Edison police sergeant instrumental in bringing diversity to the department receives bittersweet retirement farewell By KATHY CHANG Staff Writer

As the first Asian American of Filipino descent hired into the department in 1999, he was intrumental in not only bringing diversity into the department, but to departments around the state.

Joseph Luistro well on his retirement from the Edison Police Department. “It is truly humbling for me to stand here, albeit with a little assistance, and receive such a proclamation from Edison Township,” Luistro said at a ceremony held outside Town Hall on Oct. 2. “I am so honored to have my commitment to the community and my profession recognized. It definitely was a group effort and I was just instructed in putting outreach programs together.”

Luistro, who retired in September, is battling amyotrophic lateral sclerosis (ALS), a disease that affects the central nervous system. Members of the Edison Township Council led by Council President Joyce Ship-Freeman presented a proclamation to Luistro. Colleagues Police Sgt. Don Ship and Police Officers Neel Patel and Michael Gurovich shared sentiments as well as Council Vice President Sam Joshi and Councilman Joseph Coyle. began with a call from a borough police officer to the North Jersey Transportation Planning Authority. “We looked at the crash data and conversations began with Middlesex County, which is responsible for the roadway,”

said Christine Mittman, manager of safety programs for local project development at North Jersey Transportation Planning Authority (NJTPA). “From that, we developed an application and the project moved into the program.”

‘Joker’ turns from comedy to horror, writing latest thriller from his Princeton home By JENNIFER AMATO Managing Editor

t may not be impossible to spot one of your favorite Tenderloins in the greater Princeton area. James S. “Murr” Murray, one of the stars of “Impractical Jokers” and “The Misery Index” on truTV, moved to Princeton last fall with his fiancee. “[We’re] absolutely loving it,” Murr said. “My fiancée and I are huge fans of Witherspoon Grill. If it were up to us, we would be there every night. “Having lived in New York City my entire life, it’s been wonderful to get out, finally breathe fresh air, and hike and kayak in the area. Staten Island was a great place to grow up – and that’s where I met my fellow Impractical Jokers – but Princeton is a great place to create our new life together and one day raise kids together.” Although Murr is best known for his comedic acts and stunts on the popular truTV practical joke show, he said he got his degree in writing from Georgetown University and always dreamed of becoming an author one day. “The success of ‘Impractical Jokers’ finally gave me the chance to start my alternate career as a novelist. Writing and improvisation are equally difficult, surprising and rewarding. But both represent my personality equally well. It’s all about affecting people in a fun, positive way through creativity of all kinds,” he said. Murr said he grew up reading and watching thrillers, “so it was kind of a natural progression for my writing to spring from that early interest.” He said he enjoys “The Meg” by Steve Alten, “The Andromeda Strain” by Michael Crichton, and is a personal fan of R.L. Stine and Brad Meltzer. They always say, “Write what you know” Murr said about delving into a career in horror writing. His newest thriller, “Don’t Move,” was released on Oct. 20 – after being written from his home in Princeton. He also recorded the audiobook from there. Megan Forrester has barely survived the unthinkable. Through the challenge that is the COVID-19 pandemic, Murr said he is trying to cope as best as possible. “Well, just like everyone else, it’s been tough adjusting to this new world. We’ve found some comfort in raising money for charities and frontline workers who are out there keeping people healthy. Melyssa and I are lucky that we’ve had all this extra time for planning our wedding! “As for the Jokers, we’ve been filming a new TV show from home called ‘Impractical Jokers: Dinner Party.’ And we finally went back to work filming ‘Impractical Jokers’ as well. Thankfully, because I missed my friends dearly,” he said. Murray is a writer, executive producer and actor, best known as “Murr” on the hit television show Impractical Jokers along with his comedy troupe, The Tenderloins. He has worked as the senior vice president of Development for NorthSouth Productions for over a decade and is the owner of Impractical Productions, LLC. He recently starred in Impractical Jokers: The Movie, and also appears in the television series The Misery Index on TBS. Local children’s musician ventures into another music genre with the release of ‘The BAR’ By KATHY CHANG Staff Writer

