Improvements to treatment plant advance By MARK ROSMAN Managing Editor

T

he Allentown Borough Council has made its third payment to the company that is constructing improvements to the town’s waste water treatment plant on Breza Road. During a meeting on June 9, council members authorized payment No. 3 to Pact Two, LLC, Ringoes. The payment is for an amount not to exceed $156,800, according to a resolution. According to the resolution, Pact Two completed work for concrete installation at the Integrated Fixed Film Activated Sludge System (IFAS) tank and sludge tank as of May 29. Borough Engineer Carmela Roberts recommended that payment No. 3 be made to the company. Mayor Thomas Fritts said Allentown is only paying for work that has been completed on the project. Roberts said Allentown has paid Pact Two $679,630 of the overall contract amount of $3.95 million. Fritts said he and Councilman John A. Elder III have been visiting the site on a daily basis to monitor construction activities. In October, council members awarded a $3.95 million contract for the construction of new waste water treatment facilities to Pact Two following several years of discussion and planning. Municipal officials said the project will result in upgrades to Allentown’s failing waste water treatment plant. The improvements have been labeled a package plant. Roberts, whose firm, Roberts Engineering Group, Hamilton, designed the improvements, said that more specifically,

new components related to the treatment process would be installed and existing components related to the treatment process would be upgraded at the plant. Adopters, fosters and donations needed for rescued horses The Standardbred Retirement Foundation (SRF), based in western Monmouth County, has been a safe haven for retired racehorses for 31 years. But the 2020 coronavirus pandemic forced the cancellation of all its fundraisers, along with the closure of its farm sanctuary to adopters. Now open to potential adopters, donations are still needed to feed and care for 343 horses. Adopters are also needed so rescued horses have permanent places to live out their lives, according to a press release from the SRF. “This is still an emergency situation for us,” said Judith Bokman, founder and executive director of the award-winning, national organization. “The (coronavirus) crisis hit in March and we believed we would have relief from the pandemic by now. Sadly, that is not the case. Our fundraisers remain canceled and it costs approximately $4,000 a day just to feed all of our horses,” Bokman said. SRF has helped, mostly through rescuing, more than 4,000 racehorses from potential slaughter, according to the press release. After rehabilitation, the trotters and pacers are placed in loving homes for life. Many are still young horses that are simply no longer competitive on the track. Some horses are placed with police units in New York City, Newark, Philadel-

phia and Texas sheriff departments, others are in therapy programs, and most are now loved as adopted pleasure mounts, according to the press release. “We have been an extremely productive organization for many years, but (coronavirus) has been devastating,” Bokman said. “SRF does not receive industry or government grants and we rely greatly on individual donations from people who care about these beautiful and majestic horses.” When injured or no longer competitive, nearly all Standardbred racehorses are sold off the track to dealers in rural communities. The horses are then resold – either for the price of meat in Canada or Mexico, or as work horses to plow fields, haul heavy logs, clear land and provide street transportation, according to the press release. SRF is headquartered in the Cream Ridge section of Upper Freehold Township, but the organization provides care for rescued horses in boarding facilities across the United States, including many in the tri-state area, according to the press release. County accepts donation of masks On behalf of the Monmouth County Board of Agriculture, Freeholder Director Thomas A. Arnone and Freeholder Lillian G. Burry recently received the donation of 2,000 cloth face masks, courtesy of the New Jersey Department of Agriculture and Secretary Douglas H. Fisher, for the county’s agricultural community. “The masks will help agricultural businesses throughout the county comply with COVID-19 guidelines implemented by the state,” Arnone said. “I commend the department for reaching out to our Board of Agriculture and would like to thank Secretary Fisher and his staff for assisting the county’s large community of growers,” he said. The department, in partnership with the New Jersey Agricultural Society and the New Jersey Farm Bureau, secured cloth face masks from the New Jersey Office

of Emergency Management to be used for agricultural purposes, according to a press release. Since the onset of the health pandemic, the Monmouth County Board of Agriculture and the Grown in Monmouth team have been working with the department and its partners to acquire the 2,000 masks. “Monmouth County has a rich agricultural history and continues to be at the forefront of the industry in New Jersey, even during these challenging times,” Burry said. “I am grateful for the department’s support of county growers, who continue to make adjustments in accordance with state guidelines.” Monmouth County growers who are interested in obtaining cloth face mask may contact the Grown in Monmouth team at econdev@co.monmouth.nj.us

