Equity Commission recommends new police procedures By GLORIA STRAVELLI Correspondent

orough police would be required to report on the race and ethnicity of drivers pulled over in traffic stops and to wear body cameras if recommendations presented by a specially appointed Equity Commission are formally adopted.

The Rev. Ronald Owens, chairman, presented the commission’s recommendations to the Metuchen Borough Council on May 24, just hours before the one-year anniversary of the death of George Floyd, who was killed by a Minneapolis police officer May 25, 2020, touching off protests across the nation and around the world. “Tomorrow is the first anniversary of

George Floyd’s death and I signed a pledge as mayor to review policing in our community,” Mayor Jonathan Busch said. “On June 3 of last year I signed the Mayors’ Pledge with the Our Brother’s Keeper organization, designed to review, engage and report and reform policing in our communities.” (Continued on page 6)

n the upcoming Democratic Primary Election on June 8, the personalities, visions and qualifications of those running for the office of Edison Township Council have been dominated by the political tension between the two Democratic Party factions battling for control in the township. The issue receiving attention is name placement on the ballot and how ballot placement might influence a voter’s choice. One slate of candidates, led by Samip “Sam” Joshi, who is running for mayor of Edison, has been endorsed by the Middlesex County Democratic Organization (MCDO), the official Democratic organization in the county that determines name placement on the ballot. An MCDO endorsed candidate gets the “in column” ballot placement and is in the same column with the high visibility Democratic candidates, including Gov. Phil Murphy, Sen. Cory Booker and Sen. Robert Menendez. Joshi’s runningmates are Margot Harris, Dr. Nishith Patel and John Poyner. Those candidates running without the MCDO endorsement have their names appearing on the ballot in the “off-column” position and supposedly are at an electoral disadvantage, according to reports. Institution celebrates 54th commencement, but first as Middlesex College

I

t was an historic occasion for Middlesex College: Thursday, May 20, saw the largest class in its history graduate, and the first under its new name, Middlesex College. Formerly known as Middlesex County College, the two-year institution changed its name in January, and this is the first class whose diplomas will use the new term. The record number of graduates – 1,871 – eclipses the previous record of 1,592 in 2020. The ceremony was held virtually because of the pandemic. Richa Nayak of North Brunswick, who is double majoring in Computer Science and Mathematics, was the valedictorian and gave the class welcome. She is planning to transfer to Rutgers University and major in Computer Science. Nayak acknowledged the challenges of attending class during a pandemic, but said the experience made the class stronger. “We have persevered and grown through these challenging times to find our way to success,” she said. “I feel proud to be a part of this bold, persistent and victorious class.” She also thanked friends and families for their role in the graduates’ success. “While we celebrate our accomplishments, we couldn’t have done it alone,” she said. “I would like to thank every parent, for teaching us to get back up whenever we fall down in life. I would like to thank those friends who call to wake you up in time for class, who get you a box of tissues when you burst into tears at college, and who drive you around because you don’t have your license yet. These two years would not have been possible without you. Most importantly, I’d like to thank each and every professor for imparting knowledge in us. That is the real achievement today. “Thank you, Dr. Steven Zale, for teaching me to challenge myself to find the best possible algorithm. Thank you, Professor Celia Winchester – who was the reason I was able to write a speech today – for motivating me to advocate for mental health awareness. Thank you, Professors Clarie Vassiliadis and Cristobal Espinoza, for your support and encouragement along the way,” she said. The ceremony also featured a speech by the 2021 Alumna of the Year, Kathleen Morgan, of the Class of 1985, chair of Family & Community Health Sciences at the Rutgers University Cooperative Extension School of Environmental and Biological

Sciences. “A few years ago, you made a choice to come to Middlesex College,” she said. “Some of you might have come here right from high school, while others may have had a job and wanted to determine what advantages a college degree would provide. Many of you most likely had a job and school, or a family and school. It also might not have been an easy path for you financially. I understand. By your sheer determination, you are graduating today.” She urged the class to take advantage of the education they received at Middlesex College as they prepare for the next phase of their lives. “The degree you receive today will be the key that has the potential to open many doors in your future and your success,” she said. “Your time here at Middlesex College provided a solid academic foundation for you to choose a profession to pursue or to further your education that will allow you to make a difference in the lives of others.” The Class of 2021 included several pairs of twins. Mayra and Vanesa Romero of Edison are identical twins, best friends, and now graduates of Middlesex College. They are one of several sets of twins graduating this year. They attended Edison High School, where they were in the Future Teachers’ Club. They came to Middlesex College and plan to transfer to Kean University after a short break. The twins enjoy each other’s company.

