Bill changes ‘freeholder’ title to ‘commissioner’

Jamesburg will opt for all-remote learning through Nov. 1

I

nterim Superintendent Dennis Filippone announced the Jamesburg Public School District will implement a fully virtual reopening plan through Nov. 1. “On behalf of the Jamesburg Board of Education, administration and staff, I will do my best to give you the latest information on the reopening of schools in September,” Filippone said in a prepared statement. “Please understand that all of the changes and unknowns that I will explain in this letter have not been caused by the board or the administration here in Jamesburg.” In late June, Filippone said the school district received guidance from the Department of Education (DOE) outlining what standards schools needed to meet to

reopen. The school district developed a plan for a hybrid-only model with students attending school in person two days per week. “The guidance from the state at that time was that no plan that involved a fully virtual option was acceptable,” Filippone said in the statement. “In mid-July, the DOE provided us with new guidance mandating that we offer a virtual choice to our parents. We did surveys and almost 40% of our parents chose the virtual option.” At a board meeting in July, Filippone presented the proposed reopening plan to the board and the public. The plan included both the fully virtual and in school options. The plan was submitted to the county superintendent and was approved the first

week in August. From June 1 through Aug. 12, Filippone said the DOE was clear that an inperson option must be offered. During his Aug. 12 press conference, the governor once again changed his position to allow school districts that meet certain standards to go fully virtual. “Jamesburg will be filing a plan … that we hope will allow us to open schools on a fully virtual platform for the month of September,” Filippone said in the statement. “This will allow our district to meet all of the standards set forth in the reopening plan and to train our teachers in all of the safety and online teaching protocols we have developed.” (Continued on page 12)

ay goodbye to the centuries-old title of freeholder in New Jersey county government. Democratic Gov. Phil Murphy has signed Senate bill 855 into law and the legislation requires the title of “chosen freeholder” to be changed to “county commissioner” and all “boards of chosen freeholders” to be known as “boards of county commissioners,” according to a press release from Murphy’s office. The law also requires county governments to update their letterheads, stationary and other writings, as well as their websites, to bear the title of county commissioners in place of freeholders or chosen freeholders within one year of the bill’s effective date, Jan. 1, 2021. The law does not require counties to update or replace signs or other writings to reflect this title change within the specified timeframe if doing so would require the expenditure of county funds, according to the press release. In those cases, the title would be changed whenever the writing is next updated or replaced in the ordinary course of business. “We have an obligation to ensure that governance in New Jersey is inclusive and representative of the tremendous diversity of our great state,” Murphy said. “Amid a national reckoning to re-examine vestiges rooted in structural racism, this action will eliminate the use of the term ‘freeholder’ in county government – a title that is an outgrowth of a time when people of color and women were excluded from public office.” In a statement issued on Aug. 24, the Middlesex County Board of Chosen Freeholders, all five of whom are Democrats, said, “We are pleased to see the Governor and the Legislature take action to retire the title of ‘chosen freeholder.’ “This term dates back to an era in which people of color, women and those without financial means were not treated as equals – and is not representative of the ideals which we all aspire to today. “We are pleased to see this title be (Continued on page 16)

Milltown school officials ask to begin Monroe school district requests virtual learning through Nov. 13 school year with all-remote instruction By KATHY CHANG Staff Writer

he Monroe Township School District has requested to begin the 2020-21 school year all remote through the first marking period, which ends Nov. 13. Schools Superintendent Dori Alvich shared the request in a letter to parents and guardians on Aug. 20. “I know that having students receive full-time instruction at home will create a burden for our families,” she said. “But from the beginning of this crisis, my No. 1 goal has been for the safety of our students

and staff. I believe the fully virtual option for the beginning of the school year is our safest option. ... “The schools will be sharing specific information about class placements and what a virtual day will look like,” Alvich said. “There will be clear expectations for students and staff for all learning during the virtual and hybrid models. The first day of school for students will remain Sept. 3, but Sept. 3 and 4 will be four-hour sessions for students with in-service time for teachers in the afternoons. Milltown schools transitioned to allremote learning in March after they closed due to the novel coronavirus pandemic. The committee will reconvene on Oct. 2 to reassess the state of the schools and health trends and consider a feasible date for Phase 2 to start. Schools opened in a fully remote learning model today for all students.

