proposal to pass a resolution against COVID-19 related hate speech and bias crimes drew a larger discussion by the Edison Township Council about whether the proposal had a political agenda against Council President Joyce Ship-Freeman. Councilman Richard Brescher proposed the resolution at a meeting on May 13. He said the idea for the resolution initially came from the incident on April 4 where a 55-year-old Asian woman was a victim surrounded by a group of individuals who allegedly yelled racial slurs regarding the origins of the coronavirus and was punched in the back of her head. A juvenile female had been charged with bias intimidation in the third degree; riot in the fourth degree; simple assault, a disorderly persons offense; and harassment and disorderly conduct, both petty disorderly persons offenses, for the incident. Middlesex County College president to Class of 2020: Pandemic will pass, time spent at MCC is for life By KATHY CHANG Staff Writer
I
n a moving 48-minute video, Middlesex County College recognized its Class of 2020 with as much virtual pomp and circumstance as it could. “Wish we all could have been here to cheer each other and pose for happy photos as we walk across the stage, but I guess we have to graduate this way so everyone can stay safe,” Valedictorian Nirali Trivedi, of Edison, said in the video. Trivedi delivered the class welcome during Middlesex County College’s (MCC) 53rd commencement on May 21, which was held virtually due to the novel coronavirus pandemic. This is the first time the college has held a commencement strictly online. The pre-recorded video is on MCC’s website, which takes the graduates through the 2019-20 school year from student orientation to learning remotely after spring break. One video featured speakers Middlesex County Freeholder Director Ronald Rios, who urged the class to use the experience they gained at MCC to do great things and to make community service an important part of their lives; Dorothy K. Power, chairman of the College Board of Trustees, who asked the class to share their gifts with others; and U.S. Senator Cory Booker (D-New Jersey), who reminded the class that while they can’t always control circumstances, they can control the way they react to them. Another video featured many graduates who shared their stories. The valedictorian shared her experiences and aspirations of becoming a doctor. Trivedi, a double major in biology and chemistry, is headed to Rutgers University in the fall where she will major in environmental and biological sciences. She emigrated to the United States from India. “I came to the United States for the first time just two months prior to attending MCC, and now I plan to spend the rest of my life here,” she said. Trivedi, who received a scholarship

from the MCC Foundation, recognized several professors for their support, inspiration and mentorship: Virender Kanwal, Janet Lansinger, Erin Christensen, Phalguni Ghosh and Brian Lavey. “All of us will move on to the next adventures of our lives,” she told the class. “But one thing we share will be our belonging to the MCC community, the values we learned, the help we received, and the educational foundation we built here. I hope we will continue to provide support and encouragement for each other in future endeavors.” The global pandemic cannot take away the successful graduation of the 1,588 MCC students. “I hope you look back at your time at MCC and are able to see beyond what you are missing right now and remember all experienced and learned,” MCC President Mark McCormick said. “The pandemic will pass, but what you gain at MCC will be with you for life.” Samantha Milano-Sumalinog, a 2016 MCC graduate and the college’s 2020

Milano-Sumalinog said she understands if graduates are wary with the many uncertainties in the world. “I know things look a little scary especially for people transferring [to other colleges], even scarier for those planning to enter the uncertain job market, but you already beat the odds once, why should a global pandemic get in your way … go out there and run the world,” she said. The salutatorian, Jordan Gutierrez, of the Avenel section of Woodbridge, studied liberal arts and business at MCC. He will transfer to the Rutgers University Business School in the fall to major in business analytics and information technology. “My time at MCC will always be cherished as I was given the best opportunities for success,” he said. “The foundation for

