Gov. Murphy announces loosening of COVID-19 restrictions

I

n the face of the ongoing coronavirus pandemic, Gov. Phil Murphy has announced the easing of restrictions for a variety of activities and higher outdoor capacity limits, effective May 10. Editor’s note: As the Examiner went to press on May 3, Murphy’s office issued an updated press release which indicated that the effective date for the easing of some restrictions had been moved up to May 7. Residents should check with venues and individual event organizers for the most current regulations that are in place. Additional restrictions will be lifted on May 19 in conjunction with the states of New York and Connecticut, according to a press release from Murphy’s office. The changes, which include higher outdoor gathering limits, higher large venue outdoor capacities, higher maximum capacities for private catered events, and more, come as COVID-19 metrics are on the decline and as more New Jerseyans continue to receive COVID-19 vaccines, according to a press release from the Governor’s office. “Our robust COVID-19 vaccination program is starting to show results through lower COVID-19 case metrics, including a decline in COVID-19 cases and hospitalizations,” Murphy said. “This allows us to take steps so New Jerseyans can have a much more normal TO

summer, including allowing for students to celebrate important milestones and events like graduations and proms in person. “We hope to announce further reopening steps in the coming weeks as more and more state residents get vaccinated,” the governor said. “The continued cooperation with public health preventive measures and increasing vaccination rates among New Jersey residents allows for this easing of restrictions in the state,” New Jersey Health Commissioner Judith Persichilli said. “We encourage all residents 16 and older to get a COVID-19 vaccine. It will not only protect you, but it will help us drive down community spread so we can reopen the state further,” she said. According to the press release, the changes include: • Outdoor gatherings: The outdoor gathering limit will be raised to 500 persons from 200 persons. COVID-19 metrics will continue to be evaluated with the hope of raising the limit again, perhaps considerably, prior to Memorial Day; • Large venue outdoor capacity: Outdoor capacity limits will be raised to 50% capacity for venues with 1,000 fixed seats or more. Volunteers needed to support survivors of sexual violence For 45 years, 180 Turning Lives Around, a private nonprofit organization in Monmouth County, has provided support and advocacy for victims of sexual violence in the aftermath of a highly emotional and traumatic experience with the assistance of its dedicated Sexual Assault Response Team (SART) volunteers. 180’s specially trained, confidential victim advocates, with countywide law enforcement and the Forensic Nurse Examiners program, provide emotional support and assistance to victims, and their significant others, during accompaniments for timely and sensitive hospital medical examinations, and police and grand jury pro-

cedures, according to a press release. 180’s volunteers also provide telephone support, which includes at the time of crisis, addressing medical and emotional needs, information regarding the justice system, and referrals for services. The volunteers also provide support and advocacy for the survivor’s significant other and adult survivors of childhood sexual assault, according to the press release. The organization’s directors are inviting the community to join 180’s life-changing mission. 180 will conduct the mandatory, 40-hour SART training course for new volunteers from June 1-24 (Tuesdays, Wednesdays and Thursdays) from 6-9:30

p.m., remotely via Zoom. Basic requirements for volunteers to apply include that they must be 18 years of age or older, have access to reliable transportation, possess a valid driver’s license, be willing to serve on an on-call shift basis, participate in an interview process and submit to fingerprinting and background checks. 180 is committed to a socially and culturally diverse team to best serve the community. Allentown council members adopt 2021 municipal budget By MARK ROSMAN Managing Editor

ALLENTOWN – The members of the Allentown Borough Council have adopted a municipal budget for 2021 that totals $3.13 million and will be supported through the collection of a $1.68 million local tax levy. The budget was adopted during the council’s April 6 meeting. Council President John A. Elder III, Councilman Robert Strovinsky, Councilman Michael Drennan, Councilwoman Martha Johnson and Councilwoman Erica Torsiello voted “yes” on a motion to adopt the budget. Councilman Dan Payson was absent from the meeting. According to a budget document posted on the borough’s website, municipal appropriations will increase by $140,000 from $2.99 million in 2020 to $3.13 million in 2021. An employee will be hired for the Department of Public Works which will increase the number of municipal employees from 31 to 32. Allentown’s residential and commercial property owners support municipal operations through the payment of a lo-