South River to require annual inspections for rental properties By VASHTI HARRIS Staff Writer

SOUTH RIVER – The Borough Council adopted an ordinance amending the municipal code to require that an annual inspection be conducted at any landlords’ rental properties. “[This ordinance] requires landlords to have an annual inspection of their rental properties to ensure the properties comply with the borough’s property maintenance code. After a successful inspection, the borough will issue a rental certificate of occupancy which will be valid for one year,” Borough Administrator Art Londensky said. The construction official will prepare appropriate application forms for the rental certificate of occupancy and will make those forms available in the Construction office, according to the council. These forms will be requested and completed by the owner, agent, broker or other individuals of the rental properties, inspections arranged for, completed and certificate granted annually, according to the council. The council adopted the ordinance on

Aug. 24 during the council meeting via video conference. “Since the removal of the requirement that landlords receive a Certificate of Continued Occupancy after every change in tenancy, the borough has received complaints that many rental properties have fallen into disarray and various landlords have stopped maintaining their rental properties,” Londensky said. “Therefore, the council adopted the ordinance to hold landlords accountable in maintaining their properties.” Londensky said the ordinance protects the tenants of these properties and the public by ensuring the properties are properly maintained pursuant to the borough’s property maintenance code. In related news, the council also adopted an ordinance amending the municipal code to require that landlords must pay a $100 reinspection fee. For a certificate of occupancy, certificate of continuing occupancy or rental certificate of occupancy, for all residential and commercial structures, the fee will be $100. If an inspection is required, there

Fall allergies are upon us; take steps to ease symptoms By Philip Pasternak, M.D.

hey’re back. … With rising counts of mold spores and ragweed pollen, so ushers in the sneezing, coughing and sinus congestion of fall allergies. An estimated 35 million Americans suffer from seasonal allergic rhinitis, more com-

monly known as hay fever. The biggest fall allergy trigger is ragweed pollen. These are tiny grains released into the air by trees, grasses and weeds for the purpose of fertilizing other plants. When pollen grains get into the nose and eyes of someone who is allergic, they send the immune system into

overdrive. The immune system, mistakenly seeing the pollen as foreign invaders, releases antibodies that bind to the allergens and leads to the release of inflammatory molecules including histamine and leukotrienes. These chemicals trigger the runny nose, sneezing, itchy watery eyes, and

scratchy throat, which typify hay fever. Allergy sufferers will often feel stuffed up, congested and headache-y. Allergic rhinitis related to pollen occurs most commonly in the spring and late summer, the times of year when allergenic plants produce most of their pollen. There is a very predictable pattern to the pollen release: In the first week of spring, trees like elm, maple and birch release their pollen, followed by the ash, sycamore and oak; later in the spring and early summer, grass pollens spread into the air, often starting in early May and lasting through mid-July. Various weeds can begin to pollinate in spring (such as sage) or summer (such as plantain). However, the dominant weeds (for example, ragweed) often produce their allergens in the late summer to fall, a process that may continue until the first frost. Pollen can travel for miles, spreading a path of misery for allergy sufferers along the way. The higher the pollen count, the greater the misery. As a general rule sunny, windy days correlate with higher pollen counts as compared to damp, rainy days where the pollen counts drop because the allergens are washed away. In addition to seasonal allergic rhinitis, many individuals may also suffer from perennial allergic rhinitis, which are indoor allergies. These include allergies to dust mites, and cat and dog dander. Molds t are both indoor and outdoor allergens. Mold spores tend to rise in damp, humid c weather and they are prominent in the fall s y with decaying leaves. The treatment of allergies involves a w three-pronged approach. Prevention mea- t sures should be instituted. This is easier m for indoor allergies such as dusting and vacuuming frequently for dust mite con- s trol as well as eliminating carpets and pets c a from the bedroom. Pollen and outdoor s mold spores cannot be avoided. Limit your time outdoors when pollen t counts are high. Exercise where and when s pollens are least likely to affect you. Don’tl t exercise in parks where pollen-bearing m trees and grass are prevalent. The best days for exercise are those that are over- n cast and free of winds. Keep the windows t in your home shut to prevent pollen and s mold spores from drifting in. If you have b been outdoors, shower and wash your hair G before going to sleep. The danger of obesity and coronavirus By Ken Freedman, DC