METUCHEN – Danny Adlerman has spent 25 years as a children’s author, musician and an impresario. With a dozen books published and four released albums under his belt, Adlerman, 57, who has lived in Metuchen for close to 30 years, is venturing into another music genre while fulfilling a lifelong dream as he and his bandmates are set to release their first album together, The BAR, on Oct. 15. The name of the album is the name of the band. Bandmates include Jim Babjak, founding member and lead guitarist of The Smithereens, a New Jersey staple for 40 years; and Kurt Reil, co-founder, drummer and singer for The Grip Weeds, hailing from Highland Park for almost as long. “Talk about a dream come true,” Adlerman said. “I’ve been writing rock and roll since high school and when I happened to have met up with Jim over 20 years ago at an evening school appearance, I couldn’t know it would lead to this, but it was worth the wait. I am so proud of the music on this album and truly feel it’s the best one I have been a part of to date.” The album is all originals featuring songs either written or co-written by Adlerman. “Of course I’m thrilled to have some songs I wrote on my own featured,” he said. “But some of those co-writes are really special. Jim and Kurt each brought things to the table I never could have achieved on my own. A guy couldn’t be luckier to have such good friends like them to make music with.” Reil said “The BAR” came about in a very free and easy way. “We were recording children’s songs to accompany Danny’s books,” he said. “One night he came in with a set of lyrics and asked me to write music to them. After that, we just started recording. Jimmy has been my friend for a long time and he brought Danny to House of Vibes in the first place. They had already teamed up on some children’s music which I had engineered.” Babjack joked Adlerman “bought me off with pizza so I would write and record some songs with him. How could I resist? Landing Residential Community on Sept. 24 as on-site construction engineers began demolition of the last standing building – the former office and community building for the former Woodbridge Garden Apartments Complex at Bunns Lane. “Through the [Woodbridge] Housing Authority with a lot of financing help and a whole lot of partners, we managed to turn 150 very old unattractive units … into 204 absolutely stunning beautiful units for residents, many people who have lived here and many new people,” Mayor John E. McCormac said. “Today’s announcement represents yet another milestone toward achieving our goal of ensuring that Woodbridge Township residents have access to quality residential options that allow them to affordably continue to live in the Woodbridge community,” he said. “It is important to note that no taxpayer funds have been used to construct Jacobs Landing. The entire project is funded through federal and state grants, housing development programs and private investment.” Joining McCormac to announce the end of the old and the beginning of the new were Bruce Morgan, president of BCM Affordable Housing, Donna Brightman, executive director of the Woodbridge Housing Authority, Marta Lefsky, director of the Woodbridge Department of Planning and Development, Councilman Gregg Ficarra, chairman of the Woodbridge Housing Authority and Philip Hall, commissioner of the Woodbridge Housing Authority. Staff of the Woodbridge Housing Authority and residents of the Jacob’s Landing residential community were in attendance. Caroline Ehrlich, executive director of the Woodbridge Redevelopment Agency, who was also instrumental in the project, was not present at the announcement. The Jacob’s Landing Residential Community transformed the Woodbridge Garden Apartments – an outdated 150-unit public housing complex constructed in 1952 – into a $56.7 million vibrant new community of 204 units of residential affordable housing. Phase I construction, located at the northern portion of the property, got underway in mid-2017 and opened in April 2018 with 84 units – 18 one-bedroom, 42 two-bedroom, 21 three-bedroom and three four-bedroom apartments in seven three-story buildings. Phase I also included the community building and management offices. Phase II, located at the southern end of the site, opened in mid-2019 with another

