town is working on a better Milltown, a better understanding, and a better learning curve. Velez, who spoke at the meeting, said everyone at the rally and march have stories to tell. “It is our responsibility to hear their stories,” she said. Velez said she has concerns for safety as a person of color and as a Black person. She requested a future community forum to address concerns and address how to keep each other safe. Mehr said she wants people to feel safe in Milltown, promote harmony, educate people and listen to everyone’s opinion. She encouraged residents to report any type of incident to police. Councilwoman Anna Neubauer said during one of the breakout sessions at the peaceful march, she learned about a “call in” to educate one person as opposed to speaking out to shame someone. She said it’s something everyone can do.

East Brunswick Senior Center keeps in touch with patrons By VASHTI HARRIS Staff Writer

EAST BRUNSWICK – With the East Brunswick Senior Center still closed due to the coronavirus crisis, Director Danielle Micale is encouraging seniors to take advantage of phone and virtual services. “The East Brunswick Senior Center and all East Brunswick Township offices remain closed at this time. We do not have a definitive date on if/when we will be able to reopen the center itself; however, East Brunswick Department on Aging staff remain available by phone and/or virtually during regular business hours of Monday through Friday from 8 a.m to 4 p.m.,” Micale said. Since the middle of March, immediately following the center’s closing, Micale said the township worked collaboratively on setting up virtual activities and programs. “We are currently providing an array of virtual activities in partnership with the East Brunswick Township Department of Recreation that can be accessed at any time from the township website under ‘Virtual Recreation Center,’ ” Micale said. “This includes fitness classes, arts/crafts, cooking programs, meditation, stress management, line dancing and more.”

Micale said the department also provides live educational programs and support groups via Zoom for its members monthly. “For those participants that are unable to access the programming online, we have partnered with EBTV to broadcast a sample of our group activities on the local television station daily,” Micale said. “We continue to manage and implement our East Brunswick Home Delivered Meals program and staff are providing the deliveries until further notice, rather than using volunteers for liability purposes, as the center remains closed.” Micale said the department is fortunate to have such a professional team in East Brunswick where it continues to serve the community during these unprecedented times. “Furthermore, we continue to make weekly welfare check phone calls and provide case management, as well as counseling over the phone and virtually. We also send our participants a weekly e-newsletter that includes information on supportive services and resources. Our East Brunswick Township Department on Aging Facebook page and social media accounts are updated multiple times per week to assist in disseminating further sources of in-

formation and support.” Micale said since the Blue Delivery grocery program that the East Brunswick Police Department spearheaded ended in June, the department has made safety modifications including installation of plexiglass, as well as commercial sanitizing procedures on the department’s buses to allow employees to provide limited grocery shopping trips on Tuesdays and Thursdays. “This service is only for our registered participants that do not drive. Reservations must be made by calling our main number between 8-9 a.m. the morning of the trip,” Micale said. “Participants are required to wear a mask over their nose and mouth at all times and sit in assigned seats that are physically distanced and are limited to one trip per week at this time, unless space permits.” If the department is able to open the center in any capacity, Micale said it will be an abbreviated schedule with pre-registration required, as well as numerous safety protocols in place. “It is not likely that we will be able to resume previous center operations as we

Milltown is expected to receive flat state aid of $387,169. Officials will use $338,000 from surplus funds (savings) as revenue in the budget in 2020; $70,690.32 in grants; and $321,401.78 through library property taxes. Larrison said the borough saw revenue losses associated with the cancellation of a number of recreation programs and the Milltown Borough Pool. In May, the borough’s Recreation Department announced the cancellation of all summer programs for 2020, which included the Milltown Borough Pool, the Milltown Summer School Age Child Care Program and the Milltown Albert Avenue Summer Recreation Camp. In 2019, the Milltown Borough Pool brought in $125,000 in revenues and recreation brought in $92,000 in revenues. In 2020, the borough is anticipating $50,000 in revenues from recreation, a 45.65% decrease. The municipal budget includes the Water and Sewer Utility budget totaling $3.81 million and the Electric Utility budget totaling $7.55 million. The utilities are both self-liquidating.