Freehold Historic Farmland Byway is a New Jersey Department of Transportation designated New Jersey Scenic Byway established in 2006, and the Upper Freehold Historic Farmland Byway Committee has worked with representatives from Allentown, Upper Freehold Township, Monmouth County agencies and community stakeholders in determining ways to showcase the importance of the area’s historic, cultural, scenic and natural qualities to the general public. The resolution states that for the first time in 10 years, “the U.S. Department of Transportation’s Federal Highway Administration is offering state scenic byways the opportunity to apply for National Scenic Byway designation which will allow communities to apply for additional funding to support and promote more widespread recognition and appreciation of these assets for municipalities, the county, state and nation.” The freeholders said “a properly administered scenic byway can provide benefits to the community by increasing general awareness of the area’s unique historic and agricultural heritage through implementation of the Upper Freehold Historic Farmland Byway Corridor Management Plan”

and “the Upper Freehold Historic Farmland Byway can further benefit the community by fostering economic development that is in keeping with our rural character and providing access to federal resources and for improving established roads that constitute the byway alignment.” The members of the Upper Freehold Historic Farmland Byway Committee, with the Monmouth Conservation Foundation, which is the byway’s sponsor agency, and the Monmouth County Division of Planning, will assist in the preparation of a National Scenic Byway Program nomination package for consideration by the Federal Highway Administration for the designation of a National Scenic Byway route through the community, according to the resolution. The Township Committee in Upper Freehold Township and the Borough Council in Allentown are supporting the pursuit of the national byway designation. The freeholders said Monmouth County “will continue to actively participate as a member of the Upper Freehold Historic Farmland Byway Committee in ongoing planning efforts that support the designation, recognition and retention of the Upper Freehold Historic Farmland Byway.”

Allentown Police Department Detective Anthony Rando received the Traffic Safety Specialist, Level I leadership designation during the New Jersey Police Traffic Officers Association online event held June 3, according to borough officials. The Traffic Safety Specialist (TSS) program was brought to New Jersey from Maryland to recognize police officers who have attained notable experience, education, training and proficiency in highway safety enforcement methods and procedures, according to information posted on Allentown’s website. Officers are approved based on documented training, employment records, service awards and sponsorship of employers. Level 1 requirements include three years of independent patrol experience, speed detection device certification, standard field sobriety certification and 30 points of earned electives. One elective point is awarded for each year of military service. Also, points are obtained for documented college experience, according to the website.

Long Live The King By Paul Hall

T

ragedy. Everyone has different responses to life-changing events that emotionally devastate them. In the new film The King of Staten Island, Scott (Pete Davidson) is still coping with the loss of his father some 17 years earlier. Scott spends his days endlessly wandering through life. He smokes excessive amounts of weed and hangs out with his friends with seemingly no purpose or motivation in his life. Kelsey (Bel Powley) is Scott’s secret hookup. She wants to go somewhere and just wants to be part of Scott’s life, but he is not ready for growth of any kind. As Scott’s sister Claire (Maude Apatow) moves on to college, his new home life will consist of simply Scott and his mother, Margie (Marisa Tomei). That is, until a new man comes into her life. Ray (Bill Burr) is a firefighter, and a chance meeting turns into a much deeper

