Brookdale Community College holds memorable 50th graduation

B

rookdale Community College, the county college of Monmouth County, held a memorable 50th graduation ceremony at its campus in the Lincroft section of Middletown on July 30. With the ongoing 2020 coronavirus pandemic, the in-person commencement adhered to the state’s face covering and social distancing guidelines as graduates and

their family members remained in their vehicles most of the time, according to a press release from the college. “Brookdale certainly gleamed with pride and showed our steadfast commitment to student success,” Yesenia Madas, associate vice president of student affairs, said about the ceremony. Graduates drove onto campus and were

greeted by faculty members, administration, police officers and staff waving signs, cheering and showing their congratulations, according to the press release. The graduates and their families drove to a parking lot across from the back entrance to the Collins Arena, the building that would have housed the commencement ceremony in May if it had not been

postponed due to the pandemic. A commencement stage was set up in the parking area. Brookdale administrators were able to individualize the graduation experience for each student with a personal chance to celebrate their accomplishment and share that

dministrators in the Upper Freehold Regional School District are planning to combine in-person instruction with remote (virtual) learning when schools open in September. New Jersey’s schools were ordered to close in mid-March by Gov. Phil Murphy at the start of the 2020 coronavirus pandemic. For the remainder of the 2019-20 school year, students remained at home

and received instruction remotely. Earlier this summer, Murphy directed school administrators to develop a plan to reopen schools for the 2020-21 academic year in a manner that best fits a district’s local needs. The governor initially mandated in-person instruction for all students. However, Murphy later said an all-remote option must be provided for parents who do not want to send their children into a school at any time. The governor changed course again when he said a school district could open

with 100% remote instruction if administrators could not meet certain criteria to safely reopen buildings to students and staff members. Numerous school districts are seeking to use the 100% remote option, but Upper Freehold Regional is not among them. On Aug. 5, members of the Board of Education approved a reopening plan that is a hybrid model of in-person and remote instruction. According to district administrators, students whose parents select the hybrid

model of instruction will be divided alphabetically into two groups. Upper Freehold Regional educates children from Upper Freehold Township and Allentown in the Newell Elementary School, Stone Bridge Middle School and Allentown High School. Students of high school age who reside in Millstone Township also attend Allentown High School through a sendreceive relationship between the Millstone

Murphy, legislators enact significant laws under cover of pandemic

S

oon after the nightmarish effects of the coronavirus pandemic subside, school district administrators may ask themselves this question: Where is Chris Christie now that we need him? The reference to the former governor may seem odd if not for the enactment during the past six months of three laws approved overwhelmingly by bipartisan majorities in both legislative houses and signed into law by Gov. Phil Murphy. Both noteworthy and disturbing is that this took place during the current health emergency in a virtual law-making environment, where public and media attention has been focused on more immediate concerns such as whether schools will reopen, the kind and quality of instruction offered, and myriad health and safety issues potentially affecting students and staff members. These three legislative initiatives, fair to say, were entirely geared to the interests of school employees and their unions. In both the short- and long-term, they will dramatically alter the balance in the bargaining relationship between school boards and local unions and will impose even greater budgetary stress on local school districts and financial pain on the state’s taxpayers, when relief, more than ever before, is urgently needed. It is indeed a sad commentary, but no surprise, that the legislative process has operated largely in the shadows during this difficult time, well out of public view and devoid of vigorous and vibrant debate as it made these dubious decisions. This misbehavior leaves the unfavorable impression that the state’s lawmakers have responded to special interest needs over the larger public interest. While school employees continue to encounter serious challenges during the current pandemic, they should find solace in the fact that the state’s elected policymakers have more than adequately protected their employment interests. If only other workers – the unemployed and furloughed – had the opportunity to enjoy the same.

