Two school districts face loss of state aid during 2021-22 By MARK ROSMAN Managing Editor
G
ov. Phil Murphy has unveiled his Fiscal Year 2022 budget, which includes proposed funding for New Jersey’s public school districts during the 2021-22 academic year. In terms of state aid, some school districts have come out winners and will see an increase in their support from Trenton, while some school districts have come out losers and will see their state aid continue to decrease. The amount of state aid a school district receives helps to determine the amount of taxes a school board must raise from a municipality’s residential and commercial property owners to support the operation of a school district in an academic year. For school districts that are scheduled to lose state aid in 2021-22, the impact of the reduction will become clear when school board members introduce their budgets for the upcoming academic year during the next few weeks and administrators explain how the loss of state aid will be accommodated in their budget. The Millstone Township K-8 School District and the Upper Freehold Regional School District are both scheduled to have their state aid reduced in 2021-22. According to information provided by the New Jersey School Boards Association, local school districts will see the following change in their state aid: • Millstone Township K-8 School District – A decrease in state aid of $528,714 from $4.06 million in 2020-21 to $3.53 million in 2021-22; • Upper Freehold Regional School District (students from Allentown and Upper Freehold Township in elementary school and middle school; students from Allentown, Millstone Township and Upper Freehold Township in Allentown High School) – A decrease in state aid of $492,930 from $5.25 million in 2020-21 to $4.75 million in 2021-22; Murphy is proposing to provide $18.1 billion in pre-kindergarten through grade 12 school aid funding in Fiscal Year
2022. His proposal is subject to review and approval in the state Legislature. The governor’s proposed FY2022 budget offers $578 million in additional K-12 school aid and nearly $50 million in additional preschool funding, according to information provided by his office. When paired with additional investments in Extraordinary Special Aid and stabilization aid, the FY2022 budget increases school funding by $700 million, according to the governor’s office. School districts will be able to use state funds in conjunction with federal resources to address COVID-19 related learning loss, for stand-up mental health programs, to
train educators and to remediate buildings, among other uses, according to the governor’s office. According to Murphy, the FY2022 budget proposal continues a seven-year phasein to fully fund New Jersey’s school funding formula. However, in order to accomplish the goal of fully funding New Jersey’s school funding formula, the formula has been taking state aid away from some school districts and adding state aid to other school districts during the past several years. The pattern is scheduled to continue for another three years, according to state officials.
The governor’s FY2022 budget proposal includes $750,000 for minority teacher development grants and $550,000 to encourage retention and diversification within the teaching profession; the appropriation for nursing services in nonpublic schools will increase by $1.5 million, while state funding for the nonpublic technology initiative will be restored at $5.4 million; funding for auxiliary services provided to nonpublic school students, such as compensatory education and English as a Second Language services, will increase by $1 million; and an additional $974.4 million in pension and benefits to support retired educators.

Development crashing headlong into Barnegat Bay watershed
T
he Barnegat Bay watershed is alive. Within the watershed is the World Biosphere Pinelands, containing the headwaters of the Toms and Metedeconk rivers, and the Kirkwood-Cohansey aquifer, which supplies the drinking water for more than one million residents at the Jersey shore. Amidst a plethora of wildlife and plant species lies the natural world’s answer to man-made problems that plague us today: flooding, contaminated drinking water and jeopardized fisheries to name a few. The Barnegat Bay watershed encompasses 600 square miles and, according to a University of Delaware report, provides about $4 billion to the economy in jobs, tourism and wages. Residents and tourists flock to the bay for recreation and natural beauty. The watershed, under siege from overdevelopment, is where the endangered pine snake and barred owl nest. While not endangered, but still precious, are hundreds of others that contribute to a thriving ecosystem, including the red spotted purple butterfly, red squirrel and yellow billed cuckoo bird. It is time for the Ocean County Board of County Commissioners (formerly the Ocean County freeholders) through the Natural Lands Trust to effort to preserve the 73-plus acres to be felled for warehouses. The trust was enacted in 1997 with the intent to preserve open space in perpetuity. If this pivotal tract of land is destroyed, we might one day have to explain to our grandchildren why they can only hear stories and see internet images about what it was once like to swim, fish, or just float the day away in a bygone, once very alive Barnegat Bay. The chapter is part of the national Clean Water Action, which has more than one million members. The organization was founded in 1972 and was instrumental in the passage of the Clean Water Act.
Monmouth County historic preservation grants presented
T
he Monmouth County Historical Commission awarded preservation matching grant awards totaling $61,215 for 10 restoration projects at the 2021 Grants Presentation ceremony held virtually on Feb. 22. “The annual awards ceremony for the Preservation Awards Program looked different this year, but it was still my sincerest honor to present grants to these organizations who have devoted so much to the preservation of historical structures in Monmouth County,” said Monmouth County Commissioner Lillian G. Burry, the liaison to the Historical Commission. “Monmouth County has a rich history and I commend each of these organizations for their commitment to preserving structures for the next generation to learn from and enjoy,” she said.