Phase III, when completed in early 2021, will consist of 60 residential units. “Construction started in 2016, but we started working on the project 20 years ago when the mayor told me at the time he was [township] business administrator this was a very important project for him, to redevelop the Bunns Lane public housing complex,” Morgan said. “It just took us a long time to raise financing for this project. We broke ground in 2016 and today we knock down the last of the old buildings.” The entire community offers residents ample parking, community space and community social services including mental health counseling, substance abuse programs and a host of medical and legal advocacy services. All of the apartments feature spacious layouts, oversized windows, HVAC (heating, ventilation and air conditioning) systems, tile in the kitchen and foyer, ceramic tile baths, vinyl floors in the living rooms and wall-to-wall carpeting throughout the remainder. Kitchens will feature a full appliance package including a dishwasher and a garbage disposal. There will be both fully accessible and adaptable units, as well as fully-furnished supportive housing units in the community. Jacobs Landing was made possible via a creative and unique public/private partnership with financing provided through a combination of equity from the syndication of the Low Income Housing Tax Credits from the New Jersey Housing and Mortgage Finance Agency (NJHMFA), transferred reserves from the Woodbridge Housing Authority, an Affordable Housing Trust Fund contribution from the Woodbridge Affordable Housing Corporation, HOME funds from Middlesex County and a permanent mortgage from the NJHMFA. No municipal or taxpayer funds were used to construct Jacobs Landing. McCormac said the administrations of former Gov. Chris Christie, who was present when township officials broke ground in 2016, and now Gov. Phil Murphy have been instrumental in helping move the project along. The transformation of Bunns Lane is a project that started with a vision two decades ago. Brightman said it was her goal to have the project completed and her dream will come true next spring when construction of Phase III is expected to finish. “It may seem like a long time, but it was certainly worth the wait,” she said. Jacobs Landing is named after retired U.S. Army Col. Jack Jacobs, who was a Woodbridge hero in the Vietnam War. Jacobs is a 1962 graduate of Woodbridge High School. He served two tours of duty in the Vietnam War and was awarded the Medal of Honor. He received two Silver Stars, three Bronze Stars and two Purple ) Hearts.

Middlesex County awards $3 million in Small Business Relief Grants

I

n its first round of distribution, Middlesex County will award grants to 123 local businesses with a collective total of $3,039,716 from its CARES Act Small Business Relief Grant (MC-SBRG) program, which uses federal CARES Act funding. The grants serve to reimburse costs and loss of revenue associated with adapting business operations in a COVID-19 environment. Payments ranging from $410.97 to the maximum $30,000, with an average grant payment of $24,714, will be distribut-

ed to small businesses negatively impacted by COVID-19 starting Oct. 14, according to a statement provided by the Middlesex County Office of Communication. “The COVID-19 pandemic has had many unintended consequences, including for our small business communities. Not only have they been asked to limit or halt operations, but as we begin to reopen our economy, these cash-strapped businesses have been asked to adapt their businesses accordingly, making it even more difficult to make ends meet,” Middlesex County Freeholder Director Ronald G. Rios said in the statement. “These grants will certainly make a positive impact in our business community.” “The county’s commitment to its small business owners is fierce, and this first round of funding being distributed to 123 small businesses will make a huge difference in the lives of these businesses, the people they employ, and the communities they serve,” Freeholder Leslie Koppel, chair of the Finance Committee, said in the statement. Recipients of this first round of federal funding include restaurants, hair and nail salons, retail facilities, health care offices, manufacturing, construction, educational services, transportation companies and fitness studios. SBRG-CV grants will be awarded to the following number of businesses, by municipality: Carteret, four; Cranbury, one; Dunellen, four; East Brunswick, seven; Edison, 20; Highland Park, five; Jamesburg, one; Metuchen, 11; Middlesex Borough, four; Milltown, one; Monroe, five; New Brunswick, 13; North Brunswick, 11; Old Bridge, four; Perth Amboy, five; Piscataway, five; Sayreville, two; South Amboy, one; South Brunswick, three; South Plainfield, four; South River, one; and Woodbridge, 14. Among other qualifications, to be eligible for the grants these businesses must employ less than 50 employees, have a net annual business income of less than $1 million based on their 2019 federal tax return, and must document business interruption as well as loss as a result of the COVID-19 pandemic, according to the statement. With millions still available in the SBRG grant, those eligible to apply for grants are encouraged to do so at the new CARES Act Small Business Relief Grants Portal. oter Information Centers (VIC) in Highland Park, Monroe and Sayreville will remain open through Election Day, Nov. 3. The VICs will provide voting services including replacement ballots, signature verification and instructions on how to participate in the 2020 General Election. The centers are located at Highland Park Borough Hall, 221 S. Fifth Ave., Highland Park; the Monroe Township Library, 4 Municipal Plaza, Monroe Township; and Sayreville Borough Hall, ‚Äã167 Main St., Sayreville. All three locations will be open from 11 a.m. to 7 p.m. Monday through Saturday until Nov. 2, and then from 6 a.m. to 8 p.m. on Nov. 3. Members of the public will be subject to a temperature screening upon entrance to the VIC and will be required to wear a face covering at all times. Representatives from the Board of Elections will also be available to contact virtually at each VIC to answer questions residents may have regarding registration updates and how to ensure their ballot is properly cast. “Once again, Middlesex County is going above and beyond for its residents. Not only did Middlesex County commit to providing Vote By Mail ballots to residents with postage included and far surpassed the number of ballot dropbox locations required by the state – 32 locations compared to the state’s mandated 10 – but the county is now offering unique VICs throughout the county to assist our residents in casting their ballot,” Middlesex County Freeholder Director Ronald G. Rios said in a statement provided by the Middlesex County Office of Communication. “The opening of these VICs will be a tremendous asset to our residents.” VICs will be staffed by county clerk election officials who can immediately access voter registration data and determine if the voter has been issued a Vote by Mail ballot, and whether or not a ballot has been received by the election officials, according to the statement. If the voter has not been issued a Vote by Mail ballot, they can apply at the center. Voters will also be able to apply for and receive a replacement ballot – these duplicate ballots are issued in the event a ballot has been lost, damaged, or the voter does not receive it. VICs are not polling locations and ballots cannot be cast inside a VIC. Each VIC is located within the immediate vicinity of a Middlesex County drop box at which a voter may drop off a completed Vote By Mail ballot. The county will operate 97 polling locations on Election Day throughout the county at which residents may complete a paper provisional ballot. Provisional ballots will