cal tax levy. The tax levy will increase by $100,000 from $1.58 million in 2020 to $1.68 million in 2021. Borough officials said property owners will pay an estimated total of $5.87 million in taxes in 2021 to support the municipal, school, county and open space budgets. According to Drennan, who serves on the Finance Committee, Allentown’s municipal tax rate will increase from 82 cents to 87.2 cents per $100 of assessed valuation from 2020 to 2021. The councilman cited three factors for the increase in the tax rate. First, he said that in 2020 when the coronavirus pandemic overtook the state, officials held the tax rate flat at 82 cents by appropriating additional funds from the Allentown’s savings account; second, he said the borough lost cellular communications revenue it had been receiving by renting space for equipment on a tower; and third, he said certain expenses were deferred from 2020 that are due in 2021. In 2020, the average home in Allentown was assessed at $291,600. The owner of that home paid about $2,391 in municipal taxes (0.82 x 2,916). In 2021, the average home in Allentown

is assessed at $292,860, according to Chief Financial Officer June Madden. The owner of that home will pay about $2,554 in municipal taxes (0.872 x 2,928). On the revenue side of the 2021 budget, the document indicates municipal officials will use $444,500 from the borough’s surplus account and receive $131,595 from the state. In 2020, municipal officials used $566,547 from surplus to hold the tax levy flat at $1.58 million and received $131,595 from the state. On the appropriations side of the 2021 budget, the document indicates municipal officials will fund the following selected appropriations: $92,300 on legal services; $97,500 on engineering services and costs; $70,000 on employee group heath insurance; $535,000 on police salaries and wages; $34,000 on aid to the volunteer fire company; $210,000 for garbage and trash removal; $112,700 on a payment to the Police and Firemen’s Retirement System of New Jersey; and $170,000 on the payment of bond principal. Madden said the 2021 budget includes a $375,000 grant Allentown has received for sidewalks.

She said that in the first draft of the budget, the municipal tax rate was proposed to increase by 13.5 cents per $100 of assessed valuation. Madden said that through a process of reviewing appropriations and paring expenses, officials were able to reduce the increase in the tax rate from 13.5 cents to 5.2 cents per $100 of assessed valuation. Madden said no borough services will be eliminated in 2021 and one employee has been added to the DPW. “We did the very best we could,” Mayor Thomas Fritts said in a comment on the spending plan. During the public hearing, Greg Westfall, a former mayor, asked if officials would be able to apply federal stimulus relief funding in the budget. Fritts said Allentown may receive stimulus funding, but he said officials are waiting for guidance as to how the money may be used. He said the goal would be to provide property owners with tax relief. Madden said the funds may be able to be applied to the water and sewer debt. According to the U.S. Census Bureau, Allentown has a population of just under 1,900 residents.

I

enjoyed Mortal Kombat the video game long ago (early 1990s). I didn’t win much — my brothers usually got to hear the call of “Finish Him” when fighting me, but it definitely was a brothers bonding thing without breaking the tables, which made my mom happy. Now a new theatrical release of Mortal Kombat is ready to bring the battle back to the big screen. Cole Young (Lewis Tan) is fighting in underground cage matches to provide for his family when he meets Jax (Mehcad Brooks). Enter Sub-Zero (Joe Taslim), who brings with him a chilly desire to eliminate both Cole and Jax. While Jax stays to battle this intense opponent, Cole heads off to find Sonya Blade (Jessica McNamee) and attempts to put some perspective on the strange sequence of events. Cole’s birthmark is the key; it indicates

what he has inside him and makes him part of an elite club that includes champions of the Earthrealm who are recruited for an ultimate battle against the Outworld inhabitants and their supernatural powers. But are they ready for the brutality that awaits? I immediately wanted to know how the fight sequences would play out, as I didn’t expect much backstory for our characters. I was pleased when Director Simon McQuoid took a brief amount of time to give us just a taste of character background without bogging down the progression to the action that drives Kombat. It’s that taste of the details that allows us to connect with some characters while leaving us wanting from others. Mortal Kombat is loaded with battles, many of them head-to-head as if you were fighting your brother, at least in my case. The fights are like a beautifully choreographed dance in detailed environments. Oh, and the end kills are every bit

as brutal as in the game and not for the weak-stomached. Kombat is an R-rated film, and as such it can take the conclusions of battles and ramp them up to an extreme. It earns its rating. Finally there are the one-liners. Your favorite game phrases from “Finish Him” to “Flawless” are there. Mortal Kombat is by no means a great film by any measuring stick, but it was exactly what I hoped it would be. I was transported into the world of video games

MILLSTONE – A new secretary who will work with the Millstone Township Planning Board and the Millstone Township Zoning Board of Adjustment has been appointed by the Township Committee. On April 21, committee members appointed Linda Jacus as the secretary for both municipal boards. Her appointment will become effective May 3. Prior to joining Millstone, Jacus was the secretary for the Planning Board and the Zoning Board of Adjustment in Westfield, Union County. The salary for the position in Millstone Township is $47,000. Jacus will succeed Pamela D’Andrea, who retired on April 16. D’Andrea had worked for Millstone since 2004.