Clerk discusses election to be conducted primarily via vote by mail

M

onmouth County Clerk Christine Giordano Hanlon is advising Monmouth County voters that Gov. Phil Murphy has announced major changes to the Nov. 3 general election process due to the ongoing COVID-19 public health situation. Similar to the July 7 primary election, the Nov. 3 general election will be conducted primarily by mail-in ballots with limited polling locations open for voting on paper provisional ballots only, according to a press release from Hanlon. According to Murphy’s Executive Order No. 177, all registered and active voters will automatically receive a mail-in ballot for voting in the 2020 general election without the need to submit a vote by mail application. The Executive Order states that the vote by mail ballots must be mailed to voters on or before Oct. 5. The county clerk’s office will provide a postage-paid envelope for the return of the completed mail-in ballot; therefore, voters are not required to attach a stamp when

returning the ballot via the United States Postal Service. According to the Executive Order, voters can return their completed general election mail-in ballot to the county Board of Elections via mail, drop box, in person to the Board of Elections Office, or in person at their assigned 2020 general election polling place. More information about deadlines and the placement of drop boxes will be forthcoming, according to the press release from Hanlon. A limited number of polling places will be available for voters on Nov. 3, where only paper provisional ballots will be available for voting. Voters with disabilities or who need an accessible ballot should contact the county clerk’s office at 732-431-7790, or may go to their assigned 2020 general election polling place, which will provide access to an in-person accessible voting device on Nov. 3, according to the press release. A sample ballot will not be mailed to voters for the Nov. 3 election, but a notice indicating voters’ polling lo-

cations will be mailed to voters. The county clerk’s office will make the sample ballots available online for viewing at MonmouthCountyVotes. com and on the Monmouth County Votes mobile app once the ballots are ready. A sample ballot will be available at each polling place on Election Day, according to the press release. “I encourage voters to check our elections website at MonmouthCountyVotes.com in the upcoming weeks and to follow the Monmouth County Clerk’s Office on social media for information regarding the Nov. 3 general election,” Hanlon said. “We will continue to provide updates as we receive more guidance from the state Division of Elections about the election process,” she said. Township K-8 School District and Upper Freehold Regional. District administrators said that during the 2020-21 school year, they plan to incorporate four phases of instruction. In the first phase, which will begin on Sept. 8 and is scheduled to continue until Sept. 25, the hybrid model of in-person and remote learning will be used and students will attend school on a half-day/early dismissal schedule. One group of students in the hybrid model will be in school on Monday and Tuesday and receive remote instruction on Wednesday, Thursday and Friday during the first phase. The second group’s in-person days during the first phase will be Thursday and Friday, with remote instruction provided on Monday, Tuesday and Wednesday. The second phase is scheduled to begin on Sept. 28. The hybrid model of in-person and remote learning will be retained, but the length of the day for students on Monday, Tuesday, Thursday and Friday will become a full-day schedule. In the second phase, one group of students will still receive in-person instruction on Monday and Tuesday and remote instruction on Thursday and Friday. The second group will still have Thursday and Friday as their in-person days and Monday and Tuesday as their remote days. However, Wednesday will alternate between in-person and remote learning for the two groups. Wednesday will follow a half-day/early dismissal schedule. District administrators said the start date of the third phase has not been determined. They said the start date will be based on heath data and discussions with medical professionals. “The goal (of the third phase) will be to gradually increase the number of students who attend each day. This could range from 60% to 100% of our students on a given day. We may adjust our phase three plan to increase the number of days where a higher percentage of students attend,” district administrators said. For the fourth phase, the objective is to have all students receive in-person instruction on every school day, employing a fullday schedule. Resident says it is right time to clean house