esearchers know that obesity is bad for your health. Obesity is associated with increased risks of cancers of the esophagus, breast (postmenopausal), endometrium (the lining of the uterus), colon and rectum, kidney, pancreas, thyroid, gallbladder, and possibly other cancer types. Actually, it’s worse than that. Public Health England found that people with a body mass index of 35-40 have a 40% greater risk of dying from COVID – and over 40, its a 90% greater risk. Back To School backpack safety By Dr. Leonard J. But, this year is a little different. Due to the COVID pandemic, some schools are requiring our children to bring more supplies to and from school then they ever have in previous years. Your child may be packing

lunch, computers, text books, workbooks, and more. It is critical that they pack their

packs intelligently so as to not stress the spine and other joints. Use a pack that has two straps and rests on the back if possible. Make sure your child uses both straps of the pack. This helps to more evenly distribute the load across both shoulders and the trunk. Using one strap, especially with this year’s increased load, can lead to unhealthy and potentially painful muscle imbalances. Positioning of the backpack on the body is also important. Visually inspect how the backpack sits on your child’s body. The straps should be of equal length so the backpack rests evenly in the middle of the mid back. Adjust accordingly. Shoulder straps should be loose enough to put on and take off the backpack without difficulty, and allow free movement of the arms. But the straps should not be so loose that the backpack extends below the low back, or rest on the buttocks. Packs with

In-person career classes, remote academic classes on three MCVTS campuses

s more and more New Jersey public school districts opt to return to remote learning for the fall term, the Middlesex County Vocational and Technical Schools have decided to institute a different kind of hybrid plan – remote learning for academic courses and in-person classes for career and technical education. When school reopens Sept. 3, students on the East Brunswick, Perth Amboy and Piscataway campuses will receive in-person instruction for their career-major and physical education classes and will be online for their academic classes, such as English, history and math, according to information provided by the school district. Students at the Middlesex County Academy for Science, Mathematics and Engineering Technologies in Edison and the Middlesex County Academy for Al-

lied Health and Biomedical Sciences in Woodbridge will either receive in-person or virtual instruction, depending on their parents’ preference. The district had planned to have all students attend classes in person at 50% capacity, divided by alphabetical order, alternating between two and three days of in-person instruction per week, with the remaining days online, according to the statement. Superintendent of Schools Dianne D. Veilleux explained that the thinking began to change in mid-August as Gov. Phil Murphy offered parents the option of choosing all-remote learning. Surveys undertaken by MCVTS principals found that 30-60% of parents would choose remote learning. “We just don’t have enough teachers to

cover all the bases,” Veilleux said in the statement. “When the principals tried to cover all the classes, it became more and more difficult. We can give the students, in effect, their full in-person career-major instruction. Our kids are experiential learners – that’s where they excel.” MCVTS offers 34 career majors, including such subjects as advanced manufacturing, engineering, building services, health careers, graphic arts, automotive technology, cosmetology, baking and culinary arts, dance, music and theater. The students will be divided by class with each group alternating between two and three days of shop classes a week. The school day will be from 8:30 a.m. to 3:30 p.m., with staggered dismissals to promote social distancing, according to the statement.

Teachers in academic subjects will teach remotely from their classrooms unless a medical condition necessitates teaching from their homes. Teachers in the two academies will teach both remote and in-person classes, but not at the same time. All of the safety protocols mandated by the state will be observed, with both students and staff required to wear face coverings while in the school buildings, according to the statement. Outdoor settings will be used as much as possible for physical education classes and lunches. Parents are required to conduct health screenings daily and report the status of their children online. Students entering a school building will undergo a temperature check. Students will be encouraged to wash hands frequently and all equipment will be sanitized between uses.

Monroe will use an Argo, an amphibious all-terrain vehicle, to help clean up litter.

