plain both up and downstream,” Mayor Edward Seely had said during the Oct. 7, 2019, council meeting. The grant will facilitate the borough’s ability to have the lake dredged, alleviating future flooding. Via correspondence on Sept. 1, CME Associates recommended the bid be rejected and that the borough be authorized to re-advertise the project again, according to the council. Borough Engineer Bruce Koch said he talked to a few of the bidders or those who picked it up, as well as the sole bidder, and they said the costs were related to disposal.
uperintendent Dianne Veilleux has announced that a ninth grader has tested positive for COVID-19 on Sept. 9 at the Middlesex County Vocational and Technical High School’s East Brunswick campus. Veilleux said in a prepared statement to the school district’s parents/guardians that the student was in attendance on Sept. 4. “It is our responsibility to monitor health conditions in our school community. The New Jersey Department of Health requires that if there is one confirmed case in a school the school remains open and students and staff in close contact with the positive case are excluded from school for 14 days,” Veilleux said in the statement. “In this case, circumstances have made it challenging to trace all those in our school community who came in close contact with this one confirmed case.” Therefore, Veilleux said in order to respect the state guidelines and maintain the high school’s safe school environment, the East Brunswick campus will go to a fully remote model for 14 days. “All faculty and office staff will work from home for the duration. In-person instruction on the hybrid model will resume on Sept. 21, with staff reporting to the school,” Veilleux said. “During this time, students and staff will continue to follow the same reopening schedule we have been using since last week. Please reference our website under shortcuts for some resources regarding these schedules.” Veilleux said if a student requires a device for remote instruction, they should complete a Tech Survey. Information regarding lunch pickup will be posted on the district’s website. “These are challenging times for our community but we will rise to the challenge. The important work of Middlesex County Vocational and Technical Schools will continue despite temporary setbacks,”

Jewish Family Services of Middlesex County has received numerous requests for application assistance and citizenship classes. To support students in their journey to become American citizens and active participants in United States democracy, residents can make a donation. A $35 contribution will purchase a textbook and course materials for a future U.S. citizen. For more information, call 732-777-1940 or email jenniferg@jfsmiddlesex.org.
Spotswood rejects bid for DeVoe Lake dredging project By VASHTI HARRIS Staff Writer

n the latest step toward rehabilitating the municipality’s DeVoe Lake, the Spotswood Borough Council has rejected a submitted bid for the DeVoe Lake Dredging project, Phase I. The council and mayor had previously authorized the borough clerk to advertise for the receipt of sealed bids for Phase I in accordance with specifications filed in the office of the borough clerk, according to the council. One bid was received on Sept. 1, opened and read aloud, according to the council: Mount Construction Company,
Inc. of Berlin, New Jersey, with a base bid of $5,555,531. The bid greatly exceeded the available funding for the DeVoe Lake Dredging Phase I, according to the council. On June 5, 2019, the council approved a resolution authorizing officials to execute a $2.5 million grant contract with the New Jersey Department of Environmental Protection (DEP) for the restoration of Devoe Lake. “Through the years, silt and sediment have built up to a level that allows the water foliage to grow at such a rate of speed the lake is overrun within months. It also limits the amount of water that can be retained, which ultimately affects the flood

Four scouts spruce up Spotswood locations for Eagle Scout projects
By VASHTI HARRIS Staff Writer
F
or performing community projects around Spotswood, the Borough Council honored Eagle Scouts Connor Jardicke, Jason Mercado, Robert Kwiatkowski and Jonathan Wasserman with honorary proclamations. Jardicke, Mercado, Kwiatkowski and Wasserman are all members of Boy Scout Troop 35, and celebrated their respective Eagle Scout Courts of Honor on July 29, according to the proclamation. Their proclamations were read during the Aug. 17 Spotswood Borough Council meeting via video conference. For his project, Jardicke revitalized the area surrounding the memorial to the Virgin Mary at the Spotswood Knights of Columbus Council 4907. “There were several things that needed fixing in front of the Knights of Columbus. Many of the plants by the Virgin Mary were overgrown or dead. The Virgin Mary statue itself was shrouded by the cherry tree that was located behind it,” Jardicke said. “The tree itself was dying and was eventually going to fall. There was also a pink granite cross at the foot of the statue that had become cracked over the years and had sunk into the ground.” Jardicke said the Knights of Columbus has always been kind to his troop, and throughout the years they have allowed Troop 35 to hold their meetings in the hall. “This was incredibly kind of them considering some organizations have dropped troops recently,” Jardicke said. “I wanted to give back to them as Scouts was an incredibly fun organization where I met many of the friends I have today. I made so many happy memories over the years during the meetings at the Knights.” Planning of the project began in August 2018, Jardicke said, and throughout the year blueprints and fundraising was done. Actual work began in June 2019 and was finally finished at the end of the month with help from members of Troop 35. In order to rejuvenate the area, Jardicke said he and other scouts removed the plants surrounding the tree, and the removal of the tree came after. A space was devoted around the statue for lights, plants and mulch. “The ground was leveled so that the ground would be even for walking during the annual May Crowning. We had used crushed stone and borders to create a pathway leading around and to the Virgin

