She is also a Jamesburg Historical Association member. “If re-elected, I would like to continue to support the expansion of extracurricular activities and opportunities for the students of Jamesburg,” Grazier said. “I would like to continue to support the preparation of our students for their future academically, socially and emotionally as they venture to Monroe Township High School and beyond. “In order to ensure the best learning

he East Brunswick campus of the Middlesex County Vocational and Technical Schools (MCVTS) has been granted Bronze Certification by Sustainable Jersey for Schools. “Schools that earn this certification are considered by their peers, professional associations, experts and civic organizations in New Jersey to be among the leading schools in the state,” Randy Solomon, director of Sustainable Jersey, said in a prepared statement released by MCVTS on behalf of the nonprofit organization that has the goal of building a better world by supporting community efforts to reduce waste, cut greenhouse-gas emissions, and improve environmental equity. Zach Levine, an English and history teacher in the School of Career Development on the East Brunswick campus, explained that the new achievement built on the designation of the campus as a National Green Ribbon School in 2015. Levine led a nine-member Green Team that included faculty and administration in an 18-month process to meet the requirements for Bronze Certification, according to the statement. “We needed 150 points in order to be a bronze-level school,” Levine said, explaining that the framework set down by Sustainable Jersey outlines about 60 tasks that could be undertaken, with the point value ranging from 10 to 20 points each. “What’s great about this is that everyone in the school participated,” he said in the statement. “We used every single shop and every single classroom.” Among the efforts that received points were the renovation of an unsightly courtyard by building services students using recycled materials to create an outdoor space with plantings and structures resembling a hobbit village. It can now be used as an outdoor classroom. Other projects included a garden planted by agriscience students that provides produce for the culinary and baking

ncumbents Scott Passner and Sarah Grazier will face off against former board member Edward Herban for the two open seats on the Jamesburg Board of Education. Each term is for three years. Election Day is on Nov. 3. Sarah Grazier, 35, was born and raised in Jamesburg and moved back two years ago to raise her family. Since being appointed to the board in January 2019, Grazier said she has been impressed with the district and the success its students are showing.

“Our students deserve every opportunity that a public education system can provide. I want to continue the success the school district is experiencing and ensure the best programs are available to our students in Jamesburg while being mindful of the expense to the taxpayers and the community,” Grazier said. “I am a big believer in the success of the preschool program and the opportunity it provides for our town and our smallest learners, as well as the Dual Immersion program that Jamesburg so uniquely offers.” Grazier is a special education teacher in the Monroe school district. The COVID-19 pandemic has impacted so many of our lives and has forever changed the way in which we live,” Lachs said. “Safety and security have always been a top priority. … The challenge is real. Everyone has a different opinion on how things should be done or what their children need. Staff has concerns about how to succeed at their jobs while keeping themselves and their families safe.” “It will be impossible to develop a system that will make everyone happy … and yet, that is exactly what we must do. I support the district’s hybrid plan but feel that we will need to be diligent about constantly re-evaluating its merits and providing the necessary support to those implementing and learning from it. As a community, we will need patience, flexibility and compassion to successfully navigate these unprecedented times,” she said. (Continued on page 8)

Mayor says East Brunswick will create COVID-19 contact tracing program By VASHTI HARRIS Staff Writer

EAST BRUNSWICK – Wanting to help prevent the spread of COVID-19 within East Brunswick Public Schools, Mayor Brad Cohen spoke about the creation of a testing and contact tracing program. “I am working with the township, the Board of Education and the county, along with, help from the Air Force Academy’s Pandemic Team, to try to come up with a testing and contact tracing program for

our public schools,” Cohen said. “[The program] will allow us to test people on a regular basis, at enough of an interval and frequency that we should be able to keep the spread of disease down.” On Sept. 21 during the Township Council meeting, Cohen said this program will help prevent the spread of COVID-19; however, though there is no cure or vaccine yet, it will help to at least keep the spread to a point that the district could identify people early enough so it could take them

out of the system. Cohen said the program will allow schools to operate effectively using this type of testing program. “East Brunswick, if approved, is going to be a pilot program basically for the county,” Cohen said. “If it continues to prove effective we’re hoping that other school systems will adopt the same program as a way of being able to keep schools open throughout this pandemic in a safe manner, following all the guidelines that schools