Amphibious vehicle will collect litter in Monroe MONROE - On a humid morning in mid-August, members of the Monroe Department of Public Works awoke to their first challenge of the day: the wind had swept a trampoline into a neighborhood retention pond, according to information provided by the township. Normally, such a rescue mission would take some planning and a couple of hours of work to safely fish it out. But this task was not a challenge, as Monroe DPW workers rolled out, for the very first time, its brand-new amphibious all-terrain vehicle, according to the statement. Known as an Argo, the vehicle can drive into a pond or stream, where it then floats as a boat. Monroe officials purchased the $29,000 vehicle, equipped with a trailer and other accessories, through state Clean Communities grants. “Our DPW crews work hard every day to keep Monroe Township roadways, open space, facilities and now streams and waterways in tip-top shape,” Mayor Gerald W. Tamburro said in the statement. “Through organizations like the New Jersey Clean Communities Council, we can provide the appropriate specialty tools to get the job done without using taxpayer dollars.” Joe Slomian, the township’s recycling coordinator, said the Argo will be a centerpiece of efforts to clean up litter in approximately 15 miles of waterways, including the Manalapan Brook and the Matchaponix Brook. “There is a huge need for more attention to be given to these waterways,” Slomian (Continued on page 18)

Filippone said he knows that having students receiving full-time instruction at home will create a burden for many parents, but from the beginning of the district’s planning, providing a safe and healthy environment for students and staff was the district’s first priority. In an unanimous vote, the board approved a resolution to authorize that the school district will use a fully remote/virtual learning model until Nov. 1. An important fact that parents should understand, Filippone said, is that the state

is still in stage two of its reopening plan, which indicates that stage three is the point at which that higher education may operate in person with reduced capacity. “So, asking us to bring students into our building at this point is actually in contradiction to the state’s plan for reopening the experiences of educational organizations throughout the country,” Filippone said. At this point in time, Filippone said more than 90% of the school districts in Middlesex County are requesting a virtual/ remote opening. One of the reasons why the district needs more time, Filippone said, is due to the school buildings being old. “In order to meet the guidelines, we

need to upgrade some parts of our ventilation systems and most of what we need to do is upgrade the filters in our unit ventilators in classrooms, in newer spaces like our gymnasiums, and in our … guest areas,” Filippone said. “Those have rooftop unit ventilators that meet the current standards for the classroom unit ventilators, some of them are significantly older than you would like. In the need to have upgraded filters, we ordered those filters in a timely fashion.” Unfortunately, Filippone said the district was told by a company that is providing the filters that they’re hoping to have them delivered for the middle of September, but they can’t promise the district that.

“We’ve really been working very diligently to find alternative ways to do that and what we found is a proved spray believe it or not, that you can spray on to Merv-8 or Merv-10 filters that we can get and they increase the ability to turn and basically turn those filters or 13,” Filippone said. “The difference between a Merv-10 and number 13 is that the Merv-13 filter out bacteria and virus. So, they’re pretty important.” Although the district has enough personal protective equipment (PPE), Filippone said the district wants to stockpile more PPE for its staff and students. “Right now we have enough sanitizer wipes and masks to go around for all of our students and staff for the month of September, but in the same vein, we have been told by our suppliers not to expect the shipments in October, because there is such a shortage of those items,” Filippone said. “So, we want to be able to start school with enough of that PPE for students so that we can sustain school once we get opened up.” Filippone said the district would like more time to better training its staff in terms of handling safety protocols. “So our plan moving forward is that our phase one will be a reevaluation of our ability to meet all safety requirements. We want to survey parents as to which option, hybrid [or] virtual, they’d like to choose at that point, message out cohorts and schedules. We want to start that process in October. There’s a lot of work to be done there.” Filippone said the district will base phase two of its reopening plan on its progress and with input from all school and health professionals, as well as, parents, students will return utilizing their true hybrid-virtual schedule hopefully on Nov. 1. “We need to do this so you, our parents, will be able to plan accordingly. If the state does not approve our request, we will begin school in the hybrid/virtual model found on our website,” Filippone said in the statement. “I know how confusing and frustrating this must be for you. The changes in schedules and programs make your planning so difficult, but understand that you are not alone; parents and teachers throughout the state are experiencing the same frustration.” One important thing, Filippone said he can tell everyone, is that the district’s school start date for students will be moved from Sept. 3 to Sept. 8. “Soon I will b able to tell you with certainty what your child’s schedule will be in September. Until then I will do my best to communicate with all community stakeholders on a regular basis,” Filippone said in the statement. “No matter how difficult, and regardless of the sacrifices we all must make, we as a school community must get this right and the board and administration here in Jamesburg will do all that we can to ensure the health and safety of our staff and students.”

the ‘circle of care,’ where we want to make sure we’re taking care of the parent, we’re taking care of the child … the staff members, the owners and the community. “Secondly, although there are other centers there, East Brunswick still has lots of children there in that area. So a very fruitful community and we wanted to be a part of that as well,” she said. At its newest location, Schweikart said the academy can facilitate about 180 children during summertime and holiday break from school, school-aged children for summer camp and/or when other schools are not open and children can come to the facility. “In fact, right now because it’s a bit erratic with what’s happening with the public school system, we’re going to be offering support for families to bring their schoolaged children to us and help them go through that virtual day to do their work,” Schweikart said,” so that those parents who are working from home have the opportunity to get their work done as their children do their schoolwork.”

