Upper Freehold budget checks in at $5.9M By MATTHEW SOCKOL Staff Writer
T
he Township Committee has introduced a $5.94 million budget to fund the operation of Upper Freehold Township during 2020. The $5.94 million budget will be supported by the collection of $3.11 million in taxes from residential and commercial property owners, the appropriation of $1.49 million from surplus funds (savings) and the receipt of $511,391 in state aid. The budget includes the following ap-
propriations: debt service, $1.28 million; reserve for uncollected taxes, $1 million; general government, $657,950; public safety, $646,876; insurance, $369,019; deferred charges/statutory expenditures, $247,064; capital improvements, $235,000; public works, $225,485; utility expenses and bulk purchases, $96,500; and Uniform Construction Code, $73,000. Upper Freehold’s 2019 budget totaled $5.66 million and was supported in part by the collection of $3.11 million in taxes from property owners. The tax levy will re-
main flat from 2019 to 2020. In 2019, the municipal tax rate was 23.7 cents per $100 of assessed valuation. The average home was assessed at $488,300 and the owner of that home paid $1,157 in municipal taxes. In 2020, the municipal tax rate is projected to remain stable at 23.7 cents per $100 of assessed valuation and the owner of a home that is still assessed at $488,300 will continue to pay $1,157 in municipal taxes. he New Jersey Conservation Foundation, which is based in Far Hills, Somerset County, is celebrating May by inviting New Jerseyans to participate in a statewide “bioblitz” to document nature in backyards, neighborhoods, parks and nature preserves. “We encourage as many New Jersey residents as possible – from every part of the state – to become a citizen scientist and join this effort,” said Bill Lynch, who organizes educational events for the foundation. “There are so many opportunities to explore your neighborhood and beyond to search out the plants and animals that call it home. “Springtime brings the incredible spectacle of bird migration, blooming wildflowers and so much more. “Join fellow outdoor lovers from around the state as we identify as many species as possible through May 31. It’s also a great activity for families to do together,” he said. To participate, download the iNaturalist app on an Android or Apple smartphone and join the project “New Jersey Statewide Bioblitz – May 2020” on the app. Then go outside and take photos of birds, wildflowers, insects, trees, turtles, salamanders and any other wildlife that is observed. Bioblitz photos will be used to create an inventory of spring plants and wildlife throughout New Jersey, according to a press release. Participants may sign up at https:// www.njconservation.org/event/1767/. Millstone committee approves affordable housing document By MATTHEW SOCKOL Staff Writer
T
he Township Committee has endorsed Millstone Township’s amended housing element and fair share plan for 2020. Doing so will help the municipality meet its court mandated obligation to provide opportunities for the development of affordable housing in the community. Committee members took the action during a recent meeting. The housing element and fair share plan sets forth how the township will meet its obligation of 231 affordable housing units. Members of the Millstone Township Planning Board previously endorsed the document. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and families whose income meets certain guidelines. The Township Committee’s endorsement of the fair share plan follows a settlement agreement between Millstone Township, the Fair Share Housing Center and Showplace Farms, LLC, that was approved in New Jersey Superior Court in late 2019. The Fair Share Housing Center, Cherry Hill, advocates for the construction of affordable housing throughout New Jersey. Showplace Farms, Route 33, Millstone Township, is an intervenor in the municipality’s affordable housing litigation. As part of the settlement agreement, Millstone officials were required to adopt the amended housing element and fair share plan. Township officials have said Millstone will meet its obligation to provide 231
affordable housing units and said the approved projects would consist solely of affordable housing, with the exception of a proposed development from Baldachino Properties that will be a mix of market rate and affordable housing. The plan from Baldachino Properties may include about 240 units, with about 48 units to be designated as affordable housing. The development site is 711 Perrineville Road (Route 1), near Etra-Perrineville Road (Route 571) and the border of East Windsor and Roosevelt. Committee members also passed a resolution adopting an affirmative marketing plan for Millstone that is intended to ensure all of the affordable housing units that are built are affirmatively marketed to low- and moderate-income individuals. Preference will be provided to homeless veterans, disabled veterans and family members who are the primary residential caregivers to disabled veterans residing with them, according to the resolution. The committee also passed a resolution to fund the rehabilitation program of the 2020 amended housing element and fair share plan. And, committee members passed a resolution expressing their intent to fund the municipality’s affordable housing obligation. To fund the affordable housing obligation, the resolution states that officials resolve to bond any necessary funding deficiency for the municipally sponsored projects of Allen House II, CKV and Shu Lee in the event that funding requests are not approved or in the event that approved funding is insufficient to complete the projects.