environment for our students, teachers and staff, I would like to continue to support facilities and upgrades to our buildings. “Lastly, I am proud of the inclusive environment our district has created and I want to make sure that every student, parent and community member’s voice is heard,” she said. Edward Herban, 50, has lived in the borough for 20 years and works as an attorney in a solo practice. “Initially, I didn’t want to run. I was content being in the periphery; however, over the past three years I’ve learned how critical the role of a board member is and feel that I can contribute to that need. “I decided to run again because I feel that I have not completed some of the tasks that I set out to complete last term,” he said. “I have some ideas that will improve the quality of education for students while making the cost of education financially attractive to current and potential taxpayers,” he said. After finishing his first three-year term on the board last year, Herban said he served as chairman of the Personnel Committee and currently serves as chairman of

the Policy Committee. Prior to his tenure on the board, he served as chairman of the Sayreville Recycling Commission, as well as chairman of the Sayreville Cable Television Advisory Board. If reelected to the board, Herban said there are several issues he plans to tackle that include continuing to improve the quality of education provided for students, expanding extracurricular activities, and continuing capital improvements for the school buildings. Herban said the district needs to implement programs that will empower its students and their parents to make choices for their own education and future. “We are in a unique situation where our high school students attend Monroe Township High School (MTHS) during their high school years. Effectively, this means as a district we pay each child’s tuition to attend MTHS, but what if a student wants to go a different route for his/her education?” Herban said. “Especially now that students and parents have tried different modes of learning because of COVID-19.” Herban said if a student can direct his/ her tuition money to a school that allows her/him the best opportunity to learn the way s/he learns, this would solve many problems simultaneously: the student’s wishes are honored, there are fewer students in MTHS, lowering the overcrowd-

ing problem, and the Jamesburg taxpayers may save money depending on the tuition cost. It’s win, win, win, he said. “What’s more is, what if s/he wants to learn a trade or a technical profession. … We have already charted a plan to encourage more of our students to take advantage of these choices and because of the financial savings, these choices delivered to the board, we are looking into incentivizing students to seek out these opportunities,” Herban said. “It’s not every day life presents opportunities where everyone involved walks away in a far better position. This is one opportunity that we shouldn’t let slip by.” Scott Passner, 42, has lived in the borough since 1986 and currently works as the principal of the North Brunswick Township Early Childhood Center in North Brunswick. “I am so excited with the growth of our Jamesburg schools during my term on the Board of Education. I want to keep the momentum going. I am proud to have been a student in Jamesburg Public Schools and the first one in my family to graduate college,” Passner said. “I have dedicated my career to public schools and am proud to raise my children in the town that I grew up in and use my various perspectives to support the education provided for the stakeholders of Jamesburg.”

September 30, 2020S

Along with being a board member, Passner is a member of the board’s Finance Committee, Education Curriculum and Student Matters and Policy Commit- ( tee. He is also a New Jersey School Boards Association certified board member, a New Jersey School Board Association Delegate Assembly alternate, a Middlesex County School Board Association alternate, Jamesburg Public Schools Parent Teacher Association member, a New Jersey Principal and Supervisors Association member, The Setonian Foundation member, an Anshe Emeth Memorial Temple member, and Cub Scout Pack 54 parent. If re-elected to the board, Passner said his goals continue to be to prepare the district’s students for their future academically, socially and emotionally. “I am proud of the diverse and inclusive school community that we have created in our public schools. Other goals include expanding the innovative programming with examples that include full day preschool, the Dual Immersion Program, and expanded extra-curricular activities,” Passner said. “Another goal is to continue in the facilities upgrades that have occurred throughout the district and improve the school learning environment for students, staff and community members.”

programs and the erection of signs in the parking lot to reduce idling by buses and parents dropping off and picking up students. Some projects involved the overall wellness of students, including an effort to reduce irritants that might aggravate asthma, an assembly to address the issue of safe driving, incorporation of yoga into gym classes, a presentation on flu prevention, and workshops on reducing stress. Sustainability topics were included in most academic lesson plans, Levine said in the statement. “Every shop did something pretty neat,” he said. “We’re trying to promote a wholeschool, whole-building sustainable environment,” East Brunswick Tech Principal

Michael Cappiello said in the statement. “There’s a sustainability element in every career major.” Robert Feldman, principal of the School of Career Development, said the campus will continue its efforts with an eye toward earning silver status. “I don’t see why we can’t do it,” he said in the statement. “We’re not done – this is going to be a continuing project,” Levine said in the statement. “I’m super proud of this project and I’m super proud of our school.” When the East Brunswick campus was named a National Green Ribbon School some of the efforts to lessen the school’s carbon footprint cited were an energy audit; installation of water-bottle refilling stations to reduce the use of plastic bottles; growing food for use in culinary classes, for the cafeteria and at area food banks, and efforts to repurpose materials rather than throwing them away, according to the statement.

