Metuchen school board adopts $44.8M budget for 2021-22 By GLORIA STRAVELLI Correspondent
T
he Metuchen School District Board of Education voted to adopt a $44.8 million budget to fund programs, services and day-to-day operations of the district for the 2021-22 school year. The $44,876,429 budget adopted by a unanimous vote of board members at the final budget hearing on April 27 represents a $2,406,527 increase over the 2020-21 district budget. The school tax levy to support the dis-
trict budget is $42,019,893, and calls for a tax rate of $3.849 per $100 of assessed valuation for property owners. “As much as budgets are about dollars and cents, and taxes and impact to the community, budgets are equally as much about priorities in the district,” Superintendent Vincent Caputo said. “So I always like to start out with some highlights – what this budget will allow us to do and continue to do at each school. “Our focus, you’ve heard me say this (Continued on page 14)

Metuchen Downtown Alliance Spring Bazaar celebrates community By GLORIA STRAVELLI Correspondent
T
here’s no question the return of the Spring Bazaar, taking place May 15 from 11 a.m. to 4 p.m. on the Metuchen Town Plaza, will attempt to raise spirits throughout the community. Presented by the Metuchen Downtown Alliance, the popular artisan market was paused last year due to concerns surrounding the COVID-19 pandemic. With mandated restrictions on social gatherings relaxed, the bazaar returns to celebrate all that makes the borough unique, from local vendors to community spirit. And, as always, with a few surprises thrown in. “In the past, there has been Bollywood dancing, American Ninja Warriors, wrestling in the plaza. We like to push the envelope as to what downtowns can do,” said volunteer Bobbie Fawcett, who serves as chair of promotions for the Metuchen
Downtown Alliance and vice chair of its board. “We strive to be inclusive and reflective.” Isaac Kremer, executive director of the Metuchen Downtown Alliance, welcomed the return of the popular community event as an early sign of a return to pre-pandemic life. “I think it’s refreshing to see the Town Plaza come back to life and it represents one of the first steps to getting life back to the way we knew it,” he said. The Spring Bazaar is an artisan market, with every detail overseen by Downtown Alliance volunteers. This year, according to Fawcett, there are extra steps being taken in light of the pandemic. “In the case of the bazaar, we are very COVID-aware,” she said. “We are limiting the number of vendors, all the folks who are working individually, local artisans and jewelers, to about 15 or 16.” According to Fawcett, the Downtown Alliance initially introduced the Spring Bazaar as a Mother’s Day event.

“The event was started in 2018 and it was really a Mother’s Day bazaar,” she said. “It was called Downtown Loves Moms and it was such a success the dads got jealous! The next year we did a new event called Downtown Loves Dads with a beer garden and barber shop on the plaza. “This year we’re doing it as a Spring Bazaar just because Mother’s Day is earlier this year than usual. There’ll be music by a DJ, food by artisan vendors, the same kind of vibe — edgy, fun, hip kinds of things. “It’s not like a street fair,” she added. “There’s just pretty cool vendors, like the guy who makes his own hot sauces.” And, she emphasized, the event extends beyond the Town Plaza, with shopping and dining encouraged all throughout the downtown. “The food is local and we try to encourage people to eat around Metuchen,” Fawcett said. This year they will be adding a #BeYourBestSelfie wall, she said, thanks to

sponsor @Woodmont Metro. “It’s a fun wall. You can take a photo at the wall if you make a donation to the food pantry,” she said, adding last year 1,400 pounds of food were donated. A donation of home goods will benefit the Metuchen High School outreach, Breaking the Chain, which supports at-risk children in Ghana, Africa. Also returning will be Painting on the Plaza hosted by the Friends of the Metuchen Library. According to Fawcett, artisan merchants at the Spring Bazaar will include those offering specialty clothing, personalized items, homemade hot sauces, custom knitwear, artful sustainable objects, gourmet Italian foods, handcrafted resin creations as well as a floral boutique featuring handmade paper flowers. Also, casual clothing, cooking sauces and condiments, loungewear and urbanwear, organic apparel and laser cut handcrafted jewelry.