Mary,” Jardicke said. “Benches were built and installed around the pathway for quiet reflection, and boxwoods were planted around the path and by the Virgin Mary. Finally, the granite cross was recut and placed level in front of the statue.” In order to earn the rank of Eagle Scout, Mercado helped create a compost bin for Immaculate Conception School. “Immaculate Conception School is where I went to school when I was young. So when it became time for me to think of an Eagle Scout project I knew I wanted to see if I could give back to my old school,” he said. “When I approached them with the idea of helping the community in some way we decided to build a compost bin to compost the school’s waste.” In 2018, Mercado said he started planning for his project toward the end of the summer, then during April and May he began reaching out to various businesses with his idea and things started to get underway. Finally, in July 2019, the compost bin was completed “Once I had a picture in my mind of what I wanted my project to look like, I went to various businesses seeking donations of the materials and tools I needed,” Mercado said. “Thankfully, places such as Home Depot, Lowe’s, 18 Lumber and Riverside Supply were all kind enough to donate everything. Then, with the help of my fellow scouts and leaders, we got to work and built the compost bin.” For his Eagle Scout service project, Kwiatkowski refurbished six benches around the tennis court at the war memorial and repainted the shed used to house tennis equipment.

In order to earn the rank of Eagle Scout, Jason Mercado helped create a compost bin for Immaculate Conception School.
“[After] talking to a contact at the township and my scout leaders, and with me being a student at the high school, it seemed fitting to replace some benches and beautify the area,” Kwiatkowski said. Once the old benches were removed, Kwiatkowski said he was able to install and finish painting them in October 2019. Kwiatkowski said it was his job to lead the project and coordinate the work, but most of the actual physical work was done by volunteers from his troop, family, friends and the borough. Wasserman’s Eagle Scout service project included creating Little Free Libraries at G. Austin Schoenly School, Mundy Avenue Park and the Spotswood Public Library. “I was first asked about this project by my neighbor Elizabeth Lonegan who is a member of the Friends of the Spotswood Public Library. I liked the idea of being

able to provide something that will benefit the town and the kids,” he said. Wasserman said he attended Schoenly school for kindergarten and first grade. Being that the Spotswood Public Library is an educational staple in the borough, Wasserman said he has been going to the Spotswood Public library since he was two years old when he attended the Storytime Program with his sisters. “Mundy Avenue Park is a very nice place to relax with a beautiful facility directly across from Devoe Lake. It’s the perfect place to pick up a book, sit down and read,” Wasserman said. In October 2019, Wasserman said he completed his project and received funding for his project from the Friends of the Spotswood Public Library, personal donations, Lowe’s of East Brunswick, Home Depot of East Brunswick and 18 Lumber. “I think it’s a wonderful thing to have people, organizations or town officials outside of the scouting program take the time to recognize the achievements of any scout that helps to improve the community. I think that it helps to shed a good light on the positive things that scouting can do for young people today,” Troop 35 Committee Chairman John Kwiatkowski said. “It is great to have the support of the town council, mayor and community so Troop 35 can continue helping scouts reach the rank of Eagle Scout,” he said. Catholic schools offer in-person instruction with virtual learning option By KATHY CHANG Staff Writer
S
chools in the Diocese of Metuchen are in a position to quickly pivot as circumstances necessitate as students begin the 2020-21 school year. Anthony P. Kearns III, Esq., spokesperson and chancellor for the Diocese of Metuchen said each school’s plan for reopening differ slightly, however, the schools are offering in-person instruction, with a virtual learning option. There was no universal start date for the Catholic schools in the diocese. Some started before the Labor Day weekend and some started this week. The 27 Catholic schools around the four-county diocese in
Middlesex, Somerset, Hunterdon and Warren are still enrolling for the fall. All schools were ordered to close on March 18 through Gov. Phil Murphy’s executive order in efforts to flatten the curve of the COVID-19 outbreak. All schools had moved to remote learning for the remaining of the 2019-20 school year. Kearns said each school worked with a task force of administrators, parents and teachers to finalize individual plans for the 2020-21 school year. The plans address the principles of safety and health, technology, Catholic identity, curriculum and assessment, and the way in which they will maintain their school communities. IMPROVEYOUR LAWN THIS FALL! We Can Help By Aerating & Overseeding!
Compacted soil and heavy thatch are the two biggest obstacles to a beautiful lawn. They tend to suffocate grass plants by preventing air, water, and nutrients from reaching the root zone. This means your lawn looks less than satisfactory in spite of adequate fertilization, water, and tender loving care! Aeration opens up the thatch and helps relieve compaction. It should be a regular part of your annual lawn maintenance program. Aeration is accomplished by the use of a machine equipped with cylinder-like spoons designed to penetrate and shatter the soil. Half inch diameter plugs of thatch and soil are actually pulled from the ground during this process. The plunging action of the spoons into the ground opens up the soil-allowing the grass plants to breathe and promoting deeper, healthier roots.
Major benefits of aeration...
• Increases air, water, and nutrient movement to the root zone • Intensifies decomposition of thatch • Helps relieve soil compaction • Stimulates new growth • Improves drainage • Provides a better environment for overseeding • Increases the effectiveness of applied fertifizers & control products • Incorporates organic matter into the soil • Increases tolerance to heat and cold