“We’re in the same group of friends, so we’re always hanging out together,” Mayra Romero said. They plans to spend the fall substitute teaching, trying to figure out what grade level on which to focus. Attending school together was great, but sometimes a bit of a challenge. They were in numerous classes together and say they tend to think alike, so they needed to select different topics to write about, lest the professor feel they were collaborating. The both had a great experience at Middlesex College. “We had really great professors,” Mayra Romero said. So after Kean, they’d plan to become teachers. And what if they ended up at the same school? “I think that’d be cool,” Vanesa Romero said. Other notable grads included Shanice Pearson of Metuchen. “I was looking for three things in a college: convenience, affordability and a tightknit community,” she said. “I found all three at Middlesex College.” A Criminal Justice major, Pearson is transferring to Rider University in the fall.

She plans to become a juvenile probation officer. “I’ve taken advantage of every opportunity at the College,” she said. She was a member of the Phi Theta Kappa honor society; the secretary of the Juvenile Justice Reform Club, where she worked with kids in the New Brunswick Detention Center; and she was very active in Democracy House, the center for civic engagement at the College, in which she was part of the team that collected donations for local nonprofit organizations. Tyler Sharfetz of Fords is a .300 hitter, with power, and an excellent catcher, who handles pitchers well, blocks balls in the dirt, and has a rocket arm. He is graduating with a degree in Education; he plans to transfer to Misericordia University to play baseball and become a special education teacher. “The education here was wonderful,” he said. “The professors were so helpful and caring. I’d highly recommend Middlesex College. And I loved being on the baseball team, 100%. The coaches are great and my teammates are guys I hope to be hanging out with years from now.” Giselle Vidals of North Brunswick is an Allied Health major who will be transferring to William Paterson University’s nursing program and Honors College. She is planning to become a traveling nurse, specializing in critical care nursing. She will then apply to Physician Assistant programs around the country. Vidals was very active at Middlesex College. She was the co-president of the college’s chapter of Phi Theta Kappa, the international honor society for two-year colleges. “I’ve been able to implement support initiatives focused on providing resources for individuals experiencing poverty and homelessness,” she said. “The first project was the Donate a Care Package campaign where gallon-sized Ziploc bags were filled with basic necessities and winter essentials: socks, gloves, masks, feminine hygiene products, and what we believed could be helpful to someone who found themselves turned away from full-capacity shelters during a pandemic and cold winter. We were able to collect around 200 care packages for the Ozanam Family Shelter in Edison.” She learned that socks are in short supply in shelters, she proposed the Warm (Continued on page 9) Health & Fitness............................................. 7

Busch said at that time he had been working with Police Chief David Irizarry on ways the department and borough could work together on the issue of police reform. “Here in Metuchen we’re really fortunate that we have a really wonderful community-oriented police department that works very hard to do the right thing,” the mayor said. “But that’s not to say that there isn’t room in every organization for feedback and ultimately for improvement. “So I committed to this pledge and the idea was for cities to review their police use of force policies and ways to redefine public safety and combat systemic racism within law enforcement, to engage with communities and include diverse input and experiences and stories. “In the process, ultimately, to have a report where, after review … the borough would share findings with the community and seek feedback. And then, finally, reform and change … our use-of-force poli-

cies and strategize the ways to redefine public safety and combat systemic racism within law enforcement.” The Borough Council unanimously accepted the recommendations of the Equity Commission, of the Human Relations Commission, whose members, in addition to Rev. Owens, are: David Alston, Alan Johnson, Dr. Hazel Anne Johnson-Marcus, Charles Lopez, Rabbi Eric Rosin, Dr. Deborah Mohammed-Spigner and Bobbie Theivakumaran. Rev. Owens, senior pastor of New Hope Baptist Church, said, “I come today to say to you that we did not come to defund the police department; we did not come to say that there is anything wrong with our police department. “What I came to say is that no matter how good things are, they can be better. And so I appreciate the mayor putting trust in us, and Chief Irizarry putting trust in us also, because it was a cooperative effort between the mayor and the chief and this commission. “We met every month for the whole year. We did research on our state, on com-

parative police forces in our nation and particularly focusing on Middlesex County and we came up with some recommendations that I think will help us to make our police department better.” The commission’s recommendations for the Metuchen Police Department include: 1. Self-reporting (similar to the New Jersey State Police) on race and/or ethnicity of drivers in traffic stops. Data collected to include the number of summons issued and the number of written and/or oral warnings per officer. 2. Tracking use-of-force data for all officers and provision of quarterly and annual reports to the borough council and the Human Relations Commission. 3. More proactive data collection that can be used more effectively for evaluation. 4. Pay for recruits to attend the police academy and require them to remain with the department for a specified period. 5. Leverage resources to assist with hiring minorities and for support on increasing diversity and inclusion practices within the department. 6. Pursue the process of achieving ac-