Metuchen will allow businesses to utilize public, private space for outdoor dining, retail By KATHY CHANG Staff Writer
METUCHEN – As Councilwoman Dorothy Rasmussen put it, “no business will be left behind” when the time comes to reopen in the post-pandemic reality. And that is the thought as borough officials forge ahead with a “bold and flexible” COVID-19 Business Revitalization Strategy plan. The Borough Council approved the 11-page resolution of the strategy plan at a meeting on May 26, which will go into effect when the state allows non-essential businesses to reopen and allow indoor and outdoor dining in restaurants. “This is a concept,” Mayor Jonathan Busch said. “We don’t know ultimately what the state of New Jersey is going to allow. … We are anticipating the best we possibly can so the moment when this becomes an option for us, we can help our businesses as much as possible.” Busch said the application process for businesses to utilize the different strategies is not intended to be another bureaucratic hoop to jump through. “We want businesses to tell us what they intend to do so we can accommodate it,” he said, adding the application fee has
been waived. Councilman Jason Delia presented the business revitalization plan, which applies to every business in the borough. He said borough officials have been working with all stakeholders, including Jay Muldoon, director of special projects, representatives of the Metuchen Downtown Alliance (MDA), representatives of the Metuchen Area Chamber of Commerce, and a number of local business owners and residents. Delia said with the anticipation of severely reduced indoor capacity limitation to meet social distancing requirements, the plan calls for the temporary reallocation of certain public and private spaces – sidewalks, the Metuchen Plaza, public parking lots, on-street parking spaces, private alleyways, private parking lots and other private outdoor spaces – for potential uses for outdoor capacity for restaurants and retail sales. Businesses are encouraged to use the area in front of their store for merchandise displays or outdoor dining from 7 a.m. to 11 p.m. daily. Businesses are encouraged to work with neighbors to expand in front of neighboring storefronts if the space is underutilized. (Continued on next page)

Potential use of public parking lots include New Street, Station Place and South Main Street and parking spaces can convert into parklets for dining or retail opportunities. Other temporary flexible business revitalization strategies include closing New Street to vehicles every Friday at 4 p.m. through Sunday at 11 p.m. to allow for expanded outdoor dining and retail opportunities. Businesses can use anchored shade coverings. The strategy plan allows restaurants without liquor licenses to permit the consumption of alcoholic beverages by customers while dining in the newly approved areas and requests the Division of Alcohol and Beverage Control (ABC) permit restaurants with liquor licenses to extend their premises to include the newly approved areas. Delia noted the borough has the authority to regulate where people are able to bring alcoholic beverages and they will help businesses with liquor licenses make a case before the state ABC if needed. The plan mandates businesses comply with all Centers for Disease Control and Prevention and state guidelines to ensure the safety of customers and employees as well as Americans with Disabilities Act regulations. The plan also requires businesses to provide an indemnification hold harmless agreement as well as insurance, adding the borough as an additional insured. Eric Berger, chairman of MDA, said the MDA strongly supports the resolution for the business revitalization strategy plan. “[The plan] is a great effort on everyone’s part,” he said. “This is not just about getting open, people in Metuchen need to realize these businesses are really suffering.” Berger urges residents and the public to come out and support the local businesses. “All throughout the country we see bankruptcies happen … we do not want to be that story, we worked too hard to build up Main Street and our entire district of downtown so we need Metuchen to come out and support businesses.” Borough officials and stakeholders realize the business revitalization strategy plan is not a perfect plan. “Some things may work, some may not, but we will be able to adjust based on feedback,” MDA Executive director Isaac Kremer said. Kremer said one of the MDA’s rewarding efforts has been the enthusiasm for existing public spaces such as the Metuchen Plaza and Imagination Alley. “My hope is Metuchen [through the business revitalization strategy plan] will continue to build on strong efforts already

been made to create vibrant public spaces to bring people together,” he said. Mo Atzbi, owner of Hailey’s Harp and Pub on Main Street, said he has spoken exhaustively with the mayor, Kremer and Muldoon. “[The plan] is a very positive thing,” he said. “There are going to be some road blocks. I will have to figure out how much insurance and staffing [I will need] as a liquor license holder. I do believe the heart and essence [of the resolution] is going to allow me to work on just getting every part of my business that is allowed to be open to continue.” (Continued on page 11)