MILLSTONE – After nearly two decades of service, the secretary of the Millstone Township Planning Board and the Millstone Township Zoning Board of Adjustment has retired from her position. Pamela D’Andrea, who worked for and supported the operations of both municipal boards, retired on April 16. Mayor Gary Dorfman said D’Andrea began her tenure in Millstone Township in 2004. “She has been a stellar employee in all the time I have known her. She is someone genuinely committed to the welfare of our community. I am very thankful to have known her and worked with her,” Dorfman said. Mitchell Newman, the chairman of the Planning Board, praised D’Andrea and said, “For almost my entire tenure as a board member and as the chairman, she has been the board’s secretary. “In my day job, I am a land use attorney, so I am always before boards and working with planning and zoning secre-

taries. I have had a chance to encounter a variety of people in that capacity and I can share with you that Pam is at least one of, if not the best. “She is always diligent, respectful, easy to talk to, happy to help out, and always looking to move the ball forward while always protecting the constituents she serves and the township. “Every year for the past several years, my wife and I have a conversation about (my) still serving. My pushback (against not serving) is it’s not that bad because Pam makes it easy. “She makes my job as a board member and the chairman easy to handle. She takes care of all the details. If I am ever doing well representing the town, it’s because Pam has pulled the strings behind the scenes to make it easy for me to do a good job,” Newman said. 2021 Cadillac CT5 V-Series

I

f you live in New Jersey you already know that when it comes to cars and music our biggest ambassador is The Boss himself – Mr. Bruce Springsteen. One of the many gems he penned was Pink Cadillac. A small bit of that song proclaims: “I love you for your pink Cadillac. Crushed velvet seats. Riding in the back. Cruising down the street. Waving to the girls. Feeling out of sight. Spending all my money. On a Saturday night.” Wow! The vision you get from that song is almost perfect. But that was then when the brand was noted for being the ultimate big cruiser mobile. The 2021 Cadillac brand has morphed into something a lot more performance and technology oriPeter Perrotta ented than what it once was. The new Escalade is a technological wonder, featuring one of the world’s most advanced infotainment screens. Last year, Cadillac stuffed its former CTS sedan and replaced it with the CT5 – a more sculpted version with a sportier stance. And, this year, it pivoted even more in the direction of offering a more performance lineup by coming out with the CT5 V-Series sedan. The CT5 V-series sedan features a high output 3.0 liter twin turbo V-6 engine which uses low inertia turbochargers to enhance power production across the rpm band. It is rated at 360 horsepower and 405 pound feet of torque. Cribbing from the press release offered by Cadillac on the new CT5: “CT5 recasts the concept of American luxury with a distinctive fusion design, performance and comfort, supported by the brand’s latest technologies.” I recently jumped behind the wheel of the 2021 Cadillac CT5 V-series for one week to see where this fairly new offering stands among its competition in this segment. The problem is this segment of the sports sedan market features some stiff competition – namely the BMW 3 series,

Mercedes C class and the Audi A-5. The folks at Car and Driver said: “When compared with its rivals the CT5 doesn’t have the sharpest reflexes or the poshest cabin, but its handsome styling helps it stand out from the crowd.” In this case the CT5’s main rivals are all German imports. So, does the CT5 V-series drive like a German import with its stickto-the-road handling? Absolutely not. The CT5 V-series has its own personality. Overall, I would say that the CT5 Vseries is a good-looking sports sedan with plenty of Wow! factor. It is fast enough to make it an exciting ride and luxurious enough to impress. Personally, I found it to be comfortable in the fit category, albeit I could have used a tad more leg room. Its interior ergonomics are good and its infotainment system works well and isn’t confusing to use. Here’s the rub with the CT5 V series. It doesn’t handle like a German import performance sports sedan. What I mean by that is that in the ride and handling department you get a much different feel than a 3 series BMW or a C