I am as invested in our community as I have ever been, and I want to continue to give back to the community,” he said. “I also believe that during these incredibly unique and challenging times, my experience, leadership and education will help the district move forward and thrive.” Simmens has served on the board since 2005. “My interest in serving on the board has always come from my hope to make positive contributions to the governance of our school district,” he said. “My background in accounting, law, and as a past trustee of my law school, I believe, has made me uniquely qualified to address the vast range of issues school boards face, whether they concern finance and budget, policy and governance, or selecting a superintendent.” Simmens said during his time on the board he has served on most committees,

including finance, facilities, policy, curriculum, and EBEA negotiations. He said he served as board president, vice president and board representative to the East Brunswick Human Relations Council and state and county legislative committees. “Responding to the pandemic, directives from the state, and planning for inperson school life after the pandemic will be the board’s immediate priorities. The district, however, must continue to move forward even during these incredibly challenging times,” he said. “State aid continues to effectively decrease, impacting staffing, programming and facility needs. In many of our buildings, we are at or near capacity, therefore finding ways to maximize the use of our space will be critical.” Simmens said the district’s curriculum must continue to be flexible enough to evolve and respond to state mandates while staying consistent across grade levels. “We have been fortunate to ensure that every student has the technology to work both remotely and in the classroom. I would like to expand on this by ensuring that our curriculum continues to incorporate the use of and study of technology,” Simmens said. “This year, I also hope to, once again, have a role in ensuring that we reach a fair and equitable new contract with those that make our district what it is.” Ashish Verma, 46, is a resident of the Appleridge community in East Brunswick

teachers; financial responsibility and technology oversight; and acknowledging systemic racism and addressing it. “The coronavirus pandemic is unprecedented. It has affected every system, including education. … Not only is there a need to continuously recalibrate the school plans based on the dynamically changing COVID-19 situation, but also to focus on ways to improve the remote/hybrid education styles and technology plans that work better for the students and teachers of East Brunswick,” Verma said. “Physical safety is also very important in the school environment. That has to be kept in mind continuously while developing educational programs, especially in the backdrop of several incidents of violence that have been reported around the country. “I have the background in the financial as well as information technology industries. I have also served as treasurer in various organizations,” Verma said. “Combining that experience with my genuine care for the betterment of the community places me in an advantageous position to provide appropriate oversight over the financial expenditure of the Board of Education aligned with its goals, with special focus and oversight of the technology decisions. “The rich diversity of culture in East Brunswick from all over the world … matters … especially when talking about the education system in our schools. We need to acknowledge it and address it,” he said.

I consider it an honor to be able to contribute and give back to our community as a member of the Board of Education. With the increased level of technology use in education, I believe that the East Brunswick [board] will benefit by getting somebody on the board with formal technology training and industry experience,” he said. While there are quality members on the board currently, Verma said he believes there is nobody with a formal background in technology. “I can help fill that gap. The Board of Education election is non-political. The core values of education go far beyond the personal political preferences of its members,” Verma said. Jamesburg council sets standards for outdoor fire pits By VASHTI HARRIS Staff Writer

JAMESBURG – The Borough Council introduced an ordinance, which if adopted, will amend the municipal code adding restrictions for outdoor recreational fires and burning of combustible items. The mayor and council recognize that many residents enjoy relaxing by a recreational fire that is contained within a chiminea, outdoor fireplace or outdoor fire pit that is located upon residential property; however, the governing body also finds that recreational fires and burning of combustible materials in a residential setting may pose a serious hazard to the public health, safety and comfort, and the general welfare and quality of life for residents, according to the council. “We had one resident who was not happy with his neighbors’ fire use, as it were. The mayor and council, once [the ordinance is] adopted, will allow fire pits and the like to be used but with guidance to ensure that it is done safely and more controlled for the health of other residents,” Borough Administrator Scott Frueh said. The public has a right to and should be ensured of an environment free from noxious fumes and the threat of fire. It is the policy of the Borough of Jamesburg to prevent the danger of fire from open burning which is a detriment to the public health, safety, comfort, general welfare and quality of life, according to the council. This ordinance seeks to balance the respective interests of quiet enjoyment of recreational fire activities on private property with that of securing and promoting public health, safety, and comfort, and the general welfare and quality of life of the residents, according to the council. The council introduced and approved the ordinance on Sept. 16 during the coun-