He is a member of the Knights of Columbus of St. Matthew’s Council and serves on the board of directors of the St. Matthew’s Philippine American Association in Edison. In 1996, Luistro began his law enforcement career with the Rutgers Police Department in New Brunswick and in 1999 he joined the ranks of the Edison Police Department as the first Asian American of Filipino descent. In 2016, he was promoted to sergeant. “Apart from being a police officer, Joe has dedicated selfless hours to this community,” Patel said, who noted he met Luistro

when he was 19 years old. “He helped me and countless others reach our dreams of becoming a police officer. Joe currently is president of the New Jersey Asian American Law Enforcement Association (NJAALEOA). Joe has received this title only because of his humble, selfless and countless hours dedicating and helping young men and women towards their careers. For a minority like me and many others, Joe is truly a mentor. Joe has taught me to be selfless and I’m forever grateful for that.” Ship said Luistro helped diversify the Edison Police Department and police departments across the state in his role with the NJAALEOA. “The efforts of Police Chief Tom Bryan have made [the Edison Police Department] the most diverse police department in Edison’s history,” he said. “I am confident in Chief Bryan and his new administration

team to continue those efforts.” Gurovich said Luistro is “a colleague, a co-worker and a compassionate person.” “In training on the road, he would educate [people], give them information, help them and always do what is right,” he said. “Out here on these streets nowadays the job [as a police officer] gets more and more difficult. Joe adapted to that … as a role model, as a figurehead … everything came from his heart, everything he did was because he wanted to do it.” Luistro’s drive to become a police officer was because he wanted to help people, Gurovich said. On his journey, Gurovich said Luistro faced struggles because he had no one he could emulate and follow as a minority. “He obtained his position by his hard work, dedication and he followed his heart to help people,” he said.

Joshi called Luistro’s service to the community inspirational and his legacy would live on. Coyle said there’s not a per- ( son that doesn’t have a story about Joe and what he has done for others. Luistro, along with his many hats, is a husband, father of two daughters and “Dance Dad” at the Yvonne’s School of Dance in Edison. He said his mother, sister and brother and their families, who attended the ceremony, are all township residents. He said after 27 years of public service, his retirement is “a bittersweet decision.” “It was not an easy decision to make,” he said. “It has been an honor and privilege to protect and serve as a proud member of the Edison Police Department. I am truly humbled … now let’s battle ALS.”