and live longer. Here are some examples of the power of movement when it comes to predicting future health:
Gait Velocity Gait velocity is how fast you walk. Studies have shown that if your typical walking speed is over 1 meter per second or 3.3 feet per second, you’re likely able to complete typical daily activities independently. You’re also less likely to be hospitalized and less likely to have adverse events like falls. If you’d like to test yourself, measure out a straight, flat course to walk between 10 feet and 30 feet long. You’ll also need 5 feet or so at the beginning and the end for acceleration and deceleration. Walk the course at your typical speed and divide the length of the course by how long it took you to walk it (distance/time). That’s your gait velocity.
Get On and Off the Floor A series of studies suggest that if you can go from standing to sitting on the floor and back to standing without using your hands, you’re a lot less likely to die than someone who can’t. It’s called the sittingrising test. Here’s how it works: You start standing, and without support you sit down on the floor, then stand back up. You start with a score of 10. Every time you put a hand, knee, forearm or the side of your leg on the floor you lose one point. Putting a hand on your knee or thigh to help also costs a point. In a sample of over 2,000 people, they found that scoring less than eight points made you twice as likely to die in the next six years when compared to people who scored higher. Score three or less and you’re five times more likely to die in the same period. Overall, each point in the test is worth a 21% decrease in mortality from all causes. Notice that both gait velocity and the sitting-rising test aren’t specific to any one thing. The risk of hospitalization in the gait velocity studies was hospitalization for any reason. Death in the sitting-rising studies was death from anything. So while we know that exercise and healthy lifestyle reduce your risk of specific diseases like heart disease or diabetes, it appears that being able to move may provide much more wide ranging protection than we previously thought. BULLETIN BOARD The Middlesex County Regional COVID-19 Vaccine Mega-site, operated by RWJBarnabas Health, is seeking volunteers to assist in the efficiency of the registration and vaccination process and help visitors feel comfortable. Volunteers of the mega-site, located at the New Jersey Convention & Expo Center, 97 Sunfield Ave., Edison, will greet patients and visitors; perform temperature screenings; direct patients through various steps of the vaccination process; provide education materials; and assist with maintaining the registration area and supplying vaccination stations. Those who apply to volunteer must be a minimum of 18 years old and will be subject to a background check and a drug screen, and will need to sign a confidentiality statement. Art exhibition shines a ‘Lens on Black life’

apillon & Company will host a Kamoinge Workshop exhibition, “From Harlem to Metuchen: Lens on Black Life.” The members of this African American photographers collective will be sharing their experiences, conducting a photography workshop and exhibiting their work May 8 through June 30 in Papillon’s Metuchen store, located at 418 Main St. “Art can build bridges and bring people together,” Edna Epelu, owner of Papillon & Company, said in a prepared statement. “I am delighted to bring the work of the Kamoinge Workshop to Metuchen.” Kamoinge means “working together” in the language of the Kikuyu people of Kenya. The Kamoinge Workshop was established in New York City in 1963 and, since then, has been credited with changing the narrative of Black lives in the mainstream media, according to the statement. Under their current president Adger Cowens, the members lecture, conduct seminars, teach in universities while working in fine art, portrait and commercial
photography, photojournalism and motion pictures, according to the statement. Prior to the group’s show in Metuchen, a retrospective of their work, “Working Together: Photographers of the Kamoinge Workshop,” was on view at the Whitney Museum of American Art in New York City from 2020 through March. The artists participating in the “Harlem to Metuchen: exhibition include Adger Cowans, Collette Fournier, Eli Reed, Gerald Cyrus, Jamel Shabazz, John Pinderhughes, Jules Allen, June Truesdale, Laylah Barrayan, Lola Flash, Mark Blackshear, Ron Herrard and Salimah Ali. One of two suspects identified in aggravated sexual assault
A
Woodbridge man has been charged in the aggravated sexual assault of an adult female and armed robbery of an adult male, which occurred on April 16 in the Port Reading section of town. On April 27, Razzell Austin, 21, of the Avenel section of Woodbridge, was apprehended in Avenel by members of the Woodbridge Police Department, the Carteret Police Department, and the Middlesex County Prosecutor’s Office, according to information provided by Middlesex County Prosecutor Yolanda Ciccone and Director Robert Hubner of the Woodbridge Police Department on April 28. Austin was charged with two counts of first-degree aggravated sexual assault, one count of third-degree aggravated criminal sexual contact, two counts of first-degree armed robbery, one count of first-degree kidnapping, one count of third-degree criminal restraint, one count of seconddegree unlawful possession of a handgun, one count of second-degree possession of a weapon for an unlawful purpose, two counts of fourth-degree endangering, one count of fourth-degree obstruction, and one count of fourth-degree resisting arrest, according to the statement.
An investigation by Officer Robert Montalvo of the Woodbridge Police Department and Detective Linda Infusino of the Middlesex County Prosecutor’s Office determined that on April 16 in the 9 p.m., an adult female and an adult male were allegedly approached in the area of Lee Street and Scott Place by Austin and another suspect and then held at gunpoint, according to the statement. The investigation further determined the female victim was sexually assaulted and the personal effects of both were taken at gunpoint, officials said. Austin is presently lodged at the Middlesex County Adult Correction Center where he was being held pending a pretrial detention hearing in Superior Court as of press time. Authorities are still searching for Austin’s co-defendant – a slim white or Hispanic male with brown hair and brown eyes who is between 5 foot 5 inches and 5 foot 9 inches tall. This suspect is believed to have worn a gray Nike hoodie and white Nike sneakers at the time of the assault, according to the statement. He is pictured at right. Bhagia has been implicated in a racist flier from Edison’s 2017 school board
Appropriations funded in the budget include: salaries, $26,458,425; health insurance, $5.9 million; tuition/OT PT Speech, $3,496,353; transportation contracts, $1,454,364; and $2,626,070 for roof replacements and repairs. The budget includes funding for three newly created positions: a special services supervisor, $110,000; and a wrestling coach and a cheerleading coach, each $10,008. Following Caputo’s presentation, board Chair Brian Glassberg said, “The budget is a responsible budget that maintains our core values, maintains the upkeep of the buildings and the educational needs that our families expect and deserve.” Board member Justin Manley commented on the fiscal management of the district, citing Business Administrator Michael Harvier, and noting that the district was able to
weather the “fiscal storm” of the pandemic. “We are in a position where we are able to continually focus on the things that are priorities of the district,” Manley said, “while maintaining buildings, infrastructure and facilities that are … perceived by many to be brand new.” “We are able to discuss referendums and able to take roofs off the list, take things off the list, that we are ahead on – all of this when, quite frankly, communities that surround us and even further away in this state struggle to find the dollars and cents to maintain classrooms in a fashion that parents would want for their children. We are talking about what comes next, we are talking about our future,” he said. In addition to the tax levy, revenues include $2,038,786 in state aid; $1,180,285 in appropriations from the district’s Special
Revenue Fund; and $275,000 in transportation revenues. According to the district’s budget presentation, numerous efficiencies were adopted to mitigate the tax increase, including an integrated preschool program; transportation jointures and cooperative purchasing with other school districts. The final budget presentation is available on the district Facebook page, and the district website provides a link to the April 27 meeting. The Metuchen School District operates four schools, educating students in grades pre-K through 12. The board will next meet on May 11 at 8 p.m., at Metuchen High School, 400 Grove Ave.