The Historical Commission is dedicated to remembering the past and preserving history for residents and visitors to learn about Monmouth County’s past, according to a press release from the county. The projects eligible for funding are preservation, restoration or rehabilitation of historic structures, which are owned by nonprofit organizations or municipalities, and are accessible to the public. The program covers structural work for projects commonly known as “bricks and mortar” endeavors, according to the press release. “Since 1990, the Historical Commission continues to provide support for preservation undertakings in Monmouth County,” said John Fabiano, executive director of the Historical Commission. “Once again, we have a variety of dedi-

Procaccini appointed as zoning officer in Millstone Township By MATTHEW SOCKOL Staff Writer
MILLSTONE – A new zoning officer has been hired in Millstone Township. On Feb. 3, Township Committee members appointed Nicholas Procaccini as the township’s zoning officer. Officials said Procaccini has the appropriate credentials for zoning certification and enforcement that are needed to hold the position. He has previously worked for Millstone as the assistant code enforcement officer and recycling coordinator under Dan Specht. According to a resolution, Procaccini’s
term will expire by Dec. 31, after which he may be reappointed by the governing body. He will receive an annual salary of $15,000. The municipal website states that code enforcement officials are tasked with maintaining the health, safety and welfare of residents while protecting property values. The code enforcement officials work with residents to solve and abate violations while protecting property, personal rights and freedoms with the intent of keeping Millstone an enviable place to live. According to the municipal website, the Office of Code Enforcement and Zoning is
filled on a part-time basis. In other business, committee members extended a contract with Central Jersey Waste and Recycling Inc. for Millstone Township’s curbside spring cleanup program.

BPU will hear concerns about Altice Individuals who purchase communications services from Optimum/Altice USA may address their concerns about the company to the New Jersey Board of Public Utilities (BPU) during a Zoom call at 10 a.m. March 16. Services provided by Altice have been a topic of public discussion in Howell and Jackson, among other communities, for the past several months. Municipal officials have lobbied the BPU to listen to the concerns being expressed by the company’s customers. Officials in Jackson have filed two complaints with the BPU regarding the services being provided to residents who are Altice customers. The concerns regard what municipal officials said is inferior cable television and
internet service being provided by Altice under its current franchise issued by the BPU. Jackson officials said Altice is seeking to blame the COVID-19 state of emergency for its inability to provide adequate service, however, they said the complaints regarding the company’s level of service existed prior to the pandemic. In a press release issued on Feb. 26 announcing the March 16 hearing, Jackson Mayor Michael Reina said, “We are pleased to hear our complaints and efforts have been acknowledged and have resulted in this action. Jackson will definitely be represented in this hearing so we would love to hear residents’ concerns to bring to the table.”
NEWS BRIEFS New Jersey residents who are in their senior year in high school and are planning a career in agriculture or science may apply for the New Jersey Agricultural Achievement Award. One winner will be selected and awarded a scholarship to honor their achievements. The New Jersey Agricultural Achievement Award, sponsored by Dr. Amy Butewicz, a former New Jersey Equestrian of the Year, was started because of her desire to give back to the community. Worth $500, this scholarship is meant to assist its recipient in beginning their future in agriculture, according to a press release. The qualifications for receiving the award include submitting an application, a resume and an essay answering the question, “How has your involvement within your respective nominating organization helped to shape your future career choice?” In addition, a contestant is required to be a current, active member of an organization on the New Jersey Equine Advisory Board. Each organization on the New Jersey Equine Advisory Board can nominate a maximum of two contestants. The winner of the award must attend the awards ceremony on June 16 at the Horse Park of New Jersey, Upper Freehold Township, at 4 p.m. Light refreshments will be served. Marohn wins four races on card at Freehold Raceway The saying that March comes in like a lion certainly applies to Jim Marohn Jr. He won four harness races on the first Saturday of March (March 6) at Freehold Raceway. Marohn got his first win of the day in race 2, as he went gate-to-wire on Sword Ofthe Spirit for trainer Lewis Nunes. After two runner-up finishes, Marohn got another win in race 7, as Ron Coynetrained Ozone Blue Chip won the 1-mile race going away. Marohn completed the hat trick in upset fashion, guiding Ari Allstar to a comefrom-behind win in race 10 at 61/1, for trainer Julius Czermann Jr. That is the biggest longshot to win at the Freehold Raceway meet so far, according to a press release. There were no surprises in race 11, as Marohn polished off his grand slam with an easy win on favored Dream On Dream On, for trainer Ray Ahto.