erhaps in these trying times that surround us, harkening back to a bit of old school “Americana” will be good for our souls right now. For me, nothing speaks to the soul of my American consciousness more than spotting one of those old Chevy, Ford or Dodge pickup trucks with a “For Sale” on it by the side of the road. It’s usually a step above a rotted barn find, probably runs, but its going to need some work. And, for any us Peter Perrotta who have driven across many states – when that was possible – you know that the automotive landscape changes quite drastically when you get south of Maryland and west of Reading, Pennsylvania. All of a sudden, it seems like everyone has an American pickup truck – usually a Dodge Ram, Chevy Silverado or a Ford F-150. “Where I come from, your truck is a reflection of who you are,” says A&E reality TV star Jase Robertson, an accomplished hunter and fisherman from West Monroe, Louisiana. Of the pickup offerings from the big three American automakers, currently the Dodge Ram 1500 pickup seems to be currying the most favor among the respected auto review critics. With that in mind, I recently road tested the popular 2020 Dodge Ram 1500 Rebel Crew Cab 4 X 4 pickup truck to see what all the fuss was about. Now mind you, while this truck is more than capable of doing some heavy lifting and creative off-roading, this is not your typical barn find or work truck. It’s far too luxurious and way too expensive to be limited to just dirty work. The Ram 1500 Rebel I tested has a base price of $47,990. However, it was loaded with $21,620 in glitzy options. When you add in the $1,695 for destination and delivery, the MSRP sticker price registered at $71,305. Now folks, that’s a lot of cabbage to be paying for a pickup truck. At that price, you want to make sure if you do take it offroading you sure as heck don’t end up upside down in a Pinelands sand ditch. When you go shopping for your pickup truck, it can get a bit confusing. Each model is offered in a number of different trims with

crew cab or extended cab body styles and several different engines and bed sizes. So, it’s a good idea to do your homework beforehand. Base prices for the Ram 1500 range anywhere from $32,950 for the entry level Tradesman to $55,110 for the top-of-the-line Limited. Other models offered include the Big Horn (base price $38,035), and the Laramie ($41,735). The Ram 1500 is offered in rear wheel and 4WD and has three available engines: 3.0 liter V6 turbo diesel (260 HP); 3.6 liter V6 (305 HP) and the 5.7 liter V8 (395 HP). My tester was a 4WD Crew Cab that was powered by the first time offered 3.0 liter V6 turbo diesel, coupled with an 8 speed automatic transmission. While the new turbo diesel was miserly on gas – 24 mpg overall with 29 on the highway and 21 in city driving – I found it to be a wee bit underpowered at times. This vehicle is massive. It has an overall length of 233 inches, weighs 5,355 pounds and has a towing capacity of 11,340 pounds. The options included: $4,995 for the 3.0 liter turbo diesel engine; $3,000 for the level 2 equipment group that includes heated seats and steering wheel, parking sensors, power adjustable pedals and more; $2,995 for the Rebel package that includes, 8- and 12-way power seats, a Wi-Fi hot spot, a 19-speaker Harmon Kardon premium sound system,
a 12-inch touch screen with navigation ; $1,805 for the air suspension; $1,495 for a dual pane panoramic sun roof. The truck, which is ruggedly attractive and looks like its ready to rumble at any minute, is also outfitted with a Black Appearance Package that includes a black front bumper with black back plate, a black RAM front grille badge and oversized 18-inch gloss black wheels. My tester had a Diamond Black Crystal Pearl exterior and luxury trimmed black leather seats. Simply put, this truck is quite attractive. It makes you want to just jump in and take off. Overall, I was extremely impressed with this truck. It is loaded with luxurious creature comforts inside and has a very comfortable ride and almost noiseless cabin. Almost every auto critic who reviews the Ram 1500 mentions that this truck comes standard with a rear coil spring suspension that is head and shoulders about the leaf spring rear suspensions offered up by Ford and Chevy. I totally agree. Moreover, my tester added the air suspension as an option which made the truck even more comfortable to drive. Inside the cabin is very roomy, both upfront and in the rear. The interior accoutrements and ergonomics are spot on. Dodge’s Uconnect infotainment system is one of the easiest to operate and is extremely intuitive.
It is very easy to sync up your phone, connect your iPod and enter a navigation destination – a task that is not as easy in some other models these days. Moreover, the upgraded Harmon Kardon 19-speaker audio system is an audiophile’s dream. It is capable of producing ear splitting concert quality surround sound. A few other neat features of this truck which should be noted include: a split tailgate, so you don’t have to lower the entire gate; the ability to raise and lower the suspension height to four different settings at the push of a button; a locking differential for off-roading; and lockable side storage cabinets on the out side of both sides of the pickup bed. The Ram 1500 gets an impressive 5-star overall rating in the government’s crash tests as well. Moreover, the EPA estimates the annual fuel cost to run this truck to be $1,950 as it uses about 4.2 gallons of diesel fuel per every 100 miles driven. While the pickup field is crowded, the Dodge Ram 1500 is an impressive entry into this arena. Developer works toward final approval for sports complex By CHARLES DAYE Staff Writer
JACKSON – Alan Nau, the owner and developer of Trophy Park, is still planning to proceed with his ambitious project on a 194-acre parcel at Route 537 and Hawkin Road in Jackson. He said the application was ready to be presented to the Jackson Planning Board for final site plan approval until the coronavirus pandemic cancelled meetings for several months. The board has approved a General Development Plan for the project. Specific aspects of the project will require additional hearings and site plan approval. Trophy Park, an indoor and outdoor complex, is expected to include baseball and softball fields, batting cages, lacrosse, soccer and field hockey fields, practice fields, a 400,000-square-foot, two-story, 16-court indoor facility for basketball, volleyball, cheerleading and wrestling, and an outdoor stadium with 6,000 seats. The fields will be synthetic turf. Trophy Park is also planned to include three restaurants, retail space, hotels and team suites. Athletes who attend camps
and tournaments at Trophy Park will stay in the team suites. Their parents may stay in the hotels on the property. In an interview this week, Nau provided an update on the Trophy Park project. “We have gotten a lot of education from the groups that are coming to play here. We have added a professional arena football team (the Jersey Bearcats) and rugby. If you want to play rugby in the Olympics in the northeast, you will have to go through us. We are going to have all the needs here for qualification on the east coast, so we had to make some adjustments for that,” he said. “We changed the indoor facility from 18 basketball courts to 16 basketball courts and added a full-size indoor soccer field because there was a big need for an indoor facility in the winter,” Nau said, explaining that the indoor facility would remain the same size as planned. He said there has been interest expressed in volleyball leagues, volleyball tournaments and women’s field hockey. “The hotels are going to be Wyndham hotels, one is going to be a La Quinta, the other is going to be Hawthorne Suites, each with 150 rooms, and we added a confer-