creditation to attract the best officers. 7. Create a policy to require body cameras be worn at all times and a formal review process to analyze the data. 8. Provide robust racial, ethnic, cultural and religious sensitivity training specific to groups represented in the community and a feedback mechanism from the constituent groups. 9. Reinstate performance evaluations and maintain performance records. Make promotions and pay raises dependent on compliance with the recommendation. “We don’t have a time span on all of this but we do say that we need to get to work to make some of this happen,” Rev. Owens said. “We have made these recommendations to encourage greater accountability via updated practices and policies regarding training, hiring and data collection in the Metuchen Police Department. This report, developed in collaboration with MPD, recommends proactive steps to implement fair and just, evidence-based practices that should ensure the best outcomes for our community and the MPD.”

The answer is “yes.” A recent systematic review (basically an analysis and summary of high quality studies) published in the Journal of Bodywork and Movement Therapies in 2020 concluded that “dry cupping was found to be effective for reducing pain in patients with chronic neck pain and non-specific low back pain.” At ProFysio Physical Therapy, we effectively manage and treat musculoskeletal conditions of the extremities such as tendonitis, sprains and strains, with cupping as well. In fact, the clinical value of cupping is no secret and it has been used in treatment for a very long time. While it is used as treatment by many practitioners and providers to care for their patients, I believe it is particularly beneficial when performed by a doctor of physical therapy or physical therapist assistant because of their vast knowledge and expertise in the areas of movement science, biomechanical analysis, pathophysiology of the musculoskeletal system, and noninvasive treatment techniques. After all, we are the first line of defense and preferred provider for all things related to movement. So now that we’ve established that it works – let’s tackle how it works. Cupping is the practice of placing cups onto the skin and creating a suction effect. It creates distraction or stretch to the tissue through negative pressure. This serves to increase blood flow to the area where the cups are placed and may reduce muscle tension, promote cell repair and improve blood flow and tissue oxygenation. Cupping also stimulates the nerves in the tissue, which sends increased ascending input to the brain to promote improved descending motor output, thus reducing pain. This concept is very similar to the theory behind other pain relieving treatments such as electrical stimulation and is sometimes referred to as the gate control theory. However, it is the unique therapeutic stretch to the tissue that makes this treatment distinctly different from other treatments and creates the potential for healing and long term relief. Instrument assisted soft tissue mobilization (IASTM), or Graston which is also offered at ProFysio, and cupping can be a very effective treatment combination to treat muscle imbalances and chronic pain. At the beginning of 2021, she started serving as a translator for the Spanishspeaking community receiving their COVID-19 vaccine. She is also volunteering for a nonprofit organization, PPE Relief Initiative, which offers free vaccine booking help for anyone eligible in New York and New Jersey. “My role involves to translating documentation from English to Spanish, to outreach to the Latino community in this effort to rebuild our community, and to schedule COVID-19 vaccines smoothly and effortlessly.” She was also involved in Democracy House’s efforts to encourage young people to register to vote. She is transferring to the School of Environmental and Biological Sciences at Rutgers, New Brunswick and will be pursuing a bachelor’s degree in General Biotechnology. After graduating from Rutgers, she plans to go to medical school and become a doctor. “Middlesex prepared me very well,” Osorio said. “The professors were great. My professors and the academic advisors really got me on the right path.” Other speakers included Ronald G. Rios, the Middlesex County commissioner director, who told the class they are vital to the prospects of the county. “The success of Middlesex College and its alumni – that includes all of you now – is intertwined with the success of Middlesex County,” he said. “The county’s strategic plan and master economic roadmap, known as Destination 2040, recognizes and relies on Middlesex College as a pipeline for the talent that fuels local businesses and will help us achieve our long-term economic development goals. The Edison Democrats recently changed its name to the Democrats of Middlesex County. The candidates running as the Democrats of Middlesex County are on a slate led by mayoral candidate Mahesh Bhagia. Bhagia’s runningmates are Thomas McCann, Xiaohan “Shannon” Peng, and Sparshil Patel. In addition, Democrat Arthur Esposito will have his name on the ballot for the mayor’s position. Current Mayor Thomas Lankey is currently not running for re-election. He has alluded to possibly running as an independent before the November election, but his name will not appear on the primary ballot. The profiles below are listed in alphabetical order, per position. Mahesh Bhagia for mayor Professionally, Bhagia is the chief operating officer of Hotel Construction & Operations Management, where he oversees a multi-million dollar budget. His key responsibility is to deliver projects on time, on schedule, and within budget. A long-term resident, he is personally vested in the community where his two children go to school and his wife has a dental practice. He has spent years in government and community positions serving the residents of Edison. His positions included: chair of the Edison Democratic Organization, special assistant to the mayor of Edison, and member of the Edison Township Finance Committee. His personal statement reflects the vision of all those running on his slate. The goal of this slate of candidates is to make “government services more easily accessible to the residents” through innovative technology. Bhagia is focused on building a strong, vibrant, and diverse local Democratic Party as EDO chairman, and he said he “offers a pragmatic vision on how together we can move Edison forward.” Arthur Esposito for mayor Esposito participated in the April 25 Greater New Brunswick Area League of Women Voters and Edison Together candidate’s forum. He said if he were mayor, he would prioritize the welfare of the chil-