“So we’ve been in touch with the Middlesex County Utility Authority, and it looks very promising for the materials to be able to go there,” Koch said, “so we’re recommending that be rejected and we put it right back out with that provision in the document.” The council approved the resolution authorizing the bid from Mount Construction Company Inc. be rejected on Sept. 9 during

the council meeting via video conference. Councilman Ted Ricci asked Koch, since the borough only received one bid, what the likelihood is that if the council rebids the project, it will get more than one bid or the same company bidding the same amount. “We did talk to the fellow who bid, who said there was about $3 million in disposal. So he said if that was to go to the landfill he’d be in our target range,” Koch said. “So to another bidder who hadn’t been adjusted the last minute decided not to submit it but in speaking with him, he seemed interested in rebidding or bidding.”

Veilleux said in the statement. “I have every confidence that learning and good effective instruction will continue as we navigate this ever-challenging landscape together.” Principal Michael Cappiello told students to visit the “Frequently Asked Questions” document on the school’s website homepage under “Shortcuts.” “We hope this answers the many questions we have been thinking of and receiving. This is an extremely challenging time for all of us, and we would like to reiterate that this situation is constantly changing,” Cappiello said in the statement. “Our goal for this correspondence is to share our tentative plan so that you can best create your own plan based on the needs of your families. We will continue to update as we receive information.” Cappiello said the district reopening plan that was previously sent out is still on the school’s website under the on-screen alerts section, as well as on the district website. “We will be holding a virtual orientation for new students and parents/guardians as well as a virtual question-and-answer session with our administration next week,” Cappiello said in the statement. “Please be on the lookout for these soon to be scheduled events. Parent Genesis is now open.” Cappiello said mandatory forms are required to be filled out by parents and students before full access to Genesis is granted. “If you are a parent/guardian of a new student, you will receive an automatic email from Genesis to setup your account. Please check your inbox, spam, or junk folders for this email,” Cappiello said in the statement. “Free and reduced lunch applications should be completed through Genesis for all students eligible every year.” Cappiello said the survey that was previously sent out regarding sending students to in-person schooling or full remote learning is closed. Responses have been recorded and are in the process of being analyzed. “We will send another Honeywell tomorrow to the parents/guardians that have selected all remote learning for their child to confirm,” Cappiello said in the statement. “If you do not receive this Honeywell tomorrow, we are under the impression that your child will be returning to in-person schooling in September. … Thank you for your patience and understanding as this situation is constantly changing.” For more information, visit www. mcvts.net/Page/31 or email Cappiello at cappiellom@mcvts.net.

Forsgate staff members lauded for achievements MONROE – Forsgate Country Club congratulates Justin Rohrig on being named by the New Jersey PGA Section as the 2020 Assistant Golf Professional of the Year; and Frank Esposito on winning the 24th MGA Senior Open Championship, which was contested recently at New Jersey’s Essex County Country Club. Both Rohrig and Esposito are part of Forsgate’s golf staff. “Forsgate Country Club is fortunate to have a deeply talented staff of dedicated golf professionals,” Carolyn McKenzie Andrews, Forsgate’s director of golf, said in a prepared statement. “Justin, our first assistant, deserves the Assistant Golf Professional of the Year award as he’s a tire-
less worker and devoted to the game and our club members. Frank is having another great competitive year in spite of the reduced state and regional tournament schedules and we’re all so proud of his amazing record.” Esposito currently is ranked No. 1 in the race for NJ PGA Section Senior Player of the Year. Also, in August, he finished second in the New Jersey Senior PGA Professional Championship, which qualified him for the national 2020 Senior PGA Professional Championship that will be contested in Port St. Lucie, Florida, Oct. 15-18.