Street – Route 27/Middlesex Avenue with 110 crashes, Pennsylvania Avenue/North East Corridor (NEC-Amtrak Bridge) with 57 crashes, Woodbridge Avenue – Train Station/Post Office with 57 crashes and Amboy Avenue with 61 crashes. The borough saw 55 bridge strikes at the NEC-Amtrak underpass from 2012-16. To help with the ongoing problem that has plagued the borough for years, the borough is in receipt of a $9.3 million grant from the NJTPA to the County of Middlesex, which borough officials announced in January 2018. The grant for the project is through the NJTPA’s fiscal year 2017-18 local safety program, which is federally funded in conjunction with the New Jersey Department of Transportation (NJDOT). It is funded through the Federal Highway Administration’s Highway Safety Improvements Program, which advances safety improvements on county and local roadways. Representatives from NJTPA, Michael Baker International, engineering and consulting firm based in Pittsburgh, and Middlesex County hosted a virtual public information center meeting on Oct. 7 to inform local residents, officials and businesses of the safety improvement project along Main Street between Talmadge and Brunswick avenues. The project is in its preliminary design phase, which is expected to be completed by winter 2020-21. The grant includes funding $800,000 for design and $8-$9 million for construction and construction inspection services, Mittman said. The funds will be used to support Metuchen’s efforts to improve public safety,

pedestrian safety, traffic signals and eliminate trucks from striking the Main Street railroad bridge, which is overseen by Amtrak, NJ Transit, the county and the borough. The approved project will cover a 1.1mile stretch of Main Street and is one of 14 throughout the state, but the only one approved in Middlesex County. “When looking at the entire borough there are only three streets that provide any significant north-south mobility,� Brad Miller of Michael Baker International said. “Right in the middle is Main Street, the longest [roadway] that provides access from north down to Route 287, Route 1 and indirectly to the New Jersey Turnpike. It’s a significant corridor that draws a variety of significant types of traffic and different types of needs.� Representatives from Michael Baker International said each section of Main Street is unique and needs its own improvements. Work is expected to begin at the intersection of Talmadge Avenue with a gateway type improvement letting motorists know they are entering into a downtown area. Infrastructure improvements to address the bridge strikes call for the implementation of a pole-mounted overheight vehicle detection system, which identifies and diverts overheight vehicles at selected intersections to suitable alternative routes with electronic and static “Overheight Vehicle� and “Low Clearance� signage and “Bridge Ahead� signs. The improvements are proposed at eight locations – southbound at Elm Avenue, Durham Avenue, Highland Avenue, Hillside and New Streets, northbound at Spring Street, Amboy Avenue, Clinton Place, Woodbridge Avenue. Improvements to the underpass itself include the railings, retaining wall, sidewalk, lighting and storm drainage. Other improvements along Main Street

include new and upgraded traffic signal infrastructure – Main Street at New Street and Hillside Avenue with upgraded equipment, Main Street at Woodridge Avenue with a proposed new signal, Main Street at Amoy Avenue with upgraded equipment and Main Street at Brunswick Avenue and Myrtle Avenue with a proposed new signal. Up to five new or upgraded flashing pedestrian beacons are proposed. A proposed new rectangular rapid flashing beacon (RRFB) are proposed for Main Street at Elm Avenue, Main Street midblock between Highland Avenue and Hillside Avenue/ New Street, Main Street midblock between Charles Street and East/West Walnut Street and upgrades to the existing RRFB at Main Street and Lincoln Avenue. All upgrades will be made to Americans Disabilities Act (ADA)/Public Rights-ofWay Accessibility Guidelines (PROWAG) standards. Main Street is too narrow for dedicated bicycle lanes or paths, officials said. Proposed plans call for a shared-lane design with the proposal of “sharrow� symbols every 100 feet, which are already on Amboy and Woodbridge avenues. Curb extensions are proposed in front of the Forum Theater in efforts to bolster the area in the future as well as the bus stop locations along Main Street and in front of St. Francis of Assisi Cathedral. Main Street, also known as Route 531, serves as the borough’s downtown commercial business area. It is one of the main arteries feeding traffic in and out of the borough. The corridor sees significant pedestrian traffic and includes a NJ Transit rail station. The corridor is ranked 13th on the NJTPA’s list of high-crash pedestrian corridors in the county. The intersection of Main Street and Amboy Avenue is ranked ninth on the list of high-crash pedestrian intersections in the county.