He noted that Edison “is getting old and the city needs to be updated.” When asked about restructuring the police department to respond to the police behavioral issues being confronted elsewhere in the country, Esposito discussed the value of training and noted that Edison has a great police department. Esposito noted he would learn because he listens and his door is “always open. … I will always tell the truth. … I am for the people. … I love this town.” Sam Joshi for mayor A native of Edison, Joshi has had a versatile background in both public policy and business. He is the executive vice president at SD Capital funding, a New Jersey-based mortgage company. He also has worked as a strategy advisor, speech writer,and campaign manager, and policy developer for a variety of candidates running for offices in New Jersey. He is currently serving on Edison Township Council as its vice president, a position he has held since 2018. In addition, he is a member of the board of directors for The Jewish Renaissance Foundation, a health care and social services organization. Joshi’s personal statement reflects themes reiterated by the candidates running for council with him. “Edison is where I was born and raised. I am running for mayor to make a positive impact in our community. Using my experience and education, as mayor, I will form a new township Master Plan, prioritize smart growth investments, such as launching municipal broadband for faster and cheaper internet that would generate revenue to offset high taxes, increase the value of our properties, cut municipal waste, and build a community that we are proud of now and for the future.” *** Margot Harris for council Harris has spent over 40 years as a clinical social worker, working to help people facing significant emotional challenges. She served on the Edison Board of Education from 2012-15 and was one of the dissenting members who voted against moving school board elections to November because she was concerned about politics infiltrating the board and schools. Together, we will work to finally get the township’s finances in order,” McCann said. Dr. Nishith Patel for council Patel, a homeowner in Edison since 2016, has worked in the community for nearly two decades, beginning his career in the pharmaceutical industry as an intern at the Edison Pathmark in 2005. Currently, he works as a pharmacy manager for Walgreens, where he has been employed since 2014. He has spent many hours volunteering at Monmouth Medical Center. “I am running because I believe in Sam’s [Joshi] vision of municipality broadband. The internet is an essential service to our ever-connected lives. With internet service providers putting data caps in California and in Canada, it is only time they will bring those limitations to us. Limiting our ability to innovate, our ability to connect with one another or simply enjoying the new movie in 8K. I hope that with Sam’s vision that we can solve this issue before it becomes a bigger problem,” Patel said. Sparshil Patel for council Patel has a career in long-term care care consulting that includes reviewing and establishing policies & procedures, providing in-service education, and preparing long-term care providers for licensure. His community contributions include: administering health care services and medication during the pandemic, serving on the Edison Schools Pandemic Response Task Force, and providing personal protective equipment to various EMS/fire and police in Edison.

I will bring my skills and experience to find solutions to this challenging moment in time,” Patel said. Shannon Peng for council Elected to the Board of Education in 2016, Peng has focused on reforming district finances and solving the overcrowding crisis. She is a 14-year resident of Edison and the mother of two children who attend the Edison Public Schools. Peng’s expertise is in computer technology and she works as a technology analyst and software engineer. She brings her tech skills and expertise to her role on the school board. Additional community service includes being a volunteer for Autism Speaks and Huaxia Chinese School and co-founder of the Local Runner’s Club. “Together with a clear vision, constant communication, and an unparalleled work ethic, we will start moving Edison towards a brighter future,” Peng said. John Poyner for council Poyner, who works as a graphic designer and an estimator in the residential construction industry, moved to Edison with his wife in 2015 to start a family and are raising their two young daughters in town. He has been involved in the community since moving here, by serving on the Clara Barton Neighborhood Preservation Committee and the Edison Environmental Commission. He has been a strong advocate against overdevelopment in residential neighborhoods and has participated in numerous township forums over the years. John currently works as a graphic designer and an estimator in the residential construction industry. He said he is running for council “to bring modern ideas and solutions to address issues the township faces. Several areas of focus include; fiscal responsibility, overdevelopment and sprawl, school overcrowding, infrastructure planning, park enhancements and improving the quality of life for residents. These will be guided by revamping the Master Plan, creating a guideline, that accounts for today’s environment,” Poyner said. On the Republican ticket, Keith Hahn is running for mayor with council candidates Payal Mehta, Tali Epstein and Joe Luistro. Their race is uncontested for the primary.