providing telehealth sessions for patients who choose to not receive treatment in the office.ProFysio remains open and continues to serve patients in person, but telehealth has been extremely valuable for those folks that cannot leave their homes. Delivering significantly more treatment via telehealth than in the past has required me to be creative and innovative in the treatments that I prescribe for my patients to get them well. My patients have benefited from the new ways to rehabilitate at home. In addition, in order to deliver treatment via telehealth from my home office, I’ve had to create a functional work space that allows me to demonstrate therapeutic exercise all while managing time and of course my personal wellbeing. After many discussions with patients and peers who are also working through this I am here to share some tips on how to stay productive and healthy amongst the chaos. • Schedule your work hours and set limits: Discuss with your families so they are aware of what hours you are setting aside for strict work time to minimize distractions and improve productivity. Limit interruptions within your household but set limitations for yourself and colleagues for communications outside of those times. • Stick to your routine and get good quality sleep: Set alarms for waking up at the same time everyday, Your body thrives on routine and maintaining a normal sleep schedule is paramount. Eat healthy meals and avoid snacking throughout the day. Avoid caffeine and alcoholic drinks late in the day, don’t nap for more than 20 minutes/day and evaluate your bedroom for comfortability. If pain is affecting your sleep a physical therapist can help evaluate your pillow set up as well as sleeping postures to reduce difficulty falling and staying asleep. • Exercise daily: It’s easy to work all day and then binge-watch your favorite television series especially when we are urged to stay at home but safely exercising for at least 30 minutes/day helps to reduce stress and maintain healthy hormone levels. While exercise is healthy, a pandemic is not the best time to begin (Continued on next page)