cil meeting via video conference. The second and final reading is scheduled for Oct. 21. Recreational fire regulations include: • Recreational fires in approved containers will be allowed without a permit at one- and two-family owner-occupied homes, duplexes and townhomes. • Fires will be limited to a maximum three feet in diameter and two feet in height and must be contained in a non-combustible chiminea, outdoor fireplace, fire pit or other method approved by the fire official or his/her designee. • Fires must be kept in the rear yard at least 15 feet from any structure or combustible exterior wall. • Fires must be constantly attended until the fire is extinguished. A minimum of

one portable fire extinguisher with a minimum 4-A rating or other approved on-site fire-extinguishing equipment, such as dirt, sand, water barrel, or garden hose, will be available for immediate utilization. • The burning of yard waste, leaves, brush, vines, evergreen needles, branches smaller than two inches in diameter, treated or untreated lumber, garbage, paper products or anything other than firewood as set forth herein is prohibited, except that kindling may be used to start a fire. All recreational fires as set forth herein shall be prohibited between the hours of 2-7 a.m. The borough fire official, his/her designee, a borough police officer, and/or the borough code enforcement officer may order any open fire, or use of a chiminea, outdoor fireplace or outdoor fire pit which

creates a nuisance, to be extinguished, according to the council. Any person, firm or corporation, violating any of the provisions of this section will be liable to a fine not exceeding the sum of $1,000 per violation. • A fine of no more than $100 will be levied for a first offense; • A fine of no more than $500 will be levied for a second offense; • A fine of no more than $1,000 will be levied for any subsequent offenses. This ordinance will take effect upon final adoption and publication as provided by law, according to the council agenda. Middlesex County reflects on unprecedented year

M

iddlesex County Board of Chosen Freeholders Director Ronald G. Rios delivered the annual State of the County address virtually, reflecting on the past year and setting the stage for the county’s future. This is the first time in Middlesex County’s history the address will not be delivered in person due to the COVID-19 pandemic. The address highlights the county’s pandemic response; the ways in which the county and community are “Leading Together”, a public campaign spotlighting the county’s collaboration efforts; the county’s impact on economic development; and the importance of the community’s commitment to civic engagement, according to information provided by the Middlesex County Office of Communication. County officials set the groundwork for the county’s forward-thinking initiatives, including the construction of the muchneeded North Brunswick Train Station and key, critical investments in the Rutgers Cancer Institute of New Jersey’s Cancer Pavilion and State Theatre New Jersey. Additionally, the county outlines its plans for

an economic development strategy which will attract, retain and expand businesses, workforce and investors in the county in three key industries, including life sciences, food innovation and electric connected autonomous vehicles, according to the statement. “The county has long been home to industry leaders such as Johnson and Johnson, Rutgers and Novo Nordisk and a talent pool that is cultivated by one of the best educational systems in the country,” Rios said. “We want to continue to not only nurture the industries and businesses we have, offering them an experience only the county can provide, but we want to be the key facilitators in growing our eco-system by attracting rising and emerging businesses and investors from other parts of the country, as we will be doing in those three industries.” Recognizing that 2020 has been an unprecedented year, Rios highlighted the county’s programs, like testing, contact tracing, small business grant programs and food distribution, which enhanced the lives of those in our community and provided support for those hardest hit by the pan-

demic, according to the statement. Those services and programs only exist, as Rios explained, because of the county’s sound fiscal standing and investments in technology which form the foundation of the county’s ability to provide such support. In addition to the programs and services the county provides to the community, the director reminds residents that while the pandemic has gripped our communities, there are key democratic rights we must exercise – such as the completion of the Census and voting in the presidential election – requiring every residents’ support and participation, according to the statement. “If these past several months have shown us anything, it is that we are stronger as a community. We are more resilient when standing alongside our neighbors. And we are more likely to make it through a crisis – like a global health pandemic – by ‘leading together,’ ” Rios said. The video is available on the county’s YouTube page at www.youtube.com/ watch?v=8kWMw48wjLc