The one question that best reflected the candidates’ opinions throughout the debate was the question of what they hoped to accomplish as mayor. Joshi, who currently serves as vice president on the Edison Township Council, said that he has spoken to thousands of residents and he has learned that the township has problems that differ from neighborhood to neighborhood. He said that he intends to address issues unique to each section of town. Broadly speaking, he said, the crucial issues are tax stabilization, “constructing a
new master plan that will address the needs of each neighborhood,” and technology both to improve the school system and the economy overall. Esposito said if he were mayor, he would prioritize the welfare of the children in Edison, repair the roads, and stop building until facts indicate that the town’s facilities and infrastructure can handle growth. He noted that Edison “is getting old and the city needs to be updated.” When asked about restructuring the police department to respond to the police behavioral issues being confronted elsewhere in the country, neither candidate favored defunding the police or radical restructuring. Esposito discussed the value of training and noted that Edison has a great police department. Joshi said that as mayor, he would also serve as the public safety director for the community. Given the significant responsibility of this role, Joshi said he would see to it that Edison had the most qualified and best trained police force possible. “Edison represents so many different cultures. We have the opportunity to showcase to the rest of America” how to attain a police department that has zero tolerance for bad behavior but also provides strong protections for the residents and the welfare of the police department staff, he said. Improving recreation and senior services also would be a priority for both candidates if they were elected mayor. Joshi said the town needed a new recreation center and a new park plan. “We need to refresh all 32 of the community’s parks, take pride in every park in every neighborhood,” he said. Esposito said he agreed but wondered how to fund a new recreation center. He also did not answer a question about whether he would support an Open Space Tax, a source of revenue that Joshi fully supported.
In his closing statement, Esposito, aware that some questions he did not answer with specifics, noted he would learn because he listens and his door is “always open. … I will always tell the truth. … I am for the people. … I love this town.” Joshi predicted that Edison’s “best days are ahead of us.” He added that not only was he born and raised in Edison, but he has years of experience serving people of Edison. He said he would “hit the ground running,” create a responsive master plan, pay attention to the needs of each individual neighborhood, and proactively build up Edison as a science and technology hub by working closely with the hospitals and educational institutions within the township – “a beautiful town” with a “beautiful future.” Lankey has alluded to possibly running as an independent, but his name will not appear on the primary ballot. Bhagia, who was removed from the Middlesex County Democratic Organization’s party line on the ballot due to the racist flier allegations, could not be reached by press time. For the primary on June 8, Joshi is running on the same slate as council candidates Margot Harris, John Poyner and Dr. Nishith Patel. Other Democratic candidates are Thomas McCann, Xiaohan “Shannon” Peng and Sparshil Patel. The Republican candidate for mayor is Keith Hahn. Republican council members candidates are Payal Mehta, Tali Epstein and Joe Luistro. A debate was not held for the Republican Party as it is an uncontested primary, according to the League of Women Voters of Greater New Brunswick Area. Another debate is figured for the General Election.
