he Township Committee has adopted a $5.94 million budget to fund the operation of Upper Freehold Township during 2020. The budget will be supported in part by the collection of $3.11 million in taxes from Upper Freehold’s residential and commercial property owners, the appropriation of $1.49 million from surplus funds (savings) and the receipt of $518,481 in state aid. The budget includes the following appropriations: municipal debt service, $1.9 million; reserve for uncollected taxes, $1 million; public safety, $801,014; general government, $610,820; insurance, $369,019; deferred charges/statutory expenditures, $247,064; capital improvements, $235,000; public works, $225,485; code enforcement and administration, $192,200; and utilities, $121,500. Upper Freehold’s 2019 budget totaled $5.66 million and was supported in part by the collection of $3.11 million in taxes from property owners. Although appropriations have increased by $280,000 from 2019 to 2020, the local tax levy has not increased. In 2019, the municipal tax rate was 23.8 cents per $100 of assessed valuation. The average home was assessed at $488,300. The owner of that home paid $1,162 in municipal taxes. In 2020, the municipal tax rate is projected to decrease to 23.5 cents per $100 of assessed valuation. The average home is now assessed at $492,900 and the owner of that home will pay $1,158 in municipal taxes.

Millstone teens create 5Help.org to assist others
N
ew Jersey nonprofit organization 5Help.org, which was created by teenagers Drew and Heather Paglia of Millstone Township to help others by raising funds $5 at a time, has partnered with the New Jersey EMS Task Force to increase donations to the statewide organization on the front line in the battle against COVID-19. As of now, 5Help.org will earmark part of its fundraising efforts for the task force, a nonprofit organization that represents more than 200 career and volunteer EMS providers throughout the state, according to a press release.
The EMS providers are trained in various disciplines of emergency medical services to respond to large-scale man-made and natural disasters as well as pre-planned events, according to the press release. “We want to help,” said, Drew, 16, who will be a junior at the Lawrenceville School, Lawrenceville. “We know how hard the members of the New Jersey EMS Task Force work to keep us all safe. Money we raise can help purchase personal protective gear to keep them safe and to help local businesses by supplying meals to those working on the front line,” he said.

Project Seniors Sew supports CentraState Medical Center
P
roject Seniors Sew, an ad hoc group of local home sewers, announced they have made and donated more than 4,000 masks to CentraState Medical Center, Freehold Township. “The number and quality of the masks donated is a testament to the incredible work ethic of our sewers,” project manager Jane Gavaghen said. “Our sewers knew their masks could save lives and that’s the way they worked.” Freehold Township was an early and continuing hotspot during the 2020 coronavirus pandemic and residents in surrounding communities also felt the impact of the illness, according to a press release from the group that supported the hospital. In mid-March, four Freehold Township residents were among New Jersey’s earliest coronavirus fatalities. The mask project began March 21 with a text that read, “Mobilize everybody into making facemasks?” Master seamstress Suzy Coulter was the first sewer, researching and testing the patterns, according to the press release. Soon nearly 100 sewers was hard at work. By March 31, 300 hand-sewn masks were delivered to the hospital. Less than two months later, 4,000 masks had been delivered, according to the press release. The group was the brainchild of Maureen Fasano, who is a member of the Township Committee in Freehold Township, and Realtor Katie Kelliher. Kelliher solicited sewers from her Facebook group, Freehold Township and Boro Residents. Fasano reached out for fabric contributions and personally assembled hundreds of supply kits. Her small army of volunteer drivers continuously dropped the supply kits in the sewers’ mailboxes and on driveways, according to the press release. “Freehold is my hometown,” Fasano said. “This project shows the best of our town - love support and strength. We are a true community. If there is a need, we rise to it.” The group received hundreds of T-shirts from local businesses, and municipal and civic organizations, including Printing to Go and Big Frog T-Shirts. Volunteers, enthusiastic to help protect medical workers on the front line of Freehold Township’s battle against the illness, found the project had benefits for them as well. “This incredible team of organizers, sewers, distributors and supporters brought our hometown community closer than ever,” sewer Heidi Simon said. Records keeper Lia Fisher said, “Even though we were all physically isolated, none of us were alone.” Many of the seniors who participated by making masks were happy to be called on for such an important mission. Mamta Shaw said her mother and mother-in-law “love making these masks. It gives them a sense of purpose.”