Nau said he joined the local Chamber of Commerce in May 2019 and was elected to the chamber’s board in October. “When I went to join the chamber, the members said, ‘What can we do for you?’ I said, ‘Nothing, I’m good.’ I want to see what I can do for the town because I am going to be here, I am going to be a neighbor,” Nau said. He said he anticipates activities at Trophy Park starting in May 2021 – although the entire project may not be completed at that time – and said construction will commence once all approvals have been received. Nau said the project will pay more than $2 million in taxes to Jackson and said, “$1.4 million of that will go to the schools and we are not putting one kid into a school, and when you come down to it, the over $2 million (Jackson) is getting in taxes, they are really not doing anything for us. He explained that the issue of fire and emergency services was raised during a Planning Board meeting when Trophy Park was being considered. “The next day I took a ride. Driving from the (Trophy Park) site to the nearest firehouse took me 22 minutes in the middle of the week, in the middle of the day with no traffic. It was a half-hour to the police station. “I was going to build my own little firehouse and have our own little fire department in-house … I talked to the fire commissioner, I was going to build a firehouse anyhow, so now I’ll build a firehouse and donate it … “Then the police and first aid (personnel) came and said, ‘We would like to be there, too,’ so the building has gotten to the point where it is now a firehouse, a police station, state police, sheriff’s office, and first aid/EMS. “That building (on Route 537 in front of Trophy Park) will have its own traffic light, a blinker light. It is good for the whole town; somebody who lives in this area and needs an ambulance, it is a half-hour before one gets here. “This building will be five minutes away” from people on this side of Jackson, Nau said, adding that when he returns to seek final approval from the Planning Board he wants to have everything together, the right way, that night.

School board appropriates funds for turf field project By MATTHEW SOCKOL Staff Writer
T
he Upper Freehold Regional School District Board of Education has approved a $1 million withdrawal from the district’s capital reserve account with the intent of installing a synthetic turf playing field at the Allentown High School stadium. On May 6, board members voted to approve a motion for the capital reserve withdrawal.
According to district administrators, the withdrawal will be covered by the district’s budget for the 2020-21 school year. Administrators intend to use the funds to replace the grass field at the Allentown High School stadium with a synthetic playing surface. Discussions about replacing the grass field have been ongoing since February. During a meeting that month, board members acknowledged that the installation of a synthetic turf field was being considered
for the high school and were seeking to have soil samples tested before potentially moving forward with the project. On March 11, board members approved the submission of the project to the New Jersey Department of Education for review and approval as an “other” capital project with no state funding, consistent with the state approved 2020 long-range facilities plan. On April 22, board members authorized the solicitation of bids for a tax exempt lease-purchase financing plan to finance a portion of the synthetic turf field’s installation. Phoenix Advisors and Wilentz, Goldman and Spitzer have been directed to solicit bids, on behalf of the board, to finance a portion of the project through a tax exempt lease-purchase plan in an amount not to exceed $400,000. Board members approved the Spiezle Architectural Group to receive payment in an amount not to exceed $79,700 for providing phase 1 design, documentation, bidding support and construction administration, and closing costs for the project. On May 6, the $1 million capital reserve withdrawal was the latest action taken by the board to advance the project.

Swartz of Rumson, who had been a member of the commission for 50 years. Nancy Grbelja of Millstone Township was elected vice chair and Mary Ann Musich of Manalapan was elected secretarytreasurer. Other members of the commission are Brian Boms of Atlantic Highlands and Barbara McMorrow of Freehold Township.