class Mercedes. The BMW and C Class give you a tight handling ride you can take through some hairpin turns at high speeds in confidence, and like most European cars, you feel the road under you a bit more. If you harken back to Springsteen’s vision, the DNA of the Cadillac just isn’t the same. If you are looking for that Euro sports car feel then the CT5 V-series just may not be for you. But, if you are more comfortable with a bit of a softer, more pillowy ride that still gives you some power pizzaz, then the CT5 may just be the ride for you. The all wheel drive CT5 V-series sedan I drove carries a base sticker price of $47,795. With added options and $995 for destination and delivery the bottom line sticker price on my tester came in at $65,445. Added options included: $6,290 for the Platinum Package; $5,290 for the Premium Package; $2,000 for the all wheel drive; $1,950 for driver assist and advanced security; $635 for Satin Steel metallic paint and $500 for the driver awareness plus package.

The Platinum Package includes: an ultraview sunroof; leather seats and a parking package. The Premium Package includes: lighting package; navigation and Bose premium; climate package and a technology package. The EPA fuel consumption rating for this model comes in at 21 miles per gallon overall – 26 mpg in highway driving and 18 mpg in city driving. The EPA estimates that it will cost about $2,300 a year in fuel expenditures to run that CT5 as it uses about 4.8 gallons of gas per every 100 miles you drive it. In the government’s 5-star safety ratings it did not get an overall score yet or a score for the frontal crash test. It received 5 stars for the rollover test and 5 stars for the side crash test. Later this year, Cadillac will introduce the “Super Cruise” feature for the CT5 V series. It will be the world’s first true hands free driver assistance feature.

Two seats will be available on Allentown council in Nov. By MARK ROSMAN Managing Editor

ALLENTOWN – Two three-year terms on the Allentown Borough Council will be up for grabs in the 2021 November general election. The current terms of incumbent councilmen Robert Strovinsky and Michael Drennan will end on Dec. 31. In response to an inquiry from the Examiner asking if he plans to seek re-election, Strovinsky said, “I do not plan to run again. I enjoyed serving on council, but it is time to move on.” In response to an inquiry from the Ex-

aminer asking if he plans to seek re-election, Drennan said he has not made a decision yet, but is “leaning to running for a second term.” Drennan and Strovinsky are joined on the council this year by John A. Elder III, Daniel Payson, Martha Johnson and Erica Torsiello. Strovinsky and Drennan were most recently elected in the November 2018 election. All four residents in that race ran as independent candidates. Strovinsky led the field of four candidates with 452 votes to win re-election. Drennan won his first term on the council

by receiving 440 votes. Two first-time candidates, Linda Cotte and Thomas J. Monahan Sr., received 435 and 424 votes, respectively. The results of the 2018 municipal election showed an independent streak among Allentown voters, who selected one candidate from each of the two teams of candidates running for office. Signs that were posted around town in the weeks leading up to the election showed Cotte and Strovinsky were running as a team, and Drennan and Monahan were running as a team. For the 2021 election, according to a

list of candidates that has been released by the Monmouth County Clerk’s Office, no Allentown resident has filed a nominating petition to run in the June 8 Republican primary election or the Democratic primary election. An individual could receive write-in votes in either primary election and earn a place on the November general election ballot under the banner of a political party (Republican or Democrat). An Allentown resident who wants to run for a seat on the Borough Council as an independent candidate has until June 8 to file a nominating petition to secure a place on the November ballot.

Community rallies with support after family loses home in fire By MATTHEW SOCKOL Staff Writer

UPPER FREEHOLD – After losing their home to a fire, an Upper Freehold Township family that includes two staff members and one student in the Upper Freehold Regional School District is receiving assistance from the community. Firefighters employed by the Hope Fire Company, which serves Upper Freehold

Township and Allentown, reported they responded to a fire on April 22 at the home of the DeRisi family. They said the fire resulted in the DeRisis losing their home, their belongings and their two pet dogs. Mike DeRisi, his wife, Kim, and their daughter all have direct connections to Upper Freehold Regional. Mike DeRisi is a football coach at Allentown High School, Kim DeRisi is an art teacher at the Newell Elementary School

The curriculum is designed to teach the technologies and methodologies that industry employers look for when hiring entry level developers, without the time or financial commitment of a computer science degree, according to the press release. Throughout the duration of the hightech, high-touch program, students dedicate 1.5 hours to live, personally tailored micro-lectures and an additional 13 to 18 hours of self-paced learning each week.