Unlike public schools, Schweikart said all Lightbridge Academy facilities stay open year-round. All staff are trained in CPR and first aid. With state-mandated school social distancing and health safety standards continuing to change due to the COVID-19 crisis, Schweikart said the academy’s intention is to be in person 100% of the time unless something changes with the government. “Many of our centers were open for essential workers during that time,” Schweikart said. “In serving those who are most vulnerable, like those who are working in the hospital, on the front lines, who are working in grocery stores and other places, we did not have any issue …” Being in industry that serves young children, Schweikart said the academy has always been very concerned about contagion, sanitation and cleanliness. “We’ve been washing hands, checking temperatures, sanitizing toys and doing deep cleaning throughout the day and every night, always before COVID-19. So, that’s just what we do and we do it really well,” Schweikart said. “Now we just have extra eyes on that, we’re limiting their group sizes, and obviously keeping the same teachers with the same children. So those types of things are really helping us to be safe and available.

“We have an air scrubber filtration system that we installed [and] is being installed in the majority of our centers, and will be installed in all of our centers eventually. That actually is cleaning the air, which I think is is really important,” Schweikart said. “Everyone’s getting a temperature check before they come in. No one is allowed in the center unless it’s a staff member or a child.” Knowing that many parents may find it difficult not being able to enter the center, Schweikart said the academy has created a program called Parent View where parents can observe from any device on cameras and see what’s going on in their child’s classroom at any time. “I can tell you it is so amazing, it’s amazing that grandparents can tune in … to see their grandchildren if they’re across the country. We had a grandfather one time who called the home office to let us know his grandson’s shoe was untied,” Schweikart said. “We were able to find the center and take care of that. Dorothy Margaret Klesitz (Sipos) was born on August 22, 1930 in New Brunswick, NJ. She grew up in North Brunswick with her sister, Lillian (1928-2019), and parents, Grace and Charles. She graduated from New Brunswick High School in 1948. Dorothy married Edward Ernest Klesitz on June 25, 1950 with whom she was happily married for 45 years, until his death in 1996. They had four children; Jill Rice (husband, Andrew), Edward Klesitz (wife, Laurie), who reside in NJ, Donna Zaabadick (husband, John) of CO, and Pamela Luersen (husband, Robert) of FL. Dorothy had 10 beloved grandchildren, Dawn, Amy, Johnny, Jenny, James, Edward, Danielle, Samantha, Juliet, and Emily, and 11 beloved great grandchildren, John, Lilly, Casey, Jersey, Eli, Brooke, Edward, Jacob, Madison, Van, and Reese. Called Dot by friends and Mom or Gram by family, Dorothy lived in Milltown all of her adult life until recently when she was in the care of her youngest daughter, Jill. Dot was a very loving, kind, and generous person who never knew a stranger. All were welcome to her home with open arms. Her main joy in life was having her family to her home for any occasion to share great meals and great times together. Especially remembered are the fun Easter egg hunts she planned each year for children, grandchildren, and great-grands, delicious chicken paprikash dinners she cooked from scratch, and trips to the Ice Cream Depot. Dot’s faith was a very important part of her life. She was an active member and elder of St. Paul’s United Church of Christ in Milltown. She was Milltown’s first female crossing guard, past President of the Milltown Fire Department Ladies Auxiliary, and a lifetime member of the NJ State Auxiliary. Some of her many interests included being an excellent league bowler, playing cards with the neighbors and grandchildren, gathering monthly with her “Club Ladies”, crafting, gardening, bird watching, playing bingo, watching any and all sports, traveling out to Colorado and Oregon, and summer vacations at the Jersey Shore. Also notable was Dot’s impressive finesse in managing the household, being a handywoman around the house, and always requesting a corner slice of cake. “Happiness is!” Gram, you are so loved and will be very missed!