relationship and forces Scott to grow up and confront life as it lies. Will Scott grab life by the reins and make Staten Island his kingdom, or will he spiral further out of control? He loves his art and wants to start a tattoo parlor and restaurant, but it might just be another wild dream of his. This is a fictional story that has some roots in Davidson’s own personal heartaches. His father was a firefighter who lost his life during 9/11 rescue efforts, which helps to create a personal story for him to draw on. And draw he does, delivering the best performance that I’ve seen out of the young comic and actor. My heart broke for the lost soul who is truly trying to find himself as he travels through the wilderness of life, and Davidson embodies his role, showing varied growth throughout the film. Emotionally Davidson, Judd Apatow and Dave Sirus have written a piece that, while long and sometimes meandering, connects with viewers through the deepest

of emotions. The humanity of the characters lets the jokes elicit genuine laughter and the emotions flow freely. From fear to happiness and sadness to hope, The King of Staten Island really connected with a wallop. Director Judd Apatow gets solid performances from a slew of individuals who allow viewers a glimpse of a real Staten Island that has rarely been shown before. From the firefighter crew that included the amazing Steve Buscemi and their rendition of “One Headlight” to some of Davidson’s real-life friends and family, the film is filled with people whose performances never feel forced. I hope Davidson succeeds as we go forward. As the son of a former volunteer

firefighter myself, the emotion is real, the fear is real and The King of Staten Island is real. Judd Apatow creates a kingdom for Davidson that he rules with grace and humility. Long live the king. When will the late night shows be funny again? Question: What is happening with Fallon, Colbert and Kimmel? All three are so political now! Before I go to bed, I just want to be entertained with some light comedy as in the days of Carson, Leno and Letterman. We already get more than enough daily politics. I have tuned out of late night and I am sure many other TV viewers have, too. —Alfred B Matt Roush: To put this in context, I received this late last week, when the city I live in was under an 8 p.m. curfew and streets across the nation were overrun with protests. So while this speaks to a bigger issue generally, and one I’ve heard often, especially with someone like Stephen Colbert whose monologues since the last election have been almost entirely political in nature, let’s be honest: This isn’t a funny time. Even Carson and Leno, and certainly Letterman in his prime, would

have stepped back during a period of this much turmoil to get serious, and even Fallon stopped being cute last week. In the bigger picture, I know from my mailbag that many people wish the late-night hosts would lighten up and move off politics more often, but to ignore the times we’re in would render them irrelevant, and for as many who are turned off, others are drawn to these shows for their ability to inject some wit and humanity amid the polarized outrage even in quieter weeks. Allentown High School plans in-person graduation July 9 By MATTHEW SOCKOL Staff Writer

An in-person graduation ceremony has been scheduled for the Allentown High School Class of 2020. Earlier this month, Principal Connie Embley announced on social media that an in-person graduation ceremony has been scheduled for 4 p.m. July 9 at Arm & Hammer Park (Mercer County Waterfront Park), Trenton. The principal’s announcement came as Gov. Phil Murphy relaxed social gathering restrictions that had been in place since March when the 2020 coronavirus pandemic erupted in New Jersey. “At this time we are expecting to be able to hold just one ceremony including all our 2020 graduates,” Embley wrote. “Seating will be limited and all social distancing protocols will be in place.” Allentown High School, part of the Upper Freehold Regional School District, serves school-age residents of Upper Freehold Township and Allentown. High school-age residents of Millstone Township attend the school through a send-receive relationship between Upper Freehold Regional and the Millstone Township K-8 School District. Social gathering restrictions that had been in place during the pandemic forced the cancellation of in-person graduation ceremonies at all grade levels in June. Indoor graduation ceremonies will still be prohibited from taking place in July. Allentown High School’s graduation ceremony at the home of the Trenton Thunder baseball team will take place after modified in-person, outdoor ceremonies become permitted by the state on July 6. According to state officials, in-person graduation ceremonies will be allowed if they take place outdoors and meet the relevant capacity limitation on in-person gatherings that are in place at the time of the ceremony. “Please remember, at any time the governor can revoke our ability to hold an inperson ceremony and/or greatly limit the number of people who can attend,” Embley wrote.” We are very hopeful this will work out and be a great send-off for our graduates.” In addition to the in-person ceremony in Trenton on July 9, a virtual graduation ceremony was held for the seniors June 20.