Marohn also won two races on the March 5 card, making for a six-win week to begin March at Freehold Raceway. His 34 wins are good for second place in the driver standings, trailing only Austin Siegelman, according to the press release. Trainer Tom Fanning and driver Eric Abbatiello each had a big day at Freehold Raceway on Feb. 27, as they each won three races on the 13-race card. Fanning won with all three of his starters. He scored his first win in race 6, as Tisadream N just got up for the victory as the 2/5 favorite over Dreamfair Charro. Austin Siegelman had the winning drive. In the 7th race, Fanning scored an upset, as 31/1 mare Ashtini defeated the boys in a gate-to-wire score. Fanning teamed up with Abbatiello on that one. In race 9, Fanning completed the hat trick, as Betting Exchange went gate-towire as the favorite. Siegelman once again
had the drive. Abbatiello began the day on a winning note, sweeping the early double. He won race 1 on Arque Hanover, who he also coowns and trains. In the second race, Abbatiello got up to win a photo with RM Blackhawk, for owner/trainer Brandon Mongiello. Abbatiello teamed up with Fanning on Ashtini in race 7 to complete the hat trick. 18-year-old Brett Beckwith achieved a milestone in his young driving career on Feb. 26, winning his first race at Freehold Raceway, and his second pari-mutuel race in his career. Driving Beaver Creek Misty in the third race, for owner/trainer John Urbanski, Beckwith sent his drive right to the front and set very slow fractions. After an opening half-mile in 1:02 2/5, Beckwith sped things up a bit in the third quarter, rattling off that split in 1:32 2/5.
With those slow early fractions, Beaver Creek Misty had enough to scamper away from the field in the stretch and win by two-and-a-quarter lengths, at odds of 3.601. The final time for the mile was 2:01 3/5. Beckwith is the son of driver Mark Beckwith, who has won more than 5,800 races. His grandfather, Jerry Silverman, was inducted into the Harness Hall of Fame as a trainer in 2019. Beckwith began driving in amateur races in 2019 at the age of 16. In January, Beckwith began driving in pari-mutuel races at Pompano Park in Florida. He won his first pari-mutuel race there on Jan. 26, guiding Amarettigone to victory. His mom, Melissa Beckwith, was the winning trainer, according to a press release. Live racing resumes at Freehold Raceway on March 12 starting at 12:30 p.m.
Judge returns to bench seven months after son’s murder U.S. District Judge Esther Salas is honoring the memory of her son by returning to the bench. Her son, Daniel Anderl, 20, was killed at his family’s North Brunswick, Middlesex County, home on July 19. Salas’ husband, Mark Anderl, who is a criminal defense attorney, was seriously injured in the attack carried out by Roy Den Hollander, who targeted the family because of his disdain for Salas and her role as a federal judge, according to reports. Salas sits on the bench in the District of New Jersey, Newark. Her first day back to work was March 1. “I know Daniel would want me to represent all the women and Latinas everywhere and come back and show I am not deterred and I will not be frightened or afraid to do what I love to do, which is to be a U.S. district judge,” Salas told “Good Morning America” on ABC-TV. An investigation has shown Hollander
was targeting a dozen other female judges. Gov. Phil Murphy recently signed legislation known as Daniel’s Law into law. The law protects the home addresses and telephone numbers of judges, prosecutors and law enforcement officers from public disclosure. “My husband, Mark, and I would like to thank Gov. Murphy and all the men and women of the New Jersey State Legislature for enacting this trailblazing legislation,” Salas said in a previous statement. “We hope this law can be a steppingstone to improving the security of my sisters and brothers who serve as federal judges throughout the country. Nobody should be forced to endure the kind of pain my family has experienced ever again. “Together we can work to ensure that all members of the judiciary can perform their duties without fear of retribution or harm. Daniel used to say, ‘Mom, I love talking
with you.’ I know Daniel is listening now and he is smiling down on us because he knows ... we are doing our part to ensure his death will not be in vain,” Salas said. Daniel’s Law amends the state’s Open Public Records Act to exclude from the definition of a public record the portion of any document which discloses the home address of any active or retired judge, prosecutor or law enforcement officer. Further, the law prohibits government agencies, individuals and businesses from knowingly publishing on the internet, or otherwise making available, the home address or unpublished home telephone number of any active or retired judge or any active or retired prosecutor, according to the statement. Daniel’s Law also enables any active or retired judge, prosecutor or law enforcement officer whose home address or unpublished telephone number is disclosed
on the internet or otherwise made available to the public, or whose immediate family member’s name, home address, or unpublished phone number is disclosed on the internet or otherwise made available to the public, to request that the information be removed. The government agency, individual or business is required to remove the information within 72 hours of receiving such a request in writing, according to the governor’s office. “When we think about what this could have become and what thankfully did not come to fruition because of my son’s bravery, because of my husband’s bravery, a lot of the people I think were spared. But I want to ensure that we spare all the men and women who serve on the bench because all we are doing is our job,” Salas told ABC. — Jennifer Amato