Municipal taxes are one item on a property owner’s tax bill, which also includes Monmouth County taxes and Upper Freehold Regional School District taxes. The total amount a property owner pays in taxes is based on the assessed value of his home and/or property and the tax rate that is set by each taxing entity. Upper Freehold Township had an estimated population of 7,019 residents as of July 1, 2018, according to www.census. gov In other business, municipal officials are planning to use storm recovery reserves to pay for expenses related to the 2020 coronavirus pandemic. During a recent meeting, Township Committee members authorized the use of storm recovery reserves to help pay for the community’s coronavirus response. Any reimbursement of the expenditures will be deposited back into the reserve fund. According to a resolution that allowed the governing body to take the action, municipal officials may authorize the use of storm recovery reserve funds for any purpose necessary to protect the safety, security, health and welfare of citizens from damage caused by an emergency that has been declared by the governor or the president. Because Gov. Phil Murphy declared a state of emergency in New Jersey in response to the coronavirus pandemic, Upper Freehold Township is authorized to use the storm recovery reserves to respond to the crisis. Committee members said they believed it was in the best interest of the township to authorize the use of the reserve fund for expenditures incurred in response to the state of emergency. Storm recovery reserves will be allocated toward extraordinary expenses that resulted from the local response to the pandemic, such as medical supplies, the purchase of equipment to help protect emergency responders and technology equipment that has allowed municipal officials and municipal employees to work remotely. Schools will not see more aid cuts By MATTHEW SOCKOL Staff Writer
T
he Millstone Township K-8 School District and the Upper Freehold Regional School District which serves Upper Freehold Township and Allentown will not see an additional decrease in state aid for the 2020-21 school year as a result of the 2020 coronavirus pandemic. Since the enactment of state legislation known as S-2 in 2018, administrators in both school districts have dealt with a decrease in state aid each year. Millstone has lost $886,913 from the $4.95 million in state aid the district received in 2018. Upper Freehold Regional has lost $598,621 from the $5.85 million in state aid the district received in 2018. For the 2020-21 school year, Millstone administrators were told the district would receive $4.06 million in state aid. For the 2020-21 school year, Upper Freehold Regional administrators were told the district would receive $5.25 mil-
lion in state aid. Using those amounts, Millstone Board of Education members adopted a $40.1 million budget on April 27 and Upper Freehold Regional Board of Education members adopted a $43.7 million budget on May 6. On May 29, state officials announced that as a result of the financial impact of the pandemic, the state aid amount that administrators in some school districts had been informed they would receive for 2020-21 would be reduced. In total, $335 million is expected to be trimmed from New Jersey’s school spending during the upcoming year. According to state officials, Millstone and Upper Freehold Regional are among the school districts that will not lose additional aid. The Upper Freehold Regional School District serves school-age children of Upper Freehold Township and Allentown. High school-age students from Millstone attend Allentown High School through a send-receive relationship between the two districts. Heather and Drew Paglia

The Paglias knew they needed to help and came up with the idea to ask people to donate $5 – they could also donate more – to be used to purchase meals and gift cards to local restaurants and businesses. In turn, those gift cards were donated to first responders and hospitals to purchase meals. By letting people know they could help with as little as $5 they activated younger people and have raised more than $25,000, according to the press release. Working with local, state and national health, law enforcement and Office of Emergency Management teams, members have provided administrative and logistics support at mobile COVID-19 testing sites, deployed Western Shelter tent facilities at 20 hospitals, placed oxygen generators at various facilities, and coordinated the deployment of its medical ambulance bus fleet to transport COVID-19 positive patients from longterm care facilities and hospitals, according to the press release. The team is also staffing regional temporary morgue sites, the deployment of out-of-state Federal Emergency Management Agency ambulance teams, working to obtain and distribute personal protective equipment and coordinating state EMS needs. The task force was was formed after the Sept. 11, 2001 terrorist attacks as a way to better prepare New Jersey’s preparations and responses to large-scale events, according to the press release.