Upper Freehold Regional Superintendent of School Mark Guterl posted a video from the Trenton baseball stadium on June 16 in which he offered words of encouragement to students and staff members. “It has certainly been a different year than usual and one of the more remarkable years I can remember being in education, but I am so proud of everyone,” Guterl said. “I am so proud of our students, I am so proud of our staff. “Everyone in the school district is so

proud of you and to be part of this wonderful team we have. I am also proud of our parents for all the support you have given. We know this has not been easy on you either. “Please know the resiliency everyone has shown, between our staff, students and administrators, is really a remarkable thing. Looking back: 60 years of conservation in New Jersey

I

t’s hard to imagine New Jersey without its strong environmental bent and legacy. Over the past few decades, New Jersey has passed landmark regional planning laws, laws to protect wetlands and farmland, drinking water, air quality and funding for preserving open space, farmland and historic sites. But 60 years ago – the year the New Jersey Conservation Foundation was founded – this state we’re in was a far different place and its future was uncertain. Due to heavy industrial development from the late 1800s through the mid-1900s, New Jersey in 1960 was home to widespread air and water pollution. Smog filled the air in New York City and surrounding urban areas, shrouding buildings in a brownish-yellow haze. For decades, industrial chemicals had been dumped into rivers and buried in unregulated landfills, contaminating water and land. Raw sewage was often discharged into rivers and the ocean. Federal and state regulations controlling air and water pollution were weak back in 1960. Still a decade away were the first Earth Day, the establishment of the U.S. Environmental Protection Agency and the New Jersey Department of Environmental Protection, and passage of federal Clean Air Act and Clean Water Act. In rural areas of New Jersey and beyond, the harmful pesticide DDT was still used on farm crops. The state’s population was six million, growing rapidly and fleeing from cities to the suburbs and countryside – raising public concern about over-development and a

farms, allowing agricultural land – and, eventually properly managed forest land – to be taxed at a lower rate than residential and commercial lands. Another environmental milestone of the era was the 1962 publication of Rachel Carson’s “Silent Spring,” which detailed the decline of bird populations from the overuse of pesticides, especially DDT. The amount of DDT found in human tissue was also rising. “Silent Spring” helped catalyze the environmental movement, but it would take until 1972 for DDT to be banned in the United States. It would take decades for affected bird populations in New Jersey, including bald eagles, to recover from the effects of DDT. The “Battle of the Great Swamp” was won in 1964, when the U.S. Department of the Interior dedicated the first 3,000 acres of the Great Swamp National Wildlife Refuge. The Great Swamp Committee changed its name to the North Jersey Conservation Foundation in 1965, and to the New Jersey Conservation Foundation in 1974, to reflect a broadened scope of work. New Jersey is now a national leader in environmental protection and land preservation, but still faces many challenges, including federal rollbacks of critical laws protecting clean air, clean water, wildlife and public conservation lands.

2020 Toyota Camry Hybrid XLE

A

s a kid growing up in the Bronx in the 1960s, I remember listening to Yankees’ broadcasts and hearing Phil Rizzuto refer to his former teammate right fielder Tommy Henrich as “Old Reliable.” Henrich was known as a notoriously good clutch hitter. He helped the Yanks win an incredible 7 World Series titles. All championship caliper teams must have their stars and then those other guys, like Henrich, who are Peter Perrotta in the background, come through in those clutch moments when you really need them. That analogy also pertains to car companies. Most manufacturers have their star performers and then their “old reliables.” For Toyota, one of the world’s largest auto makers, the Camry sedan , a best-selling staple in their lineup of vehicles for 38 years, is truly this Japanese importers “Old Reliable.” Toyota redesigned the Camry for the 2018 model year. No longer can this model be criticized for looking like a refrigerator on wheels. The 2018 redesign which carries over to the 2020 Camrys, offers up a sleeker, more aggressive looking Camry sedan. I recently jumped behind the wheel of the 2020 Toyota Camry Hybrid Sedan XLE for one week to not only take a look at one of the world’s best selling sedans but to also check out the new Toyota Hybrid System (THS) 2 that was upgraded for this year. If you ask me, the new THS 2 is a smashing success. This new hybrid system was designed to be more efficient and more powerful at the same time. As far as gas mileage goes, it would be hard to beat the 46 miles per gallon EPA average for this sleek, comfortable and exciting to drive hybrid. The highway gas mileage rating comes in at 47 miles per gallon with a 42 mpg rating for city driving. Moreover, the EPA estimates this model uses a miserly 2.2 gallons of gas per ev-