The indictment was handed up in New Brunswick following an investigation by the Edison Police Department’s Internal Affairs Unit and the Middlesex County Prosecutor’s Office. The case was presented to the grand jury by Middlesex County Assistant Prosecutor Christine D’Elia. The defense argued the state shielded the grand jury with “half-truths and nontruths.” The township learned of the alleged “no show jobs” with road jobs with American Water Company and security jobs with Atlantic Realty through Pappas’ ex-girlfriend during an interview of an unrelated official misconduct allegation matter, according to court papers. The officers who volunteer to take the extra assignments have full police responsibilities while performing the extra-duty assignments. The extra-duty assignments include directing traffic for utility companies at work sites and providing security services for local businesses and residential communities, officials have said. In Edison, there was no centralized system of assignment for the extra-duty jobs. Instead, several individuals in the police department have wide discretion as to who gets the assignments, officials said. Payment for the side jobs is billed through the township’s payroll for police services. The fee charged includes an administrative fee and an additional fee for a police vehicle when one is required, officials have said. The Edison Police Department has since limited the allowance of extra-duty jobs in the department. The road jobs were coordinated by Andres Rosa, a retired lieutenant from the Edison Police Department. Rosa would follow rotation and give jobs out by seniority and Mplestakis was in charge of scheduling, invoicing and billing of security jobs with Atlantic Realty, according to court papers. The defense argued the state failed to provide information to the grand jury on issues with scheduling the part-time jobs, with the overlap of scheduled jobs, with invoice and billing of the jobs and discovery issues, according to court papers. In addition to the “no show job” indictment, Pappas was also indicted on charges of official misconduct, computer theft and stalking his ex-girlfriend on Sept. 21, 2018. At the time of the charges, Mpletsakis had been a member of the Edison Police Department for 16 years, Pappas for 14 years, Panagoulakos for four years, Makras for seven years, and Rossmeyer for 11 years. The officers had been suspended without pay since their arrests on June 1, 2018, and the officers remain suspended without pay, according township officials.
Judge Pedro Jimenez, sitting in New Brunswick, through an order, had dismissed the case against Mpletsakis, Panagoulakos, Makras and Rossmeyer after a Zoom hearing on April 16. The order did not include Pappas, who pled guilty to one of the related charges of the indictment in October 2019, according to court papers. The other four officers have pleaded not guilty to the charges against them. The order allows the state to re-present the case to the grand jury. The Middlesex County Prosecutor’s Office declined to comment on the matter at this time. Edison Police Chief Thomas Bryan referred comment to the prosecutor’s office. Mpletsakis, Pappas, Panagoulakos, all of Edison; Makras, of Cranford; and Rossmeyer, of Bedminister, were charged in October 2018 in an 11-count indictment with two counts of official misconduct in the second degree; participation in a pattern of official misconduct in the second degree; financial facilitation of criminal activity in the second degree; conspiracy to commit the crime of financial facilitation of criminal activity in the second degree; theft by unlawful taking in the second degree; and theft by deception in the second degree, according to the Middlesex County Prosecutor’s Office. Since then, the officers have appeared in Superior Court with their attorneys for multiple status hearings before Jimenez as state and defense counsel sifted through more than 28,000 pages of bank records, audits, receipts and phone pinging locations. Attorneys Henry E. Klingeman and Ernesto Cerimele for Mpletsakis, attorney Charles Sciarra for Panagoulakos, attorney Michael Rubas for Makras and attorney Steven D. Altman for Rossmeyer filed a 94-page joint brief to dismiss the case on grounds the state failed to present key evidence during grand jury proceedings ahead of the April 16 hearing. The investigation determined between Nov. 14, 2016, and May 7, 2018, the five officers were allegedly getting paid for extra-duty jobs that they were not present for. The extra-duty, or “side jobs,” were in addition to the regular hours which they, as members of the Edison Police Department, were assigned to work. In addition, Mpletsakis was charged with promoting organized street crime in the first degree and Makras was charged with hindering prosecution in the third degree, uttering a forged document in the fourth degree, and fabricating physical evidence in the fourth degree, according to the prosecutor’s office. Members of the council said they agreed with the spirit of the resolution; however, some, including Council Vice President Sam Joshi and Councilman Robert Diehl, took issue with the paragraph in the resolution, addressing the matter, which stated “recent social media posts targeting the Asian and Jewish community appeared on social media accounts of elected officials and said posts have rejuvenated the fears of bias crimes against residents.” The alleged posts, which were posted throughout April, have stirred media attention and calls from Simon Wiesenthal Center, one of the largest international Jewish human rights organizations based in Los Angeles, and Asian Pacific American Lawyers Association of New Jersey, for an apology from Ship-Freeman. Fellow council member Joshi, who publicly apologized for posting an anti-Semitic post on his social media page, asked Ship-Freeman, through social media, to join him to “unequivocally denounce all bigotry that slanders and endangers our Jewish and Asian-American neighbors during this crisis.” The council vice president said the post on his page was a “mistake in judgment” and he “quickly understood could cause harm to the Jewish community.” “I took responsibility for those words, apologized publicly, and have since worked together with Jewish leaders to fight against the incredible spike in anti-Semitism that we have recently witnessed,” he said. Ship-Freeman has publicly claimed her Facebook page was hacked and said Brescher has been against her since she took her role as council president in January as the first African American woman to serve in the role. Ship-Freeman began the regular meeting with remarks she was “dismayed by the action of special interest groups and some of my colleagues.” “The amount of hatred and vitriol towards a woman and senior citizen is reprehensible,” she said. “When I took oath of office, I was to represent all of Edison. Now because of a personal agenda that cannot be fulfilled, personal attacks on my character with political cronies have been determined since day one in office as council president to undermine my interest for [the entirety of] Edison.” Ship-Freeman said she would not serve as anyone’s puppet but would continue to serve and do what is best for the entire community. “Residents now know this is not my character and we will rise together in Edison,” she said. “I will continue to not kowtow [act subserviently] to special interest groups. Character assassination is not welcome in Edison. In the end we will remember not the words of our enemy, but the silence of our friends.” Brescher said the resolution was not a political agenda and asked Police Chief Thomas Bryan how quickly the department could determine if a social media account was hacked or not. Bryan said in his professional experience, the determination would be made by information technology professionals. “I couldn’t directly answer ‘yes’ or ‘no’ at this juncture,” he said. The proposed resolution did not pass, with Ship-Freeman, Diehl, Joshi and Councilman Alvaro Gomez voting “no” and Brescher, Coyle and Patil voting “yes” for the resolution. Ship-Freeman said she would like to see a resolution to denounce hate speech and bias crimes against all ethnicities and genders. She called on Brescher and Joshi, who noted a similar resolution from San Antonio he was in favor of, to work together on creating a new resolution.

WOODBRIDGE – It was smiles and thumbs up galore as almost 70 kids attended “Virtual Kids Night In” hosted by International Martial Arts Taekwondo school in Woodbridge. The school normally holds “Parents Night Out” where parents drop off their kids at the school for a few hours in the evening so they can go out. However, due to the novel coronavirus pandemic the school decided to hold the free virtual fun night for the kids. The kids played human rock paper
scissors, an audio ninja game, a drawing guessing game similar to Pictionary and called Quick Draw, space dance freeze dance, a scavenger hunt, and the kids even tried drawing pictures with their feet. In between all the fun, the kids continued their taekwondo education learning some basic kicks, blocks and punches. International Martial Arts Taekwondo, which is holding virtual martial arts classes during the pandemic, is offering a 30 day trial for anyone who wants to try the classes.