W

hat’s with the Millstone Township municipal office? The township has the building locked, using COVID-19 as an excuse, thereby not offering any service to residents. This really takes (guts). I think it is time to get rid of the Republican administration that has been in control for years, put in some Democrats and clean house in the municipal building by replacing many of the political appointees who occupy positions in the office. The performance of the public works department has been abysmal with fallen trees and tree limb cleanup from recent storms. Fallen trees and limbs litter the shoulders of the roads and in many cases protrude into the roads, requiring cars to veer

around them on our narrow unlit roads. There is no one to report these conditions to. All you can do is leave a voicemail and get no callback. Additionally, the road surface of the township roads is in severe deterioration with many potholes. This condition has lasted for more than a year and if a pothole is repaired, it is replaced with a bump. They don’t know how to make a patch flush with the surface. It is time to clean house. Who gives these people performance reviews? Millstone Township has become an enclave for do-nothing cushy jobs. Greg Cinque Millstone Township

NJSIAA moves forward with plan for high school sports

T

he New Jersey State Interscholastic Athletic Association’s Sports Advisory Task Force has released its Return to Sports Plan, which provides detailed schedules for fall and winter high school sports. The dates for the spring sports season will be announced at a later date; the task force recognizes the need to maximize the 2021 spring sports season due to the loss of the 2020 spring sports season during the height of the coronavirus pandemic, according to an Aug. 20 press release. The outdoor fall sports – football, cross country, field hockey, girls tennis and soc-

cer – will begin practice on Sept. 14. Girls tennis teams will begin their competition on Sept. 28. Cross country, field hockey and soccer teams will begin competition on Oct. 1. Football will begin plan on Oct. 2. The indoor fall sports – gymnastics and girls volleyball – will be moved to a new, special season that will begin with practices on Feb. 16 and competition on March 3. If circumstances change and the NJSIAA is unable to have a fall season, the outdoor fall sports will also be played at that time (beginning March 3). Winter sports teams may begin practic-

ing on Dec. 3. Winter sport competition will begin on Dec. 21. All of these dates are subject to change based on guidance from Gov. Phil Murphy and the New Jersey Department of Health, according to the press release. The Sports Advisory Task Force’s goals were to ensure health and safety; promote participation, not championships; limit travel; and stay flexible in the face of changing circumstances, according to the press release. With these principles in mind, schedules will be condensed, competition will be local, out-of-state competition will be prohib-

ited (unless a waiver is granted for exceptional circumstances), and post-season play will be limited and local, with no statewide championships. “We are extremely appreciative of the support and guidance from Gov. Murphy, Sen. Paul Sarlo and Assemblyman Benjie Wimberly,” NJSIAA Chief Operating Officer Colleen Maguire said. “Our kids need structured activity and we believe that education-based high school sports is the best way to provide it. Giving teenagers extra motivation to stay COVIDfree promotes healthy outcomes for everyone,” Maguire said.

Millstone will seek county assistance for ADA improvements at new park By MATTHEW SOCKOL Staff Writer

MILLSTONE – Municipal officials in Millstone Township are seeking county funding to help finance the installation of new equipment at Millstone Park, Red Valley Road. The equipment officials hope to acquire would be accessible to individuals of all ability levels. The Township Committee has autho-

rized the submission of a Community Development Block Grant application to Monmouth County for Americans with Disabilities Act (ADA) accessible playground equipment that would installed at Millstone Park. The construction estimate for the improvements is $220,000 and if the county provides the requested funding, Millstone will contribute up to 20% toward the total construction cost, plus administrative and

engineering costs, according to a resolution. Business Administrator Kevin Abernethy said the township is proposing 100% accessible ADA playground equipment at Millstone Park with a soft rubber surface to be installed under the equipment. “There are great types of equipment and it’s all accessible to (individuals who have a disability). We’re not sure how the $220,000 will go, but we would like to take

advantage of the county’s generosity and do it to the fullest,” he said. Mayor Fiore Masci said, “It’s great if parents (have a child) who requires ADA accessible playground equipment, while maybe another child doesn’t. … It’s a wonderful thing to be able to have. It’s a great opportunity for the township and I’m glad the county is offering a grant like this.” Municipal officials are expected to give a presentation to the county on Sept. 9.