ery 100 miles you drive it and carries an impressive annual fuel cost of $900 – one of the lowest I’ve seen since resuming this column in November. Another impressive change for 2020 is the driving mode selector choices. Beyond the typical normal, eco and EV modes for driving, Toyota added a “sport” mode option for 2020 designed to give this car more of an edgy and aggressive drive. It works. I found that when you push the “sport” mode button on the center console, it morphs the usually staid and conservative Camry Hybrid into a bit of a sports sedan with an aggressive edge to it. It accelerates aggressively and smoothly and with ease and handles cornering curves quite nicely as well. I recently took the 2020 Camry Hybrid on a road trip (about 320 miles roundtrip) from the flatlands of South Jersey to the hilly, twisty mountain roads of Mahopac, New York. I found the Camry Hybrid to be way above average in comfort, handling and performance on my trip. But, beyond that, with the drive selector in the sport mode this car only used a little less than one-quarter tank of gas to get me from Maple Shade, N.J. to Mahopac, N.Y. We tooled around Mahopac for the weekend – visiting relatives – and headed back to Maple Shade with an amazing halftank of gas left when we got home. Never

once having to stop to refill. Powering the Camry Hybrid XLE is a 2.5 liter, four cylinder engine, combined with an 88 kilowatt electric motor that makes up the Hybrid Synergy Drive System – putting out a more than adequate 208 horsepower. The hybrid system is coupled with an electronically controlled continuously variable transmission (ECVT) that makes for a very smooth almost seamless operation. The base price for the Hybrid XLE sedan is $32,550. With options, my tester vehicle carried an MSRP sticker price of $39,819 – including $995 for destination and delivery. Added options to my tester included: $2,375 for a driver assist package; $415 for adaptive headlights; $1,810 for the navigation package; $860 for a power/tilt sliding moonroof; $259 for a carpet/trunk mat set and $395 for paint protection film. The driver assist package includes a 10-inch color heads up display; bird’s eye view camera; intelligent clearance sonar with rear cross traffic braking and multi staged ventilated front seats. The navigation package also includes a premium audio system with JBL speakers, a subwoofer and an amplifier. The navigation system along with the phone sync and music integration – from my ipod – was fairly easy to use. The pre-

mium JBL sound system was definitely one of the better auto sound systems I have heard. In its annual review of all makes and models, the editors at Consumer Reports gave the Camry glowing reviews. “The Camry is one of the better models among mid-sized sedans thanks to its comfortable ride, quite cabin, good fuel economy and easy to use controls,” says CR. In its overall grading system CR gives the Camry an impressive 84-to-86 overall score with a road test score of 86-to-89. When it comes to crash test safety, the Camry Hybrid sedan didn’t miss a beat either. On the government’s 5 star safety ratings the Camry Hybrid scored a top of the mark 5 star rating. In fact, the Camry Hybrid turned in 5 star marks for the frontal crash test, side crash test and the rollover test, as well. Overall, I must say, I was quite impressed with the Camry Hybrid SLE and would have to say that anyone is considering a mid-sized sedan hybrid who doesn’t give this vehicle serious consideration would be making a serious mistake.
